4.01 BYRON STREET, COOGEE (C) Signage� Parking, Works Zone

The Council has received an application for the installation of a 12m long Works Zone
to be located at the frontage of 23 Byron Street, Coogee.
The Works Zone is required to facilitate construction works at the site for
approximately six months.
Currently, the eastern side of Byron Street has unrestricted parking, therefore, it is
recommended to install 12m long Works Zone on Byron Street at the frontage of 23
Byron Street for a period of 6 months.

Traffic Committee Recommendation:
That:
1. A 12m long Works Zone be installed on the eastern side of Byron Street, at the
frontage of 23 Byron Street, Coogee, for a period of six months.
2. The Council be given authority to replace the Works Zone with a No Stopping
zone if the operator (or their sub�contractors):
a. compromise pedestrian safety, or;
b. add significantly to traffic congestion in this area, or
c. does not ensure that the Council fees payable for this private use of the
public road are met,
with the zone being reinstalled once the issue of concern is properly addressed;
3. The Council Rangers enforce the restriction; and
4. Authority be given to the Council to remove the Works Zone and reinstate the
previous restrictions, when the applicant advises that it is no longer required.
4.02 CARR STREET, COOGEE (C) Signage Parking � Works Zone

The Council has received an application for the installation of a 12m long Works Zone
to be located on the northern side of Carr Street, at the frontage of 45 Carr Street,
Coogee. Currently there are unrestricted parking at the proposed Works Zones
location.
The Works Zone is required to facilitate construction works at the site for
approximately ten months.
Traffic Committee Recommendation:
That:
1. A 12m long Works Zone be installed on the northern side of Carr Street, at the
frontage of 45 Carr Street, Coogee, for a period of ten months.
2. The Council be given authority to replace the Works Zone with a No Stopping
zone if the operator (or their sub�contractors):
a. compromise pedestrian safety, or;
b. add significantly to traffic congestion in this area, or
c. does not ensure that the Council fees payable for this private use of the
public road are met,
with the zone being reinstalled once the issue of concern is properly addressed;

The Council has received an application for the installation of a 12m long Works Zone
to be located on the eastern side of Carrington Road, at the frontage of 147 Carrington
Road, Coogee. Currently there are unrestricted parking at the proposed Works Zones
location.
The Works Zone is required to facilitate construction works at the site for
approximately three months.

That:

4.04 CLIFFBROOK PARADE, CLOVELLY (C) Signage Parking � Works Zone

The Council has received an application for the installation of a 12m long Works Zone
to be located at the eastern side of Oak Street, Clovelly, for 18 Cliffbrook Parade
development proposal.
The Works Zone is required to facilitate construction works at the site for
approximately six months.
Currently, the eastern side of Oak Street, has unrestricted parking, therefore, it is
recommended to install 12m long Works Zone on Oak Street for a period of 6 months.

Traffic Committee Recommendation:
That:

immediately south of the right of way access (as shown in the attached
diagram) and continue 12m southerly.
2. The Council be given authority to replace the Works Zone with a No Stopping
zone if the operator (or their sub�contractors):
a. compromise pedestrian safety, or;
b. add significantly to traffic congestion in this area, or
c. does not ensure that the Council fees payable for this private use of the
public road are met,
with the zone being reinstalled once the issue of concern is properly addressed;

4. Authority be given to the Council to remove the Works Zone and reinstate the

4.05 CLOVELLY ROAD, COOGEE (C) Signage Parking – Bus Zone

As part of the bus stop upgrade program, Council’s Technical Services group has
identified that the bus stop in Clovelly Road, adjacent to no 234, does not comply with
disability access requirements.
It is therefore proposed to construct a ramp access to a concrete pad to allow for
wheelchair access to the bus stop. In order to achieve the required grade for the ramp
the bus stop will need to be relocated further west, immediately adjacent to the 10
metre No Stopping control on approach to Dans Avenue. The existing No Parking
control will be removed and a 24 metre Bus Zone, commencing from the No Stopping,
will be signposted.
A copy of the construction plan for the bus stop upgrade is attached.
Traffic Committee Recommendation:
That the bus stop upgrade and associated signposting changes, near to 234 Clovelly
Road, Coogee, as outlined in the attached plan be approved.

4.06 DONCASTER AVENUE, KENSINGTON (C) Signage Parking � Works Zone

The Council has received an application for the installation of a 48m long Works Zone
to be located on the eastern side of Doncaster Avenue, along the frontages of 150�156
Doncaster Avenue, Kensington. Currently there are unrestricted parking at the
proposed Works Zones location.
The Works Zone is required to facilitate construction works at the site for
approximately twelve months.
Traffic Committee Recommendation:
That:
1. A 48m long Works Zone be installed on the eastern side of Doncaster Avenue,
along the frontages of 150�156 Doncaster Avenue, Kensington, for a period of
twelve months.
2. The Council be given authority to replace the Works Zone with a No Stopping
zone if the operator (or their sub�contractors):
a. compromise pedestrian safety, or;
b. add significantly to traffic congestion in this area, or
c. does not ensure that the Council fees payable for this private use of the

4.07 MARKET STREET, RANDWICK (C) Signage Parking – ¼P

The Council has received a Development Application (DA/603/2013) proposing to
increase the number of children at the existing childcare centre at 203 Darley Road,
Randwick, from 19 children and five full time staff to 29 children and seven full time
staff. The Randwick City Council Development Control Plan (DCP) 2013 indicates a
requirement for 1 additional drop�off/pick�up space and 1 additional space for staff
parking over the requirement for the existing centre.
The applicant’s traffic report has proposed extending the parking restrictions as
follows:
• Darley Road – ¼P 7.30�9.30am, Mon�Fri
• Market Street – ¼P 7.30am�9.30am, 3pm�5.30pm, Mon�Fri
Following analysis of the traffic report by Council’s Traffic Engineer, Council, it can be
concluded that any additional demand for staff parking and the drop�off and pick�up
associated with the childcare centre will be accommodated within the existing
restricted parking area on Market Street, or the surrounding area. It is agreed that the
operating hours of the drop�off / pick up parking restriction on Market Street should be
extended, and the restriction increased by 5m south of the driveway to 203 Darley
Road (located on Market Street). The requirement to introduce a further restriction on
Darley Road is not supported.
Ms Reed (resident) spoke to the Committee about residents’ concerns with regard to the proposed increase in the size of the child care centre at 203 Darley Road, Randwick. She detailed concerns about parking pressure, stacked parking onsite, illegal / inconsiderate parking across footpaths and road safety concerns. Councillor Kiel Smith (North Ward) expressed concern that with the increased parking demand in the area with new café / sports / fitness groups and the proposed child care expansion, parking pressures are increasing significantly for the local residents. He advised that he would not support the proposed extension of the time limited zone into the front of the adjoining premises (no.1A Market Street). Mr Lehmann asked Ms Reed of her opinion if the existing afternoon / evening ¼ hour parking restriction in Darley Road (adjacent to the pizzeria) were to be extended, such that it applies in the morning as well. She stated that she did not support this proposal. The representative for the Member for Coogee, advised that he would like the Council to further examine the proposal and review the submission. Also he indicated that the Local Member did not support the recommendation as detailed in the Agenda papers. Mr Lehmann advised those present that he would take the information tabled at the meeting, refer it to the absent voting members of the Traffic Committee (Police and RMS) and seek their opinion on the existing recommendations and / or the suggestion to extend the duration of the existing “pizzeria parking”, around the corner in Darley Road.

Traffic Committee Recommendation:
That:
1. It be noted that this Development Application has not yet been formally
considered by the Council;
2. The information tabled at the meeting be referred to the Police and RMS
representatives;
3. The opinion of the Police and RMS representatives be sought and that a Council
review of the traffic / parking situation relative to this development application
be undertaken; and
4. A Report be distributed once the above actions are completed.
4.08 THE SPOT FILM AND FOOD FESTIVAL, RANDWICK (C) Event, Temporary Road Closure
(F2014/00109�RR) (AD)
The annual event known as “The Spot Food and Film Festival” will be held on Sunday,
16 March, 2014, requiring the closure of St Pauls Street and Perouse Road, Randwick.
The arrangements in place last year for bus services are proposed to be implemented
again. A 40m temporary full time bus stop and bus zone will be established on the
northern side of Howard Street, east of Perouse Road, to replace the existing part time
bus zones located on the northern and southern sides of Coogee Bay Road (at the
frontage of Brigidine College). The mandatory No Stopping on the western side of Dudley Street will be extended by 6m north, to a point 10m north of St Pauls Street to provide a safe turning area for buses.
A full Traffic Management Plan (TMP) will be forwarded to the Roads and Maritime
Services, for its information.
Mr Graham (STA) advised that the proposed extension of the No Stopping zone (as detailed and italicised in the second paragraph of this Item) was not required as the buses no longer travel down Dudley Street. Mr Graham also asked, relative to Recommendation 2 below, that a reciprocal bus zone be arranged on the southern side of Howard Street. Traffic Committee Recommendation:
That, provided the RMS approves the proposal via the traffic management plan and
traffic control plan processes, St Pauls Street, between Nancye Street and Perouse
Road, Randwick, and Perouse Road, between Soudan Street and Barker Street,
Randwick, be closed temporarily on Sunday, 16 March, 2014, from 4.00am to
11.00pm to facilitate the holding of ‘The Spot Food and Film Festival’, subject to the
following conditions:
1. Council shall prepare a Traffic Control Plan (TCP) showing the location of
barriers, and all traffic control signs/facilities for the concurrence of the Traffic
Committee prior to the event:

a) Council shall carry out letterbox drops to all affected tenants and
occupants in the closed streets at least one week prior to the
commencement of the road closures, and appropriately resolve, all
representations made by the affected tenants and occupants;
b) The event organisers shall close the streets in accordance with the
approval and Traffic Management Plan, unless otherwise directed by
Police/authorised City Rangers;
c) The event organisers shall not occupy the carriageway or footway of the
road until the road closure has been effected;
d) All barricades and necessary signposting shall be provided by the
organisers and maintained during the period of the closure by authorised
Traffic Control Officers engaged by the event organisers;
e) A minimum of 4.0 metres corridor for use of emergency vehicles shall be
maintained within the areas of the proposed closure;
f) All traffic control devices are to be installed in accordance with
Australian Standard 1742.3;
g) No fixtures of a permanent nature shall be located on the public way;
h) At all times, access to adjoining premises in the proposed street closures
shall be maintained to the satisfaction of the Emergency Services. All
services (fire hydrants etc) shall be kept free of any obstructions;
i) All emergency services (Police, Fire Brigade and Ambulance) shall be
advised of the proposed temporary road closures; and
j) All barriers and signs associated with the road closure shall be removed
at the times nominated to reopen the streets to traffic.
2. A temporary 40m Bus Zone be installed on the northern side of Howard
Street, just east of Perouse Road, at the frontage of 21 Howard Street,
Randwick, with a reciprocal bus zone on the opposite side of Howard Street,
for that day and be removed after the event;
3. The existing mandatory No Stopping zone be extended a further 6m northerly
located on the western side of Dudley Street, 10m north of St Pauls Street
and be removed after the event;
4. The existing part time Bus Zone located on the northern and southern side of
Coogee Bay Road be replaced with a full time Bus Zone for the duration of the
event with the part�time Bus Zone being re�installed after the event; and
5. Council officers meeting the STA representative onsite to ensure the bus zone
details meet the requirements of the STA.

4.09 BORRODALE ROAD, KINGSFORD (H) Signage Parking � Works Zone

The Council has received an application for the installation of a 12m long Works Zone
to be located on the southern side of Borrodale Road, at the frontage of 17�19
Borrodale Road, Kingsford. Currently there are unrestricted parking at the proposed
Works Zones location.
The Works Zone is required to facilitate construction works at the site for
approximately six months.
Traffic Committee Recommendation:
That:
1. A 12m long Works Zone be installed on the southern side of Borrodale Road, at
the frontage of 17�19 Borrodale Road, Kingsford, for a period of six months.
2. The Council be given authority to replace the Works Zone with a No Stopping
zone if the operator (or their sub�contractors):
a. compromise pedestrian safety, or;
b. add significantly to traffic congestion in this area, or
c. does not ensure that the Council fees payable for this private use of the
public road are met,
with the zone being reinstalled once the issue of concern is properly addressed;
3. The Council Rangers enforce the restriction; and
4. Authority be given to the Council to remove the Works Zone and reinstate the
previous restrictions, when the applicant advises that it is no longer required.
4.10 GARDENERS ROAD, KINGSFORD (H) Traffic Devices – Threshold Treatments
(D01453715�RR) (AD)
At the September 2013 meeting of the Traffic Committee, it was recommended that
consultation for the proposed entry threshold treatments off Gardeners Road be
undertaken subject to RMS endorsing the proposal.
RMS have advised that they do not object to the proposed entry threshold treatments
provided that they will not impact on traffic flow conditions on Gardeners Road. In
response to this, the entry thresholds have been designed to cater for speeds up to
25km/h, which is also the approximate turn speed for a vehicle leaving Gardeners
Road so it would be expected that there will be no impact on Gardeners Road.
Copies of the construction plans will be presented at the meeting.
Traffic Committee Recommendation:
That the entry threshold treatments for the side streets of Gardeners Road, between
Tunstall Avenue and Anzac Parade as tabled in the plans (Plan No 5682�
0713/D01996889), be approved.

4.11 LENTHALL STREET, KENSINGTON (H) Signage Parking – Other (Time Limits or Solutions)

The Council has received a Development Application (DA/634/2013) proposing to
increase the number of children at the existing childcare centre at 61 Milroy Avenue,
Kensington, from 36 children and four full time staff to 56 children and six full time
staff. The site currently provides two off�street parking spaces in an enclosed garage
that is utilised by staff.
The car parking requirements set out in the Randwick City Council Development
Control Plan (DCP) 2013 are summarised in the table on the following page (taken
from the applicant’s traffic report).

If the development application is approved, a total of 7 spaces for the drop�off and
pick�up function are required and 3 parking spaces for staff.
The applicant has proposed that a total of five on�street parking spaces for the drop�
off and pick up could be provided, with four of these located on Lenthall Street and one
on Milroy Avenue. These spaces would be time restricted during the peak drop�off and
pick up hours. A conceptual plan showing the proposed layout is shown below.

However, at the November 2013 meeting of this Committee it was recommended that:
The mandatory No Stopping zone on the north:west corner of Lenthall Street and Milroy Avenue is signposted from a point on the northern side of Lenthall Street, 23.5m west of the intersection with Milroy Avenue, to a point on the west side of Milroy Avenue, 10m north of the intersection Lenthall Street
Following the introduction of this restriction on Lenthall Street, the available kerbspace
between the driveway to the garage at no.61 Milroy Avenue and the No Stopping
restriction is 18.7m – approximately 3 car lengths, not 4 as suggested by the
applicant.
Council’s Transport Engineer has assessed the traffic report and recognises that there is
a shortfall in the proposed parking supply associated with this development. However,
the proposed parking restriction on Lenthall Street will assist with the drop�off/pick�up
function at the childcare centre. The parking survey demonstrates there is sufficient on�
street parking capacity in Milroy Avenue during the peak hours, the proposal would be
acceptable. The requirement for time restricted parking on Milroy Avenue is not
required.
It is therefore proposed that an 18.7m P15min 8.30am�9.30am, 3.30pm�5pm, Mon�Fri
restriction be signposted on the northern side of Lenthall Street, 23.5m west of Milroy
Avenue, from the existing No Stopping restriction to the driveway access to No. 61
Milroy Avenue, located on Lenthall Street, Kensington.
Traffic Committee Recommendation:
That:
1. It be noted that this Development Application has not yet been formally
considered by the Council;
2. It further be noted that, if the Council were to grant approval to the Application,
the Traffic Committee would raise no objections to proposed parking controls
outlined by Council in this report; and
3. These parking controls be implemented to coincide with the opening of the
proposed childcare centre, if the Council approves the development.
4.12 SALISBURY ROAD, KENSINGTON (H) Signage Parking � Mobility Impaired Person’s Parking Space (MIPPS)

The applicant of the Mobility Impaired Person’s Parking Space (MIPPS) adjacent to no.
16 Salisbury Road, Kensington, has requested that the signage be relocated slightly
east, to allow the passenger door to open at the concrete landing pad in the nature strip
and because trees located in the nature strip obstruct access to the passenger door. The
existing parking restrictions are:

Accordingly, it is proposed that the location of the existing MIPPS restriction be
relocated 3m east to allow the passenger to access the vehicle.

4.13 BUNNERONG ROAD, MATRAVILLE (M) Signage Parking – Other (time limits or solutions)

Notwithstanding the fact that Bunnerong Road is a State Road, under the care and control of the Roads and Maritime Services, it is considered that the following matter should be discussed at Traffic Committee prior to a formal request being placed before the Authority. It is noted that the RMS representative will be unable to endorse, on behalf of the RMS, any Traffic Committee Recommendation rising out of this item.
To facilitate construction works associated with DA/67/2009 at 495�503 Bunnerong
Road, Matraville, the following recommendations were approved at the July 2011
meeting of this Committee, to be installed on the eastern side of Bunnerong Road, south
of Daunt Avenue:
1. The existing 12m No Stopping restriction on the eastern side of Bunnerong
Road, on departure from the traffic signals, be extended to the required
20m;
2. 45m of 1P 8.30am�6pm, Monday – Friday, 8.30am�12.30pm, Saturday
restriction, signposted immediately after the No Stopping restriction be
temporarily replaced with a 45m ‘Works Zone, 7am�5pm, Mon�Fri, 8am�
5pm, Sat’, for the duration of the construction activity.
3. The Council and the RTA be given authority to replace the Works Zone with
a No Stopping zone for short periods if the operator, or their sub�
contractors compromise pedestrian safety or add to significant congestion in
this area;
4. The Council Rangers enforce the restriction; and
5. Authority be given to the Council to remove the Works Zone and reinstate
the previously existing parking restrictions, when the applicant advises that
the Works Zone is no longer required.
Following the installation of the Works Zone on the eastern side of Bunnerong Road,
south of Daunt Avenue, Council received two applications requesting the installation of
two Works Zones to assist with construction works at nos 489 and 491 Bunnerong
Road, Matraville, on the eastern side of Bunnerong Road, north of Daunt Avenue.
To accommodate the Works Zones at 489 and 491 Bunnerong Road, Matraville, it was
agreed that the existing 24m long Bus Zone adjacent to these sites would be

temporarily relocated to the south of Daunt Avenue, immediately after the existing No
Stopping adjacent to the development site at 495�503 Bunnerong Road. Due to the
relocation of the Bus Zone to the south of Daunt Avenue, the existing 45m long Works
Zone at the frontage of 495�503 Bunnerong Road property was reduced to 21m. The
intention was to return the Bus Zone to its previous location, north of Daunt Avenue,
upon cancellation of both Works Zones at 489 and 491 Bunnerong Road.
Construction works at the 495�503 Bunnerong Road site are nearing completion, and it
is expected that the supermarket will open on 25 February 2014. The site
Development Manager has contacted Council’s Integrated Transport department to
request that the temporary Bus Zone, be relocated back to its original position, north
of Daunt Avenue. Currently, the Works Zone at 489 Bunnerong Road is still
operational, and therefore the Bus Zone cannot be relocated at this time.
Council has also received a request from the representative for Sydney Buses, Mr Eric
Graham, to permanently retain the Bus Zone to the south of Daunt Avenue (departure
side of the traffic signals). This request is consistent with the State Transit Bus
Infrastructure Guide advises that:
“it is often preferred to position bus stops on the departure side of signalised intersections”.
These requests have been assessed and a number of concerns have been identified
with returning the Bus Zone to the approach side of the intersection, north of Daunt
Avenue.
• Vehicles travelling southbound on Bunnerong Road, and turning left into Daunt
Avenue, conflict with buses propped in, or exiting the Bus Zone. This is further
exacerbated when the pedestrian phase across Daunt Avenue has been
activated.
• Locating the Bus Zone to the departure side of the intersection will increase
intersection capacity on the approach side by freeing the kerb lane for left turn
movements into Daunt Avenue.
• Buses can access the Bus Zone more easily on the departure side and allow
easier bus re�entry into traffic after passenger loading / unloading.
• The Traffic Impact Assessment prepared by Traffix, for the development site at
495�503 Bunnerong Road, advises that buses operate frequently and that a
range of trips associated with the development including work, shopping and
recreational will rely upon public transport. This expected reliance is likely to
see an increase in public transport usage, and an increase in demand for the
pedestrian crossing across Daunt Avenue if the bus zone is located on the
approach side of the intersection.
• From a bus passenger and pedestrian safety viewpoint, a bus stop located on
the departure side of the intersection is safer than one located on the approach
side as pedestrians cross behind the bus where they can be seen by
southbound traffic.
• When the Bus Zone is located on the departure side of the intersection, the bus
does not block the view of traffic controls and other intersection traffic.
It should be noted that the conditions of the development consent do not specify or
refer to any signage requirements to be installed upon completion of the development
works on Bunnerong Road, adjacent to the development site.

It is proposed that the Bus Zone should be retained on the departure side of the
signalised intersection, south of Daunt Avenue. In addition, it is proposed that a ½P
8am�6pm parking restriction be installed immediately south of the proposed Bus Zone,
rather than reinstating the previous 1P 8.30am�6pm Mon�Fri, 8.30am�12.30pm Sat,
restriction. Therefore, the parking controls detailed in the following diagram and
described in the recommendation are proposed.

Mr Nathan Shea addressed the Committee expressing concern about the retention of the bus zone on the eastern side of Bunnerong Road, south of Daunt Avenue, Matraville. As the representative of the property owner he expressed concerns that the bus zone would reduce the availability of parking, create a noisy environment and not be conducive to the operation of the specialty shops and the café proposed at the front of his development. Mr Graham (STA) explained the rationale for the STA requiring bus zones on the departure side of the traffic signals and, in particular, stressed the safety implications of the previous bus stop location particularly with regard to the increased traffic likely to be turning left from Bunnerong Road, across the front of stopped buses, to access Daunt Avenue. He also informed the Committee that the bus service frequency at this location was only 20 minutes and that it was generally a ‘drop off’ zone. Accordingly, there would only rarely be a bus stopped at the retained bus zone. Mr Shea also sought clarification regarding the time limit proposed in Bunnerong Road and also (with regard to the following Item, 4.14 Daunt Avenue) the possibility of retaining a parking space or two in Daunt Avenue. Mr Lehmann agreed to meet Mr Shea onsite to discuss the fine details of the parking arrangements in this area. Traffic Committee Recommendation:
That a meeting be held between the property owner representatives and Council
officers with regard to the detailed parking arrangements in Bunnerong Road and
Daunt Avenue, with a report to come back to the Committee once these details have
been agreed upon.
4.14 DAUNT AVENUE, MATRAVILLE (M) Signage Parking – Other (time limits or solutions)

In November 2009, Council approved DA/67/2009, for the demolition of existing
buildings and construction of part 4 to part 7 storey mixed use development
comprising a commercial/retail component at ground and mezzanine floor levels with
13 retail tenancies and a supermarket; a residential component on floors above with
108 dwellings including adaptable and affordable housing; 3 levels of basement car
parking for 304 vehicles; associated landscaping and upgrade of adjoining public
reserve, at 495�503 Bunnerong Road, Matraville.
To facilitate the construction works, the following parking controls were recommended
by this Committee and subsequently installed on the northern and southern sides of
Daunt Avenue. This Committee further recommended that “Authority be given to the Council to remove the Works Zone and reinstall the No Parking restrictions, when the applicant advises that it is no longer required”. The conditions of the development
consent do not specify or refer to any signage requirements to be installed upon
completion of the development works.

Construction works at the development site are nearing completion, and it is expected
that the supermarket will open on 25 February 2014. The site Development Manager
has contacted Council’s Integrated Transport department to request the removal of the
Works Zone located on the southern side of Daunt Avenue, and to request the
installation of a 2P 8:00am�6:00pm Monday to Sunday parking restriction, to coincide
with the completion.
The Traffic Impact Assessment (TIA) prepared by Traffix consultants for the
development site advises that the No Stopping restrictions on the southern side of
Daunt Avenue on approach to the traffic signals should be increased to extend beyond
the loading dock driveway (page18). The report also suggests that as there is an
extensive bus service and extensive public parking provided within the development,
that there could be an over provision of parking (page 8).
In November 2009, in response to the Traffic Impact Assessment, the Roads and
Traffic Authority (RTA), now the Roads and Maritime Service (RMS), advised that:
“With exclusive left and right turn lanes in Daunt Avenue, the SIDRA analysis indicates that queuing will extend past the access driveway to the development for the 75th percentile back of queue length. This queuing on Daunt Avenue may result in potential queuing within the site for vehicles exiting the development. The queuing in Daunt Avenue and within the basement car park of the development will be exacerbated if a pedestrian activates the signalized crossing across Bunnerong Road, as left turning vehicles from Daunt Avenue will have to give way to pedestrians.”
Following the advice contained within the TIA and the above advice from the then RTA,
the request from the site Development Manager cannot be supported as parked
vehicles on the southern side of Daunt Avenue could delay vehicular traffic turning into
Bunnerong Road, and contribute to queuing along Daunt Avenue.
Introducing a No Parking restriction on the northern side of Daunt Avenue east of
Bunnerong Road to a point adjacent to the driveway and loading dock entrance will
assist with traffic flow when vehicles are waiting to turn right into the driveway/loading
dock.
Therefore, the parking controls detailed in the following diagram and described in the
recommendation are proposed.

4.16 JOONGAH STREET, RANDWICK (M) Signage Parking � No Stopping

Council has received a request from a resident of Holmes Street for consideration of
No Stopping controls in Joongah Street, Randwick. It has been reported that ‘hoon’
type behaviour occurs in the street as it is undeveloped and secluded.
The Police have confirmed that they have attended incidences in this street. Given
that the street, at present, does not have any active residential frontages and does not
have any passing traffic which would aid with passive surveillance, a No Stopping
10pm – 5am control is proposed.
The No Stopping 10pm – 5am control would still allow residents and visitors to the
nearby park to use the street for parking, but would discourage anti�social behaviour
at night. The No Stopping control would only be in place until such time as residences
are constructed in the street.
Traffic Committee Recommendation:
That:
1. No Stopping, 10pm to 5am parking controls be installed at appropriate
locations in Joongah Street, Randwick, until such time that construction of the
residential dwellings commence; and
2. in conjunction with the above signage, each intersection have the required full

4.17 McCAULEY STREET & PERRY STREET, MATRAVILLE (M) Pedestrian � Refuge

As part of the Ausgrid underground cable upgrade through Matraville, the pedestrian
refuge at the intersection of McCauley Street and Perry Street, Matraville, was
demolished.
It is proposed to reconstruct the refuge island to the previous dimensions, which are
over and above the RMS requirement for this type of device. It is also proposed to use
an Elsholz re�directive kerb in place of the standard SM kerb. The Elsholz kerb has a
higher profile which is considered appropriate to physically prevent trucks from turning
through the intersection (existing turn restrictions for trucks already apply).
A copy of the design is attached.
Mr Rosadi informed the Committee that the Council’s RMS representative, Mr Nicolas Kocoski, raised no objection to this Item but stated that RMS required that the layout of the refuge must be consistent with the current RMS Pedestrian Refuge design. Traffic Committee Recommendation:

Regarding Item 5.23 it was agreed that a suggestion that the resident, who had originally had concerns regarding blockage of their driveway, was now indicating a preference instead for enforcement, be investigated.

6. Urgent Matters or Matters for Future Investigation
6.01 HIGH STREET, RANDWICK (C) Signage Parking – Bus Zone
Ms Moustacas (UNSW) expressed concern that the bus zones in High Street, in the
vicinity of the Gate 2 traffic signals, had not been relocated.
Mr Lehmann explained that Council was to contact the relevant officer in Transport for
NSW this week in order to resolve the matter of the northern side bus zone. He
agreed that the southern side bus zone could be relocated prior to O week
commencing on 24 February, 2014.
Mr Graham (STA) again, expressed objection to the proposed relocation of the
northern side bus zone.

6.02 HIGH STREET, RANDWICK (C) Signage Parking – Bus Zone
Ms Moustacas (UNSW) advised that she had been contacted by people at UNSW, who
had expressed concerns to her, that when multiple buses service the bus stop on the
north side of High Street, near Gate 8, they often tail back across the zebra crossing.
It was agreed that a possible extension of the head of the bus zone further east, by
one bus length, be investigated.
