The Army is transitioning towards a service management model which promotes a total customer focus, in order to better deliver Training Support services to Civilians and War fighters. As part of our commitment to better serve you, our customer, we are transitioning to the Range Facility Management Support System (RFMSS) as the main platform to Request Training Support: i.e. (Classrooms, Simulators, Outdoor Routes for Physical Fitness...) to Request Access to RFMSS use the link below: https://rfmss2002.belvoir.army.mil/santiago/pages/login.aspx?isPopup=True *** Training Support Center (TSC) users are require to establish and maintain a TADSS Account in order to request /receive training aids or training support from TSC.

Training Support Center (TSC) Accounts: All organizations may establish an account by submitting a: DA form 1687, Notice of Delegation of Authority and Commanders’ Assumption of command orders Up to eight authorized signatures per organization (2ea DA forms 1687) for the draw of training aids, MILES, VI equipment and use of simulators. DA Form 1687 must be renewed every year or upon change of responsible officer. TSC Point of Contacts:

Issue of Training Devices:
1. TSC personnel will review and approve TADSS request form after verifying that :
a. The unit has an active account.
b. A current copy of unit’s assumption of command orders and a valid DA Form 1687 is on file and current.
c. The Commander’s telephone number and e-mail address is on
file.
d. The unit has sent a vehicle and enough personnel to properly load the equipment safely.
2. TSC personnel will verify that personnel delegated to pick up equipment
have completed the necessary certification courses required to sign for the requested TADSS.
3. TSC personnel and the authorized unit representative will conduct a joint inventory of requested devices. Equipment will be inspected and tested to ensure they are complete, serviceable, and clean.
4. Once inventory and inspection is completed, equipment will be issued on
Training Support Material Army wide Tracking System (TS-MATS) hand receipt (HR) in lieu of the DA FORM 2062.
5. The issuing document(s) will be signed and dated by the TSC personnel and the authorized unit representative. By Signing the HR the customer acknowledges that the equipment is complete, Serviceable, and clean. He/she will print name, rank, email address and telephone number on the TS-MATS HR. TSC personnel will retain the original signed HR and provide a copy to the authorized unit representative upon completion of issue.
6. Customers will annotate any equipment discrepancies on the TS-MATS HR. TSC personnel will verify the discrepancy and place his or her initials next to the customer comment (findings).

Turn in of Training Devices:
1. TSC personnel and authorized unit representative conducts a joint inventory of all equipment that was issued. Components will be given a visual inspection for any damages and some major components are given an on-the-spot functional check for serviceability.
2. All devices will be returned in the original storage container, by the same person who signed for the devices. Devices will be transported and secured in a vehicle without stacking or pilling to prevent damages.
3. Check Devices for cleanliness:
a. Remove all trash and debris from bags and carrying cases.
b. Wipe electronic equipment with dry rag or paper towel.
c. Brush dirt off MILES gear; do not place in washer machine,
remove all batteries
d. Clean first aid equipment with alcohol pads and remove batteries.
e. Wash and dry OPFOR uniforms and manikin clothes before turn
in.
4. Damaged or inoperative items must be tagged. Customers are responsible for maintenance of the devices during and after training. Damaged devices other than fair wear and tear will be accompanied with a DD Form 362, Statement of Charges/Cash Collection or DD Form 200, Financial Liability Investigation of Property Loss. Devices with minor damages will have damage statement.
5. Equipment not ready for turn in, damage or lost will be re-issue to the Unit
for not more than ten (10) working days to allow the COC enough time to clean the equipment, replace or do the necessary documentation to account for the item.
6. Upon completion of turn-in, TSC personnel will receive the devices in TS-MATS, populate a TS-MATS turn in Hand Receipt, notify customer of any discrepancies if any. TSC personnel and customer will sign and date the HR in their respective blocks.
7. TSC Personnel give a copy of the Turn in HR to the Customer and file the original copy for future reference.

**Note: You must be certified to operate and conduct training on devices identified by an asterisk (**) in front of the DVC number.
