1.0 Purpose: Technical maintenance personnel assigned to the GDSCC Maintenance and Integration Services Department (M&I) are issued a standard set of commonly used tools appropriate to their areas of responsibility. The purpose of this departmental instruction is to define the process for issue and accountability of said tools. 2.0 Procedure: 2.1 The M&I department manager shall appoint a primary and alternate tool custodian who shall be responsible for issue and maintaining records of inventory for tools and test instruments issued to M&I personnel as defined in this procedure. 2.2 M&I technical maintenance personnel shall be assigned a personal identification number (PIN) for the purpose of tool control. 2.3 An inventory of tools and instruments shall be conducted at the time of issuance and wherever possible tools shall be marked with the recipient’s PIN. Items requiring periodic calibration shall have DSN control numbers affixed. A written record of said inventory shall be kept under the control of the department manager to include a listing of all items issued, date of inventory, recipients printed name, assigned personal identification number, DSN control numbers and signature. Items not capable of being marked with a PIN shall be identified on the inventory sheet. 2.4 Personnel are accountable for tools and instruments issued to them and are to be kept under appropriate control at all times. 2.0 Procedure:

2.4 Personnel are accountable for tools and instruments issued to them and are to be kept under appropriate control at all times. Lost, damaged or destroyed articles shall be reported to the tool custodian or other responsible party the day of discovery. Items lost, damaged or destroyed shall be reported in accordance with the requirements of ITT-DSN-0261, Standard Operating Procedure for Property. In addition tools or instruments worn or damaged through normal wear and tear will be turned in to the tool custodian or other responsible party for replacement. And shall include an explanation of how the tool was damaged. Employee in charge of tools shall make a notation that the item was damaged in the tool record for that employee. The tool custodian shall then inform the section Manager if that item is under warranty and can be shipped out or if the item needs to be replaced.

Note: responsible parties are Tool Custodian, Chief tech, SSE/TLC, Supervisor or Manager,

2.5 Abuse or willful neglect leading to damage or loss of issued items may lead to dispensary action.

2.6 During extended downtimes where employees are assigned to work for multiple days in a single location a secure form of storage will be provided by ITT to permit employees to leave tools at the worksite during non-duty hours.

2.7 A periodic re-inventory of issued items shall be conducted at a minimum of semi-annually or at the discretion of the tool custodian or department manager. The inventory shall be conducted in the presence of the employee and any of the identified responsible parties. However the tool custodian and/or department manager shall be notified of re-inventory of tools prior to performance.

2.8 All items requiring calibration shall be turned over to the tool custodian for recall two (2) weeks prior to the calibration due date. The items due for cal shall also be turned over to the tool custodian or employee in charge of instrument recall whenever requested. All items requiring calibration shall have a DSN control numbers affixed to them.

2.9 No employee shall be disciplined for not being able to complete an assigned task due to the unavailability of such necessary tools, equipment or material. However employees shall inform the individual assigning the task of the resource deficiency immediately upon becoming aware of said deficiency.
