“Alias Smith and Jones”
Trackdown off the Wall
California’s City Government Smiths and Jones
“Off the wall!” That‟s the advice we got from
some of our more colorful readers when
discussing future newsletter themes, while in
Monterey for the City Managers‟ Department
meeting. “Give us something „off the wall.‟”
In 1971-73 there was a Western television series
starring Peter Duel as Hannibal Heyes and Ben
Murphy as Kid Curry. They were a pair of
outlaws trying to reform and become “good
guys.” The series was inspired by the success of
the 1969 movie “Butch Cassidy and the
Sundance Kid,” starring the late Paul Newman
and Robert Redford. The difference is that
Hannibal Heyes and Kid Curry were guilty of
the crimes that they were accused of
committing, but were trying to turn over a new
leaf and “go straight” without going to jail.
This television series has absolutely nothing to
do with the focus of this issue of the City
Manager Newsletter by Trackdown…except
by a long stretch. Trackdown got its name
from the 1950s western television show by the
same name about a Texas Ranger named
Hobie Gilman played by a young Robert Culp.
And, the Hannibal Heyes and Kid Curry show
was also a western called: “Alias Smith and
Jones.”
Happy St. Patrick’s Day, March 17th
Who said that it doesn‟t rain in Southern California? This
picture of three of our Grandchildren: Eric Beebe, Tyler
Pouncéy and Dani Beebe, was taken on February
13…Friday the 13th. Eric and Dani were in town from
Arizona to attend Tyler‟s 6th Birthday Party, and they
surprised him and walked him home from school.
We have presented here a representative list
of City Managers and other municipal
government officials named either “Smith” or
“Jones.” Of course, we couldn‟t list every
“Smith and Jones,” but we gave it the good
old college try to provide a worthy “Smith and
Jones” presentation. We hope those we
missed will accept our apologies in advance.
The ICMA Who‟s Who Directory remained our
primary research tool. We hope you have
some fun reading this material. And, we hope
you agree that it is a little “off the wall” and
fun.

California’s City Smiths & Jones
Gregory T. Jones has been the City Manager in
Hayward since October, 2007 when he moved
there from Chico, where he had been City
Manager starting in January, 2006. Greg
began his career in 1990 as a Human
Resources Analyst in Concord. He moved up
in the Concord organization to Senior Human
Resources Analyst in 1993, and then Risk
Manager (1996) and Human Resources
Director (1997). In October, 1999 Greg was
appointed Deputy City Manager and in
January, 2001 he became Concord‟s Assistant
City Manager where he served until his move
to Chico. Greg has a BS from Central
Washington University in Washington, and an
MPA from California State University, Hayward.
Greg has a 10-year ICMA Service Award.
Tucson, Arizona resident Arthur E. Jones served
two stints as El Segundo City Manager. Art
began his public management career in 1958
as an Administrative Assistant in Albuquerque,
New Mexico, and in 1964 he became
Albuquerque‟s Assistant City Manager. He was
appointed to the El Segundo City Manager
post in April, 1967 and served until June, 1985.
He returned to El Segundo for a short time
when he again was City Manager between
July, 1986 and December, 1987 when he
retired. Art has a BA from the University of New
Mexico and an MPA from Pepperdine
University. He earned a 25-year ICMA Service
Award.

William R. Smith retired in 2005 as the General
Manager of the Ventura Regional Sanitation
District. He began his career in 1982 as an
Administrative Analyst in Monterey. In 1984 he
was appointed City Administrator in Sonora,
but in 1986 he returned to Monterey as the
Assistant City Manager. In 1990 Bill was
appointed City Manager in Manhattan Beach,
moving from there in 1994 to become the
Westminster City Manager. He took the
Ventura San District post in 1998. Bill has a BA
from Iona College, New York, an MS from the
Naval Postgraduate School and an MPA from
Golden Gate University. He earned a 10-year
ICMA Service Award.

Management consultant Jack R. Smith started
as an Administrative Assistant in Los Angeles in
1963. He became the Azusa Assistant City
Manager in1966. He was appointed County
Manager in Coconino County, Arizona in 1969.
Jack returned to California in 1982 when he
took the City Manager post in Cathedral City.
In 1988 Jack was recruited to be the City
Administrator in Carson, and in 1991 he moved
to the Murrieta City Manager post; a position
he held until 1994. Jack has a BA from Long
Beach State University and an MA from the
University of Redlands. He earned a 30-year
ICMA Service Award.

Karen A. Smith started her public management
career in 1971 as a Human Relations
Coordinator in Martinez. In July, 1972 she
moved to an Administrative Assistant position,
and in January, 1975 she left Martinez to be the
Personnel Director in Union City. She became
the Union City Assistant City Manager at the
end of 1977, and was appointed City Manager
in December, 1979. Karen remained in the
Union City post until 1995, and during her
tenure there she served as the President of the
City Managers‟ Department of the League of
California Cities. In 1995 Karen was appointed
Executive Director of the Alameda County
Waste Management Authority, a post she held
until 2008. She has a BA from the University of
California and an MPA from California State
University. Karen earned a 35-year ICMA
Service Award.

Robert E. Smith began his public management
career in 1994 in Dillon, South Carolina. In late
1995 he took the Director of Community
Development post in Batesville, Mississippi. He
was appointed City Administrator in Shallotte,
North Carolina in 1997 and headed west to
California in 1998 to be the City Manager in
San Juan Bautista. In 2001 he moved to the
private side as a National Zoning Manager for
Crown Castle USA, Inc. of Pennsylvania, and in
2008 opened the doors of his own company,
Anvil Partners, LLC in North Carolina. Robert
has a BA from the College of Charleston, an
MP and an MPA from Virginia Tech.

Napa Assistant City Manager Dana M. Smith
took her first public management position in
1985 as a Senior Staff Analyst in the San Diego
County Local Agency Formation Commission
(LAFCO). In 1994 she was appointed Executive
Officer on the Orange County LAFCO, a post
she held for 10-years. In 2004 Dana was
appointed Assistant City Manager in Chula
Vista, and in May, 2007 she moved north to
become the Assistant City Manager in Napa.
Dana has a BA and MCP from San Diego State
University.
Palos Verdes Estates‟ Assistant City Manager
Judith J. Smith began her public service career
in Pittsburgh, Pennsylvania as a Performance
Auditor in 1980. In 1984 she was appointed
Finance Officer in Forest Hills, Pennsylvania. In
1986 she moved west to Beverly Hills in a
Management Analyst post. In 1989 she was
appointed Director of Finance in Rolling Hills
Estates, and took the same position in Palos
Verdes Estates in 1989. Since 1996 Judith has
served in the dual post of Assistant City
Manager and Director of Finance. She has a
BA from Pennsylvania State University and an
MPA from the University of Pittsburgh. She has
earned a 25-year ICMA Service Award.

Long Beach Assistant City Manager Suzanne Frick and
City Manager Patrick West at the February meeting of the
City Managers’ Department of the League California
Cities in Monterey. Suzanne has been ACM since
December, 2007 after serving as the city’s Director of
Planning and Building. Pat went to Long Beach in 2005 as
the Director of Community Development and Executive
Director of the Redevelopment Agency after serving
Paramount for 25-years, the last several as City Manager.

City Manager Les M.
Jones II joined the city
staff in October, 1976 as
an Administrative Intern.
He later was elevated to
Administrative Aide, and
then Administrative
Analyst. In 1983 he left
the City but returned in
1998 as the Director of Public Works. Les was
appointed Assistant City Manager in addition
to his position of Public Works Director in 2001.
He became a full-time Assistant City Manager
in April, 2004. Les has a BA from California State
University, Fullerton and has completed
graduate work at San Diego State University
and California State University, Long Beach. Les

Jennifer H. Smith is the Finance Director for the
City of Encinitas. Jennifer began her career in
1996 as an Intern in Chapel Hill, North Carolina

appointed to a full-time Management Analyst
post in December, 1997. In 2001 Jennifer
became the Assistant to the City Manager and
in 2005 she was appointed Finance Director.

Gil Smith, former Carson Mayor, City Council
Member and City Manager received an
Honorary Doctorate from California State
University, Dominguez Hills. He had a long
career as a member of the staff of the

Adams, LLP out of Rancho Cordova has a BA,

9th District Assembly Member Dave Jones, born
in Philadelphia, served on the Sacramento City
Council for five and a half years prior his
election to the Assembly. Before that he
worked for six years as a legal aid attorney with
Legal Services of Northern California. In 1995
he was one of 13 Americans awarded a White
House Fellowship, and he served in the Clinton
Administration for three years first as Special
Assistant and then Counsel to United State
Attorney General Janet Reno. He is a graduate
of DePauw University, Harvard Law School and
Harvard‟s Kennedy School of Government.

Bill Jones was the 27th California Secretary of
State between 1995 and 2003. He served in the
State Assembly between 1982 and 1994. He
ran unsuccessfully for Governor (2002) and the
United States Senate (2004). A native of
Coalinga, he earned a BS in agribusiness and
plant sciences from California State University,
Fresno.
Steve Jones was elected to the La Mirada City
Council in 1999 and re-elected in 2003 and
2007. He served as Mayor in 2002-03 and 2007-
08. A teacher at La Mirada High School,
Councilmember Jones‟ classes include U.S.
History and Economics. He was selected
“Teacher of the Year” for the Norwalk-
La Mirada Unified School District in 1993. He
earned an AA from Cerritos College, a BA in
History from Biola University, and an MA in
History from California State University,
Fullerton. Tom Robinson is the La Mirada City
Manager.
Los Banos‟ City Manager is Steve Rath, and the
Mayor is Tommy Jones, a teacher with the Los
Banos Unified School District. He has taught
math and history for the past 16-years, and he
is a football and track coach. Mayor Jones
has a BA from California State University,
Bakersfield. The Mayor is a Vietnam veteran
who completed two tours overseas in the US
Army.

Ray T. Smith is the Mayor Pro Tem
(and former Mayor) in Bellflower,
where Mike Egan is City
Manager. Born in Long Beach,
Ray is a graduate of Long Beach
Jordan High School, and Long
Beach City College. He was on the City
Council during the periods of 1966-70, and
from 1994 until the present. He has served four

Richard D. Jones of Jones & Mayer is the City
Attorney for La Habra, Whittier, Fullerton and
Westminster and the General Counsel to the
Gateway Cities Council of Governments.
Duncan Jones is the Public Works Director in
Atherton.
City Council Member Bill Smith of California
City served on the City‟s Planning Commission
prior to running for office. Linda Lunsford is the
California City City Manager.
Victor Jones, who died suddenly in 2001 at the
age of 91, was a professor emeritus of political
science at the University of California, Berkeley.
Victor was part of the team that founded the
Association of Bay Area Governments, and is
considered a pioneer in the academic study of
metropolitan governments. In addition to his
consultant work with ABAG, he served as a
consultant to the U.S. Advisory Committee on
Intergovernmental Relations, the League of
California Cities and the National Association
of Regional Councils, among others.

Newark Mayor Dave Smith is said to be fourth
in the nation for time in office as he serves his
16th consecutive term as leader of the East
Bay suburb. Mayor Smith has served half his life
as Mayor (serving two-year terms). The 61-year-
old Smith is proud of his 30-year record of
public service. John Becker is Newark CM.
City of Blue Lake Mayor Marlene Smith is a self-
employed licensed acupuncturist (LAC). She
represents her City with the Humboldt
County Association of Governments, the Indian
Gaming Grant Funds Commission, and the Blue
Lake Rancheria Liaison. Jeff Butzlaff is the
current Blue Lake City Manager.

California’s City Smiths & Jones
Admittedly, we strayed from our usual “keep it
to the City Managers” list this month, and have
lapsed into the elected official arena. Though
we cannot say that “it won‟t happen again,” it
will not become our primary way of doing
things. We simply recognize some of the
“Smiths and Jones” that work the other side of
the aisle…so to speak. Hayward‟s Greg Jones
seems to be our only current “Smith and Jones”
City Manager.

MMANC Recognizes
Outstanding Professionals
2009 MMANC President Lisa Achen of Roseville
hosted the annual awards presentations of the
Municipal Management Association of
Northern California.
MMANC‟s most prestigious West McClure
Outstanding Assistant Award was presented to
San Pablo Community Services Director Kelsey
Worthy. This award was created in 1984 in
honor of Wes McClure, who served as San
Leandro City Manager for 28-years (1948-76).
Three new City Managers were named
“Honorary Members” of MMANC: Nancy
Huston of Dixon, Joni Pattillo of Dublin, and
Michael Rock of Fairfax.
An MMANC “Booster Award” went to Eric
Scriven of De La Rosa & Company. Christa
Johnson of Windsor received the
“Longstanding and Continued Support
Award,” and Service Awards were presented
to Paul McCreary of Dublin, Jean Prasher of
Livermore, and Shawne Rising of Sutter County.

Gateway Cities City Managers‟ in La Mirada.
Lakewood City Manager Howard Chambers
hosted the meeting, and we shared a table
with: Howard, Pat West of Long Beach, Sam
and Tony Olivito of the CCCA, Greg Korduner
and Alan Shear of Huntington Park and Range
Rider Darrell Essex.

Kosmont Companies Highlight AB 642 Design-Build Rules
AB 642 enables California cities to engage a single
company for both design and construction services
before complete plans and specifications are
developed. Effective January 1, 2009, the new
law expands the design-build authority of the
public agencies to improve public project cost
effectiveness.
The new design-build authority applies to specific
types of construction:
Construction of buildings and related
improvements exceeding $1 million
Construction of regional and local
wastewater treatment facilities, solid waste
facilities, and water recycling facilities
exceeding $2.5 million
Cities are required to observe the following four-
step process in order to utilize the design-build
authority:
Preparation of the documents describing
scope of the project along with
performance specifications
Preparation of a detailed RFP inviting
competitive proposals for the project
Establishment of a standard and detailed
procedure to pre-qualify design-build
entities
Establishment of a procedure for final
selection of the design-build entity
Important points that need to be considered for an
efficient design-build process:
Due to engagement of single a source
contractor careful evaluation and selection
of the best qualified contractor is a must
Diligent cost assessment and management -
this is critical since initial cost estimates
based on preliminary design for design-build
projects can be very different from the
actual final project cost
Obtaining permits and regulatory compliance for
the project's construction plan based on preliminary
design is challenging and must be carefully
orchestrated

In the dimly lit Monterey Hyatt lobby area during the
Annual Meeting of the City Managers’ Department of
the League of California Cities, we found Vallejo City
Manager Joe Tanner chatting with Marshall Linn and
Michael Busch of Urban Futures, Inc.

Picking up the Pieces: City Manager Debra Kurita,
a highly respected former West Coast Regional
Vice President on the ICMA Executive Board,
submitted her resignation to the Alameda City
Council Thursday, February 26. Debbie is a former
Santa Ana Assistant City Manager and a veteran
with 27-years of municipal government experience.
It is unclear when she will officially leave the
Alameda City Manager post. City Manager Donna
Metzler of Moab, Utah served as an intern in Costa
Mesa and worked in the City Manager‟s office in
Glendale prior to her appointment in Moab in 1994.
Sanger City Manager Jim Drinkhouse has resigned
after serving more than seven years in the position.
John White, the Sanger Public Works Director, will
serve as the Acting City Manager until a
replacement is appointed. Capitola City Manager
Rich Hill included himself in negotiated furloughs
(unpaid time off) which are equivalent to a 4.6%
pay cut to help the city close its budget gap.
Barstow City Manager Richard Rowe is a model
train enthusiast, and is deep into the hobby. For
those interested in pursuing the hobby, the National
Model Railroad Association has developed an
“Introduction to Model Railroading.” Anaheim
Deputy City Manager Joel Fick will retire effective
May 15 after 35-years of service to Anaheim. Joel
joined the Anaheim staff in 1974 as a Planning Aide
and became Planning Director in 1987. He was

Puente City Manager Frank G. Tripepi, President &
CEO of Willdan Financial Services, reduced his hours
with the city by 50% effective March 1st. Frank will
continue to serve in the city‟s top post until a new
City Manager is selected. With the retirement of
veteran City Manager Doug La Belle, Chino Hills‟
new City Manager is the City‟s former Community
Services Director Michael Fleager, effective March
1, 2009.
Former La Mirada City Manager Andrea Travis has
been busy with her new legal career and her
Belgian Malinois puppy named Alexis, and now she
is planning a wedding for June. One of the largest
city expenses in San Bernardino, pursuant to a voter
approved City Charter amendment, is public safety
pay. Police officers and firefighters account for
nearly three-quarters of the City‟s General Fund in
2009, according to Interim City Manager Mark
Weinberg. San Diego Humane Society officials are
investigation the euthanasia practices of the Chula
Vista Animal Care Facility where nearly 2,500
animals were euthanized in the first 8-months of last
year, a 45 percent increase over the same period
the previous year. Chula Vista Deputy City
Manager Leah Browder says that an unusually high
number of cats with upper respiratory infections
were euthanized. Salinas City Manager Artie Fields,
along with the City Attorney and Department
Heads and most miscellaneous employee groups,
has agreed to salary concessions to help with the
budget crisis. Veteran City Manager Range Rider
Tom Peterson is retiring after invaluable service to
California‟s City Managers during the past dozen
