Keynote Speaker Lou BarlettaU.S. Representative, Pennsylvania 11th Congressional District

Representative Barletta was sworn in on January 5, 2011. He immediately started serving on the Transportation and Infrastructure Committee.

Born and raised in Hazleton, u.S. Rep. Lou Barletta’s trajectory in public office began with the curve ball. The year: 1978. Barletta, then a Bloomsburg university senior, walked onto Cincinnati Reds tryouts, hopeful of a future as an outfielder in the major leagues. A major handicap got in the way. “I couldn’t hit a curve ball,” he said. “They found out.” Barletta returned home to Hazleton to work in the family construction business. He and his wife Mary Grace started a business together. For $29.95, the Barlettas formed a line-painting business. Through hard work and perseverance, they grew that business into the largest of its kind in the Commonwealth of Pennsylvania within five years. That business grew into the sixth largest road-painting business in the nation, and Barletta entered politics.

The session will also discuss how highway contractors and designers who work in multiple states are affected by work zone state standards. Participants are encouraged to present best practices in their states so others can learn.

ATSSA Quality Control Guidelines for Temporary Traffic Control Devices Updated for 2013 CEu .15These guidelines have been developed in an effort to offset the deterioration in appearance of TTC work zone devices. This handbook provides assistance to evaluate the condition of used devices to assure continued effectiveness. The 2013 version has been updated to reflect new regulations, new technologies and provide a better visual guide.

California MUTCD CEu .15As of January 13, 2012, California Department of Transportation adopted the California Manual on uniform Traffic Control Devices (California MuTCD) 2012 edition to provide for uniform standards and specifications for all official traffic control devices in California. CalTrans experts will discuss the changes to the California MuTCD. Find out how your business may be impacted and what you need to do to be in compliance.

Getting Teens Involved in Roadway Infrastructure Safety CEu .15Most programs targeted at the teens are a series of “don’ts” . . . don’t drink and drive, text and drive, have too many teens in a car, etc. While these are all worthwhile efforts, The American Traffic Safety Services Foundation has teamed with the National Organizations for youth Safety (NOyS) and the Roadway Safety Foundation to develop a TeenRSA Program whereby teens learn about the roadway itself. High Friction and Color Demarcation Lane Surfacing—Changing the face of Roadway Safety CEu .15FHWA, AASHTO, State DOT, NCuTCD and ATSSA’s High Friction Surfacing Council are moving rapidly to create the policies, regulations and testing procedures necessary to take advantage of these relatively new safety features for u.S. roadways. High Friction Surfacing has been added to the “Every Day Counts” initiative and green, red and purple lane surfaces are being installed for enhanced lane demarcation. Learn more from those driving these initiatives at the federal, state and local level.

Highway Safety Improvement Program (HSIP) CEu .15Clearing up the misconceptions of HSIP and understanding the current version of the Highway Safety Improvement Program and how it works.

How to Avoid Work Zone Litigation CEu .15This session will address common pitfalls that highway contractors encounter that may lead to potential lawsuits and proposes solutions and techniques to avoid them. Among the pitfalls discussed are lack of training, lack of documentation, non-compliance with “should” conditions, a lack of approved traffic control plans and others.

Work Zone Inspection/Lane Closure Fundamentals CEu .15The session will address the fundamentals of work zone inspection, including compliance with applicable standards and guidelines and a discussion on lane closure inspection. Emphasis will be given to how proper inspection and documentation can help you minimize your exposure to litigation.

Low Cost ITS Safety Solutions CEu .15Intelligent Transportation Systems (ITS) do not have to costs millions of dollars. There are many examples of lower cost, reliable systems developed to address common traffic safety problems. ATSSA members teamed with FHWA to document systems that are proven to provide accurate, real-time warnings to motorists and pedestrians. Results show a significant reduction in the number of targeted crashes where these systems have been deployed.

Peer to Peer Exchange—Integrating Safety into Our Policies and Standards CEu .15With the continued emphasis of safety on all public roads and the focus on the reduction of traffic-related fatalities and serious injuries, transportation officials are looking beyond policies and standards for ways to integrate safety into their decision making processes. This session will include a facilitated discussion by state, local, and industry peers of current traffic and design practices, identification of site specific or systematic roadway elements contributing to the severity of crashes, and the potential ways to integrate safety into policies and standards. Topics will include signing, pavement, and roadside design features.

Using Proper Warning Light Configuration and Protection for Workers CEu .15The traveling public cannot react to what they do not see. Roadway operations equipment used for construction, maintenance and utility work activities generally operate within the roadway or the right-of-way. To improve motorist and work-crew safety, equipment must be readily seen and recognized and, therefore, warning lights are provided on the equipment to alert motorists of potentially hazardous situations.

ATSSA’s acclaimed Circle of Innovation will be held for the fourth straight year. The Circle of Innovation Iv gives invited guests the “inside track” into the unmet needs and desires of State DOT traffic and safety engineers who present their ideas and “wish lists” to manufacturers and installers in an open, interactive forum. In addition to new ideas for products and services, public officials also discuss roadway practices that should be eliminated or developed. This closed-door session is by invitation only, and is not open to the media.

The one day TCT course provides an introduction to temporary traffic control in work zones for individuals who work in the field installing and removing traffic control devices. It teaches concepts, techniques and practices in the installation, and maintenance of traffic control devices. The students are provided an ATSSA Guide which is used as the basic text material for the course. This handy Guide booklet contains material condensed from the Manual on uniform Traffic Control Devices (MuTCD) but in a simplified, easy to understand and use format.

Traffic Control Supervisor (TCS) California State Specific*(TCT IS A PRE-REquISITE FOR THIS COuRSE)

The Traffic Control Supervisor course is a two day course designed for individuals who supervise traffic control technicians and other field personnel. It provides comprehensive training on work zone standards, guidelines, installation and removal procedures, inspection, documentation and supervisory skills.

The TCS course expands on the concepts and techniques taught in the Traffic Control Technician (TCT), which is a prerequisite for this course.* Students are taught how to read and interpret traffic control plans for implementation in the field. Several workshops included in this course are designed to provide hands-on experience implementing and modifying temporary traffic control plans for various real life situations. It also teaches how to recognize, analyze, correct and document deficiencies. The workshops also provide the opportunity for students to learn to work together as a team and to present solutions to the class. A further objective of this course is to teach the students skills necessary to become an effective Supervisor so they can effectively oversee personnel in the field.

This two day course is designed to prepare Traffic Control Supervisors to be able to present the four hour ATSSA Flagger Registration course to those wishing to become ATSSA-registered flaggers. It addition to basic training in fundamental concepts of work zone traffic control and flagging, adult training techniques will be presented, discussed, and demonstrated. There will be opportunity for the participants to put into practice training techniques and flagging procedures. At the conclusion of the course an exam will be taken. The successful completion of the course, including the exam, will result in certification as an ATSSA-Certified Flagger Instructor.

Thanks to ATSSA’s generous members, last year the Foundation raised over $108,000 with the help of 144 participants and 64 donors during the 21st Annual Golf Classic Tournament. The Foundation helps promote roadway safety through charitable giving and public awareness programs including the Roadway Worker Memorial Scholarship program, the National Work Zone Memorial, and the virginia Teen Driver Safety Public Service Announcement Contest.

The 22nd Annual Golf Classic Tournament kicks off at 9:00 a.m. on Friday, February 22, 2013 at Sycuan Golf Resort in El Cajon, California (www.sycuanresort.com). Come be a part of this wonderful tradition at this year’s 22nd Annual Golf Classic Tournament.

Sycuan Golf Resort is comprised of 36 holes of Championship golf and an 18-hole par three golf course to round out a spectacular 54-hole resort located in the Sweetwater River valley just 30 minutes from the San Diego airport. The Oak Glen golf course was the first championship golf course to be opened for play in January 1956. Pine Glen was opened a few months later in October 1956. Willow Glen, the second championship golf course, opened in April 1961.

“The new event offers participants and sponsors alternative fundraising or sponsorship opportunities versus those available during the traditional golf tournament,” said ATSS Foundation President Sue Reiss. “Most importantly, we will be raising funds that directly assist those children who have lost a loved one in a work zone accident.”

All proceeds from both the golf tournament and the new shooting tournament go directly to programs that not only help educate the public about roadway safety, but most importantly, provide financial assistance through academic scholarships to young students who have lost a loved one in a roadway work zone.
