About NVTC: The Northern Virginia Transportation Commission

• Designates Virginia’s WMATA Board members

• Co-owns VRE, Virginia’s only commuter rail system

• Administers the I-66 Commuter Choice program (I-95/395 in FY 2020)

• Administers regional gas tax for WMATA and VRE

• Manages state and regional funding for six bus systems, Metrorail and VRE

• Provides transit research andtechnical expertise

I-66 Commuter Choice Program

Overview

The I-66 Commuter Choice program uses toll revenues from I-66 inside the Beltway to fund multimodal transportation projects that improve travel in the corridor.

Program Goals

The principal objective of the I-66 Commuter Choice program is to select projects that meet the

Transform 66 Multimodal Project Improvement Goals

identified in the MOA

• Project includes the creation of a new weekday, peak-period, express bus route between the Fairfax County Government Center park and ride lot and downtown Washington, DC.

• Funding supports:o purchase of four new

buseso two years of operational

assistance to support 10 inbound and 10 outbound trips each weekday

• 80.1 percent ridership increase since route inception

• Average weekday ridership 223

• Over 20 weeks — December 2017 to April 2018 — total ridership was 22,446

• Construction of a 300-space Stone Ridge II park and ride lot in Aldie

• New Loudoun County Transit commuter bus service from the park and ride lot to the McPherson Square Metrorail station

• Park and ride lot opened in July 2017

• By December it had reached overflow capacity, with cars being left in areas not designated for parking

• Bus ridership has increased by approximately 100 passenger trips per day

• The project informs commuters of travel options along the I-66 corridor with the specific goal being to shift modes from single occupancy to transit, HOV2+ (via carpooling or vanpooling), or biking

• Arlington County Commuter Services created an outreach and marketing strategy to disseminate information and measure performance

• Created cross-jurisdictional relationships and provided regular content and marketing pieces to help clients understand changes occurring along I-66

• Reached over 50,000 households through direct mail providing tolling updates

• Commute66.com pageviews/conversion rate: 9,874 pageviews/0.56% conversion

• 10 blogs written, with a total of 1,882 pageviews resulting in a 4 percent conversion

•The first transit screen is operational at Arlington’s Central Library

•A transit screen, now being installed at the Ballston Commuter Store, will be visible to those using the bus plaza and Metrorail station

•Memoranda of agreement are underway for transit display installations in other buildings

•Work is underway with Business Improvement Districts to share project information with their members
