RECOMMENDATION That it be a recommendation to Council: That this report be noted 1. BACKGROUND A Signage Audit compiled by Andrew Eastick was provided to Council in August 2015. The Signage Audit was not presented to Council as a report due to several signage projects occurring at the same time. Council was in the process of updating old and damaged signs in the CBD and also considering changes to sporting venues directional signage. The Wayfinding Signage Project (NTG) was also in the assessment stage. The Wayfinding Signage Project (NTG) has since been completed. The CBD updating of damaged signs is an ongoing process. 2. DISCUSSION Since the implantation of the Wayfinding Signage project the question has been raised about possible signage pollution within the Alice Springs CBD. The entrance to the mall is very congested with signage. (Refer to Attachment A and B)The signage could be minimalised by the introduction of a digital signage station which could be used to advertise events. (Refer to Attachment C) Another option in reducing signage in the CBD would be to remove duplicated signs (Refer to Attachment D) The 2015 Signage Audit also provided other options for improving the signage within the Alice Springs CBD. Recommendations relevant to the CBD from the signage audit were: CDB 1. Improving the signage in the CBD should be a priority for Council. 2. It is highly recommended that prior to commencing any improvements an Alice Springs CBD signage and street-scape style guide be developed and adopted that sets out in precise detail all aspects of signage format and style (regulatory and Council specific), including sign posts. The style guide should provide direction on other street-scape elements i.e. rubbish bins, street furniture, road markings. It is likely that some elements that would be included in a style guide are already available, for example the

1. BACKGROUND

2. DISCUSSION

Recommendations relevant to the CBD from the signage audit were:

CDB1. Improving the signage in the CBD should be a priority for Council.2. It is highly recommended that prior to commencing any improvements an Alice Springs

CBD signage and street-scape style guide be developed and adopted that sets out in precise detail all aspects of signage format and style (regulatory and Council specific), including sign posts. Council’s logo, the design documentation for the recent Todd Street street-scape work.It is important that all elements are brought together into a single document, and its use mandated to all Council departments.

3. Consideration should be given to adopting a standard colour for sign posts in the CBD, perhaps based on a close match between the available power-coated sign post colours and the colour palette in the modern Alice Springs logo, perhaps the light brown. The colour palette in the Council logo might inform the overall approach to colour in the fore- mentioned Alice Springs CDB signage and street scape style guide.

4. The standard and style of regulatory signage that has been set in the north east corner of the CBD (Todd Street street-scaping) should be recorded in the fore-mentioned Alice Springs CBD signage and street scape style guide and applied to the remainder of the CDB.

5. The amount of improvement required is such that investment will be required over a number of years, necessitating a prioritisation of effort on a street by street basis.

Recommended prioritisation is:Year OneHartley Street, Todd Mall and Street, Gregory Terrace

Year TwoBath Street, Parsons Street

Year ThreeRailway Terrace, Wills Street, Leichardt Terrace

6. As the signage in each street is improved historic parking allocations should be reviewed to determine the current requirement.

7. Council should adopt a policy of discontinuing the use of No Standing signage in favour of well-maintained yellow road edge marking, consistent with the approach now being taken in many urban areas, thereby making a significant contribution to the addressing the amount of signage pollution evident in some CDB streets. 8. In addition to No Standing signs the signs in the audit recommended to be removed be removed, and particularly, as a priority, those at the Gregory Street entrance to the Todd Mall. (Refer to Attachment E)

9. Parking signs be installed at the recommended locations to give direction to the off- street carparks in and adjacent to the CBD.

10. White on Blue service signage be installed at appropriate locations to provide direction to the accommodation business located in the CBD.

11. Brown on White tourist signage be installed at appropriate locations to provide direction to the attractions located in the CBD.
