Critical Application Dates
• Intent to Submit an Application was due February 18, 2011
• Applications are due March 18, 2011
• Review Tier 1 Applications April 18-29, 2011
• Review Tier 2 Application May 23-27, 2011

Grant Application Categories
• LEAs can apply individually or as part of a Consortia
• Grant term is July 1, 2011, to June 30, 2014

Application Submission
• An LEA may submit either a Tier 1 or Tier 2 application.
• But not both. An LEA can only be listed in one application.
• The RFA can be downloaded from CDE’s Web page at: http://www.cde.ca.gov/fg/fo/r8/tupe61211rfa.asp

What Is A Local Educational Agency?
• LEAs are:
- County Offices of Education
- Public school districts
- Directly-Funded Charter Schools

Who Can Apply?
LEAs that:
• Serve students in grades 6-12
• Have a valid CDE County District School (CDS) Code
• Receive no funds from the tobacco industry
• Have submitted all deliverables to CSHSO required by a prior TUPE Grant

Who Can Apply?
LEAs that:• Are certified as tobacco-free on or
before July 1, 2010
• A list of all LEAs that have been certified as tobacco-free can be found at:http://www.cde.ca.gov/ls/he/at/documents/certifiedtfschools.xls
• If you are not on this list, then you cannot apply. Instead, get certified.

Grant Personnel
• A project coordinator must be identified in the application.
• Project funds cannot fund administrative personnel other than project coordinator.
• Clerical staffing in excess of ten percent (.10 FTE) must be justified for Tier 2.

Purpose of Tier 1 TUPE Competitive Grants
To reduce student tobacco use by funding Local Educational Agencies (LEAs) to:
1. enforce a tobacco-free school policy; and
2. administer the California Healthy Kids Survey

TIER 1 Applications
Tier 1 TUPE Grantees receive:
• Maximum $4,500 per LEA
• Consortium will be awared $4,500 per participating LEA

Tier 1 Application Components
• Cover page
• Narrative (2 pages)
• Letter of Agreement (LOA) or Memoranda of Understanding (MOU) (one page)
• Budget Summary (one page)

Tier 1 LOA or MOU
A LOA or MOU documents agreement between the LEA(s) and the County TUPE Coordinator:
• That the County Coordinator actively monitors the proposed project
• That the LEA will support and participate in the project

Tier 1 LOA -MOU
The LOA/MOU must document that the County TUPE Coordinator will:
• Monitor the applicant’s tobacco-free policy enforcement
• Recertify that all of the tobacco-free policy requirements are being met at the end of the grant
• Coordinate CHKS administration with other LEAs within the County; and make the CHKS data available to the public

Tobacco-free Policy Requirements
A fully implemented tobacco-free policy must include:– Certified Policy Language– Communication of Policy– Signage– Notice of Cessation Opportunities– Enforcement

Survey Requirements
• California Healthy Kids Survey (CHKS)
– Required of all grantees
– Biennial administration
– Grades 7, 9, and 11
• California Student Tobacco Survey
– Required if randomly selected by California Department of Public Health

Purpose of Tier 2 TUPE Competitive Grants
To reduce student tobacco use by funding LEAs to implement Research-Validated programs, and youth development, intervention, and cessation strategies focused on preventing youth tobacco use

Tier 2 Projects are required to:
• Enforce the Tobacco-Free Policy and conduct the CHKS.
• Implement, with fidelity, a research-validated prevention program.
• Provide youth development and intervention activities.
• Provide Cessation activities or a plan to refer to community services

School Site Participants
• Submitting an accurate School Site Participant Identification (Attachment 2–C) is critical
• It is the basis for calculating each agency's maximum funding
• Tier 2 – Calculated on $37.50 per a.d.a. with a $2 million maximum

TUPE Youth Development
• Is based on published research identifying best practices for youth development.
• Includes youth as leaders with active roles and meaningful participation in tobacco prevention.
• Targets youth from the priority populations to participate in youth development strategies.
• Promotes youth development activities that result in prevention services or products that are culturally responsive to the needs of priority populations.
