On August 25, 2014, the restitution hearing was held in the case of home invader and alleged confidential informant Scott Washburn (LA077498). Was Judge Michael V. Jesic impartial? According to California Penal Code 1202.4 (f), "The court shall order full restitution unless it finds compelling and extraordinary reasons for not doing so and states them on the record." Did Judge Jesic state compelling and extraordinary reasons for not ordering full restitution? Shouldn't a doctor determine mental health restitution instead of a Judge?!
