The Unions4VET project
International cooperation between trade unions to
improve vocational education & training

Trade unions from 6 European countries have worked together under the Unions4VET
project since 2015.
The objectives of the project are to strengthen trade union commitment to vocational
education & training and to improve the quality of VET in Europe and the participating
countries in this way.
The partners exchange examples of good practice and jointly develop instruments of
quality assurance to expand trade union opportunities to take action.
Trade unions from Costa Rica and South Africa have also been involved in the network
since 2017.

Background

The BMBF initiated 3 projects (VETnet, SCIVET & Unions4VET) in 2015 to promote international
cooperation in vocational education by social partners and has sponsored these since then. It thereby
contributes to the implementation of the Berlin Memorandum from "Vocational education in Europe -
perspectives for the young generation“ (2012).
The objectives of the Unions4VET project are
• to exchange views on vocational education & training and to
jointly develop strategies to improve vocational
education & training
• to jointly develop and try out instruments to raise the quality
of vocational education & training
• to promote better trade union involvement in the design and control of vocational education &
training
The coordinators of the project are the German Federation of Trade Unions (DGB) and bfw -
Unternehmen für Bildung.
Background

During the first phase of the project, the focus was on
• defining the challenges facing the design of contents for vocational education
• developing approaches to improve the quality of vocational education &
training (worked based learning)
In the second phase, the focus was on
governing vocational education & training
with the aim of developing strategies and
approaches for a greater involvement of trade
unions in the governance in their countries.
The bilateral, international exchange of views of the Unions4VET project
between the participating trade unions is directed at two main topics:

• Joint workshop with representatives of the trade unions CGTP-IN, UGT
and DGB, the bfw and the institutes of vocational education & training ANQEP
and ANESPO took part.
• The objectives of the event were to exchange views on trade union positions
with regard to vocational education & training and to discuss ideas for potential,
joint projects under the auspices of Unions4VET
