migration and ageing are typical first sector: field cultivation, fishing and hunting, forestry,
viniculture second sector: the only nuclear power station of the country (in
Paks), moreover textile and leather industry, metal industry third sector: regarding the public services the basic supply
system is fully established though some regional functions such as broad-spectrum higher education and numerous market based services are missing
According to the data of GDP per capita, Tolna county belongs to the national average, thanks to the low number of inhabitants and to the nuclear power station which provides 40% of the electricity production of Hungary.

January 20, 2013: 15 851 registered job hunters unemployment rate: 16,4% (HUN: 14,6%, EU: 10,7%)
The registered unemployed - 44,7% low educated (primary school),
- 46,1% female employee- 20,5% older than 50- 26% permanently unemployed (at least for 12 months)
2 typical disproportions regarding territorial aspects 1. In the western part of the county the unemployment rate is higher than in the eastern part which is traditionally more industrialized. 2. The unemployment rate is higher in the villages than in the cities .
Segment of 1-2: in certain villages the unemployment rate is over 40% but in most of the villages it is also around 20-30%.

Some domestic actors:
The Government. Expanding the employment is a top priority governmental task, the most important goal of economic policy. Focusing on the whole country. The municipality of the county. In order to expand the employment the municipality focuses on assisting the disadvantaged villages to catch up, plans territorial developments. Civil organizations. They offer specific solutions to the disadvantaged employees individually through social economy.

Basic task: regional development, territorial planning
In accordance with the EU 2020 Strategy the new regional (county level) development plan is currently being made.
The new regional development plan handles the catching-up of the disadvantaged villages (areas) as a top priority. To realise this goal:
- counts on involving EU funds- prefers the integrated territorial investments- wishes to be an active initiator for strengthening
the social economy- brings the development of human resources and
rural development in line

Keeping the acquired knowledge, expertise at local level to meet the demands of the economy better.
Family-friendly employment policy, extending the atypical employment options.
Establishing adult education centres. Modernization of the education (digitization, e-education). The role of the service sector should be increased, creative
industry should appear. Solving the housing situation of the youth is a top priority. Expanding the cultural, sport and recreational options.

For the local economy development:
Establishing Producer Organisations in each product line.Establishing local small businesses. Improving the accessibility of areas of small villages. Facilitating the sale of the local products. Promoting the local, village lifestyle, the gastronomy and unique cultural customs. Facilitating the utilization of power based on local resources.Establishing mobile and local services in small villages. Applying nature-friendly solutions, spreading organic farming, promoting agricultural environment farming. Launching funds for supporting to settle down in rural areas, providing tax allowances.

The foundation works on achieving an inclusive, safe society which provides the possibility of self-realization and free choice for everyone.
The foundation wishes to provide services, based on real local needs, that other institutions – mainly governmental or municipal – cannot or it is not their task to take them on.
Providing preventive, special services for children and their families.
Assisting the disadvantaged in the labour market. Showing the versatility of the disabled people.
