EMTA GENERAL MEETING VILNIUS 14-16 OCTOBER 2015
Dear EMTA members,
Many of you each year travel long distances, that serves to remind us all just how important EMTA association is to us, therefore I am delighted to congratulate you on joining us at the upcoming autumn EMTA general meeting 2015 hosted by municipal enterprise ‘Susisiekimo paslaugos’ in Vilnius. The chain of EMTA general meetings started back in 1998 in Paris and has been in Vilnius once before, in 2005. Things have changed a lot during 10 years that have passed, this is why I believe you all are very excited not only about the meeting, but about visiting Vilnius as well.
During our meeting topics range broadly and cover interests in smart mobility, sustainable urban mobility, interconnectivity etc., all of which were selected to be of global interest, highly stimulating and beneficial. We are fortunate to have a number of EMTA members and guests speakers during these sessions.
I hope you all will have a fulfilling conference in Vilnius and will be able to take great ideas back to your own cities. Moreover EMTA meeting will not only be a great scientific event but also a most pleasant and memorable experience for everybody, as I believe these gatherings provides a great opportunity for the participants to maintain relationship with their friends and also meet the new ones.
Before I close, I would like to thank each of you for deciding to attend EMTA general meeting in Vilnius and bringing your expertise. You, as organization leaders, have the knowledge, the experience and the potential to work for our common purpose - to share the good practices and learn from each other, therefore I thank you, the conference attendees and speakers. Our role was to plan the program, but it is truly your conference and it is your participation that makes the conference worthwhile.

GALA DINNERWELCOME DINNER
WELCOME DINNER: ZAVIŠAI PALACE The kick start of the meeting will be an informal Welcome dinner that will be taking place in a wonderful and historical place - Zavišai palace. Classical style Zavišai palace with a strictly symmetrical facade at late 18th century has performed a very important main post office function. The building consists of four wings linked to each other, first floor stands out by its impressive arcs and cellar is a truly renaissance beauty. A lot has changed during the years and now palace is performing quite different but still very entertaining function as hotel ‘Stikliai‘ can be found at this unique place today. While having Welcome dinner at tastefully furnished cellar pub you will feel the unique atmosphere and style of the 19th century, next to it you will find and admire one of the oldest and most gorgeous streets in Vilnius - Domininkonai. Famous families from Grand Duchy of Lithuania had their residences there: Pociejai, Gureckai, Zavišos, Sapiegos.

GALA DINNER: HOTEL NARUTIS As for the Gala dinner we have you another surprise - the oldest hotel in Vilnius and one of the oldest in east Europe - ‘Narutis’. The hotel today is taking since 16th century assigned function - to take care of Vilnius visitors, therefore we are sure you all will be well taken care of too. As from historical point of view you might find interesting that this lodging place has been mentioned in the book of ‘World’s cities’ that was published in Cologne at 1581. By staying at one of the authentic by the layout and size hotel rooms you can feel like 16th century traveler. Some of the rooms preserve carefully restored frescoes, other rooms still have fragments of stone walls or wooden baroque style balks. The original 18th century frescoes are found at hotel and restaurant where at Thursday evening we will be having Gala dinner.

GETTING TO THE CITY CENTER
BY BUSThe bus ride to the center takes 15 minutes and buses depart from the airport every 10–15 minutes.
Bus #88 goes from the airport to the City Business Centre (Konstitucijos avenue, Europa square), riding through the Old Town first.
Bus #3G goes to the north through the centre (Lukiškės square), business centre (Konstitucijos avenue), continuing on to Fabijoniškės sleeping district in the north. The bus number’s trailing letter ‘G’ on a green background stands for ‘Greitasis’ which means ‘Express bus’. It stops at all relevant stops in the centre.

BY TAXIIt is usually cheaper to book taxi online before arrival or by phone once you have arrived rather than using the taxi waiting at the airport. Prices for trips within city limits should be in a range of 10-15 Euros.
TRAVEL CARDEvery guest will get an e-ticket called ‘Vilniečio kortelė’. The card will be credited with a 3 day travel pass and it will be valid for all buses and trolleybuses. Tickets will have to be activated on board by simple touching one of the yellow e-ticket validators found on bus or trolleybus.

All venues are quite close to each other and the longest walking distance from point A to point B should take you no more than 20 min, you also can use taxi or public transportation that is probably most interesting for you. SEMINAR I: ‘SMART MOBILITY IN CITIES’(Moderator – Nerijus Kaučikas, Ministry of Transport and Communications, Acting Deputy Director of Development and International Relations Department)
The further growth of the urban population poses major challenges to urban infrastructure and transportation systems. Without additional policies and actions, cities will experience increased congestion, scarcity of land, pollution, social exclusion and diminishing quality of life in general. The concept of ‘smart city’ has been coined to express the idea that these societal problems that relate to a fundamental mismatch between physical infrastructure and the rapidly growing demand can be, at least partly, alleviated by using information technology. The key notion is to use real time data and mobile communication technology to better use existing physical capacity, stimulating economic performance, while reducing negative externalities and social inequity, hence enhancing the quality of city life.
The smart city concept offers unique opportunities to bundle and activate latent travel demand, organize the smart use of existing systems and the development of new orchestrated and/or self-organizing innovative travel services. Smart city technology adds an extra layer to the existing physical infrastructure for real-time communication. The challenge is how to exploit this concept to integrate and synchronize the environmentally friendly use of transportation systems, daily activity travel patterns, emerging consumer needs, and people’s use of space. International evidence suggests that the younger generation of individuals is more interested in shared and collective systems. It may reflect a trend towards a ‘sharing economy’ to be observed in different fields of society. It is based on smart digital technology, and has led to innovative co-creation of services and business cases.
IN THIS SEMINAR FOUR SPEAKERS WILL GIVE PARTICULAR FOCUS ON INCREASED DEMAND FOR INTELLIGENT, SUSTAINABLE SOLUTIONS THAT HELPS TO PROVIDE SMART
From the nearby finished TIDE project Mr. Ivo Cré, project, leader POLIS, will present significant results of three years of cooperation among fifteen cities involved in the project. TIDE aims to share their innovative experience in the take-up of urban transport innovation. It has developed a toolkit to identify and tailor smart mobility applications and measures for non-motorized transport, traffic management, public transport organization and e-mobility to stakeholders.
On behalf of MESP, Mr. Anton Nikitin will unfold Vilnius case study - creating and introducing mobile apps m.Ticket and m.Parking. What encouraged the city to create these applications? What entails the process of app-making, how public introduction and growing usership came about. What future developments are foreseen?
From societal and market economic perspectives trends, innovations from research will be displayed by M.G. Nijsink from a deliverable of the CIPTEC -project. Metropolitan Region Rotterdam The Hague has mapped and analyzed leading trends in six domains of society that could presumably have an impact on traveller behavior, leading to reframe public transport into the future of cities.
Mr. Alegre will elaborate on the shifting attention to develop smart city measures and extend these strategies from the urban perimeter to the wider metropolitan area outside the city of Barcelona.
LOCATION: ‘PIRKLIŲ KLUBAS’ (MERCHANTS’ CLUB) ADDRESS: GEDIMINO AV. 35First day of the meeting (15th of October) will be taking place at ‘Pirklių klubas’. A building is famous for its century old business traditions. The house was constructed in 1913 by the Public Assembly of Commerce and Industry. Architecture carries the cultural, historical, aesthetical and economical value, and the architectural heritage speaks of the past. Therefore, while restoring the authentic Merchants’ Club building, the efforts were made to preserve as much of the heritage of the past as possible. The historical part of the Merchants’ Club business centre has been adjoined by a modern one designed by architect A.Trimonis. Today, the business centre spices up and continues the architectural history of J.Tumo-Vaižganto Street with its post-modernist ideas. The Empire style building of the beginning of the 20th century with its restored authentic halls and the modern part of the building with an underground parking lot create one functional entity. The modern and the reconstructed wings are joined together by a bright and cosy courtyard. ‘Pirklių klubas’ is a harmony of classics and modernity.

SEMINAR II: ‘SUSTAINABLE URBAN MOBILITY’(Moderator – Kristina Gaučė, PhD, urban planner)
Public transport is the key to the global economy. The commodities that produces a good transport network are vital to a modern and mobile economic life. As highlighted in EMTA response to the 2011 European Transport White Paper and subsequently in the mirrored in the Urban Mobility Package, EU Government and local authorities rightly expect the transport industry to make a shift to renewable technology and make collective transport operate more safely and sustainably.
ONE OF EMTA CORE OBJECTIVES IS TO BE ACTIVELY INVOLVED AND SUPPORT THE WORK OF THE EUROPEAN COMMISSION, PROVIDING A GOOD PLATFORM FOR ENGAGEMENT BETWEEN THE EU INSTITUTIONS AND METROPOLITAN TRANSPORT AUTHORITIES ACROSS EUROPE.
A Sustainable Urban Mobility Plan (SUMP) is a strategic plan designed to satisfy the mobility needs of people and businesses in cities and their surroundings for a better quality of life.Championed by DG-MOVE the uptake of SUMP and their role in delivering great, liveable cities of tomorrow is a major work stream. It is acknowledged that cities bring a wealth of knowledge and experience in this field.
This workshop raises awareness on the inevitable need to change to renewable energy and focus on a new impetus for sustainable planning. It all starts with mutual learning and displaying progress made in our membership, both in the deployment of sustainable strategies and measures and in the way transport authorities validate and deploy measures based on SUMP.
Cities acknowledge the urgency of changing the way transport services are sourced and deal in a more energy efficient way with fossil fuels. Some cities are taking major steps towards sustainable fleet control and make good progress in deployment of the SUMP planning process in- or outside that planning cycle.
In this seminar the Amsterdam city region will enlighten the sense of reality that has caused to accelerate the process of transitioning towards a more sustainable and zero emission bus fleet. As the phase of pilot studies (especially for zero emission busses) is coming to an end, it’s time to determine which transition path the city region desires to follow for the coming years.
Ms. Rasker (Stadsregio Amsterdam) will share the approach used to tackle this sustainability question and the concrete steps that will be taken in the next years to realize a sustainable embedded transportation network.
Mr. Pakalnis (Sweco Industries) demonstrates from the perspective of the consultancy what opportunities cities have to capture in order to accomplish a healthy and sustainable transport.
In Budapest a new coherent planning strategy was adopted with a scheme of supporting sustainable measures that should give an impetus to technological innovations in terms of infrastructure, influx of e-mobility, measures for clean and energy efficient transport, the industry and the influence of travel behaviour. BKK’s CEO Mr. Daboczi will showcase the award winning plan that displays a comprehensive deployment of actions aimed at combatting the impacts of unimpeded increase of private traffic for the quality of life.
To close this session Mr. Alaküla (Head of Tallinn EU Office) will showcase the hard link between free public transport and the growth of the number of taxpayers. He will touch not only on the loss of income from ticket revenues but how the strategy enabled the city to increase its public transport budget and improve the quality of public transport and other public services. Mr. Alaküla will also point out the wider socio-economic effects of free fare, like enhancing employability, stimulating the consumption of local goods and services and social cohesion.

SEMINAR III: ‘PLANNING THE FUTURE OF INNOVATIONS IN MASS TRANSIT’ (Moderator – Geoff Inskip, Centro Birmingham)
In this seminar two speakers will provide a future perspective on innovative technology depicting disruptive changes taking place that are developing in the automotive industry to assess if the driving a private car and introduction of autonomous driving on the city roads will be mirrored in public transport.
Many implications come forward from vehicle innovations and road tests will need to prove what shared car use and self-driving vehicles would need in terms of safety, reliability, behavioural issues and new business models.
The emergence of new technology platforms, ubiquitous internet connectivity and increasing vehicle automation have the potential to fundamentally shift the way in which we interact with our cities and each other. While many might expect that these technologies will simply improve the convenience and efficiency of current travel modes, it is plausible they will give rise to a whole range of novel and disruptive mobility services. Already signs of this disruption are causing great tumult in taxi markets. It would be unreasonable to expect that public transport services will shielded from these changes. In order to gauge the scale and scope of these impacts, the International Transport Forum at the OECD has studied how the full deployment of a shared and self-driving fleet would impact urban car fleets, bus services, high-capacity public transport services and vehicle travel. The clear message is that much might change but that most authorities are ill-equipped to address this potential future at present.

EXPERTISE A KEY NOTE CALLED ENTITLED ‘FUTURE PRESENT: HOW SHARED SELF-DRIVING CARS COULD CHANGE URBAN MOBILITY’.
It is easy to dream about self-driving vehicles and the impact it can have on mobility systems. It is something else to actually start an experiment with two vehicles on the public road, mixing with traffic and without a steering wheel, brake pedal or driver. That is primarily a technological challenge, but it is also a challenge for a regional government, like that of the Dutch province of Gelderland, to discover its role in this disruptive development. It needs to observe traffic safety, deal with ethical dilemma’s, to predict the influence on the behavior of people, on parking space, on the planning of residential area’s etcetera. Gelderland does this experiment to get a better understanding of its responsibility towards these consequences, meanwhile discovering all the different angles self-driving vehicles bring forward.
FROM THIS PERSPECTIVE OUR SECOND SPEAKER IS MS. KASSENBERG. SHE WORKS AS A STRATEGIC ADVISOR ON TRANSPORT MATTERS FOR THE PROVINCE OF GELDERLAND (THE NETHERLANDS) AND WILL TALK ABOUT A REAL TIME TRIAL FOR AUTONOMOUS DRIVING IN PUBLIC TRANSPORT.

Building history begins in 1899 when city council has decided to build a central power station in Vilnius city. The construction started in 1901 and within six months it was finished. Museum for visitors first was opened in 2003, noting the Vilnius power station 100 years anniversary. Taking advantage of the EU funds support the museum was revived and it helped to preserve an interesting and important industrial technical object. The aim was to preserve the technical heritage, urban development and industrial aspects. The pride of the museum, of course, is the power house with authentic equipment. The museum provides information about Vilnius industry, you can see the vintage car exhibition and try interactive exhibits. The meeting will be taking place in one of the museum halls and will be followed by a guided tour around museum.

MEASURING ACCESS TO PUBLIC TRANSPORT IN EUROPEAN CITIESChallenges and opportunities to extend the analysis
Mr. Poelman from European Commission will reflect on another theme in regards to a new method of assessing and measuring the quality of accessibility of cities and urban areas.
As Mr. Poelman declares, within Europe there have been multiple attempts to collect data on the supply and access to public transport in cities. So far none of these attempts have produced really comparable results throughout Europe, because they were not based on comparable geographies, did not take into account the spatial distribution of population and/or did not take account of the frequency of public transport. Staff of DG Regional and Urban Policy has developed a new methodology that helps to solve these obstacles. The method results in comparable indicators of the access to and the supply of public transport in cities.
WHILE THE METHOD ITSELF ENSURES HARMONISED RESULTS, IT RELIES UPON COMPARABLE, COMPREHENSIVE AND ACCESSIBLE DATA ON PUBLIC TRANSPORT TIMETABLES. SUCH OPEN DATA ARE STILL LACKING FOR A SUBSTANTIAL NUMBER OF EUROPEAN CITIES. THE AIM IS TO EXTEND THE ANALYSIS IN ORDER TO INCLUDE MORE MAJOR EUROPEAN URBAN AREAS.
Therefore, Mr. Poelman calls upon the EMTA members to provide their timetable data for the purpose of this analysis. In practical terms, timetable data following the GTFS data model are the preferred option. It is also interesting to be able to better interpret the EMTA barometer data in comparison with the results of the DG REGIO analysis.
DG REGIONAL CAN OFFER TO SHARE THE QUANTITATIVE RESULTS OF THEIR STUDY WITH THE PROVIDERS OF THE TIMETABLE DATA. IN ADDITION, THEY CAN SHARE POPULATION ESTIMATES AT THE LEVEL OF THE COPERNICUS URBAN ATLAS POLYGONS.

WORKSHOP ‘INTERCONNECTIVITY AND COMPLEMENTARITY OF METROPOLITAN AREAS’ (Moderator – R. van der Ploeg, EMTA secretary)
‘Urban regions in economic transition: how to invest in railway-infrastructures and urban hubs to enhance economic vitality?‘ Due to international economic developments and changes in mobility patterns our city networks are in transition: from local to metropolitan, from regional to inter-regional and from national to international or high-speed-networks. With this transition there is a need to redefine the role and function of the main multimodal hubs in your transport networks.
This interactive workshop aims to assess significant economic trends (globalisation, diversity of businesses, flexible economy and labour markets, knowledge based economy) and their impact on mobility needs of residents and other mobile users in urban areas within different levels of scale. From there we will share experiences and put focus on local strategic plans and schemes that are supportive to the development of main network hubs and their airport connections. What investments or plans were deployed to improve city hubs’ connectivity? Did measures and plans have a positive spin off and contribute to city’s and urbanized region’s economical vitality?
Mr. Govers (Goudappel Coffeng), will give a general introduction in major relevant economic trends, their impact on the networks and the effects on urban hubs. From this overview he will take us along four scenarios for improving our main hubs: improving the regional and interregional railway connections; improving the quality of space; enhancing the urban density in the hub’s direct scope; improving the multimodality of urban connections.
Mr. Machancoses (WMITA/Centro) would provide an overview of a ‘three tier approach’ currently being developed in the West Midlands ensuring city region in the Midlands. Identify and then realise the transport connectivity improvements that the Midlands need
to maximise long-term regional economic growth. The presentation will highlight the importance of city hubs to facilitate economic growth and provide members with the latest HS2 connectivity proposals for the region.
Key issue of this workshop is the improvement of city’s connectivity: what can cities do differently to improve the quality of their transport networks, be more accessible by building new corridors and hubs and to make the level of connectivity work to their advantage on a broader international scale? How can investments in our main hubs and their connections to be more effective and help to enhance the economic vitality of our city-regions?
