How do we rate?

Rating academic institutions is always a difficult job, especially when the universe consists of over 3400+ colleges. When we launched a rating system to gauge for Engineering Colleges in 2010 we began by rating 400+ colleges on a six-point rating scale. In 2012 and 2013 the number rose to 720 and 1000 respectively. And the rating was primarily dominated by their cut- offs, output and placements. The idea is to examine the colleges on a composite scale and exclude those which do not have a rounded personality. What is interesting is that of the four core parameters and the nine sub-parameters we looked at, invariably just about 130 out of the 500 rated Top Engineering Colleges in India 2014 met the standards in 3 out of the 4 parameters, viz publications, faculty, research interface and student preferences.This rating is only the beginning. There are scores of intangibles that constitute a learning experience that we can never capture. Engineering Colleges in India: A Diverse LotEngineering institutes in India are a diverse lot. NIT Rourkela, for instance offers 31 undergraduate programmes, and IIT Kharagpur is the leader in postgraduate studies with 58 programmes. While MS Ramaiah Institute of Technology, Bangalore awarded 1406 B. Tech degrees, Jadavpur Universitys Faculty of Engineering has awarded 123 PhDs in 2012-13 alone. The Government Engineering College at Bhavnagar possibly has the largest number of enrolled women engineering students at 1035; one also has Karunya University, Coimbatore with 7000 hostel residents of which 2582 are women. Institutes like Symbiosis Pune, Sharda University, GNDU Amritsar, DIT Dehradun, IIIT Delhi and Mukesh Patel SoT in Mumbai charge anywhere between Rs. 1.4 to 2 lakhs per annum; there are others such as Jadavpur University, JNTU Hyderabad and CoE, Trivandrum offering the same in the range of Rs 3000 to 6000 per year.On the research front, the seven old IITs command a total annual publication count of 8200 at an average of 1200 publications per institute, but there has been an equally good effort by private institutes like VIT Vellore, Thapar University, BITS Pilani, in average citations, while Panjab University, Jiwaji University and relatively new IISERs - Mohali and Bhopal excel among Top Engineering Colleges in India 2014 inpublic sector. Starting off as an entrepreneur from an academic campus has caught up. IIT, Bombay so far has graduated 29 firms. The crucial aspect of average salary offered in top 20 private colleges this year hover around 5 lakhs per annum (lpa), while for public institutions (IITs, NITs included), the same stays at 7 lakhs annually.Just about 5 colleges out of the 3413 colleges we surveyed could achieve this rating. And undoubtedly all of them are established IITs- Bombay, Delhi, Kanpur, Kharagpur and Madras. Each one of them has publications above 1000 articles every year and their average citation figures are between 2.1- 2.5. Interestingly none of the IITs are either accredited or participants in the TEQIP programme, but all of them are good at extra mural research with IIT Bombay and IIT Madras showing substantial reach and diversity. In terms of academic productivity IIT Delhi scores the best and Bombay is down the list. In other words, IIT Bombays faculties do not perform to their fullest potential. In terms of student preferences, IIT Bombay and IIT Delhi are way above the rest with cut- off scores going above 390/400. On the other hand, IIT Madras, despite its research prowess, still scores a lowly 295/400. In other words research prowess is not the security for attracting high quality talent and that appears to be a matter of concern.

The next best rating is gained by just 27 engineering colleges (1.08%) in the country. This cluster is evenly poised between public and private players and maximum number of colleges in this category is shared between Tamil Nadu and Andhra Pradesh. It is their propensity for applied research as evidenced by large and diverse extra mural funding that makes these colleges commendable. Most of them, barring three, are also exceptionally good in publications. Academic productivity is uniform in this sector and is restively low for private sector players like Manipal and VIT. In fact, if majority of the faculty members in VIT and Manipal begin to publish, their output and standing would take quantum jumps. What distinguishes colleges in this cluster is that it is dominated by Tier 1 NITs (12) and all of them are designated as lead institutions of the World Bank funded TEQIP programmes in their respective zones. In terms of student preferences, both NITs and deemed universities have a national catchment area and thus boast of a diverse student body. If the government sets up a focused fund to finance research projects within these institutions, their ability to move up the quality value chain would be better and faster.

The 56 colleges in this segment must be the focus for any technical education planner. These are colleges with true potential for excellence. The colleges in this cluster are a mix of top state-level colleges whose cut-offs are in the region of 99 percentile. These comprise good deemed-to-be universities, relatively young NITs and IITs and select state private universities. Amongst the 372 institutions that are part of TEQIP I and TEQIP II, this segment has the largest number of awardees and most of them have funds coming in for institution development. These institutes take efforts to integrate research with teaching and invest in faculty, particularly training, as well as in student welfare and also infrastructure.

The 109 institutions that have earned this rating have reasonable achievements in three of the four parameters and have excelled at least in one. The cluster is dominated by high-quality affiliated colleges, which are fine teaching institutions and are making successful foray into research activities as well. Even though their research output is minimal, their faculty quality is quite good and they command very high scores of 350 and above when it comes to student preferences. They are yet to tap into very large-scale, multi-partner, long-term research deals, but do show substantial promise. The cluster also has a number of young deemed universities which were fine teaching institutions before they gained university status.

These 192 institutions form the base of the good institutions pyramid in the country. They excel in one of the four parameters. Most have performed very well with respect to student preferences. In terms of cut- offs they are amongst the top 80-85 percentile with some inching closer to the 90 mark. It is in research and industry interface that they lag behind. Some young private universities have much better research output and industry interface. But their high fee regime seems unattractive to top quality students. Just 45 have obtained TEQIP grants. Not more 9% of this cluster is accredited, that too for only 2- 3 branches. Most of them are good to go when it comes to admissions. They do have the DNA to go to the next stage.
