– CAREER RESOURCE FOR MOBILE RESEARCHERS

The goals of presentation:
• inform about the EU researchers’ career and mobility policy,
• give an insight into researchers’ mobility portals,
• locate their place among other services and tools offered by EU institutions to promote the mobility of workers and students,
• evaluate the achievements and problems, the marketing and promotion of portals based on the experience of a two-years operation.

• the European dimension to scientific careers,
• making Europe more attractive for researchers from the rest of the world,
• bringing together the scientific communities, companies and researchers of European countries.
The EU researchers’ career and mobility policy
The researchers’ mobility represents - essential factor of the transfer of scientific knowledge and the acquisition of the necessary skills and their adjustment to the needs of research.

The organizing activities of EU institutions to promote researchers mobility in
European Research Area (ERA)• the European Researchers Mobility
Portal (European RMP) and the network of national portals;
• the European Network of Mobility Centres (ERA-MORE) – more as 200 centres in 33 countries.
The Latvian Researchers Mobility Portal (Latvian RMP)
and
the Latvian Researchers Mobility Centre (Latvian RMC) - part of them.

“Your Europe” - a portal provides citizens, enterprises and entrepreneurs with detailed practical information on its rights and opportunities in the EU.
“Citizens Signpost Service” - advisory service give guidance and practical advice to citizens on specific problems in the EU and its Internal Market.
“SOLVIT” - an on-line problem solving network to solve problems caused by the misapplication of Internal Market law by public authorities.
“EuropeDirect” - an extensive network of easy reach information centres and contact points set up by the EU for the public.

EURopean Employment Services – an information and personal assistance service to job seekers and employers . Cover - from unqualified workers to high unqualified specialists.
“PLOTEUS” - a portal for students, workers, teachers and lecturers - information about studying, training possibilities, exchange programmes and grants available in European countries.

EUROPEAN RESEARCHERS MOBILITY PORTAL(http://europa.eu.int/eracareers/index_en.cfm)
and network of national researchers mobility portals - 30 portals has been launched up to March, 2006
• the research job offers and anonymous job searchers CVs databases;
• the search engine to find the research job offers on employers portals;
• links to the websites providing general information about research fellowships and grants, available for researchers,
• the links to the websites providing practical information about administrative and legal issues when moving from one country to another,.

LATVIAN RESEARCHERS MOBILITY PORTAL(http://www.eracareers.lv/)
tested from September 23, 2004; launched - May 19, 2005
• a specialized service company “Latnet” (founded by the Institute of Mathematics and Informatics) - the technical design, its posting on the Internet, maintenance and providing of permanent Internet access;
• the portal has been standardized for the ERA-MORE address http://www.eracareers.lv/ and layout similar to the European RMP;
• did not have its own CV and job offers data bases at present moment;
• at present moment - only the English section of the portal. The target audience - foreign researchers incoming to Latvia, their families, Latvian employers as well as returning researchers;
• the Latvian section is under preparation. The target group - Latvian researchers and returning researchers.

The attendance of Latvian RMP - some facts
• a comparatively high attendance during Saturdays (7,5%) and Sundays (11,5%) – testify portal as carrier resource,
• the majority of the resolved requests come from Latvia (23% - .lv), The high content of visitors from .com (26%) or .net (2.7%). A notable number of requests from the nearest neighbouring countries or traditional scientific cooperation partners: Germany (0,75%), United Kingdom (0.70%), Lithuania (0.50%), Belgium (0.47%), Poland (0.45%), Sweden (0.36%), Finland(0.25%) and Estonia (0.23%),
• comparatively rare is the interest from the rest of the world, more than 100 requests are received from the United States and Canada,
• among the Latvian customers - the personnel of the research institutes of the “Teika” campus in Riga (18%) and University of Latvia (2%),
• both informative pages (php pages) and downloadable materials (PowerPoint, Adobe Acrobat, Word files) are requested by users.
• the more profound evaluation must include also the questionnaires of the users and involving of experts.

Conclusions
• EU institutions general and specialized information services for mobile workers, students and citizens and the European RMP and network of national mobility portals - the modern virtual information media for mobile researchers.
• Complemented with the European Network of Mobility Centres (ERA-MORE) - customized assistance to researchers and their families.
• The network approach in the establishment of mobility portals and centres - covering the scientific community of participating countries and involving in co-operation a partners.
• The Latvian Researchers Mobility Portal - the attendance of a specialized portal must be initiated and will be provided by the realization of permanent marketing actions, which must include also non-Internet tools (meetings, distribution of leaflets, advertisements in press …).
