STATEMENT/PURPOSE: The purpose of this item is for the Town Council to interview applicants for the Town Council in open session to fill the vacant seat resulting from Melissa Turley’s election to the Teton County Board of Commissioners and to conduct an executive session after the interviews are complete to deliberate an appointment. Should Council wish to make an appointment, Council may reconvene the meeting to make an appointment and conduct the oath of office in open session. Additionally, Council has set a special meeting for Thursday, January 17, 2013 beginning at 8:00 A.M. should Council wish to conduct follow up interviews and make an appointment the following day. BACKGROUND/ALTERNATIVES: During the January 7, 2013 regular evening meeting, Town Council set a special meeting to be held on January 16, 2013 to conduct interviews in open session to fill the vacant seat resulting from Melissa Turley’s election to the Teton County Board of Commissioners. Council also specified that the interviews were to last 15 minutes each and deliberation would occur during an executive session immediately following the interviews as allowed by Wyoming State Statute. Should Council wish to make an appointment, the procedure previously adopted by Town Council on December 3, 2012 further set forth that the applicant to be appointed would be contacted to return to the Town Hall to be administered the oath of office, and that the appointment and oath of office would be conducted at the conclusion of the meeting in open session. Please note that the Mayor can administer the oath of office at a later date if the Town Council so desires or if the applicant to be appointed is unable to return to Town Hall. Additionally, Council has set a special meeting on Thursday, January 17, 2013 beginning at 8:00 A.M. should Council wish to conduct follow up interviews. Please accept this letter as my application for the open seat on the Jackson Town Council.

I live in Jackson and am a registered voter.

I came to Jackson in 1991. This is my home. The character and people of Jackson are an essential part of who I am. It shaped me. I love all things Jackson. The Town and people of Jackson have invested in me, and I now have a chance to give back serving on Town Council.

As a Town Councilor, my main priorities would be to encourage greater alternative transportation and promote decreased vehicular use among the citizens and visitors of Town. Increased cooperation with Pathways and Start Bus will be important.

Small business is an essential component of town life. We need to keep a vibrant central district as a focal point to town. Town as Heart is a great vision. Snow King and the lure of a town ski hill is vital to our winter stance in the tourism industry. Jackson needs a sustainable economic environment.

Decreased energy consumption is important to me. The Town of Jackson has made excellent environmental strides. I wish to continue the current stewardship statements and work to broaden these efforts. Reduced consumption and increased alternative resources by the Town would help inspire residents of Jackson to do the same.

Over the years, Jackson has been a formative factor for me and I want to return the favor.

Through my work, volunteer experience in the community, and my recent campaign for a council seat, I have gained the critical skills, knowledge and connections to effectively serve the community in this role. I originally ran for this position because I am qualified to serve and motivated to make decisions in the best interest of the citizens that ensure Jackson achieves its greatest potential.

The campaign process allowed me to become more intimately familiar with current Jackson issues, demonstrate my knowledge of these key issues, and develop balanced opinions based on relevant research, public opinion, and community benefit. In addition, canvassing allowed me to connect directly with hundreds of citizens in the Town and understand their key priorities for the Council and the Town.

My successes in the workplace and boardroom have stemmed from my ability to work collaboratively, often with opposing viewpoints, to find effective solutions. I have worked on diverse topics including energy, transportation, environmental and wildlife issues, sustainable development and tourism. These experiences have allowed me to hone my skills in effective communication, fiscal management, flexibility, topical knowledge, leadership, staff management and teamwork, which I would bring to the council.

I am a resident of the Town of Jackson and a registered voter.

As a candidate in the past town council election, my positions on many of theissues facing the council in the coming two years has been well documented anddiscussed. I have also shown my willingness to actively participate in the electionprocess.

Since learning of the open seat Ihave carefully deliberated about the commitment it will take to be an effective, dedicated councilmember and I have determined that I can be a positive force. I have known Mike Gierau, (as you have) for many years.  Obviously, he has spent time on the Council 

and as a Commissioner.  My experience with him has been a very good one.  While we have not always 

seen eye to eye, I always knew he was giving it to me straight and no matter what, we had mutual 

respect for each other.  He comes not only with experience but also a perspective that I believe is good 

for Jackson.

Hi Hailey ‐ 

   I hope this reaches you before you have to vote on Melissa's replacement. To me, it seems like a really 

important vote that will do a lot to determine how well the council functions over the next four years. 

   If I were in your shoes, I would hold out for Phil Cameron. You'll have a lot of worthy applicants in front 

of you, people who have given a lot to the town of Jackson and who are good people. 

   In my mind, Phil has one thing going for him that the others do not, It's called democracy. 

   Phil is the one applicant who put his platform in front of the community, answered all the questions, 

appeared at all the forums, knocked on doors, and then won the approval of by far the most voters of 

those who have applied. By running and almost winning two months ago, he has already established the 

trust of the community. 

   I think this is a message that will resonate.
