March 6, 2021

The meeting will be called to order at 9:30am. As has been our tradition, the first worship service of the year will include communion and recognition of the 2020 necrology. I am excited about our guest speaker Mr. Bryce Weibe, Director of the Special Offerings at the Presbyterian Center. At his request, our offering will support One Great Hour of Sharing.

Due to the pandemic, Mission Cabinet has decided that our stated March 6th gathering will be virtual instead of in-person. This meeting will be conducted on the Zoom platform with all participants using devices with both audio and video. (Note: If persons join by phone only they may not be able to vote or speak.)

For the purpose of meeting electronically by Zoom, these will be the special rules of order and any standing rules that interfere with them will be suspended:

1. Enrolled Participants in the Zoom Stated Meeting will be limited toPresbytery minister members, Elder Commissioners, Commissioned RulingElders, Committee Chairs, individuals to be examined by PCC, personsneeding Spanish language interpretation, and any other individuals invitedby Stated Clerk.

2. Only enrolled participants will be permitted into the Zoom meeting. Effortswill be made to live-stream the meeting so others may observe. A link forguests to view the meeting will be provided in the packet.

3. All Zoom participants will be required to pre-register by March 2indicating whether they are a minister member (TE), a Ruling Elder

Commissioner (RE), a Commissioned Ruling Elder (CRE), a PCC Committee Chair, Person needing Spanish translation, or those to be examined or otherwise invited by Stated Clerk. Same day registrations will not be possible. After registering the Zoom link is emailed to the registrant.

4. Participant access to Zoom will begin at 9 a.m. There will be 30 minutes offellowship before the meeting is called to order. If a participant getsdisconnected, they may use the same link to reconnect to the meeting. (Thelivestream for observers will begin at 9:30.)

5. The presence of a quorum shall be established by the Stated Clerk, uponreviewing the participants’ list in Zoom. Thereafter, the continued presenceof a quorum shall be determined by monitoring the list of participants.

6. Each participant is responsible for their audio and internet connections; noaction shall be invalidated on the grounds that the loss of, or poor quality of,a participant’s individual connection prevented participation in the meeting.

Bryce Wiebe serves as the Director of Special Offerings for the Presbyterian Church (USA). In this work, he seeks to connect Presbyterians to the impact of our shared mission and inspire their participation. Prior to this, he worked with the Presbyterian Hunger Program, providing resources and opportunities for Christians to consider the ways they spend money as an opportunity for Christian discipleship. Prior to coming to Louisville, Bryce served as Christian Educator at First Presbyterian church in New Haven, Connecticut, where he wrote children’s plays, developed educational materials, created worship experiences, and led Bible studies that engaged issues of economic justice. Bryce holds an MDiv from Yale Divinity School and BA degrees in Music and Business Administration from Hastings College and retains part-ownership of a small, sourdough bread bakery in Nebraska. When not working, you can find him in the kitchen or at the gym, where he explores God’s many forms of nourishment.

Presbytery Youth Ministry

Senior High Event:

“Restless” — Nov. 20-21 The Presbytery Youth Council (PYC) want to thank all of the churches for supporting our first ever COM-PLETELY DIGITAL senior high youth event! The event was called “Restless” — the most obvi-ous reason: The event went on for 12 hours STRAIGHT (7 PM—7 AM). While talking about the restlessness of quarantine we also looked at how the Holy Spirit can give a spirit of restlessness to build the kingdom of God. Students joined in prayer, worship, service, games, and spoke with local pastors about the “big ques-tions” that kept them up at night. Art, video, and poetry challenges gave opportuni-ties to win Amazon Gift Cards (the amounts increas-ing as time went on). It was amazing to see students from across the Presbytery (and Mexico), connect in new and excit-ing ways! Special thanks to our adults who joined throughout the event to help with tech, led music and games, guided discussions, planned service and more.

CONFIRMATION RETREAT 2021. Due to health and safety concerns, the annual Presbytery-wide Confirmation Retreat is cancelled for 2021. We pray that we’ll be able to meet again at Camp Monroe next year.

COMING UP

MIDDLE SCHOOL Event: March 19/20

The PYC will host a dig-ital Middle School Event on Friday, March 19/ Saturday, March 20. Unlike the Sr High Event, this will NOT be 12 hours long. PYC are working on plans now and exact times/dates/details will go out via email. Our theme is "Searching for More - More Unity, More Faith, More Jesus”. Along with members of the Youth Council, mid-dle schoolers will be looking at ways to continue spiritual growth even during a pandemic. We can still grow as a community, grow closer to Jesus, and build upon our existing faith. We’re still planning activities and other details, but we plan to have opportunities for digital small groups, an Escape Room, Music & Bible Study.

MONTREAT YOUTH CONFERENCE (TBD) - A decision hasn’t been made regarding a Presby-tery trip to Montreat Youth Conference. This event is traditionally open to rising 9th graders up through graduated seniors. If we DO send a group, we will need adult chaperones and assistance with transportation. The dates would be August 1-6 - called “Week 6.”

Presbytery Youth Council. If your church has a senior high student that shows gifts for min-istry, please talk with them about representing your church on the PYC! Applications for the 2021-2022 council coming soon.

The PYC is a group of 9th -12th graders who plan and lead events for youth of our presbytery. These events traditionally include an overnight retreat in November and March. Like all minis-tries, the PYC is learning how to adapt during COVID. We hope to have representatives for each church – and have a council that truly reflects our presbytery.

The Mission Cabinet met on January 21, 2021. Action Items:

1. The Mission Cabinet places in nomination Ms. Lornette McCaskill as Treasurer and Business Manager, a Full Time, Exempt Position, for the Presbytery of Coastal Carolina

• will be responsible to the Presbytery through the General Presbyter of the Presbytery and will be guided by the Position Description listed in the Manual of Operations.

• The Presbytery will provide the following: Compensation: $58,000 per year Benefits: Major Medical $ 9,240 Pension, D&D $ 6,960 FICA $ 4,400 Travel $ 1,000 (reimbursable up to this amount) Continuing Education $ 1,000 (reimbursable up to this amount) Total Cost to Presbytery $80,600 Vacation 4 weeks Sick Leave 2 weeks Personal 3 days *Part time status in February and March Holidays according to Presbytery Schedule

News & Announcements from the West Community

TECHNOLOGY GRANTS FOR THE WEST COMMUNITY CHURCHES

The West Steering Team provided 13 grants of up to $500 to assist with technology in congregation to improve their live streaming or recording equipment. Grants totaling nearly $6,000 were approved.

WEST COMMUNITY MEETING – JANUARY 2021

The West Community held a virtual meeting on Saturday, January 30, 2021. 9:30AM to 11:45AM using Zoom. This meeting included business meeting, worship, and break out conversations. The breakout session focused on these topics: 1. Spiritual Self-care During COVID –Sue Hudson 2. Youth Ministry Conversation - youth ministry in these strange times-Howard Dudley & Meagan Greene 3. Rethinking Easter 2021 – “In light of COVID and limited in person gatherings, how do we have meaningful Holy Week and Easter worship events?” - Barrett Payne 4. Technology Conversations –What tips have helped you? What problems have you encountered and how can we help each other? --Laura Lupton.

The West Community is scheduled to meet again via Zoom on Saturday, June 12, 2021. It is likely that this will be for a time of worship and seminars rather than a business meeting.

SESSION RECORDS REVIEW

When it is safe to resume in 2021, the Sessional Records Committee will set dates to review both 2019 and 2020 session minutes and records. Robert Gordon is chair of the review committee. Training for Clerks was offered Feb 20 (Jay Bender) and Feb 28 (Robert Gordon) via Zoom

ELDER TRAINING:

We give thanks for the work of the East Community which created Officer Training Videos that are available for use throughout the Presbytery. They are on the Presbytery’s YouTube Page and were promoted to the congregations through email.

Camp Monroe welcomes Gene Joiner as the New Camp Director. The Camp Monroe board of directors is happy to introduce Gene Joiner to the Presbytery of Coastal Carolina and surrounding presbyteries and denominations. Gene is originally from North Carolina and we are excited to bring him home. For the last 19 years he has been the Executive Director of Christian camps along the east coast. He and his family moved to Camp Monroe in February and will live on campus. Gene served at Camp Crestfield of the Pittsburgh Presbytery, Camp Krislund, a Presbyterian camp near State College, serving three presbyteries, Maranatha, and Rockfish camps. He is excited to be working with the Board at Camp Monroe and Coastal Carolina Presbytery. Gene has demonstrated considerable skills in program development, expanding camper numbers, staff development, and connections with worshiping communities. Many of his camps have grown from hundreds of campers to thousands in a matter of years. References for Gene state he is a dynamic leader who is both spiritual, faithful, and has a heart for Jesus. The Camp Monroe search team was very impressed with his well-rounded approach to camping ministry that brings Jesus and faith formation to campers year-round. His skills and experience include marketing, promotions and grant writing, summer camp leadership and growth, adult programming and retreat management. His passion for youth and adult discipleship, organizational skills, and love of God’s Church will be a blessing to all of us. Gene served as an Airborne Ranger in the US Army and was deployed to Korea for a year. He holds a B.S. in History from Appalachian State University. Prior to working in full time camping ministry he was the head coach for the women’s basketball team at Lees McRae College in Banner Elk, North Carolina. Gene has been married to Anissa for 23 years and they have four children: Hannah, Madeline, Kaleb and just adopted Sasha from the Ukraine. Anissa is a graduate of Campbell University. Gene believes that, “camping ministry...provides an experience for families to encounter God in a place set apart with radical Christian hospitality, and a place for children and youth to grow and learn who they are in God’s eyes.”

At the end of January 31 ,2021 revenue exceeded expenses by $18,633.99. Action Items: 1. Freedom East PC applied for a $171,700 grant PILP loan which must be guaranteed by the

Presbytery. The PIPL approved the loan and Finance and property met via zoom on December 11,2020 and voted in favor of the loan approval.

2. The committee requested that F/P ask Cabinet to address the issue of insurance of

the churches. Many are not adequately covered, especially with Wind and Hail.

Information Items:

1. Approved bonuses for staff from interest earned on CD’s during 2020. $1006.01 ea.

2. Raise will be effective January 1, 2021. For all employees except the General Presbyter/Stated Clerk and Treasurer the raise in 2021 will be 3.4%. For the General Presbyter/Stated Clerk and Treasurer the raise in 2021 will be 0.7%. For 2022 the raise for the General Presbyter/Stated Clerk and Treasurer will be 3.4% and all other employees 0.7%.

3. Mars Hill loan of $4000 was paid in full in December 2020.

4. Bethesda PC church loan will be issued on January 25, 2021 in the amount of $50,000.

5. Update on Fuente de Agua Viva church building. The building is still under construction. They are still currently meeting in the Teachey PC building on Saturdays and Sundays.

6. An Administrative Commission (AC) has been formed to help with the dissolution

process of Teachey PC. The manse was sold but the Sanctuary is still up for sale.

7. Pike-Rocky Point PC. Congregation has been dissolved and the property is up for

sale.

8. Pearsall Memorial PC in Wilmington, NC. Property has been sold. Awaiting AC recommendation where to distribute funds and approval by Presbytery.

Motion from the Finance and Property Committee Motion

The Finance and Property Committee (the “Committee”) based upon in-depth study, faithful deliberation, and discussions with the Freedom East Presbyterian Church Leadership and Presbyterian Church (USA) Investment and Loan Program, Inc. requests that: The Presbytery of Coastal Carolina, Inc. enthusiastically endorses the faith and financial commitment of Freedom East Presbyterian Church congregation in their endeavor to construct a Multipurpose Building, which will house their Christian Education Center, Fellowship Hall and Office Space.

Further, to facilitate the financing of the Ministry Center, The Presbytery of Coastal Carolina, Inc. President and Secretary are authorized and directed to sign the LIMITED GUARANTY AGREEMENT in the maximum amount of $171,700 by and between the Presbytery of Coastal Carolina, Inc. (the “Guarantor”) and the Presbyterian Church (USA) Investment and Loan Program, Inc. (the “Lender”). This motion is contingent upon:

The receipt of the LIMITED GUARANTY AGREEMENT that is satisfactory to the Committee;

AND, the receipt of the executed Note Agreement by and between the Freedom East Presbyterian Church, Inc. (the “Borrower”) and the Lender that is satisfactory to the Committee and includes the terms similar to the following:

• Loan amount - $171,700 • Interest rate – 3% Fixed • Payment / amortization term - 20 years • Monthly payment - $952.24 • Prepayment option – allows early prepayment without penalty

AND, receipt of an agreement with the Borrower that during the entire term of this loan the Borrower (a) will maintain general liability and “all hazard” property insurance that fully insures the Ministry Center (b) and will provide to the Committee quarterly financial information as its operations with comparison to the annual session adopted budget.

AND, receipt of an agreement with the Borrower that during the entire term of the loan the Guarantor and Borrower agree to fully cooperate in the full release of the Guarantor by the Lender or through the refinancing of the loan with an alternative source under reasonably similar terms.

LIMITED GUARANTY AGREEMENT – Key terms:

• Full loan guaranty - Lender may collect from the Guarantor (in some cases, exclusively), if the loan obligation is unpaid at any time during the entire loan term…full release in the case of foreclosure

• 23 2019 Sessional Records were approved (3 with exception) in 2020 with others expected to be completed soon.

• A training for Clerks of Session was scheduled to be held on Zoom on February 20th. • Plans are being developed for a East Community Gathering to be held on Saturday,

October 30th. The meeting will be offered virtually with an in-person component desired if conditions and directions of Presbytery allow. The gathering will have educational and worship components, and it will address the particular challenges and opportunities of this moment for our churches, pastors, and elders.

Report to Presbytery Prepared by Karen C. Allen, Chairperson

The Committee on Preparation for Ministry met via Zoom video conference on Saturday, February 13, 2021. Candidate Thomas Miller is requesting to be certified “ready to receive a call.” The committee interviewed Thomas noting that he will have completed all requirements upon his graduation in May 2021, and recommends that upon his graduation, he be certified as ready, pending a call, to be examined for ordination. Candidate Christopher Taylor requested to be certified “ready to receive a call.” The committee interviewed Christopher and recommended that he be certified as ready, pending a call, to be examined for ordination. The committee further discussed Christopher’s request to move his Candidacy to Pittsburgh Presbytery while he seeks a call there. The committee recommends with regrets that presbytery transfer the candidacy of Candidate Taylor to Pittsburgh Presbytery pending receipt of church membership transfer. Applicant Hannah Ostlund made application for Inquiry. The committee interviewed Hannah and recommended approval of her application to become an Inquirer. Annual consultations were held with Inquirers Jamie Nobles and Austin Vernon. Inquirer Austin Vernon has made application for Candidacy. The committee interviewed Austin regarding his application and approved the sermon he preached on the day of his interview. Austin had the requisite psychological assessment on Jan 29, 2021. The committee anticipates receiving those results for review prior to the March 6 meeting of presbytery. Pending receipt and approval of the results of this assessment, the committee recommends Austin to the entire presbytery for approval of his candidacy. Austin will appear regarding his application at the Saturday, March 6, 2021 meeting of the presbytery. Time requested on the March 6 presbytery docket: 15 minutes.

CENTRAL COMMUNITY STEERING TEAM REPORT TO PRESBYTERY

MARCH 6, 2021

THE CENTRAL STEERING TEAM met November 17, 2020, to plan and host the following:

1. An Intergenerational Ministries Webinar was held on Saturday, January 23, 2021. The Christian Education training was for interested persons who work with any age group. GenOn Ministries conducted the training. There were twenty-nine who participated.

2. Recognition of the Faithful Saints: a member age 55 and older was recognized in January for their service to the church and community. Rev. Becky Durham coordinated the event. Information about those individuals is to be posted on the Presbytery website.

3. The Presbyterian Historical Society Webinar was held on Tuesday, February 2, 2021, to preserve the history of churches. All clerks, pastors, and potential clerks were invited to participate. There were fifteen participants. The webinar was conducted by David Staniunas from the Presbyterian Historical Society.

TECHNOLOGY GRANTS were made available to assist churches in providing initial set up for virtual worship service during the covid-19 pandemic. The churches that received funding were Bluff Presbyterian Church, Haymount Presbyterian Church, and Bethany Presbyterian.

CLERK OF SESSION TRAINING AND RECORD REVIEW: On September 19, 2020, Elder Rebecca Chater gave an outstanding virtual presentation on how to prepare and document the session minutes. Sixteen persons participated. Twelve session records were reviewed for 2019: (Approved) Highland, First Presbyterian-Fayetteville, First Presbyterian-Lumberton, White Plains, Clarkton, Lake Waccamaw, Sherwood, Reilly Road, Beth Car, Ashpole, Bluff, and (Approved with Exception) Sardis.

OFFICER TRAINING was made available on the Presbytery website for all churches during November. The training was sponsored by the East Community.

MINISTER SUPPORT GROUPS: virtual meetings for Bladen, Cumberland, and Robeson ministers resumed back in February. The Robeson pastors met on February 4, the Cumberland pastors on February 16, and the Bladen fellowship group will be announced.

COVID-19 CLINIC: Collaboration with Presbytery in promoting the COVID-19 vaccine clinic was held at E.E. Smith High School (Feb. 4 and 5) in Fayetteville. The clinic was sponsored by Cape Fear Valley Health and Cumberland County Schools for those age 65 and older in the minority and underserved populations with a total of 1228 participants. The churches that participated from Cumberland County were Haymount, College Heights, Monte de Los Olivos, Mars Hill, and Primara Iglesia Presbiteriana Hispania de Fayetteville. Special thanks to Chaplain Cynthia Brasher and Rev. Clarence Page for coordinating the event in the Central Community.

COVID-19 Vaccine Coverage & Other Resources

Vaccines for COVID-19 that are approved by the FDA are covered by the Medical Plan at no cost to members. And all three

medical options (PPO, EPO, and HDHP) will pay 100 percent of the cost for coronavirus testing when ordered by your

Beginning with the March 1 invoice, the Board of Pensions will no longer send paper invoices in the mail to employers and individuals. Invoices will be available through BoardLink only. This change helps the Board reduce the need for onsite staff while continuing to provide timely and efficient service during these very challenging times. BoardLink is the Board’s convenient online billing system for employers and individuals to view and pay Board invoices, set up monthly email reminders to view invoices, and review payment status and history. Express Scripts is the new administrator for the prescription drug program for those with medical coverage through the Board of Pensions in 2021. Employee Assistance Program (EAP) Offers Counseling Support

Employee Assistance Program (EAP), administered by Cigna Behavioral Health, offers Medical Plan members and anyone living in their household access to six private counseling sessions with a licensed clinician in Cigna's EAP network. These sessions can be virtual on your phone, tablet, or home computer, or face-to-face. Members eligible for EAP may call 866-640-2772. Retirees and church staff who are not eligible for EAP may call a separate Cigna support line, at 866-912-1687.
