The Greater Tumen Initiative (GTI), originally known as the Tumen River Area Development Programme, is a unique intergovernmental economic cooperation mechanism in NEA, supported by the United Nations Development Programme (UNDP), with four members: China, Mongolia, ROK and Russia.

Goal

◦ making Greater Tumen Region (GTR) attractive for international trade and

business (1995, TRADP)

◦ the deregulation of border crossing procedures for goods and the removal of

bottlenecks to enhance trade in GTR (2006-2015 Strategic Action Plan)

Establish TFC (Trade Facilitation Committee)

◦ Decided to have inaugural meeting in Beijing, Nov. 2011 at 12th CCs

◦ 2nd (Seoul, Oct 2012), 3rd (Ulaanbaatar, Aug 2013), and 4th (Vladivostok, Nov

2014)

◦ international seminar, capacity building programme, TF study and Trade and

Investment Expo

II. TF Activities under GTI (On-going)

International Seminar jointly organized with UNESCAP

o International and National Experience on TF Cooperation (Beijing, Nov

2011), development and Facilitation of International Intermodal Transport in

the NEA (Seoul, Oct 2012), Trade Financing and Facilitation for Regional

Integration (Ulaanbaatar, Aug 2013)

Capacity Building Program for Customs and Quarantine

officials

o Organized 3 programs (Feb 2012, Mar 2013, Mar2014 in ROK)

o Invited experts from WCO, UNESCAP, ADB, GIZ

o Designated the Customs Border Control Training Center of KCS(Korea

Customs Service) as the official GTI Trade Facilitation Capacity Building

Center in 2014

II. TF Activities under GTI (On-going)

Comprehensive Study

o To identify bottlenecks and provide policy recommendations in GTR,

preliminary study focusing the collection the relevant data & information is in

the final stage(2012-2014)

o ROK launched the research on TF issues in third country trade in Apr. 2014

GTI International Trade and Investment Expo

o Gangwon Province of ROK hosted 1st Expo in 2013 in cooperation with GTI

and planning to establish the Expo as an annual event

( 1st Expo: deal of trade and investment in165 mil$ from 147 companies)

III. Forthcoming activities

Forthcoming Activities

o 4th TFC meeting and International seminar in Vladivostok, Nov 2014

o KIEP of ROK will present the result of the research on The Third Country Trade in GTR

o TFC member countries will develop the preliminary study into more comprehensive study

o 2nd Expo will be held in Gangwon, ROK in 23-26 Oct 2014 (www.gtiexpo.org)

NEA Exim Banks Association and GTI Research Institutions Network

o As supporting mechanisms to GTI activities, GTI establish the two important networks (finally approved at 15th CC meeting)

o EXIM Banks Association to support in identification of the promising project for GTR and financial mobilization

o Research Institutions Network as a Brain Trust for GTR

IV. Long-Term Vision of GTI TFC

Vision : Fully cover Trade and Investment cooperation

in GTR like CTI in APEC

* CTI : Committee of Trade and Investment

o Expansion to entire spectrum of trade and investment beyond a small

portion of trade facilitation areas

Tentative Action Plan

o Adoption of the concept note for future roadmap in the upcoming 4th TFC

meeting and NC meeting (early 2015)

o Draft new ToR of TFC in 2015

o Enter into review process in late 2016 and create the Committee on Trade and

Investment(CTI) under Post GTI in 2017
