Texas PT Program Accepts 2014 Challenge to Raise Funds for Research

A TOTAL OF 109 SCHOOLS PAR-TICIPATED IN THE 2013-2014 MI-AMI-MARQUETTE CHALLENGE TO RAISE $219,716 IN SUPPORT OF THE FOUNDATION FOR PHYSICAL THER-APY. THE FOUNDATION WISHES TO THANK THE STUDENTS OF TEXAS WOMAN’S UNIVERSITY – HOUS-TON FOR THEIR STRONG SUPPORT OF THE CHALLENGE. SINCE ITS IN-CEPTION IN 1989, 192 DIFFERENT SCHOOLS HAVE PARTICIPATED IN THE CHALLENGE, AND PT AND PTA STUDENTS HAVE RAISED A GRAND TOTAL OF $2,757,216!

His 2-year project, “A Novel Unweighting Technology to Address Psychological Im-pairments Limiting Outcomes after ACL Reconstruction,” will look at the effects of a bodyweight reduction instrument to deliver graded exercise (BRIDGE) on the outcomes of anterior cruciate ligament reconstruction. Mizner received both his master’s in physical therapy and PhD in biomechanics and movement science from the University of Delaware. IT IS WITH JOY AND SADNESS THAT I WRITE MY LAST PRESIDENT’S MESSAGE.

It seems hard to believe that almost six years have passed since I first took office as TPTA president. So much has happened in those six years. As a chapter, we have forged ahead due to the work of our officers, many volunteers, and our dedicated hardworking TPTA staff. Our chapter has grown and moved forward. Membership has grown to over 5,700 members. The Tom Waugh Leadership Development Program was initiated to develop new leaders. We have contributed to our reserves to ensure the chapter remains financially solvent.

We have had surplus funds at the end of our budget year for the last four years. Our patient access bill was successfully moved out of public health committee but unfortunately time ran out before it could be slated for the House agenda. We have achieved many of our objectives on our three year strategic plan and in July updated our last year in this three year strategic plan. Our chapter was recognized last year as the most innovative chapter by APTA. Our payment policy committee continues to advocate and intervene with Medicaid Medicare, TWCC and private payers on issues affecting reimbursement.

Our annual meetings continue to break attendance records thanks to our professional development committee, TPTA staff and volunteers.

We have many challenges facing us. Challenges with legislation. Challenges with reimbursement. Challenges with continuing the momentum that our chapter has gained. Members need to continue to be engaged in order for momentum to continue. PTs and PTAs need to see, and continue to see, the value of membership.

Our grassroots efforts with our legislators needs to grow so that each legislator has knowledge and understanding of Physical Therapy and our issues. This will assist us in our efforts to pass our patient access legislation.

We have much to celebrate as a chapter and have much more work to do. My motto has been “if everyone just does one thing, think of what can be accomplished.” Thank you everyone for “doing your one thing” because we have accomplished many things.

Leadership roles are not always easy. Wise counsel always assists when making a decision that affects so many. Thank you to all of those that offered advice and contributed to the growth and success of our chapter.

Thank you for the opportunity and privilege of serving as your president, it was a phenomenal experience!

TPTA will continue to be provided with many choices. Your continued support of our leadership will assist in making the right choices to continue our momentum and our success as a chapter.

2015 LEGISLATIVE SESSION – BE READY, BE A KEY CONTACT

The 84th Texas Legislative Session will convene January 13th. TPTA’s legislative agenda will focus on pass-ing Patient Access to PT and concus-sion legislation that will add PTs to the list of those eligible to declare a student athlete ready for play. The current bill relating to concus-sion does not exclude PTs from do-ing this, and the author feels that a revised bill is not necessary. TPTA wants it in writing and will pursue a bill for clarification. If you have not already committed to be a TPTA Key Contact, please find out more and sign up today.

Annual Conference “TPTA Cares” Community Service ProjectThis year the TPTA Cares project will be helping the local Galveston community by working with Paint Pals. Paint Pals is available for low-moderate income homeowners as part of a larger neighborhood revitalization campaign in Galves-ton. The program provides a fresh coat of exterior paint at no cost for qualified applicants. The program works in partnership with Moody Menders, Habitat for Humanity Bay Area, Galveston Urban Ministries, and Moody Permanent Endowment. If you’re interested in volunteering, we will have a project prepared for the dates of Thursday Oct 16, 2:00 pm -6:00 pm and Friday October 17th, 8:00 am - 12:00 pm

The house will be prepped (scraped/repaired/primed) before you arrive. Upon arrival, all painting supplies will be provided. Volunteers are needed for both days but you may pick which day you would like to participate. If you are interested, please register HERE.

As a practicing physical therapist and member of both the TPTA/APTA for over 20 years, I have had several appoint-ments at both the state and national levels of service starting as a member of the first board for the Texas Physical Therapy Education & Research Foundation (forerunner to the current TPTF) and continuing in the Federation of Physical Therapy of State Boards , the APTA Research Advisory Panel, the APTA Speakers Bureau and Chair of the Vestibular Rehabilitation Special Interest Group for the APTA Neurology Section. Cur-rently I have served 5 years as TPTA Speaker of the Assembly which has allowed me to work with the Executive Committee in addition to the Government Affairs, Public Relations, and Professional Development committees and serve as Chair of the Tom Waugh Leadership Development Program Committee and the newly formed Technology Task Force.

• Improve Our Chapter “Grassroots” Communications. This could also help to “add value” to membership and support recruitment and retention of valued members. • Support Our Chapter Efforts in Public Healthcare Policy: It is quite evident that physical therapy practice is being chal-lenged to provide effective, efficient patient services in view of recent controversial public issues involving comprehensive and appropriate concussion management of our Texas ath-letes, the financial conundrum of managed care due to the Af-fordable Care Act and the continued need to improve patient access to physical therapy services in Texas. As a member of the GAC’s Key Contact program, the goal will be to educate community leaders with a united, competent voice to help shape and support clinical practice patterns for the good of our patients.• Support Our Chapter’s Strategic Plan: We need to con-tinue working diligently to develop and promote resources to help goal champions complete the TPTA’s Strategic Plan 2012 – 2015 in support of our mission.

I am at a point in my personal and professional life where I want to give back to the profession that has been so wonderful to me. I have gained experience at several different levels of the Chapter and Association to reach this goal.

Through the years I have gained leadership experience by serving at the District, Chapter, and Association levels. I have served as the District Chair for the Panhandle District twice, the Executive RepresentaWtive to the TPTA Executive Committee, as Delegate to the House of Delegates three terms, including

Chief Delegate for one year, and as TPTA Membership Co-Chair for the past three years. I am also a member of the Neurology, Education, and Health Policy & Administration Sections. I have completed both levels of the Leadership, Administration, Man-agement, and Professionalism (LAMP) courses. I believe these experiences allow me to see the needs of members while hav-ing a global understanding of how the TPTA functions and the important role that our Chapter plays in the Association.

If elected my goals include:• Improving communication with all members of the TPTA in order to allow each member to be aware of the important ac-tions that the TPTA makes on behalf of each of us. Improving communication will be especially important as we enter anoth-er legislative year. Keeping members informed about the legis-lative process, the business of the TPTA, and most importantly hearing what the membership communicates back to the Chap-ter will be a high priority for me. • Increasing membership and active participation in the TPTA. As co-chair of the TPTA Membership Committee I have been ex-cited to see our Chapter grow in a sustained manner. We need to make sure each member understands that the TPTA exists because of and for them. Understanding and meeting the needs and expectations of each member will continue to be important to me. MY NAME IS SHANNON BOYD, AND I AM RUNNING FOR THE POSITION OF DELEGATE-AT-LARGE FOR THE TEXAS PHYSICAL THERAPY ASSOCIATION.

After attending the 2014 APTA Federal Forum in Washington, D.C., I felt a passion to continue with advocacy efforts for the physical therapy profession. With five years of experience, I am a younger clinician and feel that having a younger delegate will help represent the Texas Delegation more completely. I have a strong desire to progress the physical therapy profession in our great State of Texas and at the national level.

I graduated from Texas Tech University Health Sciences Center in 2009 with my doctorate of physical therapy. After nearly four years of practice in the outpatient environment, I prepared for and passed my orthopedic board certification examination in 2013. I am currently in fellowship training for manual therapy through Regis University in Denver, Colorado.

I currently live in my hometown of Paris, Texas and work with a well-established practice with three outpatient clinics. Our practice also has contracts for physical therapy coverage in our local hospital’s acute care, inpatient rehabilitation, and outpa-tient rehabilitation departments as well as a local long-term acute care hospital. I feel that my perspective of physical thera-py care in these multiple environments will help when discuss-ing current topics and issues as a delegation. I also have the perspective of a smaller, rural area physical therapy practice, which I hope will shed light on some issues that may not be as prevalent in the practice of therapists from more urban and suburban areas.

I desperately want and feel that the physical therapy profession is the missing link for many holes in our health care system. I also feel that our younger professionals need to start taking steps to help build the future of physical therapy in Texas and our nation. After hearing the TPTA was looking for younger cli-nicians to serve, I felt this was the calling I needed to become more involved in advocacy efforts. I look forward to represent-ing the great physical therapists, physical therapist assistants, and students of physical therapy from Texas as a Delegate-at-Large in the House of Delegates for the next two years. This RC is related to our APTA Vision Statement. This statement will shape how we are viewed by others, and how we will integrate our practice to be part of the healthcare system to affect so-

ciety. Whereas, Vision 2020 allowed us to evaluate ourselves, and prepare us for autonomous practice; RC-14 proposed to extend this vision to promote change to society as a whole. Dis-cussion and subsequent amendments of this RC brought to life the workings of the HOD. I was able to experience first-hand how we can affect and shape our association and profession.

This year the 2014 HOD provided even more valuable experi-ences. Of particular interest to me was RC-9, pursuit of DPT as a regulatory designation of physical therapists. This RC will be important in moving us forward to autonomous practice, and becoming the primary musculoskeletal experts that patients recognize as so. I believe APTA is working hard for our profes-sion to move us towards this goal, and this RC is an example of it.

Although, my experience is limited, I am eager to learn, and be an active agent of change. I have been a member of APTA, TPTA since a student in 1998. My career as a physical therapist spans over 13 years. I have worked in a Level 1 Trauma hospital. My experience has been in outpatient orthopedics, acute care, and now as a Rehab Supervisor of the outpatient wound care clinic. The changing healthcare landscape has inspired me to become a more active member and get more involved with my profes-sional association. I feel confident that my education, leader-ship skills, and desire to raise our profession to the next level while promoting quality care make me a candidate that can ef-fectively represent you.

Sal’s exposure to a wide vari-ety of rehab settings and government organizations makes him an excellent candidate for the TPTA Delegate-At-Large Position.

Sal earned an entry-level PT degree at TWU in 2003, complet-ed a transitional Doctorate (DPT) at Regis University in 2010, and earned his APTA board certification in orthopedics (OCS) in 2010. Sal has distinguished himself in the area of sports specif-ic training and has held the National Strength and Conditioning Association’s CSCS credential since 2006. Sal has participated in humanitarian missions in El Salvador, providing therapy servic-es to the underserved in multiple communities throughout that country. Sal has also played a critical role in other humanitar-ian efforts such as providing therapy services to displaced citi-zens during Hurricane Katrina. During that time Sal established the only Pro Bono Physical Therapy Clinic for displaced citizens and provided much needed care and medical equipment to our neighbors in need. In recent years, Sal has assisted the TPTA Government Affairs Committee in setting up fund raising events and has gained in-terest in giving back to the organization that has enabled him to practice physical therapy. IT HAS BEEN SAID THAT ONE PERSON CANNOT DO EVERY-THING, BUT THE GOOD NEWS IS THAT MOST OF THE TIME THE ABILITY TO DO EVERYTHING IS NOT WHAT IS NEEDED.

The truth is that sometimes it is simply the ability to do some-thing that answers the call. To participate, to contribute, to do what can be done to make things better, easier, or simply to make the unseen visible. We recognize this truth, so we use our motivation and decide to turn it into action. Naturally the next step is figuring out what action to take. Some actions are small and are completed with ease, some are performed so

frequently they become habit, while others require more time and can add a bit of complexity and challenge to our every day routine. Knowing this, I have resolved to do what I can, where I can, when I can, because doing nothing is not an option. It is not an exact science, but what I have found is that standing still does not really help me move forward, and moving forward is the goal. Not every action I have taken has created an im-pact, but some might, one day, and for this reason I keep mov-ing, looking for opportunities to participate, contribute, and do something.

I have had a number of amazing opportunities over the past 15 years, either through volunteering, recruitment, or gentle persuasion. My most recent opportunities include serving as Co-Chair of the Membership Committee. I have had the privi-lege of serving on the Executive Committee as the Association’s Secretary, and was a member on the Continuing Competency Task Force. I served as a member of the Tom Waugh Leadership Development Task Force, and currently participate as a Mentor in the Leadership Development Program. I am excited to run for this opportunity to contribute in a different capacity, a new experience to do something for a great team.

as the SED Communications Chair. Over the past two Texas leg-islative sessions, I have been an active advocate for the growth of physical therapy progressing towards improving patient ac-cess. With my involvement at the state government level, I have had the unique experience to represent our profession by rais-ing awareness to state legislators regarding current healthcare limitations, patient access, and autonomy of care. In 2012, I was fortunate to be recognized as a TPTA Future Leader. This year, I became an APTA Board Certified Clinical Specialist in Or-thopedics. Currently, I am in the process of completing an APTA credentialed fellowship program in manual therapy and am involved in clinical research. I’ve recognized over the last couple of years that the healthcare environment is continually changing. Medical professionals are being challenged to deliver healthcare services more efficiently and physical therapy is no exception. As the member’s voice of the APTA, the House of Delegates (HOD) develops and discuss-es issues that will directly impact the Association and future of the profession. Everything from discussing the role of physi-cal therapists as a healthcare entry point for health promotion,

wellness, and fitness services to the role of PTs and PTAs work-ing on a multi-disciplinary healthcare team was brought before last year’s HOD. These issues and others are vitally important to the growth of our professional association and will directly impact the way you and I practice as a PT or PTA. I want to be involved in helping shape these motions and influencing the fu-ture of our profession.

Thus far, I’ve taken an active role in serving our profession as a student and new professional. I served as the president and vice-president of the Texas Student Physical Therapy Associa-tion and now serve on the public relations committee for the APTA’s Sports Section. Additionally, I’ve spent time meeting with legislators in Austin on two occasions in support of direct access for our state and enjoy staying engaged on policy issues affecting our profession.

Last year, the HOD discussed various ways to effectively recruit, retain, and engage new professionals in the Association. Along these lines, I feel as though I bring a unique point of view to the Texas delegation on several issues not only affecting the profession as a whole, but also new professionals. Currently, I am the Director of the Physical Therapy Program at University of Mary Hardin-Bay-lor, and previously I was the Director of Rehabilitation Services at Baylor Scott & White Health - Hillcrest. After obtaining my PT degree from University of Texas Southwestern Medical Center, I went on to complete an MS in Biology/Physiology from Baylor University and a PhD in Physical Therapy from TWU. I became a Geriatric Clinical Specialist in 2011 after many years of clinical practice focusing on geriatric orthopedics. I have served in sev-eral capacities within the APTA, including Co-Chair for the task force that developed the CPI and member of two task forces addressing the future role and educational preparation of the PTA. I have also served as a TPTA delegate to the APTA HOD for two terms and currently hold the position of Vice-Chair of the HOT District. I donate my time as a reviewer for the TPTA Con-tinuing Competence Approval Program and volunteer in other professional capacities as well, including the ABPTS Specializa-tion Academy of Content Experts. My name is Antonio Johnson and I am a physical therapist that has practiced in Texas since 2003. I have submitted my infor-mation to take on a Nominating Committee leadership position within our organization in order to work for you and the pa-tients we serve while continuing to move our profession for-ward toward greater autonomy.

I have been a member of APTA for 12 years and a member of TPTA for 11 years. The difference in time was due to my gradu-

ation from PT school in 2003 which was the same year I moved to Texas. What can I say, “I got here as soon as I could”. I have practiced in all settings except pediatrics during my 11 years as a clinician and I feel confident in my ability to relate to clinicians in various settings. I have also spent significant time in man-agement roles which has provided me insight from a patient advocate, clinician advocate, and reimbursement advocate per-spective. I am currently serving as the Regional Rehabilitation Director for Cantex Continuing Care Network with coverage area consisting of 15 facilities in the Houston, East Texas, and Austin markets.

The Nominating Committee leadership position will be a new endeavor for me similar to the days when we all started PT and PTA school. There are many aspects of the position that are brand new to me and it will be challenging initially. Although it will be new and challenging, I plan to take on the responsibili-ties of the position with the focus and determination that has made me the person I am today. The following change will automatically be made to the TPTA Bylaws to be in compliance with APTA Bylaws.

ARTICLE IV. MEMBERSHIP Section 1. Categories and Qualifications of Members

I. Corresponding Member – Be a Physical Therapist, Retired Physical Therapist, Life Physical Therapist, Physical Therapist As-sistant, Retired Physical Therapist Assis-tant, or Life Physical Therapist Assistant or Student member of APTA and not as-signed to the Texas Chapter.

The following are the proposed Bylaws changes to be voted on at the Texas As-sembly on Friday, October 17th.

TA14.01: The Bylaws Committee moves to amend ARTICLE IX. ASSEMBLY, Section 4. Voting Power by deleting subsections D and E. It would then read as follows:

ARTICLE IX. ASSEMBLY

Section 4. Voting Power

A. Each representative shall have one vote.

B. If there are insufficient district mem-bers at large in attendance to equal the number of delegates, to which a district is entitled, the remainder of the votes will be forfeited.

C. In no instance shall a representative carry more than one vote.

D. A Physical Therapist, Retired Physical Therapist or Life Physical Therapist rep-resentative may not carry the vote of a Physical Therapist Assistant, Retired Physical Therapist Assistant or Life Physi-cal Therapist Assistant.

E. A Physical Therapist Assistant, Retired Physical Therapist Assistant or Life Physi-cal Therapist Assistant representative may carry the vote of a Physical Thera-pist, Retired Physical Therapist, or Life Physical Therapist.

SUPPORT STATEMENT: Subsection C states that a member cannot carry more than one vote which makes subsections D and E unnecessary.

TA14-02: The Bylaws Committee moves to amend ARTICLE X. BOARD OF DIRECTORS, Sec-tion 1. Composition and Voting Power by inserting “President” before President-Elect in subsection B and adding sub-section C “The President will vote in the case of a tie.” Subsections C and D would be changed to D and E respectively. CAPITAL AREA DISTRICT:The Capital Area district has a number of events coming up in September. The next meeting is scheduled for Septem-ber 22 with social from 5:30 - 6:00 and business from 6:00 - 6:15. We will have elections for CAD delegate and this will be followed by an ethics course from 6:15 - 8:15. The course is entitled “Foun-dation For Decision Making: Influence Of Values” and will be presented by Jana Israel, PT, M.Ed. The final meeting of the year will be in November.

CCU programs have been announced for September 13. These will be hosted by the University of St. Augustine and will run from 8:00 am - 12:00 pm. We will have two offerings. Suzanne Trotter, PT, MSPT, FAAOMPT will be presenting a course entitled “Innovative Strategies for Preserving Bone Health: Osteopo-rosis Across The Lifespan”, and Bridgett Wallace, PT, DPT will be presenting a course entitled “Best Practices In Con-cussion Management”. multi-site meeting format: University of St. Augustine, ACC Eastview, Texas State University, Texas Physical Therapy Specialists (Balcones Woods), and Scott And White Round Rock. Today, Dr. Ann Medley, PT, PhD, CEEAA begins her 25th year at TWU as the new Director of the School of Physical Therapy. Dr. Medley holds a BA in Biology from the University of Texas, BS in PT from UTHSC-Dallas, MS in PT from TWU, and PhD in cogni-tion and neuroscience from UTD. She is also a Certified Exercise Expert for Aging Adults (CEEAA). Her previous roles at TWU include SLL instructor, Assistant ACCE (now known as DCE), Dallas Professional Program Coordinator, and Associate Director of the Dallas campus. Dr. Medley’s clinical and research interests are in geriatric and neurologic physical therapy. Professionally, she serves as the secretary for the Academy of Geriatric Physical Therapy of the APTA and as a member of the finance committee of the Neurology Section of the APTA. Dr. Medley’s hobbies include leading Zumba classes, scrapbooking, watching professional football and basketball, and reading.

Here’s what Dr. Medley had to say about becoming the Director of the School of Physical Therapy:
