Meetings

ADOPTED

Purpose: To define the types and frequency of meetings of the Town of Bristol Fire Department.

Scope: All Town of Bristol Fire Department employees/members

Policy:

Regular Meetings

The regular meeting of the Bristol Fire Department shall be held the first Wednesday of each month.

The Officers shall have the authority to change the date of said meeting if the need arises.

Special Meetings

Special meetings may be held upon the call of the Fire Chief or his/her designee. Upon such request,

the Clerk shall call such special meeting and shall give a notice of six (6) days and the nature of the

business to be acted upon; and no other business shall be acted upon at such meetings.

Annual Meeting

The Annual Meeting of the Bristol Fire Department shall be held within the first two weeks of January

each year. The transaction of any business appertaining to the interest of the department shall be

presented and discussed. Town of Bristol Fire Department Officers who are up for re-election shall be

elected for the succeeding year at the annual meeting.

Meeting Attendance

Any Town of Bristol Fire Department employee/member will be terminated from the fire department if

absent three (3) consecutive meetings unless excused by a Chief or Company Officer.

Meeting Provisions

Every member present shall be required to vote on any question coming before the department.

All meetings shall be held at the department’s fire station unless otherwise ordered. A majority of all

fire department employees shall constitute a quorum.

Alcohol/Controlled Substances

ADOPTED

Purpose: To establish a policy to ensure no employee/member is under the influence of any effects of alcohol, controlled substances, or medications any time while on duty. Scope: This policy applies to all Town of Bristol Fire Department employees/members while on duty or on Town owned/leased property. Policy: Alcohol, Controlled Substances, and Medications All alcoholic beverages or other controlled substances/medications are not allowed under any circumstances on, or in any Town owned/leased property, facility, or vehicle. NFPA requires that all employees must have a minimum of eight (8) hours’ time after any and all alcohol consumption or any medication that may have an effect on your ability to respond. You will be disqualified to respond until such time has passed to allow your body to be free of any intoxicants, be well rested, well hydrated, and be ready for extreme physical activity. This will be strictly enforced. Non-compliance will be grounds for immediate dismissal. Any Town of Bristol Fire Department employee/member, who acts in an official capacity while perceived to be under the influence of a drug, including alcohol, will be relieved of their duties and be suspended from active duty until the incident is reviewed by the Fire Chief or his/her designee and the Selectboard. All employees/members are subject to a drug screen test at the discretion of the Fire Chief or his/her designee and the Selectboard at any time without notice or cause. No person shall be permitted to drive, operate, or ride in any Town owned vehicle while under the influence of alcohol and/or intoxicating substances. Any employee/member who is found in possession of alcoholic beverages or other controlled substances while on duty on or in Town property; including but not limited to vehicles, buildings, facilities, and offices; or who is found to store or provide any alcoholic beverages, or other controlled substances, to others on or in Town property; shall be relieved of their duties, and shall be suspended from active duty until the incident is reviewed by the Fire Chief or his/her designee and the Selectboard. **Any Town of Bristol Fire Department employee/member that is found to be possession of any illegal drugs, paraphernalia, or other contraband, or convicted of any related crime(s), shall be subject to discipline up to and including termination.**

Areas

Purpose: The Bristol Fire Department is committed to maintaining tobacco free facilities as subscribed to by the laws of the State of Vermont and recommended by the Surgeon General of the United States. Scope: This policy applies to all Town of Bristol Fire Department employees/members while on duty or on Town owned/leased property. Policy: The use of all tobacco products are prohibited within all Town of Bristol buildings and vehicles.

Tobacco use is discouraged at any on-duty event, i.e. demonstrations; fundraisers, fire ground and

training. Tobacco use shall not be in the view of the public.

Records and Reporting

ADOPTED

Purpose: To ensure that all required documentation is completed for all Town of Bristol Fire Department related business, specifically emergency incidents, trainings, and injuries. Scope: Town of Bristol Fire Department Chief and Company Officers Policy: All Fire Department Chief and Company Officers are required to comply with all applicable federal and state laws and regulations regarding documentation. The Fire Chief will be responsible for ensuring all officers comply with applicable laws and regulations related to documentation. Requirements:

1. A Town of Bristol Fire Department Incident Report will be completed and filed within 24 hours of clearing the incident by the Incident Commander or his/her designee. A hard copy of this report will be filed in the Incident Binder.

2. A National Fire Incident Report shall be entered and saved in the National Fire Incident Report System (NFIRS) database within 48 hours of clearing the incident by a Chief or Company Officer. A hard copy of this report will be filed in the Incident Binder.

3. A Town of Bristol Fire Department Training Roster will be completed and filed in the training binder within 48 hours of the completion of the training by the officer in charge (OIC).

4. A State of Vermont-First Report of Injury form must be completed by a Chief Officer within 24 hours of the employee injury and provided to the Town of Bristol Administrator and Town Clerk.

5. Monthly Company and Apparatus Group reports will be emailed to Company and Group personnel within 72 hours following the monthly business meeting of the department.

Note: If for any reason you cannot meet the required reporting deadlines, you must notify the Fire Chief or his/her designee.

Employment/Membership

Application Process

Policy: It is the policy of the Town of Bristol Fire Department, to establish a policy pertaining to the application process to become an employee/member of the Department. Scope: This policy applies to all employees/members of the Town of Bristol Fire Department in addition to those individuals wishing to become employees/members of the Department. Purpose: The purpose of this policy is to define the process, structure, and requirements of the application process to become an employee/member of the Town of Bristol Fire Department. Definitions:

Criminal Record – Any history of conviction of any misdemeanor or felony crime.

Pending Charges – Any criminal charges as yet unresolved by the courts.

Background Check – The process required by the Department for employment/membership in the organization, to include Vermont Criminal Convictions Records Check, and other pertinent reference checks as deemed necessary.

Conviction – Being convicted, pleading guilty, or receiving any other disposition (excluding acquittal or dismissal) for any felony or misdemeanor criminal offense.

Requirements: All candidates for employment/membership with the Town of Bristol Fire Department must meet the following prerequisites before the application is considered complete:

Have attained the age of eighteen (18)

High School Diploma or GED equivalent

Legal resident of the United States of America

All candidates must agree to and execute a release for a Vermont Criminal Convictions Records

Be subject to being certified by a physician as being physically fit to perform the duties of a firefighter

Be a Town of Bristol Resident The Town of Bristol Fire Department requires that all employees/members be domiciled in the Town of Bristol. Proof of residency will be required at initial application and anytime thereafter by request. Acceptable proofs of residency include, but are not limited to a copy of Driver’s License, Lease agreement, or utility bill. PO Boxes are not acceptable as proof of residency.

Be subject to a background check, to include criminal and employment

Valid Vermont Driver’s License

Ability to speak read and write the English language.

Process: The following process will be implemented upon receipt of a completed application for membership with the Town of Bristol Fire Department:

1. Application is reviewed for completeness and must include: Copy of driver’s license. Copies of training certificates (if a previous or current member of another emergency

service organization). Copy of working papers, student identification and report card (cadet member only);

2. Information is submitted for VT Criminal History Check. 3. Information is submitted for VT Motor Vehicle Operators License Check. 4. Certifications are reviewed and confirmed. 5. References contacted. 6. Open source background check performed. 7. Interview performed. 8. Employment/Membership vote.

Vermont Criminal Convictions Records Check Any individual making application to the Town of Bristol Fire Department as a potential employee/member shall have a Background Check performed by the Department. Any background check which includes prohibitive offenses defined by the Town of Bristol shall be ineligible for employment/membership with the Department. Vermont Operator’s License Check Any individual making application to the Town of Bristol Fire Department as a potential employee/member shall have a VT Motor Vehicle Operator’s License Check performed by the Department. A review of the information contained in the results will be performed by the Fire Chief or designated officer of the department and will be considered in the decision of the applicant becoming an employee/member of the department. Existing Certification and Training Review If the applicant is currently or previously a member of another emergency service organization, a comprehensive review and clarification of the certification and training records will be performed by the Fire Chief or designated officer of the department. References Any individual making application to the Town of Bristol Fire Department as an employee/member shall list a minimum of two references that are not family members who can be contacted to establish character and credibility of the applicant. Contact and questioning of the references shall be performed by the Department Employee/Membership Program Coordinator or the Fire Chief.

Open Source Background Check Any individual making application to the Town of Bristol Fire Department as a potential employee/member shall have an open source background check performed by the Department. This includes, but is not limited to, social media websites, newspaper and other print media searches, online judicial systems, court dockets, various search engines, and other free sources of information. A review of the information contained in the results will be performed by the Fire Chief or designated officer of the department and will be considered in the decision of the applicant becoming an employee/member of the department. Interview At the conclusion of the application process, the applicant will be interviewed by a combination of the following department representatives at a minimum:

Fire Chief

1st Assistant Fire Chief

Company Officer(s)

Cadet Program Coordinator (cadet applicants only) Disposition of Application Process Upon the completion of the application, review and interview process, a determination shall be made by the Fire Chief, 1st Assistant Fire Chief and Company Officer(s), as to the disposition of the applicant. If the applicant is found favorable for employment/membership with the department, the candidate will be brought before the fire department at a regular monthly business meeting for consideration of probationary employment/membership. Upon a favorable outcome of employment/membership, the candidate shall be notified in person or via letter that their employment/membership has been approved. If the determination is made that the candidate should not be allowed employment/membership with the department, the candidate shall be notified via certified letter that their employment/membership has not been approved.

Employment/Membership

Requirements

Purpose: This policy is to establish minimum requirements of those persons wishing to serve the community in a professional capacity, in the area of fire prevention and education, fire suppression, rescue, or any other service commonly associated with the fire service. There is an expectation of all employees/members to participate, to the best of their ability, in all department functions, trainings and incidents. Active participation in department functions assures that all personnel are aware of the changes in the department, maintain proper training levels and developing team interactions and relationships which are critical to safety and efficient operations within the Department. Scope: These requirements apply to all current Town of Bristol Fire Department employees/members and any Town of Bristol residents requesting employment/membership with the Town of Bristol Fire Department. Policy: All employees/members, regardless of classification, are subject to and shall comply with department policies, procedures, guidelines and applicable Town of Bristol policies. It shall be the duty of all employees/members of the department to obey all commands of their Chief and Company Officers while at any department function or incident. TOWN OF BRISTOL FIRE DEPARTMENT - MINIMUM QUALIFICATIONS FOR EMPLOYMENT/MEMBERSHIP

Have attained the age of eighteen (18)

High School Diploma or GED equivalent

Legal resident of the United States of America

All candidates must complete a Town of Bristol Fire Department employment/membership application (current version)

All candidates must agree to and execute a release for a Vermont Criminal Convictions Records

Be subject to being certified by a physician as being physically fit to perform the duties of a firefighter

Valid Driver’s License Each employee/member shall possess and maintain a current and valid Vermont Driver’s License for the duration of his/her employment/membership. If an employee/member has the driver’s license suspended, revoked, or expired, he/she may be suspended from all duty and training until the driver’s license becomes valid. Employees/members are required to notify the Fire Chief immediately if this occurs. Employee Information and Form Packet Each employee/member will have a secure personnel file while employed by the Town of Bristol Fire Department. Employees/members must have a list of contacts on file in the event of an emergency or an on duty injury. If this should happen, the Fire Chief or his/her designee shall notify the contacts listed in the order listed of the situation. This list shall be reviewed annually, or updated when information changes, to keep the most current information on file. The information provided to the Department will be of extreme comfort to the family, and this department, in case of a line of duty serious injury or death. Employment/Membership Classification The classifications of employment/membership for the Town of Bristol Fire Department are:

1. Firefighter – Probationary Employee/Member 2. Firefighter – Probationary Active Employee/Member 3. Firefighter – Full Duty Employee/Member 4. Firefighter – Limited Duty Employee/Member 5. Firefighter – Inactive Employee/Member 6. Cadet

The Town of Bristol Fire Department employee/member roster shall not exceed thirty-five (35) employees/members, excluding Limited Duty employees/members and Cadets. Firefighter – Probationary Employee/Member: This is a new employee/member that has no prior firefighting experience. This is an employee/member that has met the minimum qualifications for probationary classification. This employee/member will be assigned to a fire department company by the Chief. This employee/member shall remain a Probationary Firefighter until the following criteria are met:

Complete department orientation in accordance with Probationary Firefighter Orientation Standard Operating Guideline.

Complete required National Incident Management System (NIMS) training to be in compliance with current State of Vermont National Incident Management System (NIMS) Implementation Plan.

Complete a minimum twelve (12) month probationary period not to exceed twenty four (24) months.

Complete the Vermont Fire Service Training Council Firefighter-I training program in accordance with NFPA 1001: Standard for Firefighter Professional Qualifications, within twenty four (24) months of becoming a probationary firefighter.

Participate in a probationary review with the Chief or his/her designee and respective Company Officer at the completion of probationary period.

Eligible for a State of Vermont Red Light Permit following completion of probationary period.

Firefighter - Probationary Active Employee/Member: This is a new employee/member with prior fire experience within the past two years and currently certified at the level of Firefighter-I in accordance with NFPA 1001: Standard for Firefighter Professional Qualifications. If the member with previous experience is not currently certified at the level of Firefighter-I, documentation must be provided of past fire training and experience and approved by the Chief as the Authority Having Jurisdiction (AHJ) to be considered as a Probationary Active Firefighter. This employee/member shall be assigned a Mentor by the Chief.

Complete department orientation in accordance with Probationary Firefighter Orientation Standard Operating Guideline.

Complete required National Incident Management System (NIMS) training to be in compliance with current State of Vermont NIMS Implementation Plan.

Complete a twelve (12) month probationary period. Participate in a twelve (12) month probationary review with the Chief or his/her designee

and respective Company Officer at the completion of probationary period. Eligible for a State of Vermont Red Light Permit with approval from the Chief.

Firefighter - Full Duty Employee/Member: This is a firefighter that has successfully completed his/her probationary period. Firefighters’ who are on Full Duty status have voting privileges and can participate in incident operations commensurate with their training. Firefighter - Limited Duty/Employee/Member: When either 1) a Full Duty Active employee/member has either reached the age of 65; 2) or has provided more than 20 years of service to the Department; 3) or is on Medical Leave of Absence (see Bristol Fire Department Leave of Absence Policy) that employee/member shall have the option of becoming a Limited Duty Active employee/member. Participation in this classification on any incident or training exercise will be limited to support operations. Support operations may include but are not limited to driver/operator, staging area manager, traffic control, safety officer, public information officer, liaison or other assignments within employee’s/member’s scope of training and authorized by the Chief or his/her designee. Limited Duty Active employees/members shall not affect the maximum complement of thirty five (35) employees/members. Firefighter – Inactive Employee/Member: See Bristol Fire Department Leave of Absence Policy with the exception of Medical Leave. Upon reinstatement, said employee/member shall attend three monthly meetings before having the privilege to vote again. Cadet: Available to any person between the age of fifteen (16) and eighteen (18) years of age legally residing in the United States of America, who is a Bristol resident, with parental or legal guardian consent; and who has not met the employment/membership requirements and has not yet earned the Firefighter-I, in accordance with NFPA 1001: Standard for Firefighter Professional Qualifications. Acceptance to the Cadet program is subject to approval of the Chief, Company Officers and Cadet Advisor. (Please see the Town of Bristol Fire Department Cadet Program Policies and Procedures manual). Senior Cadets are cadets who have not yet met the academic requirements for membership, but have earned their Firefighter-I, in accordance with NFPA 1001: Standard for Firefighter Professional Qualifications certification. There shall be no more than five (5) Cadets within the department at any one time.

Cadets must maintain a 2.0 grade point average while in school. After Cadets graduate from school or obtain a GED, they are eligible for Probationary employment/membership. Unless otherwise specified, Cadets are subject to all rules and provisions as set forth in these policies. All operational issues pertaining to Cadets (including, but not limited to, permitted hours of participation, participation levels, and apparatus riding) are contained in the Cadet Program Policy and Procedure manual. Cadets failing to adhere to department rules and regulations will be subject to disciplinary action. Cadets are not eligible to vote. Cadets may be dropped from the rolls at any regular meeting for not complying with department policies, procedures, guidelines and any other rule or regulation that apply. Any portion of time served as a cadet shall not apply toward the required one year probationary period as a Full Duty Active employee/member. Upon reaching eighteen (18) years of age and meeting all other department requirements for employment/membership, a cadet may apply for probationary employment/membership. Cadets certified at the level of Firefighter-I in accordance with NFPA 1001: Standard for Firefighter Professional Qualifications, and have met the employment/membership requirements, are eligible for Probationary Active Employment/Membership. Town of Bristol Fire Department - Attendance

The Town of Bristol Fire Department conducts twelve (12) business meetings each year, facilitates a minimum of twenty-two (22) “in-house” department trainings each year, twelve (12) equipment/apparatus inspections (1x per month) each year, and responds to approximately 130 emergency incidents each year. Several other department activities such as fire prevention, community events, parades, fundraisers, etc. are also held annually. Individual performance shall be evaluated quarterly to show participation in training attendance and incident response attendance. This evaluation offers a periodic status check of individual performance. Based on this information, the individual can see if he/she needs to increase performance to meet the recommended minimum annual requirements.

Meeting attendance: Employees/members shall be removed from the department roster if absent three (3) consecutive monthly business meeting roll calls unless excused by a Chief or Company Officer. Privilege to Vote: Members of the Department must attend all of the regular monthly meetings of the preceding calendar year based on the annual attendance records unless excused by a Chief or their Company Officer. Members who have two unexcused absences within a 12‐month period shall lose their privilege to vote for the next three months. Incident attendance: Employees/members should strive towards maintaining a minimum incident attendance of at least 20% annually. The following are considered excused absences:

Sickness (family/children included) Work (full-time job) Vacation or out of town School meetings/functions Family emergency or activity Higher Education classes Approved Department training (out of town, special classes, etc.) Any other special circumstance approved by the chief. When an individual gives notification of an excused absence, it shall be noted on the business meeting attendance roster next to their name so it can be recorded. If an individual does not notify a Chief or Company Officer that they will not be attending a meeting for any reason listed above, it shall be recorded as an UNEXCUSED absence.

Employment/Membership

Training Requirements

Purpose: To provide a continuous and progressive training program that will enable Town of Bristol Fire Department employees/members to provide the highest possible level of service to the community and to facilitate the acquisition and development of knowledge and skills necessary for employees/members to professionally fulfill their duty to the public. This policy also provides a mechanism for continuous reinforcement and monitoring of the necessary skill and knowledge levels of all Town of Bristol Fire Department employees/members. Scope: All Town of Bristol Fire Department employees/members. Policy: All fire departments are required to comply with state and federal laws and regulations, just as any other employer. The majority of training regulations are those adopted by Vermont Occupational Safety and Health Administration (VOSHA) to meet or exceed national standards developed by the Federal OSHA and National Fire Protection Association (NFPA). The goal of most of these regulations or mandates is employee safety, although some address a professional performance standard. It is the responsibility of the Town of Bristol Fire Department Fire Department, as the employer, to do everything reasonably necessary to protect life, property, and environment, and to protect the safety and health of fire department employees/members. Fire departments are required to train all employees/members to perform safely in hazardous job activities and train them to state-mandated or nationally recognized standards. Procedures: All Town of Bristol Fire Department employees/members are required to complete minimum training hours and re-certifications annually.

The Chief, 1st Asst. Chief, and Company Officers consisting of the 2nd Asst. Chief, Captain and Lieutenant are responsible for facilitating trainings/drills annually. The Apparatus Group, supervised by the Truck Captain and assisted by Truck Lieutenant, is responsible for facilitating the VFIS Emergency Vehicle Driver Training-Competency Course annually.

All new probationary employees/members are required to complete the Vermont Fire Service Training Council Firefighter-I program in accordance with NFPA 1001: Standard for Professional Firefighter Qualifications within twenty-four (24) months of joining the department. The approved curriculum is: Jones & Bartlett Fundamentals of Fire Fighter Skills Third (3rd) Edition.

All Town of Bristol Fire Department employees/members are required to complete the following National Incident Management System (NIMS) courses. These courses are required of all “First Responders” as part of the State of Vermont NIMS Implementation Plan:

ICS-100 must be completed within six (6) months of start date for new employees/members.

ICS-200 must be completed within two (2) years of start date for new employees/members.

All employees/members are highly encouraged to attend trainings outside of regularly scheduled department trainings. Trainings are offered by the Addison County Firefighters Association, Vermont State Firefighters Association, Vermont Fire Academy, National Fire Academy, etc.

Copies of all training certifications/certificates received shall be placed in the employees/members personnel file to maintain complete and accurate records.

The Chief or his/her designee is responsible to ensure all firefighters meet the minimum training requirements or be placed on inactive status or suspension status until the training requirement is met.

Any firefighter who fails to meet the minimum training requirements may be placed on inactive status or suspended status depending on the individual situation. Note: Any Town of Bristol Fire Department employee placed on inactive status or suspended is required to turn in all Town of Bristol issued property to include PPE, pager/portable radio, key to the fire station, uniform, etc.)

Any Town of Bristol Fire Department employee/member on leave, inactive status or suspended, are not permitted to participate in any Town of Bristol Fire Department function or other activities directly related to their role as a Town of Bristol Fire Department employee/member.

All Town of Bristol Fire Department employees/members are required to obtain a minimum number of training hours annually:

Wearing of SCBA during Emergency Incidents Only those individuals who have met the requirements of the Interior Firefighter qualification shall be permitted to wear an SCBA during emergency incidents. Training sessions are exempt from this rule. Operations at Vehicle Rescue Incidents Only those individuals who have met the minimum requirements of a Vehicle Rescue Operations Level qualification shall be permitted to use hydraulic rescue tools. Individuals who have not met the requirements of this certification will be permitted to assist in such activities as vehicle stabilization, fluid mitigation, patient packaging, and post rescue operations. Training sessions are exempt from this rule. Firefighter I Recertification Requirements:

Complete four (4) hours of Heavy Rescue-Extrication Technician training annually. The department will facilitate three (3) heavy rescue-extrication technician trainings annually providing extrication technicians a convenient opportunity to maintain qualifications as an Extrication Technician.

Additional training in other subjects commensurate with the duties and responsibilities of a Firefighter II consistent with the Vermont Fire Service Training Council curriculum and with an emphasis on vehicle extrication.

Fill Station Training SCBA air cylinders will be filled only by firefighters who have completed fill station training. Retraining will be provided annually. SCBA Physical Ability Course (PAC) Firefighters qualified/certified to wear a Self-Contained Breathing Apparatus (SCBA) are required to complete the SCBA Physical Ability Course (PAC) annually. NOTE: Firefighters wanting to recertify as Level I and/or Level II annually but no longer desire to wear an SCBA during fire ground or training operations are not required to complete the Physical Ability Course (PAC) or Face Piece Fit Test; however, firefighter must demonstrate annual proficiency in the use and wearing of SCBA meeting requirements set forth by the Vermont Fire Service Training Council and Occupational Safety & Health Administration (OSHA) to maintain certification. Any member that does not meet the required number of training hours in a calendar year will receive a letter advising them of this situation. If the member does not meet the required hours for a second year, they will be dismissed from the department. Any Member that feels that they have had extenuating circumstances that caused them not to meet training hour requirements may appeal to the Fire Chief. TRAINING STATEMENT The most important job of the firefighter is consistent and quality training. The Town of Bristol Fire Department is trying to provide the highest level of service to the community as possible. Attendance and participation in training activities helps to accomplish this. A firefighter needs to know exactly what his or her role is before responding to an emergency incident. The officers will work diligently to ensure our members remain proficient in all of the services we provide to the community and the visitors while striving to realize new services as they arise due to community needs and technology. The officers will provide opportunities for ongoing training to ensure that our members are able to provide the services needed in a safe and efficient manner. The officers will continue to recognize, evaluate, and provide training on knowledge, skills, and abilities that are practiced regularly in our firefighting duties. As the budget permits, we will utilize different methods and resources to obtain training and information on future needs of the community. The officers will determine future trends and needs by attending informational sessions (seminars, conferences, etc.) and improving our utilization of the resources we currently have that provide this information. Each individual must have the initiative to continually train and improve their skills! Attending drills twice a month is not enough to maintain your skills, let alone, improve your performance. Our jobs as firefighters and the challenges we face have simply become too complex and technical to rely on basic knowledge alone. All firefighters are highly encouraged to continue their education by participating in the many training opportunities that are made available.

Light Duty

Purpose: The purpose of this is to establish a policy and procedure for temporary light duty assignments and the procedures for granting temporary light duty to eligible employees/members of the Fire Department. Scope: This policy applies to all Town of Bristol Fire Department employees/members. Background: Temporary light duty assignments, as available and appropriate, may be given to employees/members of this department who, due to injury, illness, other disability or pregnancy, are temporarily unable to perform their regular assignments. Light duty assignments may be made available due to either job-related or non-job-related injuries or illnesses. Employees with disabilities covered by the Americans with Disabilities Act (“ADA”) may require reasonable accommodations other than, or in addition to, light duty assignments. Use of temporary light duty can provide eligible employees with an opportunity to remain productive while convalescing, as well as, provide a work option for employees/members who may otherwise risk their health or safety, or the safety of others, by remaining on duty when physically or mentally unfit for their regular assignment. Eligible employees/members shall be given a reasonable opportunity to work in temporary light duty assignments as appropriate and available. Definitions: Light Duty: Any assignment that involves less than the full range of normally assigned duties and activities. Typically, this assignment is less stressful and less physically demanding.

Light Duty Eligible Personnel: Any regular employee/member of this department demonstrating an injury, experiencing a medically certified illness or, injury or disability requiring treatment of a health care provider or pregnancy (“eligible condition”), and who, because of this eligible condition, is temporarily unable to perform their regular assignment or is temporarily at heightened risk of increased disability, injury or error, but is capable of performing alternative, less physically demanding assignments within the Department.

Policy: General

Employees/members may request a light duty assignment when an eligible condition prohibits them from performing their normal job functions at full capacity. Light duty assignments may be requested for on-the-job or off-the-job injuries, illnesses or conditions.

The Chief may place an employee/member on light duty at his/her discretion until evaluated by a medical provider.

Light duty requests can be verbal or in writing.

Under most circumstances, light duty assignments will be granted for a work-related injury once the treating physician indicates that an employee/member may perform light duty tasks and all appropriate paperwork has been received and approved.

All light duty assignments must meet department needs and shall require approval by the Chief.

The department will make a determination (approval, denial, defer) on a case-by-case basis, weighing the needs of the department against the capabilities of an affected employee/member, and on whether or not the needs of the department can be met by assigning light duty status.

The number and duration of light duty assignments will be evaluated and considered on a case-by-case basis by the Chief or his/her designee, and may include discussion with the Town Administrator and Selectboard.

Upon being medically released to full duty, light duty employees/members will immediately notify the Chief. The Chief may extend the light duty status of an employee at his/her discretion. The employee/member is responsible for providing updates as needed or requested from the employee’s physician. These updates should be sent to the Chief.

Approval of a physician is required to return to full duty. This return must be documented.

At the discretion of the Fire Chief, in consultation with the Town of Bristol Administration, a full medical physical and/or physical ability test may be required prior to returning to full duty. The department may also seek a second medical opinion as to the “fitness for duty” of the employee/member; these expenses would be incurred by the Town.

An employee/member can attend training, including continuing education classes or recertification courses, when training can be attended within the guidelines of the written restrictions provided by the employee’s physician. The employee/member is responsible for keeping the Chief informed of any training attended. An employee/member will keep up with the required training/continuing education that is possible based on Light Duty requirements.

An employee/member can respond to emergency incidents and perform “light duty” work assigned by the IC or his/her designee. Light duty work may consist of traffic control, Bump Testing MGD, Staging Manager, or any other assignments approved by the IC within the employees/members current abilities that will not further cause injury to him/her or other firefighters.

At no time shall a Light Duty employee place him/herself in a situation where it may be necessary to perform their regular job as if in regular capacity.

Return to Work Process

The employee/member provides the Chief written documentation signed by the treating physician.

The Chief reviews the documentation and ensures that additional medical examination and/or physical ability testing is not warranted.

If additional medical or physical ability testing is not warranted, the Chief may clear employee/member for full duty.

Regardless of the length of time of the light duty, the department reserves the right to require a physical agility test and/or skills assessment. It is likely that if the light duty exceeds six months some sort of testing may be required. In addition, if the employee/member is required to undergo testing, he/she may be placed in Limited Duty staffing for a period of time.

Chief and Company Officers must not allow employees/members to return to work until they have received official notification from the Chief or his/her designee.

A copy of all related forms and paperwork will be placed in the employees/members personnel/confidential file.

Light Duty Limitations

Most physicians believe a transition back to pre-injury work status is important through modified or light duty programs. Light duty opportunities give the department the ability to ease employees/members back into their work routine. While light duty programs are proven to increase the employees/members morale and loyalty to the department, and their own internal sense of self-worth, limitations must be identified and conveyed to all employees/members.

In extenuating cases and situations, employees/members may find that they are unable to physically or mentally return to full duty status.

The maximum length of time on light duty for any one eligible condition is one year. These options will be considered on a case-by-case basis depending on medical complexity and long and short-term medical prognosis. Decisions will be made under the auspices of the Fire Chief, Town of Bristol Selectboard, Attorney and VLCT.

Progressive Disciplinary Action

Purpose: The purpose of this policy is to establish procedural guidelines to be utilized in progressive disciplinary action steps and will be consistently administered when disciplinary actions are warranted. This policy should coincide with the disciplinary policy established by the Town of Bristol Personnel Policy Manual Section 801 Employee Discipline and Grievances. Scope: This policy shall provide progressive disciplinary action procedures that is intended to enhance the abilities of the Town of Bristol Fire Department Chief and Company Officers in their responsibilities to maintain professional standards of conduct in accordance with the policies, rules and regulations of the Town of Bristol Selectboard, and the Bristol Fire Department. Policy: It will be the policy of Town of Bristol and the Bristol Fire Department to administer discipline fairly, reasonably, and impartially. Employees/members and the Town are best served when discipline is administered to correct actions rather than punitive. All disciplinary actions involving demotion or termination shall require a determination hearing before the Fire Chief and Selectboard. Fair and reasonable discipline, applied consistently will receive firm support and can be expected to be upheld. However, discipline which is not supported by facts, or imposed arbitrarily must be avoided and is unacceptable. Whenever an employee’s/member’s performance, work habits or personal conduct fall below a desirable level, Chief and Company Officers shall inform the employee/member promptly and specifically of such lapses and shall give them counsel and assistance. If appropriate and justified, a reasonable period of time for improvement may be allowed before initiating disciplinary action. In some instances, a specific incident in and of itself may justify severe initial disciplinary action up to and including termination. The action to be taken depends on the seriousness of the incident and the whole pattern of the employees/member’s past performance and conduct. Responsibility: It is the responsibility of all personnel to adhere to this policy and it is the Fire Chiefs responsibility to review and update this policy when necessary. Procedures: Progressive Disciplinary Action is the application of a series of disciplinary steps that may gradually increase in magnitude from an established first step implementation to the final step in the process, which is dismissal. The intent of progressive disciplinary action is to provide training, correct behavior, and to prevent occurrences that may lead to more severe actions. While progressive disciplinary action is designed to improve performance by gradually increasing in magnitude until satisfactory results are accomplished, the Town of Bristol Selectboard and Fire Department reserve the right to apply the level of discipline that is commensurate with the magnitude and severity of the offense.

Counseling Whenever an employee’s/member’s performance, work habits, or personal conduct fall below a desirable level, Chief or Company Officers shall inform the employee/member promptly and specifically of such lapses and shall give him/her counsel and assistance. If appropriate and justified, a reasonable period of time for improvement may be allowed before initiating disciplinary actions. Verbal Warning The verbal warning will follow the same process as the counseling session with the one exception. A memo will be forwarded to the Chief and placed in the employee/members personnel file. The Chief or Company Officer should inform the employee/member that if the conduct continues, further disciplinary action will be taken. Written Reprimand In situations where counseling or a verbal warning has not resulted in the expected improvement, or when more severe initial action is warranted, the employee/member will be informed of the undesirable level of conduct and written reprimand will be prepared and presented to the employee/member. The reprimand may also be sent by certified mail if appropriate. The written reprimand should be signed by the employee/member acknowledging receipt of the reprimand. If the employee/member refuses to sign the reprimand, the Chief shall note this on the reprimand, and the note will be initialed by the Chief or Company Officer who issued the reprimand and any other witnesses present when the employee/member was issued the reprimand. The Chief or Company Officer will inform the employee/member that if the conduct continues, further disciplinary action will be taken. Suspension An employee/member may be suspended without pay by the Chief, for a period of time deemed appropriate under the circumstances. Pursuant to the Appeals Procedures, a written statement (email acceptable) of the reason for suspension shall be submitted to the employee/member affected and to the selectboard at least twenty-four (24) hours prior to the time the suspension becomes effective, provided, that during the advanced notice period the employee/member may be retained in duty status, placed on leave, or suspended at the discretion of the Chief. The employee/member will be granted a hearing before the Selectboard, upon request, pursuant to the appeals process. An employee/member determined to be innocent of the charges shall be returned to duty. All records associated with a suspension shall become a permanent part of the employee’s/member’s personnel file. Under certain circumstances (such as those listed in the section below), an employee/member may be suspended without twenty-four (24) hour notice, if it is in the best interest of the Town of Bristol and the fire department.

Demotion An employee/member may be subject to demotion in situations where other forms of disciplinary action have not resulted in the expected improvement. The conduct does not warrant dismissal; however, the action and/or behavior of the employee/member does warrant demotion. An officer may be demoted from his/her current position and a firefighter or driver/operator may be demoted from privileges and responsibilities as an employee/member of the department. Pursuant to the Appeals Procedure, notice of the demotion will be given to the affected employee/member at least twenty-four (24) hours prior to the time the demotion becomes effective. The employee/member, upon request, will be granted a hearing before the Selectboard. Reasons for demotion may include, but shall not be limited to:

Insubordination. Failure to enforce department guidelines, procedures, and policies. Incompetence or inefficiency in the performance of duties. Intentionally upsetting the morale of the Department.

Example 1: Acting in a manner that brings disgrace to the fire department. Example 2: Conduct unbecoming an employee/member or officer of the department.

Disgraceful personal conduct or language toward the public or toward fellow employees/members.

Making false entries or statements in any fire department communications. Dismissal Any employee/member may be removed from the department by the Selectboard, provided notice has been given at least six (6) days prior. Reasons for dismissal may include, BUT SHALL NOT BE LIMITED TO:

Incompetence or inefficiency in the performance of duties. Conviction of a criminal offense or of a malfeasance involving moral turpitude. Violation of any lawful and reasonable regulation, order, or direction made or given by a

superior; or insubordination that constitutes a serious breach of discipline. Being intoxicated or drinking any intoxicating beverages while on duty, or being under the

influence of a drug or narcotic while on duty. Theft, destruction, carelessness, or negligence in the use of the property of the Town. Disgraceful personal conduct or language toward the public or toward fellow officers or

employees/members. Unauthorized absences or abuse of leave privileges. Acceptance of any valuable consideration which was given with the expectation of influencing

the employee/member in the performance of his/her duties. Falsification of records or use of official position for personal advantage. Loss of an employee’s/member’s driver’s license and driving privileges by due process of law

when the employee’s/member’s position makes the operation of a motor vehicle necessary in the performance of his/her duties.

Violation of any of the provisions of the Town of Bristol Personnel Policy and Town of Bristol Fire Department Policies.

The employee/member shall be furnished an advance written notice containing the nature of the proposed action, the reasons therefore, and his/her right to appeal the charges orally and/or in writing before the Selectboard. At the discretion of the Chief, the employee/member may be retained in duty status, placed on leave, or suspended. The notice shall be furnished at least six (6) days prior to the proposed effective date of the action. If the employee/member fails to respond to the advance notice pursuant to the appeals process, the proposed action shall be effective on the date specified with no need for further action. Grievance Procedures The most effective accomplishment of the work of the Town of Bristol Fire Department requires prompt consideration and equitable adjustments of employee/member grievances. A grievance is defined as an employee’s/member’s feeling of dissatisfaction, a difference, disagreement, or dispute arising between an employee/member and his supervisor and/or employer with some aspect of his/her employment, application, or interpretation of regulations and policies. A grievance can be something real, alleged, or a misunderstanding concerning rules and regulations or an administrative order involving the employee’s health, safety, equipment or material used, employee/member evaluation and any other related items. Such misunderstandings, complaints, points of view and opinions will be considered a grievance except in cases where they relate to personnel action arising out of suspension and dismissal. It is the desire of the Bristol Fire Department to address grievances informally. Chief Officers, Company Officers and all other employees/members are encouraged and expected to make every effort to resolve problems as they arise. However, it is recognized that there will be occasional grievances, which will be resolved only after a formal appeal and review. Accordingly the following procedure is established to insure fair and impartial review: STEP ONE: The employee/member makes an oral or written presentation of the grievance to their assigned Chief or Company Officer within ten (10) days from the incident which prompted the grievance. It shall be the Chief or Company Officer’s responsibility to promptly investigate the grievance, and through the chain of command, discuss the matter with the Chief, and take action if possible. The Chief or Company Officer shall inform the employee/member in writing of the decision and any action taken within seven (7) working days from the date the grievance was filed. STEP TWO: If the grievance cannot be resolved between the employee/member and the Chief or Company Officer during Step 1, the employee/member may reduce the complaint or grievance to writing and request that the written statement be delivered, through the chain of command, to the Chief within three (3) working days of receipt of the Chief/Company Officer’s response. If the employee/member is not satisfied with the response of the Chief, employee/member must proceed to Step 3.

STEP THREE: If the grievance is not resolved with the Chief, the employee/member may request, in writing within three (3) working days of the unresolved grievance, review by the Selectboard. The selectboard shall have fourteen (14) calendar days to schedule a hearing after which a written response shall be made to the employee/member with copies to the Chief. Every attempt will be made to resolve the employee’s/member’s grievance, but the decision of the selectboard shall be final and binding on all parties involved. Appeals Process Any Fire Department employee/member reprimanded, suspended, or dismissed may submit a request in writing to the selectboard to have the action reviewed. An employee/member must submit the request for an appeal in writing within two (2) working days of receipt of notification of the disciplinary action and must also state his/her intent to have representation, and to name the representative(s). The Selectboard shall schedule a hearing within fourteen (14) working days of the receipt of the employee’s request for appeal. The action of the Selectboard shall be final and binding on all parties involved.

Documentation Checklist Documentation should contain all the significant elements surrounding an incident. The following check list will be helpful in ensuring completeness and accuracy when preparing documentation to support the disciplinary action:

- Did you prepare a written record while your memory was still fresh? - Have you indicated the date, time and location of the incident(s)? - Have you noted what the employee specifically did or failed to do? - Have you listed the specific performance standards violated or surpassed? - Have you indicated specific rules or regulations violated or surpassed? Are copies attached? - Have you compiled and attached all relevant records, reports, etc.? - Have you listed witnesses? - Did you record the consequences of the action or behavior? - Have you been objective, recording actual observations and not personal impressions? - Did you indicate your response to the action or behavior? - Did you indicate the employee’s reaction to your efforts to modify his/her behavior? - Did you coordinate and consult with your supervisor on the employee’s action(s) and your

proposed recommendations? - Have you included copies of written reports, memoranda, and statements of witnesses on

which the recommendation is based? Included should be a statement describing the employee’s side of the story.

- What is the employee’s record of prior disciplinary action? (Include dates of oral counseling’s, copies of Documented Oral Counseling’s, Written Reprimands, and prior notices of Formal Discipline: i.e., suspension or demotion).

Discipline Checklist There is simply no hard and fast rule that certain behavior warrants a specific discipline in each and every case. So how do you know if you have reasonable cause for discipline and what discipline is appropriate? Listed below are questions you should ask yourself before taking disciplinary actions. A “No” answer to any of the following questions may signify that reasonable cause does not exist. Please keep in mind these are only guidelines.

- Have you conducted a fair and objective investigation of the situation? - Did you use a progressive discipline approach? If not, was the specific misconduct or job

performance severe enough to warrant the proposed level of discipline? - Have you, before administering discipline, made an effort to discover whether the employee

did in fact violate or disobey the department rule, standard or order? - Have you applied your rule, order and penalty evenhandedly and without discrimination to all

employees in comparable situations? - Was the violated rule or order reasonably related to the orderly, efficient and safe operation of

the department? - Is the degree of discipline you plan to administer reasonably related to:

The seriousness of the employee’s proven offense? The record of the employee’s service with the department? Penalties imposed previously in the department in comparable circumstances?

If you can answer “Yes” to all of these questions, your proposed action is probably justified and should be upheld throughout the appeal process.

Standards Standards for Written Materials All written materials submitted for disciplinary action must reflect the professional standards of completed staff work. In other words, the report must be clear, coherent and cohesive; and the format, spelling, punctuation and grammar must be correct. Written material submitted should be proofread and all errors must be corrected. Corrections and Revisions of Written Material Disciplinary actions submitted may be returned to the originator for corrections in format, grammar spelling, etc. All pertinent facts and recommendations expressed in any revised letter should still reflect the intent of originator. Differing Opinions within the Chain of Command When a supervisor at any level has made a disciplinary recommendation and has received a contrary opinion from a higher ranking supervisor in the chain of command, the lower level supervisor may elect to do the following:

1. Consult with his/her supervisor(s) and revise the written recommendation to reflect opinions formed as a result of their discussions.

2. Take the position that the original decision should remain the same, in which case, any written recommendation should be forwarded, unchanged, through the chain of command.

In either case, the Fire Chief will review recommendations made at all levels prior to making a decision on the disciplinary action. *All parties involved in developing disciplinary recommendations are required to maintain confidentiality.

Leave of Absence

Purpose: To establish a policy and uniform understanding of requirements for Town of Bristol Fire Department employees/members requesting a leave of absence for any purpose. Scope: This policy applies to all Town of Bristol Fire Department employees/members. Policy: Personal/Family Leave of Absence – A requested leave of absence by a fire department employee/member for personal or family reasons. Medical Leave of Absence – A requested leave of absence due to the inability to perform required employee/member duties because of a medical condition. Educational Leave of Absence – A requested leave of absence for the purpose of continuing ones education. Vocational Leave of Absence – A requested leave of absence for the purpose of performing primary employment responsibilities. General Provisions

1. All leave of absence requests must be made in writing. 2. All leave of absence requests, except medical, must include information detailing the reason for

the leave. 3. All leave of absence requests must be submitted in writing to the Chief or his/her designee for

approval. 4. Information related to medical leave of absence will remain confidential and be handled as

specified in this policy. 5. All actions related to leaves of absence will be reported by the Chief or his/her designee at the

next regular Department meeting and will be noted in the meeting minutes. 6. If the leave of absence is not granted, the employee/member shall remain in active service and

be subject to all provisions regarding employment/membership as set forth in the Town of Bristol Fire Department policies.

7. The Clerk shall, no less than one month prior to the expiration of any leave period, notify the member on leave of the pending expiration of his or her leave of absence, in writing, by U.S. Mail, to the address of record on file with the Department. This notice shall inform the member that unless he or she submits a written request to be reinstated, or, if applicable, applies in writing for a renewal of his or her leave, that his or her employment/membership will be terminated.

8. Employees/members on leave may not vote. 9. While on leave no credit will be given towards life membership, or time in service.

10. A copy of the leave of absence request will be maintained in the fire department employee/members personnel file.

11. Fire department officers will be advised when employees/members are granted an approved leave of absence request via email or during the monthly officer meeting.

12. Fire department employees/members who are on a leave of absence shall turn in all Town of Bristol Fire Department issued equipment (e.g. Turnout Gear, Pager, Radio, Keys, Uniform, etc.).

13. Any BFD Officer requesting leave shall be granted a minimum of three (3) months. If leave exceeds three (3) months the elected position will be filled at the next regular meeting after employees/members have been notified one month prior.

Types of Leave Personal/Family Leave of Absence: Fire department employees/members requesting a personal/family leave of absence must make a written request to the Chief or his/her designee. Personal/family leaves are granted for a maximum of twelve (12) months. Employees/members on leave are relieved of all attendance or participation requirements until such time a written return to active status request has been received by the Chief. To be eligible for Personal/Family leave, employees/members must have completed his/her probationary period, successfully completed Firefighter I program, and be current in all other department requirements to maintain active membership status. If no written request for return to active status is received at or prior to the end of the leave period, employment/membership will be terminated. Medical Leave of Absence: Any employee/member requiring medical leave of absence from the Department for a period of three (3) months or longer must make a written request for leave. Medical leave shall be granted, and become effective, upon presentation to the Chief of documentation from a qualified medical professional that the member is unable to participate in the functions of the Department due to medical reasons. Reinstatement shall be automatic upon written request and receipt by the Chief of documentation from a qualified medical professional that the member is fit for duty. Medical leave shall be limited to no more than twelve (12) months except in the case of leave necessitated by illness or injury sustained in the line of duty. An employee/member whose medical condition does not allow him or her to return to Full Duty Active Employment/Membership will be provided the opportunity to move into the Limited Duty Employment/Membership classification permitting him or her to continue contributing as an employee/member is a limited capacity. However, if no written request for reinstatement or change of employment/membership status is received at or prior to the end of twelve (12) months (except in the case of a member becoming ill or injured in the line of duty), employment/membership will be terminated.

Educational Leave of Absence: An employee/member requiring educational leave of absence from the functions of the Department must make a written request to the Chief for leave for approval. To be eligible for educational leave, an employee/member must have completed his/her probationary period, successfully completed Firefighter-I program, and be current in all other department requirements to maintain active employment/membership status. Educational leave may be granted for an initial period not to exceed the duration of two consecutive school semesters plus two weeks at the beginning and end of the period, renewable upon written request. Semester dates must be presented with the leave request. At or before the end of the leave period the member must make written request for reinstatement or renewal. Reinstatement shall be automatic upon timely written request. If no written request for reinstatement or renewal is received at or prior to the end of the leave period, employment/membership will be terminated. Vocational Leave of Absence: Vocational leave of absence from the functions of the Department is available for a period of up to three (3) months. A written request to the Chief is required for approval. Vocational leave is limited to the work in which a person is regularly employed and is not part of an educational program. To be eligible for vocational leave, the requesting employee/member must have completed his/her probationary period, successfully completed the Firefighter-I program, and be current in all other department requirements to maintain active employment/membership status. Vocational leave is available for no more than six (6) months. If an employee/member reaches the maximum leave time allowed under this section, they may appeal to the Selectboard for additional leave. If no written request for reinstatement or renewal is received at or prior to the end of the leave period, employment/membership will be terminated by the Selectboard.

Purpose: To provide policies and procedures for the safe and efficient operation of Town of Bristol Fire Department apparatus. Scope: All Town of Bristol Fire Department personnel. Policy: The Town of Bristol Fire Department Emergency Vehicle Safety and Response manual provides policies and procedures required to support the safe and effective operation of all fire and emergency vehicles; this includes fire apparatus, rescue vehicles, support units, privately owned vehicles (POVs), and any other vehicles operated by fire department personnel in the performance of their duties.

Basic Driving Policies – Driver qualifications and training, skills maintenance; duties and responsibilities; general traffic laws; reporting safety problems and violations.

Emergency Response Policies – Authorized emergency response, special driver qualifications, applicable traffic laws, and fire department driving policies, use of warning devices.

Riding Emergency Vehicles – Permitted vehicle occupants, passenger behavior, and safety in emergency vehicles.

Special Safety Considerations – Scene safety, backing up, parking, operation in high-risk areas.

Vehicle Accident Reporting and Investigation – Accident scene procedures (information gathering, injury assessment, notification, etc.), reporting forms and documentation requirements, post-accident investigation (examination of scene, interviews with participants and witnesses, etc.), report preparation and dissemination.

Use of Personal Vehicles – Authorized use and response, driver behavior, roadway operations, permitted vehicle occupants, reporting safety problems and violations.

The Chief is responsible for establishing uniform specifications and the rules, regulations and conditions for use.

Chief and Company Officers are responsible for ensuring that personnel conform to the department’s uniform policy.

Fire department personnel who refuse to comply with policy will not be permitted to participate in fire department functions requiring an approved Bristol Fire Department uniform.

All fire department personnel shall be monetarily responsible for lost, damaged, or unserviceable items due to neglect, at the present day cost.

Respiratory Protection Program

Section 1 – Introduction Policy: It is the policy of the Town of Bristol Fire Department to maintain comprehensive occupational safety and health programs based upon sound engineering, education, and enforcement. This document establishes department policy, responsibilities, and requirements for the protection of firefighters whose job requires the use of respiratory protection. This document will also provide assistance to the firefighter in the use and care of respiratory protection. The Chief or his/her designee is responsible for all facets of this program and has full authority to make necessary decisions to the ensure success of this program. The Chief or his/her designee will develop written detailed instructions covering each of the basic elements in this program, and is the person authorized to amend these instructions. Scope: Town of Bristol Fire Department employees/members qualified/certified to wear a Self-Contained Breathing apparatus or operate Air Compressor and Cascade System. Section 2 - Standard Operating Procedures General: Firefighters shall wear a Self-Contained Breathing Apparatus (SCBA) under the following conditions:

While engaged in both offensive and defensive fire attack

While working in confined spaces where toxic products or an oxygen deficient atmosphere may be present

While extinguishing an automobile fire

During emergency situations involving toxic substances

During all phases of firefighting and overhaul

While working in an Immediately Dangerous to Life & Health (IDLH) atmosphere Firefighters wearing SCBA shall conduct a seal check prior to each use. Firefighters shall not remove the SCBA at any time while working in an IDLH atmosphere. SCBA shall be used in accordance with the manufacturer instructions (see Appendix A). All firefighters shall continue to wear an SCBA until the officer in charge determines that respiratory protection is no longer required.

Protective Clothing Firefighters wearing an SCBA shall be fully protected with the use of approved structural firefighting clothing that meets the requirements of the National Fire Protection Association (NFPA) Standard 1971. Protective clothing shall include turnout coat, turnout pants, gloves, boots, helmet, helmet ear/neck protector, and fire resistant hood. Procedures for Interior Structural Firefighting In interior structural fires, the department shall ensure that:

At least two firefighters enter the immediately dangerous to life and health (IDLH) atmosphere and remain in visual or voice contact with one another at all times;

At least two firefighters will be located outside the IDLH atmosphere; and

All firefighters engaged in interior structural firefighting will use SCBAs. Note: One of the two firefighters located outside the IDLH atmosphere may be assigned to an additional role, such as Incident Commander in charge of the emergency or Safety Officer, so long as the firefighter is able to perform assistance or rescue activities without jeopardizing the safety or health of any firefighter working at the incident. Nothing in this section is meant to preclude firefighters from performing emergency rescue activities before an entire team has assembled. There must always be at least two firefighters stationed outside during interior structural firefighting. They must be trained, equipped, and prepared to enter if necessary to rescue firefighters inside. However, the incident commander has the responsibility and flexibility to determine when more than two outside firefighters are necessary given the circumstances of the fire. The two-in/two-out rule does not require an arithmetic progression for every firefighter inside, i.e. the rule should not be interpreted as four-in/four-out, eight-in/eight-out, etc. Firefighters will wait to commence interior structural firefighting, until the proper number of firefighters can be assembled on scene as required by the response. During this time, the fire will be attacked only from the outside, size-up will occur and emergency rescue necessary to save lives may take place. One of the standby firefighters may have other duties such as serving as the incident commander, safety officer, or operator of fire apparatus. However, one of the outside firefighters must actively monitor the status of the inside firefighters and will not be assigned additional duties. The second outside firefighter may be involved in a wide variety of activities. Both of the outside firefighters must be able to provide support and assistance to the two interior firefighters; any assignment of additional duties for one of the outside firefighters must be weighed against the potential for interference with this requirement. Proper assignment of firefighting activities at an interior structural fire must be determined by the incident commander and is dependent on the existing firefighting situation. Consideration of all worksite variables and conditions, and the judgment of the incident commander are critical.

The two firefighters entering an IDLH atmosphere to perform interior structural firefighting must maintain visual or voice communication at all times. Electronic methods of communication such as the use of radios shall not be substituted for direct visual contact between team members in the danger area. However, reliable electronic communication devices are not prohibited and certainly have value in augmenting communication and may be used to communicate between inside team members and outside standby firefighters. Section 3 – Training Self-Contained Breathing Apparatus Training Firefighters wearing SCBA shall be trained in proper use, cleaning and maintenance. No firefighter shall wear an SCBA without training as specified in this document. Training in the use of SCBA shall be done in two phases. Each new firefighter will be given initial training before using SCBA and annual training thereafter. New Recruit Training No firefighter is to use an SCBA unless training has been successfully completed. Initial training for SCBA use in interior firefighting shall be provided during the Fire Fighter I Course at a State approved training academy. Firefighters trained at other than a state approved fire academy must be certified as trained by the Authority Having Jurisdiction (AHJ) before wearing an SCBA. Such training and certification shall be documented on the approved Department SCBA training form in Appendix C of this program. Annual Training On-going training shall be provided to all firefighters of the Department. Each firefighter must pass a face piece fit-test during initial and annual training. Appendix B of this program contains the fit-test protocol and example fit-test record. Course Content Initial and annual SCBA training shall be conducted as specified in Appendix C. Fill Station Training SCBA cylinders will be filled only by firefighters who have completed fill station training. Retraining will be provided annually. Course Content Initial and annual fill station training shall be conducted as specified in Appendix D.

Section 4 – Face Piece Fitting and Seal Check Each firefighter must pass a face piece fit-test during initial and annual training. Appendix B of this program contains an example of a fit-test record. Inspection before Use When using SCBA, each firefighter shall select and wear the correct size face piece as determined by initial and annual fit testing. A firefighter shall not wear respiratory protection unless the proper size face piece is available and the equipment is in proper working condition according to the manufacturer’s specifications. Effective Seal Required An effective face-to-face piece seal is extremely important when using respiratory protective equipment. Minor leakage can allow contaminants to enter the face piece, even with a positive pressure SCBA. Any outward leakage will increase the rate of air consumption, reducing the time available for use and safe exit. The face piece must seal tightly against the skin, without penetration or interference by any protective clothing or other equipment. Nothing can be between the sealing surface of the face piece and the face of the wearer, including but not limited to, eyeglasses, protective hoods, and beards or other facial hair. Firefighters shall perform a seal check prior to every SCBA use. SCBA can only be worn when an adequate seal is achieved. (NOTE: the required seal check procedures are found in Appendix B-1 of the OSHA Respiratory Protection Standard. The OSHA Respiratory Protection Standard is found in Appendix F of this document). Section 5 - Inspection, Storage, Maintenance and Air Supply Inspection Regular periodic inspections are required to ensure that all respiratory protection equipment is properly operating and available for use. Inspection Schedule All SCBA and spare cylinders shall be inspected after each use and at least monthly. Procedures for inspection are in the manufacturer’s instructions found in Appendix A of this program and SOP 4-01. After each inspection, the appropriate forms (see SOP 4-01) shall be completed. SCBA units determined to be unfit for use shall be taken out of service, and tagged with a description of the particular defect. In the event replacement or repair of SCBA components is necessary, the unit can be returned to the manufacturer’s service facility. Otherwise, work shall be performed according to manufacturer’s instructions and only by persons trained and certified by the manufacturer.

Firefighters will not subject SCBA units to unnecessary abuse due to neglect and/or carelessness. Caution must especially be exercised to protect the face piece section of the mask from being scratched or damaged. Each SCBA shall be cleaned and disinfected after each use. Only cleaning/sanitizing solutions for respiratory equipment will be used for cleaning and disinfection. (NOTE: the required SCBA cleaning procedures are found in Appendix B-2 of the OSHA Respiratory Protection Standard. The OSHA Respiratory Protection Standard is found in Appendix F of this document). SCBA cylinders shall be hydrostatically tested within the period specified by the manufacturer and applicable governmental agencies. Storage All units shall be stored so that they are protected against direct sunlight, dust accumulation, severe temperature changes, excessive moisture, fumes, and damaging chemicals. Care is to be taken so that the means of storage does not distort or damage rubber or elastomeric components. Air Supply Breathing air in the SCBA cylinder shall meet the requirements of the Compressed Gas Association G-7.1-1989, COMMODITY SPECIFICATION FOR AIR, with a minimum air quality of Grade D. The Department shall ensure that sources supplying compressed breathing air provide a copy of the most recent inspection and certification. The Department shall assure that sufficient quantities of compressed air are available to refill SCBA for all emergencies. This shall be accomplished through use of Poseidon PFU-150 Air Compressor System and Cascade System. Only employees/members who have completed fill station training shall fill SCBA air cylinders. Compressed oxygen shall not be used in open-circuit SCBA. Section 6 - Physical Examination A physical examination to determine the firefighter’s ability to wear a SCBA will be provided. Only firefighters that are medically able to wear SCBA will be allowed to do so. Appendix E contains the physical examination protocol. Section 7 - Record Keeping The Company Officers shall maintain the following records:

Section 8 - Program Evaluation Evaluation Requirements The effectiveness of the Respiratory Protection Program shall be evaluated and corrective actions taken to ensure the respiratory protection program is properly implemented. The Department will regularly consult with firefighters to assess their views on the effectiveness of the program and to identify any problems. The evaluation will be conducted by Chief Officers. The evaluation will ensure:

Procedures for purchasing of approved equipment are in place;

All firefighters are being properly fitted with respiratory protection;

All firefighters are properly trained;

The proper equipment, cleaning, inspection, and maintenance procedures are implemented;

The required records are being kept; and

Changes are implemented to correct deficiencies.

Program Monitoring Periodic monitoring of the respiratory protection program is necessary to ensure that all firefighters are adequately protected. Random inspections shall be made by the Chief to ensure that the provisions of the program are being properly implemented.

Appendix E – Protocol and Physical Examination A physical examination will be provided to firefighters before they are fit tested for respirator use. The Department shall work with a qualified healthcare provider to provide a physical examination to all members of the fire department. Physical Examination procedures are as follows: The physical examination will be conducted using the required OSHA questionnaire and Bristol Fire Department Firefighter Examination Form. OSHA Medical Questionnaire Firefighters will receive follow-up medical evaluations as required by the OSHA Respiratory Protection Standard, and/or as deemed necessary by their healthcare provider. Additional medical evaluations will be provided to firefighters under the following circumstances:

The firefighter reports signs and/or symptoms related to their ability to wear and use an SCBA, such as shortness of breath, dizziness, chest pains, or wheezing;

The healthcare provider informs the Program Administrator that the firefighter needs to be reevaluated;

Information from this program, including observations made during fit testing and program evaluation, indicates a need for reevaluation.

All examinations and questionnaires are to remain confidential between the firefighter and the health care provider. The Department will keep a copy of the completed physical form on file in firefighters locked personnel file that states the provider has either cleared them for wearing respiratory protection or advised against wearing respiratory protection. The healthcare provider will provide the Program Administrator and firefighter with a written recommendation regarding the firefighter’s ability to wear a respirator. Only the following information will be provided:

A statement on the firefighter’s ability to wear a respirator,

The need for follow-up medical evaluation if any are necessary, and

A statement that the medical provider has provided the firefighter with a copy of the recommendation.

Medical records will be maintained in compliance with the OSHA Access to Employee Exposure and Medical Records (29CFR1910.1020).

Appendix G – SCBA Physical Ability Course (PAC) This Physical Ability Course (PAC) consists of seven (7) events. The PAC is a sequence of events requiring you to progress along a predetermined path from event to event in a continuous manner. This course was developed to determine a Firefighters ability to work under strenuous conditions while wearing an SCBA and performing essential job tasks during training and fire scene operations. Course is designed to build confidence and will only be timed if the firefighter makes request. You are required to demonstrate proficiency in wearing and use of an SCBA under physically stressful conditions as well as complete all course objectives in compliance with current training practices. Throughout all events, you must wear full turn-out-gear including SCBA. All props were designed to obtain the necessary information regarding your physical ability. The tools and equipment were chosen to provide the highest level of consistency, safety and validity in measuring your physical abilities. The course layout may vary in order to conform to the fire department's test area. The distances between events may vary. The events are placed in a sequence that best simulates fire scene events allowing a short walk between each station to ensure the highest level of safety and to prevent exhaustion, no running is allowed between events. This walk allows you a brief period of time to recover and regroup before each event. Event 1 Stair Climb (off-air) Equipment This event uses a set of stairs. A single handrail on the wall side is available for you to grasp while climbing and descending stairs. Purpose of Evaluation This event is designed to simulate the critical tasks of climbing stairs in full protective clothing with SCBA (off air) while carrying a high-rise pack (hose bundle). This event challenges your aerobic capacity, lower body muscular endurance and ability to balance. Event For this event, you must climb a pre-determined staircase with high-rise pack and then back down. Fire fighter will repeat this task four times. Event 2 Fire Hose Drag (off-air) Equipment This event uses an uncharged fire hose with nozzle. The fire hose is marked at 8’ feet past the coupling at the nozzle to indicate the maximum amount of hose you are permitted to drape across your shoulder or chest. The fire hose is also marked at 50 feet past the coupling at the nozzle to indicate the amount of fire hose that you must pull into a marked boundary box before completing the test.

Purpose of Evaluation This event is designed to simulate the critical tasks of dragging an uncharged fire hose from the apparatus to the fire occupancy and pulling an uncharged fire hose around obstacles while remaining stationary. This event challenges your aerobic capacity, lower body muscular strength and endurance, upper back muscular strength and endurance, grip strength and endurance, and anaerobic endurance. Event For this event, you must pick up uncharged fire hose, place over your shoulder, drag 100’ feet, set nozzle on the ground and proceed to Event 3. Event 3 Equipment Carry (off-air) Equipment This event uses a ventilation saw and a set of irons (Halligan Bar & Flat Head Axe). Purpose of Evaluation This event is designed to simulate the critical tasks of carrying power tools and hand tools from the apparatus to the emergency scene and then returning them. This event challenges your aerobic capacity, upper body muscular strength and endurance, lower body muscular endurance, grip endurance, and balance. Event For this event, you must pick up ventilation saw and set of irons, carry them 100’ feet and then back again to starting point. Event 4 Ladder Raise and Extension (off-air) Equipment This event uses a 16-foot fire department roof ladder and a 28-foot fire department extension ladder. For your safety, two firefighters will heel the 28-foot ladder and stabilize ladder as it is being raised and lowered and assist as needed. Purpose of Evaluation This event is designed to simulate the critical tasks of placing a ground ladder at a fire structure and extending the ladder to the roof or window. This event challenges your aerobic capacity, upper body muscular strength, lower body muscular strength, balance, grip strength, and anaerobic endurance. Event For this event, you must pick up 16-foot roof ladder, carry ladder to the structure, place the butt end of ladder against structure, rotate ladder so that both spurs contact the ground and the structure, and then lay ladder flat on ground. Grasp a rung near the tip, bring that end of the ladder to chest height, and push upward on the rungs. Walk toward the structure, lifting the rungs hand over hand until the ladder is vertical against the structure and then pull the butt away from structure to approximately 75 degrees. Next you will extend the 28-foot extension ladder which is pre-positioned against structure, using hand over hand method and then tying off with Clove Hitch and Safety Knot. Climb ladder to a pre-determined height, perform a leg lock, climb down ladder, and then lower ladder.

Event 5 Ventilation (on-air) Equipment This event uses a sledgehammer and block of wood. Purpose of Evaluation This event is designed to simulate the critical tasks of ventilation. This event challenges your aerobic capacity, upper body muscular strength and endurance, lower body muscular strength and endurance, balance, grip strength and endurance, and anaerobic endurance. Event For this event, you must use a 10-pound sledgehammer to strike the block of wood in the target area 30 consecutive times. Event 6 Confined Space (on-air) Equipment This event uses a15-foot culvert that is 24-inches in diameter. Purpose of Evaluation This event is designed to simulate the critical task of moving through an enclosed space while using your SCBA air supply. This event challenges your aerobic capacity, upper body muscular strength and endurance, agility, balance, anaerobic endurance, and kinesthetic awareness. Event For this event, you must crawl through a culvert that is 15-foot in length and 24-inches in diameter. Prior to entering culvert you will doff your SCBA but your mask will remain on with regulator connected still on air as you proceed through culvert. Once you have exited culvert, don SCBA and go to the next event. If for any reason, you choose to end the event, call out or rap sharply on the culvert and you will be assisted out. Event 7 Rescue (on-air) Equipment This event uses a weighted mannequin equipped with a harness. Purpose of Evaluation This event is designed to simulate the critical task of removing a victim or injured partner from a fire scene. This event challenges your aerobic capacity, upper and lower body muscular strength and endurance, grip strength and endurance, and anaerobic endurance. Event For this event, you must grasp a 165-pound mannequin by the harness, drag it 35 feet to a pre-positioned drum, make a 180° turn around the drum, and continue an additional 35 feet to the finish line. You are not permitted to grasp or rest on the drum. It is permissible for the mannequin to touch the drum. You are permitted to drop and release the mannequin and adjust your grip. The entire mannequin must be dragged until it crosses the marked finish line.

Policy: The Town of Bristol Fire Department shall have the option of recognizing outstanding service to the fire department. Scope: Town of Bristol Fire Department employees/members Procedure: Life Membership Employees’/Members’ who have completed twenty five (25) years of active employment/membership service with the Town of Bristol Fire Department and rendered exceptionally meritorious and outstanding service, shall be eligible to become a Life Member by a vote of two-thirds of the members present at the annual meeting of the department. Life members shall retain the right to vote provided they retain their active membership status. Life membership is based on significant contributions and service to the department. Life Membership shall be further recognized by the name of the Life Member being added to a Plaque on the wall at the fire station as well as that Member being presented a plaque stating the same. Life Member shall also have the privilege of retaining their key to the fire station. The Awards & Recognition Committee, may, at their discretion, and due to unusual circumstances, make recommendation to the Chief to retire a number at any time without waiting until the Annual Meeting. Past Employee/Member Upon resignation from the department, any person who has served as an active member for a minimum of five (5) years, rendered dedicated service, shall be considered for Past Membership. Resignation letter shall be read at the next regular meeting of the department and a two-thirds majority paper ballot vote of all members present shall be required to accept letter. Should resignation letter be accepted and member meets requirements for Past Membership, their name shall be given to the Recognition and Awards Committee who will evaluate eligibility of member and make recommendation for Past Membership at the next regular meeting of the department. Following recommendation from committee and upon who the department cares to bestow this privilege, member shall be voted as a Past Member following a two-thirds vote of all members present at said meeting. Honorary Officer Any Officer in good standing who has served for no less than ten (10) years in the position as an Officer, has served Honorably and made significant contributions to the success of the Department will be eligible to become an Honorary Officer in their highest position held for five (5) or more years after leaving said position. A Town of Bristol Fire Department employee, who eclipses twenty-five (25) years of active service to the firefighting profession while actively serving the town, shall be presented a fire department watch for their dedicated service. Retirement of Number Any member, upon completion of forty (40) years of active service with the Bristol Fire Department may have their Number Retired when the Member Retires from the Department, becomes deceased while still active with department, or continues to be an active member with the department and has earned the honor of having this privilege bestowed upon them. Consideration shall be made to active members who become deceased prior to reaching forty (40) years of active service provided they have a minimum of twenty five (25) years of active service and have made significant contributions to the department. Special consideration shall be based on recommendation from Recognition & Awards Committee and vote of two-thirds majority of members present at the Annual Meeting of the Department. Upon a recommendation from the Recognition and Awards Committee and a two-thirds vote of the members present at the annual meeting an active member may have their number retired. Recognition & Awards Program A Recognition & Awards Program will be established and made up of five (5) Town of Bristol Fire Department employees/members and shall be appointed annually by the Chief and 1st Assistant Chief. It will be the duty of this program to thoroughly investigate the qualifications, character and desirability of all employees/members for years of service recognition, awards recognition and special membership classification. Each program participant must have a minimum of five (5) years in the fire service.

Policy: The officers of the Town of Bristol Fire Department shall consist of the Chief (C-1), 1st Assistant Chief (C-2), 2nd Assistant Chief (C-3), Captain (K-1), Lieutenant (K-2), Truck Captain (K-3), Truck Lieutenant (K-4), and Clerk. The Chief and 1st Assistant Chief shall be appointed by the Town of Bristol Selectboard in accordance with the Town’s appointment policy. The 2nd Assistant Chief, Captain, Lieutenant, Truck Captain, Truck Lieutenant, and Clerk shall be elected at the annual meeting of the department and shall hold their offices until others are elected. No one person shall hold more than one elected position. Scope: Town of Bristol Fire Department Officers Purpose: All minimum qualifications shall be met in order to receive nomination to a new office with the exception that any past officer may hold highest position previously served or a position of less rank. All officers shall be nominated at the annual meeting and no employee/member shall be elected to any office without receiving such nomination. Nominees need not be present to be nominated. All officers shall be elected by ballot, and the person receiving the majority of all the votes shall be declared elected. Operational & Administrative Chain of Command The Operational or Emergency Chain of Command and Administrative Chain of Command is Chief (C-1), 1st Assistant Chief (C-2), 2nd Asst. Chief (C-3), Captain (K-1), Lieutenant (K-2). Chief: The Chief shall preside at all meetings of the department, take command at all emergencies, exercises, and parades, call special meetings of the department and shall have a general supervision of the affairs of the department. The Chief may at their discretion appoint any employee/member to the discharge of any particular duty connected with the interest of the department. In case of the absence of any officer, they shall appoint someone to act as such officer pro tempore. Upon the admission of new employees/members, it shall be the duty of the Chief to assign them to a Company. It shall also be the responsibility of the Chief to appoint department driver/operators to operate apparatus in accordance with established policies, procedures and guidelines with recommendation from the Apparatus Driver/Operator Program Coordinator. The Chief may revoke such appointments as deemed necessary. The Chief shall have general supervision of all operations concerning the department. The Chief shall be responsible to ensure the training of all members of the Department and that they are trained to perform their duties competently.

The Chief shall render a report in writing to the department at the Annual Meeting setting forth the accomplishments during the year and the current status of the Department. Assure that each subordinate officer performs their duties. Develop and modify fire department policies, procedures, and guidelines as needed. No fire equipment shall be purchased without first contacting the Chief for approval and/or recommendation. Requirements: A minimum of 8 years of previous firefighting experience, at least five (5) of which were as an administrative officer and command capacity role (chief, deputy chief, assistant chief, captain or lieutenant) in a community fire/rescue department. Training: Associate degree with 3 year demonstrated managerial experience, or higher or high school diploma (or GED equivalent) with 4 years demonstrated managerial experience.

Truck Lieutenant (EVMT): It is the Truck Lieutenant’s responsibility to assist the Truck Captain with repairs and maintenance and in his or her absence, perform duties of the Truck Captain. Requirements: A minimum of two (2) years of experience operating and maintaining fire department apparatus. Training:

Hazardous Materials Operations certification. ICS-200 Basic Pumps (Pumping Apparatus Driver/Operator certification preferred). Successfully complete on an annual basis the VFIS Driving Competency Course.

Clerk: The Clerk shall take and keep accurate record of all department meeting minutes. The Clerk shall call the roll at the time appointed for and at the close of all meetings and note all absentees. Purpose: The Fire Chief is responsible for the overall administration, organization and direction of the

Town of Bristol Fire Department in order to ensure that loss of life, property, environment or injury, as

a result of fire, natural disaster, or motor vehicle crash, is prevented and/or minimized.

Scope: The Fire Chief reports to the Town of Bristol Selectboard, to include the Town of Bristol

Administrator. He/she is responsible for directing the activities of the Fire Department and is the sole

authority and assumes the role of Incident Command at all incidents. Per 20 V.S.A § 2671-2675 the Fire

Chief is the authority having jurisdiction for all fire department activities. The Fire Chief is responsible

for directing all paid on-call firefighters and ensuring they receive adequate training. The Fire Chief is

also responsible for ensuring that all firefighting equipment, apparatus and the fire station is

monitored on a regular basis and in good working condition. He/she will be responsible for developing

all policies, procedures and standard operating guidelines relating to the Fire Department and holds

the overall responsibility of budget development and monitoring.

Responsibilities:

Assume the role of incident command at all department emergency incidents and delegate

authority to other officers as needed.

Develop standard operating guidelines, procedures and policies that will govern firefighting and

rescue operations of the Department as well as establish clear goals and expectations for the

Department and for individual personnel.

Plan, formulate and develop minimum standards of training and technical competence for

officers, firefighters and apparatus driver/operators.

Supervise all fire department personnel; including recruiting, ensuring adequate training is

provided and upheld, and recommending personnel actions in accordance with department

and town policies and procedures.

Develop, monitor and present annual budgetary documentation to the Town Administrator and

Selectboard, and master plans as requested.

Possesses the knowledge, skills and abilities to demonstrate proper methods of performing the

various techniques of modern fire suppression.

Maintain membership in professional organizations to stay current with “best practices” in the

provision of emergency services to the community

Purpose: The purpose of this classification is to provide a high-level of supervision and oversee training and response activities associated with the fire service, to include emergency rescue, hazardous materials response, and mitigating all hazardous situations; protecting life, property and the environment; managing and organizing personnel, and procuring supplies as necessary; conducting training; and providing documentation as requested. The purpose of this classification is to serve as third-in-command of the department, responsible to the Fire Chief, to assist in the oversight of all fire and rescue emergency and routine operations, to include the management and direction of the administration and operations of the department; enforcing all applicable fire and life safety codes and laws, including reviewing plans; and working with the staff and line officers who oversee departmental projects and issues. Scope: The 2nd Assistant Fire Chief reports directly to the 1st Assistant Fire Chief. He/she is responsible for the general supervision of fire department personnel. ESSENTIAL FUNCTIONS The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Truck Captain and Truck Lieutenant

Purpose: The Truck Captain and Truck Lieutenant or Emergency Vehicle Maintenance Technicians (EVMT) are responsible for the care, maintenance, and safe efficient operation of fire department apparatus. The Truck Captain (EVMT) is directly supervised by the Fire Chief. The Truck Lieutenant is supervised by the Truck Captain (EVMT). Maintenance Technicians are responsible for assuring that all Town of Bristol Fire Department apparatus are in operational readiness at all times. SUMMARY OF POSITION: Under the direction of the Fire Chief, the Emergency Vehicle Maintenance Technician (EVMT) is responsible for performing service, maintenance, repair, and preventative maintenance work on department apparatus and other vehicles within their scope of training. Assists other mechanics with maintenance and repair work on department equipment as needed. Purpose: The purpose of this non-rank-specific classification is to identify the functions of employees/members serving in the capacity of an Engineer or Apparatus Driver/Operator or Pump Operator, regardless of rank. The prevailing Classification Specification is that which corresponds to an employee’s/member’s rank within the department (Firefighter, Lieutenant, Truck Captain, etc.). A Driver/Operator is responsible for the safe and efficient operation of fire engines, tanker, rescue truck, and other emergency vehicles while responding to calls and upon arrival on scene, ensuring the timely and safe delivery of apparatus and personnel, and operating this equipment to ensure that water supply is sufficient for fire suppression activities, and that the maximum safety is afforded to firefighters engaged in firefighting activities, ventilation, ladder work, or other duties as assigned. Purpose: The purpose of this classification is to perform emergency services work in firefighting, emergency rescue, and hazardous material response to protect the life, property, environment, and the citizens and guests of the Town of Bristol. This position is responsible for performing fire suppression, emergency rescue, and/or hazardous material containment or cleanup work in response to alarms, and operating associated equipment and apparatus; inspecting and maintaining equipment; and performing various maintenance and custodial duties at the fire station. Scope: The firefighter reports directly to a Company Officer. ESSENTIAL FUNCTIONS The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Represents the Town of Bristol Fire Department with pride and respect, and is willing to devote the time necessary to provide quality service. Responds to incidents requiring firefighting, emergency rescue or hazardous material response; may make initial determination of necessary personnel, equipment and suppression or containment tactics until relieved by a ranking officer. Advances hose lines into fire area; selects hose nozzle, depending on type of fire; lays and connects hoses; holds nozzle and directs stream of water onto fire; raises and climbs ladders; creates openings in buildings for ventilation or entrance using various hand, power and hydraulic tools; enters premises for firefighting, rescue, and salvage operations; uses fire extinguishers, tools, appliances, ropes and other necessary equipment. Possess a working knowledge of BFD emergency response apparatus and equipment to ensure efficient operating condition and readiness; cleans and maintains equipment, as necessary, after completion of emergency response operations. Identifies hazardous materials and type of container or carrier at spill scene; uses a variety of equipment to contain spills and mitigate runoff; as necessary; assists in evacuation operations, as necessary. Attends and participates in training sessions on such topics as fire suppression techniques, equipment techniques, emergency medical care, hazardous material containment, street layout and building and hydrant location, etc.

Attends and participates in meetings, drills, and other training activities, as well as with department sanctioned events and activities; meet all required training requirements. Respects the department Chain-of-Command; receive and carry out directives and orders as required to fulfill the mission of the Department; read, understand, and apply department policies, procedures and standard operating guidelines. Assists other public safety agencies as needed and as assigned. ADDITIONAL FUNCTIONS Participates in formal and informal citizen fire safety. Maintains the cleanliness of the fire station and the fire apparatus and associated equipment. Promotes good internal and external relationships and quality of service. Performs other duties as assigned. MINIMUM QUALIFICATIONS Education, Training and Experience:

Have attained the age of eighteen (18)

High School Diploma or GED equivalent

Legal resident of the United States of America

Be subject to being certified by a physician as being physically fit to perform the duties of a firefighter

Pass BFD Physical Ability Test

Be a Town of Bristol Resident

Be subject to a background check, to include criminal and employment

Valid Vermont Driver’s License

Ability to speak read and write the English language.
