64% of Pinoys support the government’s recommendation

to close Boracay for full rehabilitation

64% say the closure would help rehabilitate the nature in the island

61% say the closure would help increase the number of tourists in the future

Social Weather Stations

A majority of 64% of Filipino adults agreed, and 20% disagreed, with the government’s

recommendation to close the entire island of Boracay to tourists for one year for full rehabilitation,

according to the First Quarter 2018 Social Weather Survey fielded on March 23-27, 2018.

To the question, “Kamakailan ay inirekomenda ng Department of Environment and Natural

Resources (DENR), Department of Interior and Local Government (DILG), at Department of

Tourism (DOT) ang pagpapasara sa buong isla ng Boracay sa mga turista ng isang taon upang

simulan ang tuluyang rehabilitasyon ng isla. Kayo po ba ay SANG-AYON o HINDI SANG-AYON

sa rekomendasyon na ito ng DENR, DILG, at DOT? [Recently, the DENR, DILG, and DOT

recommended the closure of the entire island of Boracay to tourists for one year in order to begin

the full rehabilitation of the island. Do you agree or disagree with this recommendation of the

DENR, DILG, and DOT?], 38% answered strongly agree, 26% somewhat agree, 10% somewhat

disagree, and 10% strongly disagree. Seventeen percent were undecided about the matter.

This gives a net agreement score (% agree minus % disagree, correctly rounded) of +44,

classified by SWS as very strong [Chart 1].

The SWS terminology for net agreement: +50 and above, "extremely strong"; +30 to +49,

"very strong"; +10 to +29, "moderately strong"; +9 to -9, "neutral"; -10 to -29, "moderately weak";

-30 to -49, "very weak"; -50 and below, "very weak"; -50 and below, “extremely weak”.

64% say the closure would help rehabilitate the nature in the island

The March 2018 survey asked, “Sa inyong palagay, sa kalaunan, ang rekomendasyon po

The survey found that 64% said it would help (37% definitely help plus 28% somewhat help,

correctly rounded), while 16% answered it would not help (8% somewhat not help plus 8% definitely

not help). Twenty percent were undecided [Chart 2].

61% say the closure would help increase the number of tourists in the future

The survey also asked, “Sa inyong palagay, sa kalaunan, ang rekomendasyon po bang

pagpapasara sa buong isla ng Boracay sa mga turista ng isang taon ay… (TALAGANG

MAKAKATULONG; MEDYO MAKAKATULONG; HINDI TIYAK KUNG MAKAKATULONG O

HINDI; MEDYO HINDI MAKAKATULONG; TALAGANG HINDI MAKAKATULONG) sa pagdami

ng mga turista sa hinaharap? [In your opinion, in the long run, will the recommendation of closure

of the entire island of Boracay to tourists for one year… (Definitely help; Somewhat help; Undecided

if it will help or not help; Somewhat not help; Definitely not help) the increase of tourists in the

future?]”

To this, 61% answered it would help (consisting of 36% definitely help and 25% somewhat

help), while 16% answered it would not help (consisting of 9% somewhat not help and 7% definitely

not help). Twenty three percent were undecided about it [Chart 3].

Perceived helpfulness of the Boracay closure in rehabilitating the nature in the island and

increasing the number of tourists in the future is higher among those who support the

government’s recommendation to close the island

The proportion of those who said the closure of Boracay would help (% definitely help plus

% somewhat help) rehabilitate the nature in the island was higher among those who agreed with

the government’s recommendation to close the island (83%), compared to those who disagreed

(32%), and those who were undecided about it (31%) [Chart 4].

Likewise, the proportion of those who said the closure of Boracay would help increase the

number of tourists in the future was higher among those who agreed with the government’s

recommendation to close the island (79%), compared to those who disagreed (30%), and those who

were undecided about it (29%) [Chart 5].

Stronger support for the closure of Boracay in Mindanao, urban areas, and among those with

higher education

Majorities across socio-demographics agreed with the government’s recommendation to

close Boracay for one year for full rehabilitation, with stronger support coming from Mindanao,

urban areas, and those with higher educational attainment.

Net agreement with the government’s recommendation to close Boracay was highest in

Mindanao at an extremely strong +55 (68% agree, 13% disagree), followed by Metro Manila at a

very strong +49 (69% agree, 20% disagree), Balance Luzon at a very strong +45 (64% agree, 20%

disagree, correctly rounded), and the Visayas at a moderately strong +26 (53% agree, 27% disagree)

[Chart 6].

Net agreement was an extremely strong +50 (68% agree, 18% disagree) in overall urban

areas, compared to the very strong +38 (59% agree, 21% disagree) in overall rural areas.

Support for the closure of Boracay was stronger among those with higher educational

attainment: net agreement was highest among college graduates at an extremely strong +54 (70%

agree, 16% disagree), followed by high school graduates at an extremely strong +50 (69% agree,

18% disagree), non-elementary school graduates at a very strong +34 (55% agree, 20% disagree),

and elementary school graduates at a very strong +33 (57% agree, 23% disagree) [Chart 7].

Majorities in all areas say the closure of Boracay would help rehabilitate the nature in the island

and increase the number of tourists in the future

The proportion of those who said the closure of Boracay would help rehabilitate the nature

in the island was highest in Metro Manila at 71%, followed by Balance Luzon and Mindanao, both

at 64%, and the Visayas at 61% [Chart 8].

On the other hand, the proportion of those who said the Boracay closure would help increase

the number of tourists in the future was highest in Metro Manila at 68%, followed by Mindanao at

61%, Visayas at 60%, and Balance Luzon at 58% [Chart 9].

Stronger support for the closure of Boracay among those with much trust in Duterte, and those

satisfied with him as President and with his Administration as a whole

Support for the government’s recommendation to close Boracay was stronger among those

with much trust in Rodrigo Duterte, those satisfied with him as President, and those satisfied with

his administration as a whole.

Net agreement with the government’s recommendation to close the island of Boracay was a

very strong +49 (67% agree, 18% disagree) among those with much trust in Duterte, compared to

the very strong +32 (60% agree, 28% disagree) among those with little trust in him, and the

moderately strong +24 (48% agree, 24% disagree) among those who are undecided [Chart 10].

It was a very strong +48 (66% agree, 18% disagree) among those who are satisfied with his

performance as President, compared to the very strong +35 (61% agree, 26% disagree) among those

who are dissatisfied with him, and the very strong +34 (54% agree, 20% disagree) among those who

are undecided [Chart 11].

On the other hand, it was an extremely strong +50 (68% agree, 18% disagree) among those

who are satisfied with the performance of the National Administration as a whole, compared to the

moderately strong +29 (59% agree, 30% disagree) among than those who are dissatisfied with it,

and the moderately strong +28 (50% agree, 22% disagree) among those who are undecided

[Chart 12].

Perceived benefits of the Boracay closure higher among those with much trust in Duterte, and

those satisfied with him and his administration

The proportion of those who said the closure of Boracay would help rehabilitate the nature

in the island was higher among those with much trust in Duterte at 68%, compared to those with

little trust in him at 58%, and those who were undecided at 51% [Chart 13].

It was higher among those who are satisfied with his performance as President at 68%,

compared to those who are dissatisfied at 58%, and those who are undecided at 54% [Chart 14].

Likewise, it was higher among those who are satisfied with the performance of the overall

National Administration at 68%, compared to those who are dissatisfied at 59%, and those who are

undecided at 51% [Chart 15].

On the other hand, the proportion of those who said the Boracay closure would help increase

the number of tourists in the future was higher among those with much trust in Duterte at 63%,

compared to those with little trust in him at 57%, and those who were undecided at 51%

[Chart 16].

It was higher among those who are satisfied with him as President at 63%, compared to those

who are dissatisfied at 60%, and those who are undecided at 51% [Chart 17].

Similarly, it was higher among those who are satisfied with the overall National

Administration at 64%, compared to those who are dissatisfied at 56%, and those who are undecided

at 48% [Chart 18].

Survey background

The March 2018 Social Weather Surveys were conducted from March 23-27, 2018. They

used face-to-face interviews of 1,200 adults (18 years old and above) nationwide: 300 each in Metro

Manila, Balance of Luzon, Visayas and Mindanao (sampling error margins of ±3% for national

percentages, ±6% each for Metro Manila, Balance of Luzon, Visayas and Mindanao).

The area estimates were weighted by National Statistics Office medium-population

projections for 2018 to obtain the national estimates.

The Social Weather Survey items on the closure of Boracay are not commissioned. They are

done on SWS's own initiative and released as a public service.

The survey questions are as follows:
