started with the rhetorical question: “Where are

the women in city management?” Our look at

the subject has discovered an impressive list of

professional women in California local

government public management.

There are nineteen California cities with names

that begin with the letter “H”…from the City of

Half Moon Bay to the City of Huron. We have

crafted a Part VIII list of “women in city

management” using these cities to build a list for

this Special October, 2018 issue. Of course, we

cannot include all of the deserving women; nor

can we find information on many, but we have

provided acknowledgement to a good

representative list. The largest city in the “H”

group by population is Huntington Beach with

189,992 people.

She joined the Chico city staff in 1994 as Community Services Officer (CSO), and in

2001 she took a Management Analyst with the Chico Police Department. In 2009

she moved to the City Manager's Office in a Management Analyst post. Deborah

earned a BA in social work from California State University, Chico, and an MS in law

from Champlain College.

David Boesch. Half Moon Bay is

a coastal city in San Mateo

County with a population of

11,324. Magda Gonzalez

stepped down as City

Manager in November, 2017.

Magda was appointed City

Manager in August, 2014 and served through

January, 2018. Magda worked as the Parks,

Recreation and Community Services Manager

in Redwood City from 1993 to 2000. She became

the Assistant to the City Manager (2000-2007),

and Deputy City Manager (2007-2011). Magda

left Redwood City in 2011 to become the

Assistant City Manager in San Bruno and in 2012

she was appointed City Manager in East Palo

Alto. She then joined the Half Moon Bay staff as

City Manager in 2014. In 2013 she received a 20-

year ICMA Service Award. In 2018 she served as

President of Cal-ICMA. She earned a J.D. from

Santa Clara University.

City of Walnut City Manager Rob Wishner and Shelly

Piccardi Wishner on a well-earned vacation this past

summer. Rob was appointed Walnut City Manager

in 2006. He previously served as the City Manager in

San Marino. Rob is an alumnus of California State

University, Fullerton.

Yulia Carter is currently the

Acting Deputy City Manager

for Administrative Services &

Finance in Half Moon Bay. Yula

began her public service in

Kansas City, Missouri in June,

2004 as a Management

Analyst. After working nearly

four years in Kansas City, Yulia moved to

California to be Risk Manager/Senior

Management Analyst in the City of San Carlos in

April, 2007. She next moved to work for the Town

of Los Altos Hills as their Administrative Services

Director in September, 2012. In April, 2015 Yulia

was hired in Half Moon Bay as the Finance

Director. In May, 2018 she was named Acting

Deputy City Manager. Yulia earned a BA from

the University of California, Berkeley, and an

MPA from Park University. She also completed

the Berkeley Executive Seminar in Strategic

Kelly McAdoo Morariu, Hayward City Manager

Hayward incorporated in 1876 in Alameda

County. The 2016 estimate places the

population at 158,937. Hayward had a history in

the canning industry. Hayward City Manager

Kelly McAdoo began her public management

career as a Management Intern in the City of

Fremont in 1999. Kelly was promoted to Assistant

Business Manager in 2000 and as a Fremont

Senior Management Analyst from 2000 to 2006.

She was hired to serve as the Assistant to the City

Manager in Palo Alto in 2006, and was the

Interim Deputy City Manager 2008-2009. She

then worked as the Interim Arts & Sciences

Division Head in Palo Alto before the City of

Hayward hired Kelly as Assistant City Manager in

2010. Kelly was appointed to the Hayward City

Hayward’s Assistant City

Manager. She began her public

service career in 1997 in a position

Services in Watsonville. In 2002 she

was elevated to Assistant Director

for Redevelopment & Housing in

Watsonville. In 2003 Maria was hired as the

Deputy Director of Parks in the City of San Jose.

She went to work for Tracy in 2006 as the Director

of Parks & Community Services. In 2007 Maria

was appointed Acting Assistant City Manager,

then later in 2007 she became the Interim City

Manager in Tracy. She was appointed Assistant

City Manager once a City Manager was

recruited in 2008. In 2014 she was again asked to

serve as the Tracy Interim City Manager, and

again she returned to the Assistant City

Manager post. In 2015 Maria was hired to serve

Hemet, incorporated in 1910, is a city in the San

Jacinto Valley in Riverside County. The current

City Manager is Allen J. Parker, a veteran public

manager. Alicia Hicks is the Hemet Human

Resources Manager. She worked as a Human

Resources Analyst in the City of Oceanside

starting in February, 1999. In November, 2017

Alicia joined the Lemon Grove staff as the

Human Resources Manager, and in September,

2018 she took the Hemet Human Resources

Manager post. Alicia earned a BA from Ashford

University and she completed the curriculum for

a Huma Resources Management Certification

from National University.

County, and has a current population of 25,360.

previously City Manager in Carson, Tustin and

Morgan Hill. Lori Martin is the Hercules

Administrative Services Director and City Clerk.

Also, Annie To is the Finance Director and Holly

Smyth is the Planning Director.

Suja Lowenthal is the City

Manager in Hermosa Beach.

The city incorporated in 1907

and has a current day

population of just under

20,000. Suja began her public

management career as an

elected official as a member

of the Long Beach City

Council in June, 2006. She

served on the City Council for a little more than

10-years, and was the Vice Mayor for two two-

year terms. In 2012 Suja was hired by a private

bus transportation company to be their Planning

& Community Engagement Manager. Also, in

2012 she became a Senior Advisor to the City

Manager in Santa Monica. In September, 2018

Suja was appointed City Manager in Hermosa

Beach. She earned a BA in economics from the

was hired by the City of Orange to be their

Keimach did not break any laws when she secretly

recorded two Council Members during a meeting

regarding the hiring of a new Fire Chief, said the

Alameda County District Attorney’s Office. In

California it is illegal to record another person without

their consent, but State Law allows recording

confidential communications if there is reason to

believe it would relate to criminal conduct. Jill

contends that the Council Members were pushing a

union-backed candidate for the empty Alameda

Fire Chief position. Emerald Isle, North Carolina City

Manager Frank Rush has resigned his position so that

he can accept the appointment to be the City

Manager in South Lake Tahoe. Frank has served as

the Emerald Isle City Manager for nearly 18-years. He

began his career in 1994 as a Budget &

Management Analyst in Durham, North Carolina. In

1995-1996 he worked as the Town Manager in Surf

City, North Carolina. Frank earned a BA from State

University of New York, and an MPA from North

Carolina State University. In 2014 he received a 20-

year ICMA Service Award. Brian James is the

Hawthorne Director of Planning and Community

Development. He has been with the city since 2016.

Brian earned a BS in city and regional planning from

California State Polytechnic University, San Luis

Obispo. His 26-years of planning experience in both

the public and private sectors include a stint as

Planning Director in the City of Industry. Pacifica

Planning Director Tina Wehrmeister earned a BA in

geography with a concentration in urban planning

and resource management from San Francisco State

University. Tina previously worked as the Community

Development Director in the City of Antioch (2001-

2015). She joined the Pacifica staff in February, 2015.

Redlands City Manager N. Enrique Martinez filed a

state discrimination complaint against the City of

Redlands. He is currently on administrative leave.

Assistant City Manager Janice McConnell has been

appointed Interim City Manager. Retired Calimesa

City Manager (2008-2015) Randy L. Anstine served in

the US Air Force (1969-1975), and got his start in City

government in 1975 as a Recreation Supervisor in the

City of Colton. Randy worked as the City Manager

in Greenfield (1998-2003) and Banning (2003-2008)

prior to his service in Calimesa. Randy earned a BA
