mont are hereby warned to meet at the Village Hall in the Village of Proctor on Tuesday the 1st day of March A D 1982 at 100 P M to vote on the following matters to wit

1 To choose a Moderator to govern said meeting 2 To see if the Town will empower and authorize the Selectshy

men to appoint one or two Road Commissioners 8 To choose the netessary Town Officers for the ensuing

year4 To see if the TOm will vote to raise more than twenty

cents on the dollar highway tax as required by law 5 To see if the Town will vote to raise money by taxation

or otherwise to pay curren expenses the State flood tax and the indebtedness of the Town and to see when the same and other taxes that may be voted shall be payable

6 To see if the TOm will vote to accept the provisions of Sections 889 and 895 inclUlive of the General Laws for the collecshytion of taCes by the Town Treasurer

7 To see if the Tovn will vote any compensation to Town Officers

8 To see if the ToWll under the provisions of Section 1468 of the General Laws will vote to contract with the Proctor Free Library to furnish books to the inhabitants of the Town free and to appropriate money therefo

9 To see if the ToWl will vote to authorize the Selectmen to borrow money for the tempgtrary use of the Town

10 To see if the ToW will vote to defray expenses of surety bonds where bonds are leqlired by law

Improvements made during 1932 consisted of the bui1dshying of a new sidewalk on Park St grading for a sidewalk on Williams St repairing sidewalks on School East and West Streets and constructing storm sewers on Ormsbee Ave Warner Ave and School St Sections of the highway on Grove St Warner Ave and NOlth st were surflce treated with Tarvia We recommend that improvements along these lines be continued as rapidly as funds are availshyable

The question of widening the Marble Bridge and the Railroad Bridge was given careful study It did not seem feasible to undertake this work during the past year

Expenditures for the support of the poor shoN a little increase over the previous year This amount would have been a great deal more had we not limited direct aid as far as possible to those who were physically unable to work Others who require1 assistance were provided with work a large share of which was of the make-work type All of this work was under the supervision of the Highway Comshymissioner and a large part of it was paid out of the highshyway account

The construction of a sewer between Warner Ave and Williams st paid for by the Village was of material help in providing work

To provide winter employment a project has just been started to improve th~ East Road south of the Double Road crossing

The Town General Tax was reduced to 35c The Treasurers books show that the Town closed the year with a credit balance of $254392 in the General Account a credit balance of $40402 in the General Highway Account and a credit balance of $79050 in the Permanent Highway Account

The various Town Officers have endeavored to make their printed reports as ccncise and informative as possible

The three miles of Selected Highway NO1 middot from Pittsford Town Line to Rutland Town Line was treated with a light coat of Tarvia sanded and dragged at a total cost of $130489 towards which the State contributed $86993 and the balance of $43496 was paid by the Town

A portion of Selected Highway No2 known as the West Road was resurfaced with gravel at a cost of $41565 shared $27710 by the State and $13855 by the Town

Another portion of Selected Highway No2 was regradshyed and treated with two coats of Tarvia at a cost of $50308 with State aid of $46812 and the Town paying $3496

Tarvia was applied also to a part of Warner Ave and Grove Street which were very difficult and expensive to maintain with gravel The cost was $57895 all paid by the Town

A large amount of gravel has been used throughout the year in maintenance of our streets and roads and the usual application of Calcium Chloride was given to the most traveled portions The cost of this work is now paid by the Town without State aid

The southern end of the West Road received most of the Unselected Road work again grading ditching and reshysurfacing at a cost of $61529 of which $52750 was State aid

The necessity for winter maintenance of roads has added to highway expenses which would have been much greater but for the mild winters However snow removal and sandshying cost $44007 towards which the State paid $5444

As usual a certain amount of extra work is done by the highway department with funds furnished by the Selectmen The work this year consisted of grading for sidewalks and sidewalk repairs and improvement and extension of the drainage system $133317 was spent and refunded by the Selectmen

The Town owns one heavy and one light road machine Both have seen much service but with care and some reshypairs can be used another season The two sidewalk plows are still servicable Trucks and other equipment are hired as needed Hand tools are furnished by the Town and reshyplaced as worn out Only the required supply is on hand and are quite worn

A few tons of Calcium Chloride are on hand for use in ice removal and emergencies

Improvements made during 1932 consisted of the bui1dshying of a new sidewalk on Park St grading for a sidewalk on Williams St repairing sidewalks on School East and West Streets and constructing storm sewers on Ormsbee Ave Warner Ave and School St Sections of the highway on Grove St Warner Ave and NOlth st were surflce treated with Tarvia We recommend that improvements along these lines be continued as rapidly as funds are availshyable

The question of widening the Marble Bridge and the Railroad Bridge was given careful study It did not seem feasible to undertake this work during the past year

Expenditures for the support of the poor shoN a little increase over the previous year This amount would have been a great deal more had we not limited direct aid as far as possible to those who were physically unable to work Others who require1 assistance were provided with work a large share of which was of the make-work type All of this work was under the supervision of the Highway Comshymissioner and a large part of it was paid out of the highshyway account

The construction of a sewer between Warner Ave and Williams st paid for by the Village was of material help in providing work

To provide winter employment a project has just been started to improve th~ East Road south of the Double Road crossing

The Town General Tax was reduced to 35c The Treasurers books show that the Town closed the year with a credit balance of $254392 in the General Account a credit balance of $40402 in the General Highway Account and a credit balance of $79050 in the Permanent Highway Account

The various Town Officers have endeavored to make their printed reports as ccncise and informative as possible

The proposed work on the Florence Road was not done as it was impossible to secure the use of an air compressor in time A new project of under drains on School St was subshystituted by placing 340 feet of 6 inch perforated pipe on the North side About one hundred feet more of pipe is on hand and paid for ready to be placed where conditions in the spring indicate it should be used The State has approved a claim for $44163 to be paid toward this work

WARNING

The legal voters in Town Meeting of the Town of Proctor Vermont are hereby warned to meet at the Village Hall in the Village of Proctor on Tuesday the 7th day of March A D 1933 at 1 00 P M to vote on the following matters to wit

1 To choose a Moderator to govern said me eting

2 To see if the Town will empower and authorize the Selectshymen to appoint one or two Road Commissioners

3 To choose the necessary Town Officers for the ensuing year

4 To see if the Town will vote to raise more than twenty cents on the dollar highway tax as required by law

5 To see if the Town will vote to raise money by taxation or otherwise to pay current expenr es the State flood tax and the inshydebtedness of the Town and to see when the same and other taxes that may be voted shall be payable

6 To see if the Town will vote to accept the provisions of Sections 889 to 895 inclusive of the General Laws for the collection of taxes by the Town Treasurer

7 To see if the Town will vote any compensation to Town Officers

8 To see if the Town under the provisions of Section 1463 of the General Laws will vote to contract with the Proctor Free Library to furnish books to the inhabitants of the Town free and to appropriate money therefor

9 To see if the Town will vote to authorize the Selectmen to borrow money for the temporary use of the Town

10 To see if the Town will vote to defray expenses of surety bonds where bonds are required by law

11 To see if the Town will vote to raise money in excess of the amount required by law to be expended in improving its highways and in accordance with the provisions of Section 4591 of the General Laws and amendments thereto

HEALTH OFFICERS REPORT

There were only two contagious diseases that appeared in epidemic form during the past year An epidemic of mumps which continued throughout the whole year and one of whooping cough which was prevalent in the winter and spring months

The legal voters in Town Meeting of the Town of Proctor Vermont are hereby warned to meet at the Village Hall in the Village of Proctor on Tuesday the 7th day of March A D 1933 at 1 00 P M to vote on the following matters to wit

1 To choose a Moderator to govern said me eting

2 To see if the Town will empower and authorize the Selectshymen to appoint one or two Road Commissioners

3 To choose the necessary Town Officers for the ensuing year

4 To see if the Town will vote to raise more than twenty cents on the dollar highway tax as required by law

5 To see if the Town will vote to raise money by taxation or otherwise to pay current expenr es the State flood tax and the inshydebtedness of the Town and to see when the same and other taxes that may be voted shall be payable

6 To see if the Town will vote to accept the provisions of Sections 889 to 895 inclusive of the General Laws for the collection of taxes by the Town Treasurer

7 To see if the Town will vote any compensation to Town Officers

8 To see if the Town under the provisions of Section 1463 of the General Laws will vote to contract with the Proctor Free Library to furnish books to the inhabitants of the Town free and to appropriate money therefor

9 To see if the Town will vote to authorize the Selectmen to borrow money for the temporary use of the Town

10 To see if the Town will vote to defray expenses of surety bonds where bonds are required by law

11 To see if the Town will vote to raise money in excess of the amount required by law to be expended in improving its highways and in accordance with the provisions of Section 4591 of the General Laws and amendments thereto

HEALTH OFFICERS REPORT

There were only two contagious diseases that appeared in epidemic form during the past year An epidemic of mumps which continued throughout the whole year and one of whooping cough which was prevalent in the winter and spring months

The number of cases reported of each communicable disease and the number of families in which they occurred are given below

The legal voters in Town Meeting of the Town of Proctor Vermont are hereby warned to meet at the Village Hall in the Village of Proctor on Tuesday the 7th day of March A D 1933 at 1 00 P M to vote on the following matters to wit

1 To choose a Moderator to govern said me eting

2 To see if the Town will empower and authorize the Selectshymen to appoint one or two Road Commissioners

3 To choose the necessary Town Officers for the ensuing year

4 To see if the Town will vote to raise more than twenty cents on the dollar highway tax as required by law

5 To see if the Town will vote to raise money by taxation or otherwise to pay current expenr es the State flood tax and the inshydebtedness of the Town and to see when the same and other taxes that may be voted shall be payable

6 To see if the Town will vote to accept the provisions of Sections 889 to 895 inclusive of the General Laws for the collection of taxes by the Town Treasurer

7 To see if the Town will vote any compensation to Town Officers

8 To see if the Town under the provisions of Section 1463 of the General Laws will vote to contract with the Proctor Free Library to furnish books to the inhabitants of the Town free and to appropriate money therefor

9 To see if the Town will vote to authorize the Selectmen to borrow money for the temporary use of the Town

10 To see if the Town will vote to defray expenses of surety bonds where bonds are required by law

11 To see if the Town will vote to raise money in excess of the amount required by law to be expended in improving its highways and in accordance with the provisions of Section 4591 of the General Laws and amendments thereto
