4452. Motion in the name of Councillor Pat Crimmins That the Manager investigates the traffic speed requirements in two areas a) St. Assam‟s

Park, Raheny where a lot of children play b) traffic coming from the Howth Road, turning into Main Street, Raheny where pedestrians are endeavouring to cross to the other side of the road.

4453. Motion in the name of Councillor Pat Crimmins That the Manager request that CCTV camera‟s be installed at the Recycling Centre at the

Library in Raheny as a lot of people are leaving the recycling and not placing in the correct containers. This is causing an unsightly mess in a well kept car park (Photo No. 0210, 0213 & 0215). This happened in Co. Meath and the County Council prosecuted the offenders.

Joe helped to provide a musical education to hundreds of young people in the locality and the band under his leadership played to every Taoiseach and President of Ireland and also to some US presidents. That the Manager request that the Roads Maintenance Department be praised for the hard work they did on painting the kerbsides in Raheny Village. However, the adjudicators of the Tidy Towns Committee require that the full Raheny Area be completed with this work. The area‟s include:- beside the Bank of Ireland, Cedar‟s / McHughs Bistro, Black Banks, Main Street / Watermill Road, the entrance to Ennafort and the island opposite Windsor Motors to be painted.Order: Councillor Crimmins enquired if the work would be carried out if the Tidy Towns group were willing to fund the painting.

pavement at the viewing point of the Santry River on the Howth Road was signed off and the contractors never made to repair the pavement to the sufficient standard. The pavement is uneven and holding water as shown in the attached photos. (photo No. 149 & 150)

Chairperson and Members, North Central Area Committee. ____________________________ Re: Improvements to the St. Anne’s Park Tennis Courts Area I refer to the item No 4266: Dublin City Council will take the lead action on this on this project (development of the existing tennis courts St. Anne’s Park) and work with Raheny Sports Alliance. It is the intention of the Parks and Landscape Services Division to continue its cooperation and communication with the Raheny Sports Alliance, concerning the provision of Tennis Courts and an All Weather Training Area for Soccer and Gaelic Clubs will be continued into the future. An application for funding via the Sports Capital Grants scheme has been submitted to the Department of Transport, Tourism and Sport to try and secure funding to provide a new perimeter fence for the existing Tennis Courts at St Anne‟s Park adjacent to All Saints Road. Parks and Landscape Services Division intends to work closely with the Raheny Sports Alliance to develop an agreed approach to provide opportunities for tennis and all weather training facilities for the various affiliated clubs in the alliance. Immediately following the last Council Area Committee Meeting, representives from the Raheny Sports Alliance met with Parks and Landscape personnel present and discussed issues concerning the provision of tennis and all weather training for the various clubs concerned. It is intended that future meetings will be arranged with the Raheny Sports Alliance to progress the project with dates and venues to be agreed with all parties involved. 2. The part 8 planning application is required for:- · A proposed inlet structure in the park/green area of Clanmoyle Road

· A proposed pedestrian bridge in the golf course

· Proposed 10 metre high sports netting along the boundary with Collins Avenue East.

· Proposed retaining wall along the boundary between the Golf Course and the Dublin

Belfast railway.

Proposed extinguishment of the public right of way over laneway to the rear of 2/50 Clonturk Park, 3/47 Ormond Road, 93/99 Church Avenue and adjacent to 1 Clonturk

Gardens, Drumcondra, Dublin 9,

(i) A report on the proposed extinguishment of the public right of way over laneway to the rear of 2/50 Clonturk Park, 3/47 Ormond Road, 93/99 Church Avenue and adjacent to 1 Clonturk Gardens, Drumcondra, Dublin 9, was made to the September meeting of the North Central Area committee recommending retention of right of way: This report was rejected by the Area Councillors with an order that it be sent to the October City Council meeting

(ii) The proposed extinguishment of the public right of way over laneway to the rear of 2/50 Clonturk Park, 3/47 Ormond Road, 93/99 Church Avenue and adjacent to 1 Clonturk Gardens, Drumcondra, Dublin 9, was on the City Council Agenda for their meeting in October 2011 but was not taken. It referred back to the North Central Area Committee for further consideration. (iii) A report on this proposed extinguishment recommending retention of the right of way was on the February North Central Area Committee agenda but a decision was deferred to the March meeting (iv) On the 26

th March 2012, the North Central Area Committee again considered the

proposed extinguishment (report ref SD/00609/2012 recommending retention of the right of way) The Area committee rejected the Manager's report and agreed to resubmit the proposal, with recommendations, to the City Council at its meeting to be held on the 14

th

May. However, before that could happen, at its meeting on the 16th April 2012, the North

Central Area Committee decided not to submit that report to Council at this time but to explore further options in regard to the proposal. This was following discussion of a motion (4421) submitted by Councillor Damian O‟Farrell.. The further option was to resubmit the report tabled at the March Area meeting recommending retention with the inclusion of conditions, subject to the residents now agreeing to the inclusion of these conditions. (v) The Area office made contact with the representative of the residents requesting a written statement as to whether they would agree to the conditions as stated in the minutes of the March Area meeting. This has not been received. (vi) The only report on this proposed extinguishment that was tabled for a vote at the City Council meeting was the report of the September North Central Area meeting. This item was deferred at the October City Council meeting and a decision is now required from the members as to whether this report be re-tabled on the July City Council Agenda or whether the members wish to withdraw this report from the City Council Agenda. A copy of this report is attached to this agenda for clarity.

A request to have the public right of way extinguished over the laneway to the rear of 2-50 Clonturk Park, 3-47 Ormond Road, 93-99 Church Avenue adjacent to 1 Clonturk Gardens, Drumcondra, Dublin 9 was received from the Residents. The extent of the proposed extinguishment is shown on Drawing No R.M. 24664A (copy attached).The North Central Area Committee at its meeting on 16

th May 2011,

agreed to initiate the statutory procedures to extinguish the Public Right of Way over the above laneway.

By public advertisement on 23rd

May 2011 representations or objections were invited by 11th July

2011. No residential objections were received.

Proposal A request to have the public right of way extinguished over the above areas was received from Housing Development. The reason for the closure is to facilitate a new housing development. The extent of the proposed extinguishment is shown on Drawing No RM 26062 (copy attached). Service Checks A service check has been initiated. Statutory Requirement The statutory procedure involves giving public notice of the proposal in one or more newspapers circulating in the City and the affixing of that notice at each end of the right of way for a period of not less than 14 days. Any objections or representations made and not withdrawn shall be considered. The extinguishment of a public right of way is a function reserved to the elected members of the City Council. Recommendation I recommend that procedures be initiated under Section 73 of the Roads Act 1993 to extinguish the public rights of way over the areas indicated on Drawing No. RM 26062. ________________________

Introduction

Traditionally the Traffic Management Capital Works Programme within Dublin City are funded from the following sources, Dublin City Council Parking Meter Fund, National Transport Authority (NTA),National Roads Authority, (NRA), Department of Transport (DOT), and contributions from developments. During the past 12 months the principal source of funding has been the National Transport Authority with limited funds provided from the Parking Meter Fund and other sources. The principal capital works progressed last year were:

Lucan QBC Enhancements (Chapelizod Village) Clanbrassil Street Bride Street QBC Blackhall Place QBC works Installation of Cycle Counters and Cycle Parking Tolka Valley Cycle Project Canal Cycle Route Fibre link from Traffic Control Centre to Dublin Bus Broadstone Garage Real Time Passenger Information signs Entry treatments to 30 km/h zone Fade Street improvement works Signalised pedestrian crossings upgrading of existing and new crossings Renewal of bus lane line road markings

This year €1,420,000 has been allocated from the parking meter fund which will be used to fund the following:

Local traffic calming measures Road marking, new road markings and renewal of existing markings New pay and display machines Maintenance of traffic management infrastructure

Capital Grant applications have been made to the National Transport Authority (NTA) for a number of projects, details of schemes approved to date are given in section 9 below.

Proposed Capital Works Programme

The following are details of the proposed programme of works for 2012.

1. Traffic Calming Schemes and Minor Works

These works include traffic calming, parking control, pedestrian crossings and other minor works recommended by the Traffic Advisory Group/Area Committees.

Brookwood Rise, 4 Ramps €24,000

Gracepark Road, 7 ramps €31,000

Final details of local programmes will be submitted to the relevant Area Committees for approval. 2. Road Marking

The up keep of road marking is an important traffic management and safety issue and the allocation of €950,000 from the Parking Meter Fund has been provided for in 2012. The programme of works will involve renewal of approximately 15% to 20% of the road marking in each area. In addition an application has be made to NTA for financial assistance in renewing QBC road markings.

3. Signal Upgrade

An allocation of €60,000 from the Parking Meter Fund is proposed for 2012. This work is required for safety reasons.

4. Road Safety Implementation

A provision of €40,000 is budgeted for the implementation of measures to address road safety issues.

5. Pay and Display Machines.

A provision of €50,000 is made for purchase of new Pay and Display machines to replace obsolete machines and facilitate extension of paid parking where it has been approved by the Traffic Advisory Group (TAG).

6. New and TAG related Signage

A sum of €70,000 is budgeted for the provision of signs relating to TAG recommendations and new signage requirements.

A provision of €50,000 is budgeted to support mobility week and support events promoting sustainable transport modes.

8. Low Cost Safety Works A grant of €74,000 has been provided by the National Roads Authority for Low Cost Safety Schemes.

9. National Transport Authority funded works

Grant applications have been made to the NTA for a considerable number of schemes. Some schemes are currently at construction stage and works will continue this year. For a number of other schemes grants have been approved to proceed with design and planning process.
