This site is identified as Assessor Parcel Number 007-490-026, located immediately west of the property known as 210 Penny Lane, in the Montecito area, First Supervisorial District. APPLICANT: Tom Mosby, Montecito Water District General Manager, 969-2271 Project Description: The project includes the construction of a new water well to replace the existing, failed and non- operable, “Paden/Las Entradas I” well on the property with a new water well. The project will require the permanent destruction of the existing “Paden/Las Entradas I” well, trimming pine trees and shrubs in the immediate vicinity of the proposed replacement well to provide adequate clearance for well drilling equipment, drilling of a new 700 ft. deep 8 inch diameter water well approximately 58 feet southwest of the existing “Paden/Las Entradas I” well, installation of appurtenant well equipment and piping, approximately 85 feet of trenching to install electrical and communication lines from the existing well to the proposed replacement well, and construction of a new 6 foot tall fencing to secure the well site. The well enclosure fencing will be black in color with green slats to provide privacy screening. Consistency with Applicable Comprehensive/Community Plan Policies: Land Use Element LUD Policy 4: Prior to the issuance of a use permit, the County shall make the finding that adequate public or private services and resources (i.e. water, sewer, roads, etc.) are available to serve the development. Montecito Community Plan Policy BIO-M-1.15: To the maximum extent feasible, specimen trees shall be preserved. Specimen trees are defined for the purposes of this policy as mature trees that are healthy and structurally sound and have grown into the natural stature particular to the species. Native or non-native trees that have unusual scenic or aesthetic quality, have important historic value, or are unique due to species type or location shall be preserved to the maximum extent feasible. Consistent: The project includes the replacement of a failed and non-operable Montecito Water District water well and appurtenant well equipment. The project will ensure that adequate water services are available to serve existing and future development in the southern Montecito area. In addition, the project would require only trimming of existing pine trees and no tree removal is proposed. Recommendation: That the Montecito Planning Commission: 1. Determine that the proposed water well replacement is consistent with the Comprehensive Plan; and 2. Transmit the consistency report required by Government Code Section 65402(c) to Tom Mosby, Montecito Water District General Manager, and the Board of Supervisors. The memo dated February 3, 2012 and the letter reflecting the Planning Commission's action shall constitute the required report. Attachment A - Site Plan Attachment B - Departmental Letter

MONTECITO WATER DISTRICT

PROJECT NAME: PADEN WELL 2 ACTIVITY: The Montecito Water District is proposing to construct a new water well located on approximately 0.5 acres of District property near the intersection of Penny Lane (private road) and San Leandro Lane in the unincorporated community of Montecito, a part of Santa Barbara County. The new well is being constructed to replace the existing Paden/Las Entradas 1 Well on the property, which has failed and is no longer operable. The existing well will be permanently destroyed as a part of this project. The scope of work associated with this project will include: Permanent destruction of the existing Paden/Las Entradas 1 Well. Trimming of pine trees and shrubs in the immediate vicinity of the proposed replacement well to provide

adequate clearance for well drilling equipment. Drilling of a new 700-ft deep 8” diameter water well approximately 58-ft southwest of the existing Paden/Las

Entradas 1 Well. Drilling will include well development and test pumping operations. Installation of a new submersible pump, drop pipe, above ground piping and associated control and power

wires at new well. Installation of a new underground 4-inch diameter well discharge pipeline as well as electrical and

communication conduits running from the existing Paden/Las Entradas 1 well to the new Paden 2 Well in a common trench approximately 85-ft in length.

Modifications to the existing above ground piping at the Paden/Las Entradas 1 Well head to allow for connection of new Paden Well 2 discharge piping.

Construction of a new 10-ft x 10-ft x 6-ft tall chain link fence well enclosure with crushed gravel pad. The construction of this replacement well will allow the District to restore this important supplemental source of water serving customers in the southern portion of the District. PROJECT LOCATION: The new Paden 2 Well is to be located on the District’s property located at 1794 San Leandro Lane, APN 007-490-26. REQUEST: Please advise this office as to the effect, if any, on the General Plan and the date of any hearing. APPROVING PUBLIC AGENCY AND PROJECT ADMINISTRATOR : Montecito Water District EXEMPTION BASIS: ___X____ Public Resources Code 21084 (a). ___X____ Categorical Exemption (Section 15301, Class 1, (b)): Site contains an existing water well with appurtenant features used in the supply and distribution of potable water to District customers.

___X____ Categorical Exemption (Section 15301, Class 1, (h)): Site contains existing landscaping and native growth that will be trimmed to allow well drilling equipment to access site. ___X____ Categorical Exemption (Section 15302, Class 2, (c)): Site contains an existing water well with

appurtenant features used in the supply and distribution of potable water to District customers. The existing well has failed and is no longer operable. A replacement well is proposed to be constructed on the same site to restore this District supply source. ___X____ Categorical Exemption (Section 15303, Class 3, (d)): An extension of the well discharge line and electrical/control conduits from the existing well head to the proposed replacement well is required to convey un-treated water from the replacement well to the on-site treatment plant. ___X____ Categorical Exemption (Section 15303, Class 3, (e)): A small chain link fence enclosure will be constructed around the new replacement well to provide security for this District property. ___X____ Categorical Exemption (Section 15304, Class 4, (f)): Trenching and backfilling on the site will be limited to the well discharge line and electrical/communication conduit extension in a common trench leading from the existing well head to the proposed replacement well. ___X____ Categorical Pursuant to (Section 15061(b)(3)). ENVIRONMENTAL ASSESSMENT: (Section 21084 (a)) Section 21084 (a) of the California Environmental Quality Act (CEQA) do not apply to projects that have been determined to be categorically exempt per CEQA Sections cited above.
