For better or worse, we’ve truly entered the electronic age as a town. This will be our

last quarterly newsletter for 2012, but our first electronic publication. We also started a town

sponsored Facebook page to keep citizens up to date on town news. Before year’s end, we will

have a new program called Public Stuff where citizens can download an app for their phones

to place a complaint or service request online including photos and receive tracking reports for

progress in resolving the concerns. As we bring 2012 to a close and anticipate things to come in

2013, I’d like to highlight some of our accomplishments over the past year.

We are especially pleased with the Stallings Municipal Park makeover where we

hosted the Earth Day and Stallings Fest events. The feedback from the broad community has

been very complimentary and both events brought record turnouts into the town. We’ve also

started construction on the disc golf course at Blair Mill Park on Stevens Mill Road and taken

initial steps toward development of a master plan for that park.

The Downtown Master Plan is moving forward with a commitment from Union County

Public Works to upgrade the antiquated water and sewer system for the downtown area in

conjunction with the intersection project at Potter and Pleasant Plains Road. Right of Way

acquisition is now underway and construction is slated for 2013. We have not yet learned if the

town will be asked to participate financially in the sewer upgrade but there can be no

development of the town center without improved infrastructure.

Construction of the Evidence Storage Facility for the Stallings Police Department was

completed in the summer. Newly appointed Chief Minor Plyler is working toward CALEA

certification for our department, the gold standard for law enforcement services.

Council approved two new residential communities and a small commercial project on

Matthews Weddington Road. Epcon will build the town’s first age restricted community

serving the county’s growing population of seniors and Lennar will build approximately 80

homes in a neighborhood that straddles the Mecklenburg Union County line across from the

Francis Beatty District Park.

Although the economy has contributed to slower development over the last several

years, in the coming year Stallings may be faced with decisions on a large outlet mall at 485

and Idlewild Road as well as an apartment complex on Chestnut Lane.

There were also some disappointments in 2012, some out of our control, but affecting

our citizens such as:

Delay in the sidewalk construction on Lawyers road due to complications in gaining

easements from several property owners

Delay in the bridge replacement on Stevens Mill Road

Renewed uncertainty about the status of the Monroe Bypass leaving the town and

property owners in limbo

Delay in adoption of the CIP, a project that has been in the works for more than 2 years

now

Delay in development of a vehicle use policy for town owned vehicles

The town’s advisory boards have already identified their priorities for the coming year. I remain

hopeful that when we hold our annual planning conference in February, we can incorporate

strategies to insure steady progress and more timely completion of goals and objectives that

are within our control.

In this season of Thanksgiving, I’d like to express my personal gratitude to all who

give of your time and talent to better our town and to those who serve our

community and our nation. May your holiday season be filled with joy, love, and

Page 4 Holiday Trash Schedule

You’ve opened all the presents… now what to do with all that trash?! God Bless the USA will follow the Christmas pick-up schedule listed below:

Regular Tuesday pick-up customers will have Christmas week pick-up on Wednesday, December 26. Regular Wednesday pick-up customers will have Christmas week pick-up on Thursday, December 27.

God Bless the USA will also dispose of your live Christmas trees during your regular yard debris pick-up day. Trees must be under 8 ft. long (or cut up into sections no longer than 8 ft.) and be void of any lights or metal.

Want to hold your next event at one of the Town’s facilities? The Stallings Civic Building and areas of the Stallings Municipal Park are both available for rent.

Stallings Municipal Park The Park has two shelters available for rent which you can reserve in three hour blocks.

Shelter A ($30/resident and $40/non-resident): This shelter is located in the front left of the park. It has two (2) eight foot and two (2) six foot tables for use as well as electricity access.

Shelter D ($50/resident and $60/non-resident): This shelter is located in the back right of the park. It has ten (10) six foot tables for use as well as electricity access.

In order to rent one of these shelters, you must: Complete a Stallings Park Reservation Application; Submit a Hold Harmless Statement and/or a Certificate of Liability Insurance; and Receive and read a copy of the Rental Policies & Procedures Informational Sheet.

Stallings residents must provide proof of residency. Payment is due at the time of reservation by cash or check.

Stallings Civic Building The Civic Building is available for rent in four hour blocks. The charge is $30 (with a $25 refundable deposit) for residents and $50 (with a $25 refundable deposit) for non-residents.
