Foreword

This administrative manual provides a guide for Department of Homeland Security(DHS)/Federal Emergency Management Agency (FEMA) personnel to train and maintainqualifiedpersonnelfortheNationalUrbanSearchandRescue(US&R)ResponseSystem.TheNationalUrbanSearchandRescue(US&R)ResponseSystem(theSystem)providesforthe coordination, development, and maintenance of the Federal effort with resources tolocateandextricatevictims,provide immediatemedical treatment tosurvivors trapped incollapsedstructures,andconductotherlife‐savingoperations.Questions, comments, and suggested improvements related to this document areencouraged.Inquiries,information,andrequestsforadditionalcopiesshouldbedirectedinwriting to the FEMA Office of Response and Recovery, Response Directorate, OperationsDivision,US&RBranch,OperationsSection,500CStreetSW,Washington,DC20472.

CHAPTER1:INTRODUCTION

1‐1. Purpose

Thetrainingoftaskforcepersonnelisparamounttotheoverallpreparednessofeachtaskforce, as well as the National US&R Response System as a whole. The standardizedadministration and management of task force training programs will ensure trainingrelated preparedness activities successfully transition to operational readinesscapabilities. This manual is provided to task forces to assist in the administration andmanagementoftrainingandtrainingrelatedactivitiesinordertomaintainconsistencyforkeyprogramelementsthroughouttheentireNationalUS&RResponseSystem.

1‐2. ScopeThismanualisapplicabletokeyelementsoftheTaskForceTrainingProgram,toinclude;types of training, criteria and approval processes, instructor credentialing, membercertificationandrecordsmanagement.Additionally,thedutiesandresponsibilitiesoftheTask Force Training Manager, as well as those of the Divisional Training Work GroupRepresentativesareidentified,includingtheinteractionrequiredoftheseindividuals.ItistheintentthatthismanualbereferencedandutilizedbyTaskForceRepresentatives,Task Force ProgramManagers, Task ForceTrainingManagers and others involvedwiththe administration, management, coordination, delivery, evaluation and certificationprocessesoftheTaskForceTrainingProgram.

CHAPTER2:TASKFORCETRAININGMANAGER‐POSITIONDESCRIPTION

2‐1. FunctionalDescriptionToensureeachmemberofthetaskforceisproperlytrainedtoconducthisorherdutiesaspartoftheFEMAUS&RPositionDescription,andthat,asawhole,thetaskforcecanfulfillitsintendedmission.

2‐2. ProgramDescriptionTrainingneedstobeanon‐goingcycleofactivitieswhichpreparesindividuals,functionalteams,andtheentiretaskforcefortheirspecificrolesandtasksasrequiredatthetimeofmobilization, deployment, on‐site operations, de‐mobilization, and return‐to‐readiness.This requires that the Training Manager work closely with the team managers tounderstandtheirtrainingneedsandpriorities.TheTrainingManagermustkeepabreastofall scheduled FEMA‐sponsored courses and through the team managers, submitapplications for the eligible candidates.TheTrainingManager shall plan and coordinatetask forceparticipation indisaster trainingandexercisesat theLocal,State,andFederallevels.

2‐3. DescriptionofDutiesApositioncreatedtomanagealltraining‐relatedactivitiesofthetaskforce.

I. GeneralResponsibilitiesResponsibleforassistingthetaskforceinaccomplishingprogramdevelopmentand

readinessobjectivesthatrelatetoeducation,trainingandexercisesby:

A. Establishingtrainingprioritiesbasedontheneedsofthetaskforce

B. Coordinating with the Program Manager, task force leaders and team managers indevelopinganannualtrainingcalendarandbudget

C. Assisting team managers with the development of lesson plans, announcements, andtrainingplans.

D. Maintainingamasterrecordoftrainingonallmembersofthetaskforce

E. Maintainingcommunicationswiththedivisionaltrainingworkgrouprepresentative

F. Ensuring that all updated FEMA curriculum materials are forwarded to task forceinstructors

G. Complete HSEEP training requirements as outlined in the strategic training plan and,whereappropriate,utilizeandplanTFtrainingactivitiesthroughitsuse

II. SpecificResponsibilities

A. ProvidetoFEMAonanannualbasis,copiesoftaskforcepersonnelrosterandcertifytheirleveloftrainingorpositionqualifications.

B. Ensure training and exercise activities of the task force meet FEMA’s specifications,requirementsandcertifications.

C. Coordinate training of task force members to perform US&R duties in accordance withestablishedFEMAPositionDescriptionsfollowingguidelinesidentifiedinthePositionTaskBookAdministrator’sGuide.

D. Ensurethatpartialorfull‐scaleUS&Rexercisesanddrills,includingmobilizationdrillsareconducted.

E. Assure delivery of US&R related training courses for task force personnel, includingdevelopmentanddeliveryoflocalUS&Rtrainingcourses.

F. Maintainaccuratetrainingrecordsforalltaskforcemembersandensurethattheyarekeptuptodate.

G. Develop an annual training plan to address the training needs of all aspects of the taskforce.

H. AnnuallyreviewandverifytaskforceFEMAapprovedinstructorlist.

CHAPTER3:FEMAUS&RDIVISIONALTRAININGWORKGROUPREPRESENTATIVES 3‐1. PositionDescription

The position of Divisional TrainingWork Group Representative is intended to enhancecommunicationsandimprovetrainingneedsfromthetaskforceleveltotheFEMAUS&RProgramOfficeviatheTrainingWorkGroup.ThesepositionsareappointedbytheWorkGroupChairwithmutualagreementoftheappointedmember.

3‐2. DescriptionofDuties

AFEMAUS&RDivisionalTrainingWorkGroupRepresentativeisresponsibleforthefollowing:

Coordinatingcommunicationsamongtaskforcetrainingmanagerswithinspecifiedregion

Updating,advising,andcoordinatinfthefollowing:

Courserequestscreeningprocessandroutingfromtaskforces Instructorapplicationsscreeningprocesswithinregion

Collaborating with task force training managers to field questions and concernsrelatingtotrainingatalllevels

Attendingtrainingworkgroupmeetingsasscheduled

Attending divisional Task Force Leadermeetings to update and advise leaders ofcurrenttrainingprogramdirection

Communicatingwith FEMAUS&RProgramOffice to assist and advise on trainingissues

Providing guidance to the Task Force Training Manager on the use of the FEMATrainingProgramAdministrationManual

CHAPTER4:QUALITYASSURANCE

4‐1. InstructorContinuingEducationUnitsFEMAUS&Rsupports training forallof theFEMAUS&Rtask forces. Inmany instances,instructorsfromothertaskforcesareutilizedtofacilitatetraining.Tokeepinstructionatthehighestlevel,thereisaneedforaContinuingEducationUnitsprogram.Looking at the FEMAUS&R TrainingWork Groupmodel for qualifying instructors, it isapparentthatthereisagoodinitialscreeningforinstructorqualifications.However,oncean instructor’s certificate is issued, there is no mechanism to ensure the instructor iscompetent,stayingabreastofcurrentsubjectmatter,noractivelyteaching.Also,therearenoguidelinesforthespanoftimebetweenclassestaughtbyaninstructor.IfFEMAistoensuretheproficiencyofNationalUS&RResponseSysteminstructors,whichin turn reflects directly on the level of instruction, FEMA staffwill need tomonitor theSystem’sinstructors.ThepurposeoftheCEUssystemwillbetoencourageinstructorstostayabreastofcurrenttrends,knowledgeandinformation.AnotherbenefitofaCEUsprogramisthatinstructorswouldattainandmaintainahigherlevelofprofessionalism.ThiswouldfurtherenhancethereputationoftheNationalUS&RResponseSysteminstructorsandcourses.Manyprofessionalorganizations,teachersandotherdisciplinesarerequiredtocompleteCEUstomaintaincertification. TheseclassesarefortheexchangeofideasandupdateofcurrentissuesandwouldhelpinsurethattheFEMAUS&Rinstructorswouldwearabadgeofprofessionalismandtheclassestheyteachwouldbeofthehighestcaliber.Approved CEU requirements as per each individual Work Group will be maintained inAppendixF.

4‐2. InstructorCodeofEthicsItistheresponsibilityoftheTaskForceTrainingManagertoensurethatallFEMAUS&Rcredentialedinstructorsfollowthecodeofethicslistedbelow.

The instructor works to enhance the learningenvironmentandtheacquisitionofknowledge.Infulfillmentoftheobligationtothestudent,theinstructorshalldothefollowing:

Refrain from intentionally exposing the student to embarrassment ordisparagement

II. PRINCIPLEII‐CommitmenttoTrainingandEducation

TrainingandEducationisvestedbytheNationalUS&RResponseSystemwithatrustandresponsibility requiring the highest ideals of professional service. In fulfillment of theobligationtotheSystem,theinstructorshalldothefollowing:

Maintainhonestyabovereproachwhenpresentingtheinstructor’squalificationsbyprovidingonlyaccurateinformation

Maintainclassroomintegritybyallowingonlycredentialedinstructorstoteach

Maintain professional integrity by refusing any gratuity and/or gift that mightappeartoinfluenceprofessionaldecisionsoractions

Adhere to provisions of 5 CFR 2635.807 in all aspects of teaching, speaking, andwriting

III. PRINCIPLEIII‐CommitmenttoFEMAUS&RTrainingIn the belief that the quality of services delivered directly influences the program, theinstructorshallmakeeveryefforttoraiseprofessionalstandards,andtopromoteaclimatethatencouragestheenhancementoftheNationalUS&RResponseSystemmission.Infulfillmentoftheobligationtothemission,theinstructorshalladheretothefollowing:

CHAPTER5:TRAININGDELIVERYPROCEDURES

5‐1. IssueTraining and exercises are critical to National US&R Response System preparedness.National policy is needed to clarifyUS&R training and exercise‐related terminology, thetypes of training delivery available and procedures for requesting, approving andcertifying completion of training and exercises that meet established standards andrequirementsoftheNationalUS&RResponseSystem.

5‐2. PolicyTheNationalUS&RResponseSystem implements thepolicyandprocedures for trainingand exercises supporting the National US&R mission set forth in this procedure. Thefollowingfourtypesoftrainingandexercisesareaddressedanddefinedherein:

1. FEMA‐sponsoredtrainingandexercises2. FEMA‐sanctionedtrainingandexercises3. FEMA‐equivalenttraining4. FEMA‐authorizedtraining

The intent of this policy is to support the current preparedness requirements of theNational US&RResponse System tomeetmission response requirements. Thismissionhasevolvedovertimeandisexpectedtocontinuetodosointhefuture. Asthemissionhaschanged,sohavethetrainingandexerciserequirementstosafelyperformthemission.Specific training requirements are best described within the approved PositionDescriptions forNationalUS&RResponseSystemmembers. ThesepositiondescriptionscanbefoundinAppendixAofthismanual.Amechanismforupdatingpositiondescriptiontraining and qualifications requirements exists within the National US&R AdvisoryOrganization process. There may be a need from time to time to supplement thisestablishedprocesswithotherFEMAdirectiontoaddressachangedmissionorurgentandcompellingneed.Thispolicyisfullyinaccordancewiththecostneutralityprinciplesonwhichtheproposedrule governing the National US&R Response System is based, 44 CFR 208. Therefore,expenditureofFEMAUS&RPreparednessfundsforpurposesotherthanthosethatdirectlysupportFEMANationalUS&Rtrainingandexerciserequirementsisnotpermitted.

5‐3. Training&ExerciseTypes,DefinitionsAndConditions

AlltrainingmustbedeliveredinaccordancewithFEMAUS&Rprogramdirective2004‐001.

I. FEMA‐SponsoredTrainingAndExercisesThese exercises use approved national standard curricula and procedure and areprovided, paid for, and directly controlled by FEMA through contract, interagencyagreementorothermethodofacquisition.

Trainingandexercisesarehostedatvariousappropriate locations throughout theUS.

Instructorsareidentified,certified,approvedandpaidforbyFEMA.

National US&R Response System members are covered by the Federal WorkersCompensationProgramauthorizedbytheFederalEmployeesCompensationAct.

CertificatesareissuedbyFEMAforsuccessfulcompletion.

FederalfundsprovidedbyFEMAthroughUS&RReadinessCooperativeAgreementsmaybeused for theparticipationofNationalUS&RResponseSystemmembers tosupplementFEMApaidcosts(e.g.,approvedadditionaltrainingparticipants).

NationalUS&RResponseSystemmembersarenotcurrentlycoveredbytheFederalTortClaimsAct.

Example:NationalUS&RTaskForceLeadersCourse.

II. FEMA‐SanctionedTrainingAndExercisesTheseexercisesuseapprovednationalstandardcurriculaandprocedureandarehosted,sponsored, provided and directly controlled by a National US&R Task Force SponsoringAgency.CompletionofthistrainingorexerciseisanidentifiedrequirementinanapprovedPosition Description contained in the FEMA US&R Operations Manual or other FEMAdirection. ThetrainingprogrammanagerforeachtaskforceshallensureaFEMAcoursenumber has been issued by the program office and is attached or visible on the issuedcertificates.

Trainingandexercisesarehostedatvariousappropriate locations throughout theUS.

Instructors are identified, certified, approved by FEMA and paid for by theSponsoringAgency(Federalfundsmaybeused).

National US&R Response System members are covered by the Federal WorkersCompensationProgramauthorizedbytheFederalEmployeesCompensationAct.

CertificatesareissuedbytheSponsoringAgencyforsuccessfulcompletion.

III. FEMA‐EquivalentTrainingThis training is non‐system training officially determined by FEMA to be functionallyequivalenttotrainingdeliveredasFEMASponsoredtraining,ortaskforcestrainingatthelocal level Such training is hosted, sponsored andmay be provided by someone otherthanFEMA(e.g.IndustryStandardsorProfessionalAssociations)anddoesnotmeetthedefinition of FEMA Sanctioned Training. Completion of this training or a specificallydeterminedequivalentportionofitisanidentifiedrequirementinanapprovedPositionDescription contained in the FEMAUS&ROperationsManual or other FEMA direction.The trainingprogrammanager foreach task force shall ensureaFEMAcoursenumberhasbeenissuedbytheprogramofficeandisattachedorvisibleontheissuedcertificates.

TrainingishostedatvariousappropriatelocationsthroughouttheUS.

Instructors are determined by FEMA to meet or exceed minimum qualificationstandardsestablishedbytheNationalUS&RResponseSystem.

NationalUS&RResponseSystemmembersarenotcoveredbytheFederalWorkersCompensationProgram.

Certificatesofcompletionareissuedbythetrainingsponsor.FEMAwillacceptsuchcertificates as evidence of fulfillment of training requirements provided that anofficialFEMAEquivalencyDeterminationisofferedtosupportsuchclaim.

FederalfundsprovidedbyFEMAthroughUS&RReadinessCooperativeAgreementsmaybeusedforcoursepreparation,deliveryandtheparticipationofNationalUS&RResponse System members to the extent that these funds are used to supportNationalUS&RResponseSystemrequirements.

The Federal Tort Claims Act does not cover National US&R Response Systemmembers.

Example:DOJWMDBasicConcepts.IV. FEMA‐AuthorizedTraining

This training has no established curricula but the knowledge, skills and abilities gainedfrom the training are specifically required in the National US&R Operations ManualPositionDescriptions (e.g.,NWCG ICS courses). Such trainingmaybehosted, sponsoredandprovidedbysomeoneotherthanFEMA.FEMAexertsnodirectcontrolofthecurriculaor its delivery. The training programmanager for each task force shall ensure a FEMAcoursenumberhasbeenissuedbytheprogramofficewhenapplicableandisattachedorvisibleontheissuedcertificates.

CHAPTER6:INSTRUCTORCREDENTIALING6‐1. ApplicationProcess

Therearethree(3)typesofinstructorsintheNationalUS&RResponseSystem.ThefirsttypeofinstructoristheSubjectMatterExperts(SME)whocanteachacomponentofaclass.AnexampleisaStructuralEngineerteachingtheengineeringportionofanSCTcourse.Ifanindividualisnotamemberofataskforce,theywouldcompleteaninstructorapplicationformandsubmititforapprovalthroughtheappropriateworkgroupbeforeitisforwardedtotheTrainingWorkGroupforfinalapproval.Iftheindividualisamemberof a task force, the individual would submit it through their task force for appropriatesignaturesbeforeitisforwardedtotheappropriateWorkGroupforapproval.Thesecondtypeofinstructorisanadjunctinstructor.AdjunctinstructorsmusthaveNFPA1041levelI,orequivalent,andhaveattendedthespecificcourseforwhichapplying.TheseinstructorsmustbeataskforcememberandmeetcurrenttechnicalPositionDescriptionrequirements.The third typeof instructor is a lead instructor. Lead instructorsmusthaveNFPA1041level II, or equivalent, have attended the specific course for which applying and havedelivered training as an adjunct instructor for two (2) course delivers. An AdjunctInstructorEvaluationformforeachcoursemustbeincludedwiththeapplication.If a formal T‐t‐T course is provided and the applying member has attended the T‐t‐TcourseandmeetstheotherrequirementsforaLevel1orLevel2instructor,theywillbeapprovedattheapplicablelevelinlieuofadditionaldeliveriesasidentifiedabove.Priortoa T‐t‐T or the above referenced adjunct/lead qualification process, only curriculumauthorswill be qualified to instruct new courses. Course revisions or updates shall bereviewed by the training working group and the respective course working group todetermine the need for a T‐t‐T course or an alternative method to update currentinstructors.Membersinvolvedinthesignificantdevelopmentofnewcourses,andcourserewritesmaybegivenadjunctorleadinstructorstatusaslongasallotherinstructorrequirementsaremetforadjunctorleadinstructor.The prospective instructor applicant would complete the application instructions thatfollowonsubmittinganapplication.

6‐4.InstructorChangeofStatusThe “Instructor Change of Status form” found in Appendix E shall be filled out when aFEMAcredentialedinstructorattheLead,AdjunctorSMElevelsistransferringtoanothertask force, or needs removed from the official FEMA instructor list. Removal from theFEMA instructor list shall be mandatory if the member is no longer affiliated with theNationalUS&RResponseSystemexceptinthecaseofSME’swhohavebeenapprovedbythe appropriate work group. A separate formmust be filled out for each discipline inwhichthememberislistedasaninstructor.

It is the responsibility of the TF programmanager in conjunction with the TF trainingmanager to initiatea reviewofall instructorsaffiliatedwith the task forceonanannualbasis to determine if allmembers indicated by the official FEMA instructor list are stillmembersingoodstandingwiththeNationalUS&RResponseSystemandarequalifiedtoinstructintheirindicatedspecialty.Membersaffiliatedwiththetaskforcewhoarelistedas instructors but no longer remain current or competent in their specific field ofinstruction shall be removed from the list. Instructor knowledge, instructional andoperational activity and compliance with any applicable continuing educationrequirementsshouldguide theprogrammanager in thedecision toremove thememberfromtheinstructorlist.MembersdisagreeingwiththeactionsoftheprogrammanagertoremovethemfromthelistmaysubmitinwritingtotheDivisionalTrainingWorkGroupRepresentativetheircaseforremainingontheinstructorlist.Thiswrittencorrespondencewillbediscussedatthenexttrainingworkgroupmeetingandtheappropriateworkinggroupmaybeconsultedtoassistinthefinaldecision.Thedecisionofthetrainingworkgroupchairwillbefinalandbinding.

The primary mission of the National US&R Response System is the coordination,development, and maintenance of the Federal effort to provide resources to locate,extricate, and provide immediate medical treatment to victims trapped in collapsedstructures,aswellastoconductotherlife‐savingoperations.The Program Manager of each task force is responsible for the selection, training,equipping, mobilization, and deployment of the task force to respond to thosesituations as outlined in the National Response Framework. National US&R Response System FEMATrainingRequestForm

FEMA IssuedCourse #

US&R Program Directive 2004‐01 established FEMA Training as recognized in one of four ways: 

 1. FEMA‐Sponsored Training & Exercises are approved national standard curricula and procedure and are 

provided, paid  for, and directly controlled by FEMA through contract,  interagency agreement or other method of acquisition.  

2. FEMA‐Sanctioned Training & Exercises use approved national standard curricula and procedure and are hosted, sponsored, provided and directly controlled by a National US&R Task Force Sponsoring Agency.  Completion of this training or exercise is an identified requirement in an approved Position Description contained in the FEMA US&R Operations Manual or other FEMA direction.   

 3. FEMA‐Equivalent  Training  is  non‐system  training  officially  determined  by  FEMA  to  be  functionally 

equivalent  to  training delivered as FEMA Sponsored  training, or  task  forces  training at  the  local  level  Such training is hosted, sponsored and provided by someone other than FEMA (e.g. Industry Standards or  Professional  Associations)  and  does  not  meet  the  definition  of  FEMA  Sanctioned  Training.  Completion  of  this  training  or  a  specifically  determined  equivalent  portion  of  it  is  an  identified requirement  in an approved Position Description contained  in  the FEMA US&R Operations Manual or other FEMA direction. 

 4. FEMA‐Authorized Is training that FEMA US&R has no established curricula but the knowledge, skills and 

abilities  gained  from  the  training  is  specifically  required  in  the  National  US&R  Operations  Manual Position Descriptions  (e.g. NWCG    ICS  courses).    Such  training  is  hosted,  sponsored  and  provided  by someone other than FEMA.  FEMA exerts no direct control of the curricula or its delivery.   

Task Forces will use this documentation to meet the requirements requesting FEMA Approval for Training / Exercises.  This fill‐in form may be completed electronically, saved locally and then printed.  To complete this form tab from field to field.  It is recommended that you print/save a copy for your file after completion, and then Forward the form to the Divisional  Training  Representative  and  the  FEMA  Training  Coordinator  for  approval.    Please  review  the  Training Program Administrative Manual for additional information.
