Who Are These Lovely Guests?
2010 NAPBS Mid-Year Meeting October 10- 12, 2010
Let’s face it, if you’re with a CRA, or Risk/Loss Management Firm, at some point a county criminal search, or other county level search request, is going to be
needed by your client base. For some, this can be the most profitable portion of the background screening process.
Things are different than they were, 15, 10, and even 5 years ago, concerning ‘standards’ of research and reporting at the county level. With the advent of
Database Searches, Screen Scraping, and the constant desire for more information on-demand, the rules have all but changed when it comes to what
research providers are expected to do, versus what they are able to do.
Why Is This Topic Relevant?
2010 NAPBS Mid-Year Meeting October 10- 12, 2010
The personalities on this Panel are, quite honestly, pretty laid back. We’re going to pose a question that the Provider Committee has determined relevant
concerning the issues most CRAs/Regular Members are dealing with. Each Panelist will have an opportunity to answer this question and provide insight into
their answer.
This session isn’t aimed to condemn or sling mud at any practices not immediately sponsored or championed during this hour. The goal of this exercise
is to hear the recommendations for county level research practices, from the leading experts in the field.
A Couple of Ground Rules…
2010 NAPBS Mid-Year Meeting October 10- 12, 2010
The Lead-In To This Question….
Perhaps the client used a database search, screen scraping tool, or even ordered a statewide search…and they’re wondering why the hits don’t match up when ordered through your group at the county level. This isn’t a colossal mystery,
but, why is treated as such?
#10 – I Found A Hit Using Some Other Resource Than Your Group…Why Didn’t YOU
Find It?
2010 NAPBS Mid-Year Meeting October 10- 12, 2010
The Lead-In To This Question….
Each jurisdiction in the U.S. reserves the right to charge a fee for access to criminal and civil record information. They are mandatory fees, but sometimes
they do change, without notice.
#9 – Why Are Your Court Fees So Different From Someone Else? Who Is Right?
2010 NAPBS Mid-Year Meeting October 10- 12, 2010
The Lead-In To This Question….
Not all courts are unified, have a public access terminal, and house felony and misdemeanor cases. From a simple standpoint of knowing what you’re buying,
why wouldn’t someone ask this question?
#8 – Exactly Which Courts Are You Visiting? What Case Types Are Available?
2010 NAPBS Mid-Year Meeting October 10- 12, 2010
The Lead-In To This Question….
Something might not look right on a record, either on it s own, or compared to a previous record the client has. So how do you go about asking your provider to
check it again? What can you expect, when doing so?
#7 – What Is Your Policy Regarding ‘Rechecks’?
2010 NAPBS Mid-Year Meeting October 10- 12, 2010
The Lead-In To This Question….
Every jurisdiction has different barriers to entry concerning how to specifically search a name. Sometimes a clerk is doing the work, but sometimes an individual
has to type something in manually. In this situation, what are they typing in, exactly?
#6 – How Do You Handle Combined Names, Like Smith-Jones, Jane? Can You Just Type
In As Few Letters As Possible?
2010 NAPBS Mid-Year Meeting October 10- 12, 2010
The Lead-In To This Question….
The data in question is obviously highly sensitive…are things going to be e-mailed back and forth? Faxed? Is there another solution, like FTP or XML that can be
used? At what point is this qualified?
#5 – How Secure Is My Data? What Type Of Technology/Security Is In Place For Data
Transfer?
2010 NAPBS Mid-Year Meeting October 10- 12, 2010
The Lead-In To This Question….
For many groups, a 7 year search suddenly isn’t enough anymore. Now more than ever, unlimited scopes or even ’99’ year scopes are being ordered, which
quite frankly, is completely illogical unless the applicant is 118 years old.
So what’s the standard these days?
#4 – What Type Of Policy Do You Have, Regarding A Search Scope? I Want An “Unlimited” Scope.
Which One Looks
“Standard”?
2010 NAPBS Mid-Year Meeting October 10- 12, 2010
The Lead-In To This Question….
Sometimes even an industry veteran has their experience brought into question, and other times a rookie is put to the test in numerous ways. Many groups want to ensure the absolute best researcher available, stays up on their game. How is
this done?
#3 – How Qualified Are Your Researchers? How Do I Know They’re The Best People To Handle My
Data?
2010 NAPBS Mid-Year Meeting October 10- 12, 2010
The Lead-In To This Question….
This has become a really big buzz word or catchphrase in the last couple years, and it might be important to ask your providers this, to see what their take on it
is.
#2 – What Does It Mean, That Your Group Is 100% Wholesale? What If Someone Else
Isn’t?
2010 NAPBS Mid-Year Meeting October 10- 12, 2010
The Lead-In To This Question….
This question can have so many different lead-ins and conversations that come from it, so let’s allow our panelists time to speak in full about it.
#1 – Routinely, We Submit Names With Multiple Aliases. What Is Your Policy Regarding Alias
Names?
2010 NAPBS Mid-Year Meeting October 10- 12, 2010
If there are other pressing questions you’d like to see asked…then go ahead and ask them if time allows.
If something begins to steer way off topic, keep in mind we’re going to politely ask to move the discussion offline, after the session.
Overtime Rules Are In Affect…
2010 NAPBS Mid-Year Meeting October 10- 12, 2010
