Introduction AIM This book, known as the Training and Assessment Handbook, describes the roles, responsibilities and qualifications required to undertake the various tasks within the ACT State Emergency Service (ACTSES). Learning and development opportunities for the ACTSES are designed to allow members to perform their roles within the ACT community safely, proficiently and competently. The framework for this training is nationally recognised competency based training from the Public Safety Training Package, which has been adopted by all State and Territory Emergency Services. Other non- nationally recognised training programs, for example the training provided by ACTAGL, is laos shown within this handbook. Gaining Competence The skills, knowledge and attitudes of SES members can be gained through:

• Formal training and assessment; • Experience with the ACTSES; • Prior learning in another environment; • Life Experience.

How members gain these knowledge and skills is not important. the key issue is ensuring members can demonstrate the appropriate level of skills and knowledge required to ‘do the job’. The Emergency Services Agency (ESA) achieves this through consistent and reliable assessment processes. Any member, who believes they already hold the skills and knowledge required, can seek recognition of current competence through a challenge assessment process. For more detail, members are invited to approach the ACTSES Learning and Development Coordinator. Skills Recognition This is the process of evaluating and recognising a members skills and knowledge which they may have obtained from one of, or a combination of the above mentioned ways of gaining competency. This process involves the incorporation of Recognition of Prior Learning (RPL) and Recognition of Current Competence (RCC). Any member wishing to have skills and knowledge recognised should speak to their Unit Training Officer who will liaise with the SES Learning and Development Coordinator to make the arrangements. RPL and RCC is an essential component of competency-based training. It focuses on current competency standards gained by individuals through:

• Work experience;

• Life experience; • Formal training; • Informal Training.

ACTSES volunteers and staff, who believe they possess, and can substantiate relevant competencies, may apply for Skills Recognition. Applications will be processed on the basis that it is the Applicants' responsibility to provide all the evidence required to support their claim for recognition. Skills Recognition is a process involving an assessment of an individual's current knowledge and skills even though the evidence produced in support of the claim for recognition may be drawn from the past. Applicants must note that the Skills Recognition is still a form of assessment and may require detailed evidence and/or a skills challenge test. Selected personnel appointed by the ESA Manager Training will conduct RCC assessments. Note: Full details relating to Skills Recognition (RPL/RCC) can be found in the ESA Training Procedures Manual.

Training Introduction ACTSES operates under the ESA Registered Training Organisation (RTO) operating within the vocational education and training (VET) system. As an RTO, the ESA is able to offer nationally recognised training to staff and volunteers. To become an RTO, the ESA has undertaken a registration process with the ACT Accreditation and Registration Council (ARC). In order to be registered and maintain registration, ARC audits the ESA for compliance with the Australian Quality Training Framework (AQTF) 2007 Essential Standards for Registration. Training delivery The responsibility for the delivery of training is shared between the Units, the Service, and the RTO. Trainers: In order to be permitted to conduct nationally recognised training, ACTSES trainers must hold either of the following units of competence:

• TAADEL301A – Provide training through instruction and demonstration of work skills, or

• BSZ404A – Train small groups. All trainers should also be competent in the unit of competence in which they are training. Where the trainer is not competent in the unit of competence in which they are training they may train in a team with someone who holds the particular unit of competence being delivered. As a quality assurance measure designed to ensure that trainers are provided with the required support, all trainers undergo a formal trainer endorsement process conducted by the SES Learning and Development Coordinator or an RTO Training Officer. Training material ESA Training (ESAT) is responsible for the development of training material across the ESA. Copies of training material can be obtained through the SES Learning and Development Coordinator. Unit Trainers may develop their own training material to complement that provided by ESAT staff. This material shall not contradict any of the training material, policy or processes endorsed by either the ACTSES or the ESA.

Training methods Training will be delivered by a variety of methods matched to the characteristics of the subject matter, and the needs of the candidates. Generally, the focus will be on practical skills based training with a minimum of classroom training. The greatest opportunity possible will be provided to enable participants to use their normal Unit activities for learning and assessment. The SES Learning and Development Coordinator The role of the SES Learning and Development Coordinator is to:

• Assist Units in delivering training and conducting assessments; • Endorse trainers and assessors at a Service level; • Chair of the Training Support Team (TST); • Guidance and advice on training related matters; • Production of materials for training; • Maintenance of the ACTSES Training Database; • Coordinate the provision of training and assessment; • Participate in assessment validation; • Participate in assessment moderation; • Member, National Education and Training Committee; • Provide professional development for trainers and assessors.

Assessment Introduction Assessment will be conducted using assessment tools developed by the RTO. Candidates enter into assessment agreements with their assessor when they feel they are ready to be assessed, this provides candidates with the opportunity to seek clarification on any issues that they are unsure about and to identify any special needs they may have. Note: in the interests of fairness and consistency, assessment tools cannot be developed or amended at Unit level. As part of the development process, assessment tools are validated to ensure they meet the following rules:

• Valid (assess what they claim to assess) • Reliable (give consistent results) • Flexible (allow for mutual convenience) • Fair (not disadvantage any person)

However, regular feedback is sought from candidates and trainers to improve assessment tools and processes. If you feel that an assessment tool or process you have undergone could be improved, you are invited to contact the ACTSES Learning and Development Coordinator or ESAT RTO

personnel. Feedback, including constructive comments, assists us to improve the service we provide and is welcomed. Assessors Only those who are competent in the following units of competence may act as assessors: TAAASS401A – Plan and organise assessment, and TAAASS402A – Assess competence, and TAAASS404A – Participate in assessment validation These units are the current units of competence available. Members who hold the superseded units of competence mentioned below will be offered up skilling to the current competency from time to time. BSZ401A – Plan Assessment, and BSZ402A – Conduct Assessment, and BSZ403A – Review Assessment As a quality assurance measure designed to ensure that assessors are provided with the required support, all assessors undergo a formal Assessor endorsement process conducted by the SES Learning and Development Coordinator or RTO Training Officer. Assessor endorsements are reviewed every 2 years to maintain a fair and moderated assessment process. Joint Assessment Where assessors do not have the competency in the subject that they are assessing, they may call on someone with the necessary competency to assist with the assessment process. Note: The TAA units replace the old BSZ units of competence. New trainers and assessors will need to complete these new units in order to either assess and/or train in the ACT SES. Existing trainers and assessors may continue to train and assess however they will need to up skill to the new units of competence from the training and assessment training package when the opportunity is offered. Training and up skilling in TAA units of competence will be provided by ESA. This training will be delivered flexibly to suit the needs of volunteers.

Qualifications

Introduction Most of the training offered by the ACTSES is aligned with units of competency from the Public Safety Training Package V7. The focus of SES training is to meet operational needs of the organisation to ensure SES is able to meet its’ legislative requirements rather than focussed on awarding qualifications. However the ACTSES is though very supportive of its members gaining qualifications and will consider opportunities and assistance to those members seeking such qualifications. The ESA is the Registered Training Organisation (RTO) for the ACTSES. The ESA can issue the relevant qualifications listed on page 21-26 to SES members. ESA has the ability to customise each of these qualifications, within the Qualification Packaging Rules. Elective units may be taken from other endorsed training packages as well as from higher or lower level Public Safety Qualifications. Members should talk with their Unit training officer if they believe they may meet the requirements for any of the qualifications below.

Training Support Training Support Team So as to provide a high level of liaison between the ESA, SES and the volunteer Units, the SES Training Support Team (TST) operates as a sub-group of the ACTSES Principal Advisory Group. The SES Learning and Development Coordinator chairs the TST and membership comprises a representative from each of the SES volunteer Units. The TST is responsible for co-ordinating the SES annual field day, the conduct of whole-of-service exercises, and for providing advice to the SES Learning and Development coordinator on training assessment related matters. TST members are also responsible for providing advice related to the upkeep of the training database. Acticards The Australian Council of State Emergency Services has implemented and developed a website for use by SES volunteers and staff to assist in training activities. The site can be located at www.ses.org.au . Acticards are the method used within this website to share and store information related to training and assessment activities. Members are encouraged to populate the site with any suggested training activities that they may find useful and that they are prepared to share with other members of the wider SES community.

SES Roles & Competencies Introduction There are three broad categories of roles for members in the ACTSES. These are:

• SES Team Member • SES Team Leader • SES Unit Officer

The roles and functions of each of these categories along with the associated competencies required are described below. They describe the minimum standards of competence required to undertake various roles either in the field or in an operations centre.

SES Team Member Introduction SES Team Members must have the skills, knowledge and attitudes to allow them to work safely and effectively as part of an SES team assisting the community in emergency situations. SES Team Members operate at all times under the supervision of a SES Team Leader. Training To become competent as an SES Team Member, volunteers must attend training with their Unit as well as attending training at a Service level. The first five units listed below make up the Induction Skill Set, which all new volunteer members into the SES must attend prior to attending training with a Unit. The ACTSES Learning and Development Coordinator and volunteers provide this training centrally, with assessments being performed at the Units.

Communicate in the workplace (PUACOM001C)

This unit covers the competency for interacting with people internally and externally through verbal, nonverbal and written communications in the workplace and the ability to follow verbal and written workplace instructions.

Provide services to clients (PUACOM002B)

This unit covers the competency to interact with internal and external clients.

Follow defined occupational health and safety polic ies and procedures (PUAOHS001C) This unit covers competency for applying general occupational health and safety requirements when working in the usual workplace environment, excluding emergency incidents.

Work in a team (PUATEA001B) This unit covers competency in working with others and making a positive contribution to the effectiveness and efficiency of a team in a work environment when predominantly under direct supervision. Limited responsibility towards others is required.

Work effectively in a public safety organisa tion (PUATEA004C) This unit covers the competency needed to manage own work and work effectively with other personnel in the organisation. It does not include competency to work in a team as covered in PUATEA001B.

Following attendance at Induction, new members will attend a series of training session’s known as Introductory Skills Training. This training is designed to give all new members a base knowledge in how to safely and effectively participate in an SES team. To achieve the SES Team Member level, members must be assessed as competent in the Induction Skill Set, First Aid Skill Set and Basic Rescue Skill Set. Other skill sets are designed to identify the competencies required to perform specific functions. All Skills Sets are described in Attachment A.

SES Team Leader Introduction SES Team Leaders are experienced operators able to lead teams at an incident. Team Leaders are usually responsible for a single team and will often be the most senior officer present. Team Leaders are responsible for the tasking of team members to ensure the safety and welfare needs of the team are being met, and for ensuring a successful operational outcome and must be fully aware of the abilities and limitations of these members. Training Members wishing to attend Team Leader training must have met the organisational requirements before attendance, (as described on page 18). Leadership training is provided at a Service level and conducted and/or co-ordinated by the SES Learning and Development Coordinator. To be appointed to a Leadership position, members must be assessed as competent in the following:

Participate in work teams (BSBFLM304A) Frontline managers have a key role in leading, participating in, facilitating and empowering work teams/groups within the context of the organisation. They play a prominent part in motivating, mentoring, coaching and developing team members, and in achieving team cohesion. At this level, work will normally be carried out within known routines, methods and procedures that require the exercise of some discretion and judgement. Conduct briefings and debriefings (PUAOPE004A) This unit covers the competency to lead and manage a briefing or debriefing. Work Autonomously (PUATEA002A) (Yet to be developed) This unit covers the competency for working as a member of a team or as an individual for periods of time without direct supervision and for mentoring and coaching either in an operational or non-operational environment.

Supervise Response (PUAOPE001) (Yet to be developed) This unit covers the competency to supervise a response by a small team to incidents (may include the use of aircraft) which are time critical and/or potentially threatening to life, property or the environment. The unit includes the competency to proceed to the

incident, assess the incident, and plan and implement an operational response and post-response activities.

SES Unit Officer Introduction Unit Officers are experienced members with a high level of knowledge and experience in emergency response, and a high level of skill in people management. SES Unit Officers also possess high-level skills in incident management. Officers may have numerous roles and responsibilities such as leading multiple crews at small incidents, performing the role of Sector Commander or Task Force Leader, and other specific roles within an incident management team. Training In order for a member to be appointed to an Unit Officer level position members must have been assessed as being currently competent against the following units of competence:

Lead, manage, and develop teams (PUATEA003A) This training covers the competency in achieving organisational objectives and effective working relationships through managing and developing individuals and teams. Course in AIIMS This unit provides a comprehensive overview of the Australasian Inter-service Incident Management System. This program provides an introduction to the management system used to control incidents and the principles that support it. Administer a local public safety group (PUACOM013A) (Under development) This unit covers the competency required to administer a local public safety group such as an SES unit, a surf life saving club, a local brigade, or a volunteer marine rescue unit. Additionally SES Unit Officers must attend the following internal training Unit management and administration program This program assists leaders and managers within the ACTSES in understanding their roles, legislative obligations, and responsibilities in relation to Service management and operational issues.

Other Training Opportunities Introduction There are many optional training opportunities available to ACTSES members. Most of the training in this section is nationally recognised and set out in the nationally recognised Skills Set attached, however some training has been developed locally to specifically meet the needs of the ACTSES. Nationally Recognised Training Each of the training programs in this category is subject to a formal assessment of competence.

Drive vehicles under operational conditions (PUAVEH 001A) This unit covers the competency to drive vehicles safely, including the systematic, safe and efficient control of all vehicles functions and effective management of hazardous situations under operational conditions. It does not include training in Urgent Duty Driving. It contains an additional section, which concentrates on aspects of four-wheel driving and recovery techniques. This training is delivered at a Unit level.

Air Observer

Search as a member of an air search team (PUAAMS002 A) This unit covers the competency to conduct air search observation duties during an air search operation.

Work in an aviation environment (PUAAMS001A) This unit covers the competency to work effectively as a crewmember.

Work in an emergency operations centre (PUASES002A) This unit covers the competency to support an emergency operation by providing information collection, collation and presentation services in an emergency operations centre.

Trim and cross-cut felled trees (FPIFGM069A) This unit describes the work required to move or remove a fallen tree that may either pose an inconvenience or a hazard. This unit is intended for use in situations where the production of timber is not the primary focus of the activity.

Fall trees manually – basic (non-commercial/non-pro duction) (FPIFGM110A) This unit is based on the national Industry Competency Standards Harvesting Sector of the Forest Industry. This unit is intended for use in situations where the production of timber is not the primary focus of the activity.

NOTE: ESA require all chainsaw operators to undertake a full day chainsaw refresher every 3 years.

Non-Nationally Recognised Training

Electrical hazards This training is designed to provide an understanding of the dangers posed, and the techniques to be used, when working around powerlines. This course is not aligned to any national unit of competence. It is a locally developed course from Australian Capital Territory Electricity and Water (ACTEW) and is delivered by ACTEW. The coordination of these courses is administered by the SES Learning and Development Coordinator and/or the RTO. Traffic marshalling This training is delivered by the Australian Federal Police (AFP) and provides members with the skills and knowledge to act as an authorised person for the purpose of directing and marshalling traffic. The SES Learning and Development Coordinator and/or the RTO administer the coordination of these courses. Note: All members undertaking traffic marshalling duties are required to undertake this training Health and safety representative This course provides Unit health and safety representatives with an understanding of their powers and the health and safety issues applicable to their position in industry. This training is only provided to members fulfilling the role of Unit OH&S Representative. This is an ACT government accredited course. The SES Learning and Development Coordinator and/or the RTO administer the coordination of these courses. Any person can hold the position of HSR for a term of two years, after which they are eligible for re-selection. There is an expectation that members applying to become a HSR intend on fulfilling this role for the two-year term.

AIIMS The Australasian Inter-service Incident Management System (AIIMS) provides the basis for the management of incidents and emergencies across Australia’s emergency service sector. This incident management system is used by all SES organisations. The following AIIMS training programs are available to SES members. AIIMS Overview This training provides a two hour overview of the Australasian Inter-service Incident Management System. It gives participants a base understanding of the management system used to control and coordinate response to events and emergencies. This training is provided to all new recruits as part of Introductory Skills Training (IST). All existing members will be provided this training during normal unit training programs conducted at the Unit. Course in AIIMS This provides an overview of the Australasian Inter-service Incident Management System. It provides an introduction to the management system used to control incidents and the principles that support it. This training is a registered short course that is conducted over two days and involves formal assessment of participants underpinning knowledge. Incident Management Skills This program provides participants with the ability to perform the role of Incident Controller at Level 2 incidents. The Incident Controller once appointed will take responsibility for managing all activities related to an incident. Incident Planning This program provides participants with the ability to perform the role of Planning Officer at Level 2 incidents. The planning function is almost exclusively involved with information management. It provides support for control of the incident through collection, evaluation and dissemination of information.

Situation Unit Officer The Situation Unit is a sub-unit within AIIMS, and it falls under the functional position of Planning Section. This program provides participants with the ability to perform the role of Situation Unit officer at Level 2 incidents. The Situation Unit is engaged in the collection, processing and organising of situation information. It summarises this information, develops projections and forecasts of possible future events. It also prepares maps and intelligence information for use at the incident. The Situation Unit prepares a range of alternative strategies, and identifies their associated risks and likely outcomes, for consideration at planning meetings. Logistics Officer This program provides participants with the ability to perform the role of Logistics Officer at Level 2 incidents. The logistics function includes support for control of the incident through the obtaining and maintaining of human and physical resources, facilities, services and materials. Operational Management This program provides participants with the ability to perform the role of Operations Officer at Level 2 incidents. The operations function is required to manage all of the activities that are undertaken directly to resolve the incident, and to manage all the resources (people and equipment) assigned to the operations area. Staging Area Management This program provides participants with the ability to perform the role of Staging Area Manager at an incident. The Staging Area Manager is a sub unit, which falls under the functional position of operations under the AIIMS structure. Staging Area Managers supervise a location that has been established to support an incident where prepared personnel and equipment are mustered and are available for deployment to the incident ground. A Staging Area Manager must co-ordinate the provision of welfare and equipment maintenance facilities to cater for the resources assembled there.

• SES Member (Induction)

Target Group Those joining a local SES unit and obtaining the basic skills required to be a team member in either operations or rescue. This Skill Set includes an induction to the role of the SES and the nature of work involved.
