2 Tho 93d I'F Bn communication soction, having oati-bliahed «vie of the best radio rj-trans not within the 18th IIP Bdü, is capablo of maintaining FH radio contact ^th Ploilcu and LZ Uplift. The two (2) ro-trans situs arc located at Vung Chua Mountain and HongKong Mountain. This ro-trans system is usad to control convoy escorts on QL #1 and QL #19.

(b) Control of Flv'a in US Custody.

1 Tho 93d MP Bn guarded a total of 76 PW's during tho reporting period at tha 71st Evac Hospital, Plaiku, 17th Field Hospital, An Kho, 67th Bvr.c Hospital, Qui Nlum,

2 The 93d MP Bn escorted 96 F/'s from PW Hospital and LZ English to /iKVN PW Cagos and Hospitals.

(c) Specialized physical security measures.

1 During December 1969, D/58th Infantry Company conducted a 12 man recJnaissance patrol daily throughout the Vung Chua Mountain for the purpose of determining eneiqy muvement.

2 On 12 December 1969, the D/58th Infantry Company committed eight (3) personnel for pipeline security in the Tuy Koa area. This commitment is for an indefinite period of time.

3 The 66th Military P..,lice Compaiy was given the unit mission of escorting convoys on QL //19 from intersection QL #1/QL #19 to An Khe, and on QL #1 from Gia An in the North to Vung Ro Bay in tho South.

h On 19 Docamber 1969, tho k$Bth Trans Detachment (PBR), because of turbulent seas, relocated it's docks witnin the Qui Hhon Harbor. They are -now located adjacent to HQ ffth ITC (CR106236). On 11 Jan 70, the li5)8th Trans Detachmant ,(PBR) completed the relocation of tho assigned porsunnel fpom Camp Granite to the Qui Nhon docks area. This move provided tho detachment a greater dogree of security and providos a ready re- action forca in their aroa of operation.

5 The 93d MP Bn providos security to throe (3) large olectropowor ships. The 93d MP Bn also providae aocurity for FX and ammo ships off and on loading in the Qui Nhon Inner Harbor,

7 During this reporting quarter tho 1st platoon, 98l8t MP Co (aD) has provided a total of thirty-two (32) sentry dogs daily at throe loca- tions within the 93d MP Dn area of responsibility. The ABD utilizes a total of twenty (20) sentry dogs, An Son, a total of seven (7) sentry doga, and Gamp Granito a total of five {$) sentry dogs. These sentry- dogs are committed only during nightime. Tha 3d platoon. 98let HP Co (SD) utilizes a toti.l of 65 dogs daily at Plalku and An Khe. Facllltios pro- tected by the dogs are tho ASP in Ploikna (h6 dogs) and the ASP and Clrss I, II and IV Yards in An Kho (19 dogs).

(d) Discipline, Lau and Order.

1 On 21 Jan 70, B/SOUth IP Cn (6) was -olocated from Plciku to An Khe. One MP Platoon remained in Pleilru to provide .DLO type missions. The primary roason for the company-hoadquartars relocation was due to a reduction of US i-Jilitary population in Pleiku.

2 The 93d MP Bn utilizes a total of 36 day-nightimc Military Pol- ice motorized patrols throughout its area of operation. .'•L'hese patrols porform traffic, highway and DLO type missions.

3 The 93d MP Bn utilizes a total of 20 day-nightime rombined police patrols throughout its area of operation,

h The 93d MP Bn -operates 7 MP Checkpoints in its area of operation. Five of the seven are 2h hour posts.

5 2,557 Military Police Reports were initiated by the three PMO's (QirOftion, An Kho b, Pleiku) assigned to the 93d MP Bn during this report- ing period.

e. Training. None.

f. Intelligonco. The 93d IIP Bn processed a total of 195 Intelli- gence Spot tiopovxs (ISR) received from tho three Offices of tho Pro- vost Ilarshal (Qui Whon, An Khe it Pleiku).

g. Force Development. None.

h. Coinmunicationa.. The 93d MP Bn coramo section installed a radio remote system on top of Vung Chua Mountain, •'•'his remote Kl system has given tho Office of the Provost Marshal twice the conmo range that ho previously had with his patrols.

(a) OBSEHVATION: Porsonncl continuo to bo infused into infantry units with a retainability of throo to sio: nopths. Many of tho infusod non rro "problom" personnel of othor units with nunierous disciplinary' pr..blcns in their background.

(b) fiVALUi.TION: A moru just progr^n for infusing porsonnal with a 11B 1:03 should bo initiated. Individuals with obvious attitude ;nd dis- cjplino problems should not bo accepted, and if accepted should not be progratoKod into the same unit, regardless of retainability.

(c) REC0MEi3DÄ.TI0Hj A continuing effort must bo made at all levels to properly screen, classify and assign these type individuals so that no one unit is literally filled up with this type replacement.

(2) Employment of VE.C Personnel.

(a) OBSEHVATIOII: Vietnamese females entering or exiting military compounds are often poorly searched or not searched at all. Local Nat- ionals responsible for thi3 search are either poorly motivated or sym- pathetic toward the pilferer.

a. Reference paragraph lc(7), Strengths: Authorised strenpths for hr-.t'- the beginmnj (i.e. 1 Nov 69) and end (i.e. 31 Jan 70) of the reporting period are incorrect. The errors are caused by two factors: the failure to include two attached sentry dog platoons, and the failure to reflect a twenty space reduction in each of two assigned infantry comnanies. The cor- rect figures arc:

Given present circumstances and con- ditions: i.e. centralization of military police support at Brigade le*-_, authority down to Battalion level to meet emergency requirements; exceli-ni communications; - no change is recommended.

g. Reference paragraph 2c(2): Concur. In the past year, two penuanem (and expensive) sentry dog kennels have been abandoned by this command when sentry dog support at the installation was no longer required. The kennels were fixed installations and could not be moved. This command is now work- ing with supported units to secure kennel construction at no less than sever, locations in I and II Corps Tactical Zone, in order to deploy sentry dogs to support the phyäical security of these installations, nil of the proposed new sites, plus the twelve locations presently supported by sentry dogs, will eventually be abandoned as a result of lfVietnamization," The saving to be realized by the development of a prefabricated, knockdown kennel, both in Vietnam and elsewhere, would bo considerable.
