Network Sandanski Municipality With the support of the Europe for Citizens Programme of the European Union February 2014 Newsletter # 1 What’s inside: The Network in Brief: The Network has been established within the framework of the “Towards Excellence in Cultural Tourism” project, co-funded by the Europe for Citizens Programme of the European Union, Action 1 - Active Citizens for Europe, Measure 1.2. Networks of Twinned Towns. The project aims at fostering cooperation at European level between municipalities on the theme of intangible cultural heritage preservation and valorization through cultural tourism. The Municipality of Sandanski is the coordinator of the international initiative and the partners are Härryda Municipality, Sweden; Local Government Association, Malta; Sociedad de Desarrollo de Santa Cruz de Tenerife, Spain; Municipality of Sepino, Italy, and Municipality of Agia, Greece. Our aim is to jointly raise each local community's capacity to address the needs of the fast growing cultural tourism sector and develop adequate strategies and products to promote and make use of our tangible and intangible heritage for tourism. For our towns the traditions, folk arts and crafts represent important resources from social and cultural perspective and taking common action for their valorization and continuation is important for achieving inclusive and sustainable growth both of the local communities and the EU as a whole. The international project will get together the public authorities, citizens, youth, seniors, artists and small and medium businesses, NGOs, cultural and tourism organizations from the six European states, partners in the project. Six different thematic events will be organized during the lifetime of the project , with focus on active aging and intergenerational learning, valorization and continuation of traditional culture; fostering transfer of knowledge and know-how among generations; traditional culture and entrepreneurship. ThemainobjectiveoftheEuropeforCitizensProgrammeistobringEuropeclosertoitscitizensandtogivethemtheopportunitytobeactiveintheconstructionofEurope.Inthiswaycitizenscangetinvolved through the programme in transnational exchanges and cooperation activities,contributingtodevelopingasenseofbelongingtocommonEuropeanidealsandencouragingthe

MunicipalityofSandanskiistheinitiatoroftheTowardsExcellenceinCulturalTourismNetworkandthecoordinatoroftheTECTproject.TheMunicipality is situated in the South ­ West region of Bulgaria andincludesabigpartofSandanski­Petrichvalley,alongthemiddlecourseoftheStroumaRiver.ThetownofSandanskiisthemainadministrative,cultural and economic centre of the Municipality. A signi�icantadvantage of the town is its unique transitional­Mediterraneanmicroclimate.Ithasattractedpeopleeversinceancienttimes.Thisisthe reason for its 3200 years of rich history and the uniquearcheological wealth. There are traces of prehistoric, Thracian,Hellenic,Roman,Byzantine,OttomanandBulgarianRevivalheritage.Therearearound80mineralspringsintheareaandover50hotelsproviding SPA and balneological services. The mineral water inSandanskiisfamousforitsprovedhealingcharacteristics.Sandanskiisalso famous for its wine production and for its well preservedintangible heritage – diverse folklore, arts, and cuisine. There areseveraltraditionalfestivalsdedicatedtomusic,wine,arts,folklore,etc.amongwichthefamousinternationalmusicfestival„PirinFolk“.

HarrydaMunicipalityisahighlyvaluablenetworkmember,astheirgoodrelationshipwithbusinessesandassociations,theirexperienceinincorporatingartinalllargerbuildingprojectsandinnatureandgardening tourism, as well as their increasing collaboration withneighboring municipalities will largely contribute to the short andlongtermdevelopmentsoftheproject.Themunicipalityhas35000inhabitantsandSweden'ssecondlargestairport.Aroundhalfofthemunicipality is covered in forests and there are 200 lakes. Themunicipalitycoversavaluablehistoricarea,includinganoldmansionandapark.A lotofresources have, formanyyears, been spentonpublicart,whichmakestheterritoryevenmoreattractive.Thereareanumberofartistslivinginthemunicipalitycontributingtotheartisticappearance of the region. Many elderly people are active inhistoric/cultural organisations, making the municipality a goodexampleofactiveageing.Themunicipalityhasaverypopular'culturalbuilding'withawiderangeoffacilitiesandactivitiestakingplace,suchasamodernlibraryincorporatedwithacafe,meetingrooms,anartexhibitionhall,theatre,etc.

The Local Government Associations has extensive experience innetworking andEuropean projectsmanagement as since 2007, theLGAhadsuccessfullyparticipatedinvariousEUfundedprojectsunderthefollowingprogrammes:IEE,ICTPSP,MED,INTERREG,LIFE,EuropeforCitizens.TheLocalGovernmentAssociationisestablishedin1994throughtheissue of speci�ic Regulations entitled: Local Councils (Association)Regulations, 1994. The aims of the Association include those ofprotectingandpromotingthecommoninterestsofLocalCouncilsaswellasofferingconsultancyservices,trainingonitsowninitiativesandinconjunctionwithanyotherCouncils.The association is the single public authority that represents all 5regionsand68localcouncilsinMaltaandGozo.TheLGAenjoysahighlevel of competence and it is involved in the national policydevelopmentprocessbyregularmeetingswiththedirectorofLocalGovernmentandtheMinistryandotherrelevantstakeholders.TheLGAtakespartintheCommitteeoftheRegionsanditistheonlysupportingstructureforCovenantofMayorsinMalta.

SociedaddeDesarrollodeSantaCruzdeTenerifecoordinateseffortsandtourismrelatedinitiativesforacompetitive,modern,sustainableandresponsibletourismsector.Itworkstocreatestrategiesaimedtodevelopinitiativestocreate/improvelocalproducts,tostrengththecompetitiveness of the local tourism sector and to adopt qualitysystems,throughspeci�icprojectsandencouragingparticipationbypublicandprivatesector.The city is known for its Carnival, declared International TouristFestivalin1980andsitsonaterritorycalledAnazabytheGuanches,prehispanic inhabitants of the Canary Islands known by theirmummi�ications procedures, which can be seen at the Museum ofNatureandMan,whereislocatedthelargestexistingcollectionontheGuancheculture.ManyofthesearchaeologicalremainsarefromtheAnagamassif,avolcanicRuralParkwithoneofthelastlaurelforestsdatingtotheQuaternary.Inthemassifarelocatednumeroustownsandvillages,whichcelebratespopularfestivitieseveryyearwhereyoucansampletraditionalCanariancuisinecharacterizedbyitssimplicity,varietyandrichnessofingredientsfromlandandsea.

MunicipalityofAgia

SepinoMunicipalityhasextensiveexperience in theorganizationofcultural events, like theatrical representations; archaeologicalseminars and conferences; thematic arguments (archaeo­industrialheritage,cattle­truckevaluation,recoveryandvalorization,etc.)The Municipality of Sepino is situated to the bottom of the MatesemountainsinthecenteroftheAppennino.ThetownofSepinoisoneoftheimportanttouristicsitesoftheregion.ThearchaeologicalsitesofAltiliawereinterestedbydifferentpeopleslikeSamnites(Pre­Romanpopulation), Romans, Longobards and others, and is inhabitednowadaysby familiesof farmers.Close to thearchaeological siteofAltiliaispresentoneofthemainimportantcattle­tracksusedbeforetheRomanerauntilthemiddleofthelastcenturyforthemovementofthe cows and sheep from themountainofAbruzzo to theplainsofApuliaand,theculturalheritageislinkedwiththistradition.Sepinoisalsofamousforthewatersources,inthepastusedfordifferentproto­industrial activities (mills and wool­mills) and nowadays for thebottlingofstillandsparklingwater.

TheMunicipalityofAgiahasextensiveexperienceinnetworkingandEuropean projects management, in cultural heritage preservation,valorization,aswellasintourismrelatedinitiatives.Thetotalareaofthemunicipalityis668.26km²andhasapopulationof11.400inhabitants.Thecurrentformofthemunicipalityarosewiththe “Kallikratis” Program from the extension of the originalmunicipalityofAgiabythemergerofpre­existingmunicipalitiesofLakereia, Evrimenon and Melivoia. The Municipality of Agia is thecoastalmunicipalityoftheRegionalUnitofLarissawithacoastlineof60km, where picturesque bays alternate with long beaches, with auniqueblendofKissavosmountainwith the green andblueof theAegeansea.Theareaattractstourists,bothfromCentralGreecebutalsofromvariousBalkancountries.Itisknownmainlyforthedenseforests of Kissavos mountain, dozens of springs, lakes, rivers,waterfalls,rarespeciesandrichanimalkingdomcon�irmthepicturethatthearea isunspoiled.PeneusRiver’sDeltaconnectstheTempivalleyandtheKissavos’mountainandithasbeenasubjectofstudyduetoitswetland.

TheTECTprojectaimsatfosteringcooperationatEuropeanlevelbetweenmunicipalitiesonthetheme of intangible cultural heritage preservation and valorization through cultural tourism.ThereforetheNetwork'sstructureandactivitiesarespeci�icallyconceptualizedtoaffectwidetargetgroups and actively engage the local communities. Our speci�ic objectives are: to establish asustainable network of municipalities, cultural organizations, small businesses, and tourism

centers; to promote sustainability, competitiveness, and respect of local identities; toreinforce the sense of European citizenship by strengthening the relations amongEuropeanlocalcommunities.

TheTowardsExcellence inCulturalTourismNetworkenvisages fosteringcooperation,networkinganddialogueatseverallevels:Onlocallevel­allsocialactorswillbeencouragedtocooperateandparticipateinthepolicy making process and thus citizens will be given the opportunity to furtherin�luenceandparticipateinthedevelopmentofasustainableandinclusiveeconomy.On the European level, municipalities/regions will develop common policies and strategies fordevelopmentoftheculturaltourismsectorandachievementofinclusiveandsustainablegrowth,bothofthelocalcommunitiesandtheEUasawhole.TheprojectaimsatstrengtheningthelinksbetweenEuropeanlocalcommunitiesandthroughtheplannedactivitiesweexpect it togivecitizens theopportunity to interactandparticipate in theconstructionofatighter–knitEurope,identifyandcooperateontopicsofcommoninterestandgettoknoweachother's cultural speci�icities fromonehandand the commonheritage andEuropeanvaluestheysharefromtheother.

Furthermore,wedesignedtheprojecteventsspeci�icallyinordertopresenttolocal communities' citizens the opportunities the European Union offers to

themforsustainablegrowthanddevelopment,andtoprovidethemwiththemeanstofully bene�it from European cooperation and networking, thus encouragingentrepreneurship,creativityandactiveparticipationinthepubliclife,decisionandpolicymaking processes both on local and European levels. Special attention is given to

intergenerational learningandactiveageing throughthe involvementofseniorcitizensandtheyounger generations. Through the active involvement of seniors we hope to contribute to thepreservationofthememoryofEurope,bypromotingthecontinuationof tradition,folkartsandcrafts.Theprojectaimsatpromotingamoreinclusivesociety,basedonactiveparticipation,inter­culturaldialogueandanenhancedsenseofaEuropeanidentityandcitizenship.

As both European and cross­sectoralcooperationareofcrucialimportanceforreachingouraims,weseek to actively involve the local stakeholders from each of thepartneringtownsintheNetwork'sactivities.

Harryda Municipality has approximately 35 500inhabitantsandhasSweden'ssecondlargestairportandislocatedverycloselytoSweden'ssecondlargesttownGothenburg in the south­west of Sweden. AlthoughHarrydaisn'tlocatedonthecoastitself,thebeautifulwestcoast archipelago with thousands of islands is on thedoorstep.GothenburgalsohasScandinavia'slargestport,whichisofmajorimportancefortheregion.Harrydaisapopularmunicipalityforbusinessestolocatein and the population is growing every year. Themunicipality employs between 2 500 ­ 3000 people.Around half of the municipality is covered in forestspopulartowalkandridein.Therearearound200lakesinwhichyoucanbathe,�ish,canoeetc.Mostpeoplespeakvery good English. The municipality has a youngpopulation,ahigh levelofeducationandrelatively lowunemploymentcomparedtotherestofSweden.

The main residential centres within the municipality areMolnlycke, Landvetter, Harryda, Hindas, Ravlanda andHallingsjo.ThelargestoneisMolnlycke,whichhasabout15000inhabitants.Thesocietyspranguptowardstheendofthe19thcentury.Beforethatcraftsmanshipsupplemented

thepoor farming.Thesecond largestLandvetterhas about 7000 inhabitants and the airport isllocatedsouthofLandvetterandHarryda.
