INTRODUCTION

We have to understand what each person done in the EU. For any EU country to agree to a policy being developed or added on to an EU level means that the head of the government has decided that the advantages of acting together in union as in an EU level outweighs the potential disadvantages of either failing to act or acting in solo.

The EU’s main responsibilities were limited down to economic and trade matters more over as a developed into a strange political partnership, it has been assigned much more competences by the member states, as they noticed that with more permeable boarders, some elements are much better co-ordinated and much more coherently together, at the supra-national level.

The main competences of EU are:

The Constitution treaty of 2004 ratified by 17 states

Divided into exclusive or shared competences

Exclusive Competences

The EU has six exclusive competences in which legislation and decisions are made:

a) The management of customs union

b) The management of the economic and monetary policy of the EU

c) The management of competition laws

d) The management of a common position in international trade negotiations

Supporting, Coordinating or Complementary Competences

The EU can financially support the actions of the member states that have agreed to co-ordinate their domestic policies through the EU.

Include a number of elements mainly related to education and learning.

Shared Competences

A number of policies come under the heading of shared competences Shared competences can cover anything from food, its safety and

sources Some of these shared competences are presented as:

-Fishing

- Environment, Pollution and Energy

- Transport

- Human Rights and Development Aid

CONCLUSION

The EU can only exercise competences Every policy sector the provisions on the scope and utilization of

competence are laid down in the relevant Articles of the Treaties. The exclusive powers of the EU are related to areas that are within

the scope of the Union’s exclusive competence In the shared competence, any provision laid down by the Union

may limit the actions of Member States and they cannot implement measures that are not in accordance with the Union’s provisions.

In the complementary competence, the action of the Union is restricted to supporting, encouraging, and coordinating action taken by Member States.
