SUMMARY OF HISTORY/DISCUSSION & FUNDING: City Council, at its meeting held November 5, 2007 referred the locations of the new fire hall (s) to a special meeting of City Council to be held at the call of the Chair. This special meeting was held on Monday, November 26th, 2007 at which Fire Chief Brent Dane made a detailed presentation and provided City Council with the attached material on the matter. During the Fire Chief’s presentation, a number of points and questions were raised by members of City Council some of which were addressed and responded to at the meeting. Information has been researched and is attached in response to additional questions raised by Council members. It should be noted that the new fire hall (s) being proposed will be additional to No. 2 Fire Hall located at 13th Street and Queens Avenue and these are fire halls that provide emergency responses. The use of existing No. 1 Fire Hall as such a fire hall will be discontinued once the new fire hall (s) is (are) operational. The memo will help clarify a few outstanding issues as a result of the special Council meeting held on Monday, November 26th. As a number of issues were raised at the meeting, our office is providing additional information to answer questions raised by Councillors. While these issues do not represent all the topics discussed at the meeting, they do represent the issues to be further clarified. This memo will provide information to answer questions on the following issues;

1.2 National Fire Protection Association Standards :Section 1710 This standard is used as a guideline when setting response time targets.

“The fire departments fire suppression resources should be deployed to provide for the arrival of an engine company within a four-minute response time” “The department must also deploy sufficient resources to arrive within a four-minute response time to 90% of all emergency medical incidents.”

2.0 RESPONSE ROUTES FROM 18TH STREET AND MAPLE AVENUE There was concern expressed regarding how emergency vehicles will respond quickly to the east and west districts if a facility was to be built at 18th Street & Maple Avenue. Figure 2.1 outlines possible response routes to the north, west and east districts.

4.0 ASSUMED TRAVEL SPEEDS

4.1 Current Assumed Travel Speeds The consulting company used to determine the travel time contours is MMM Group out of Winnipeg. The follow excerpt is from the MMM analyst used on the projects. He outlines their experience and reasoning behind the assumed travel speeds.

MMM Group's Project Experience in Brandon: MMM Group (formerly Damas & Smith, DS-LEA and ND LEA Inc.) has completed a number of projects in Brandon over the past 30 years, starting with planning and engineering for the Town Centre Shopping Mall. These projects have included various engineering and planning services for both public and private clients. Examples of recent transportation engineering projects include:

• The Brandon Area Road Network Development Plan which developed a prioritized road/street/highway infrastructure investment plan for the City of Brandon and its surrounding area. The plan will be used to guide the development and maintenance of a safe affordable and efficient road network to meet the projected economic development and social needs of the Brandon area over the next 20 years.

• A One-way vs. Two-way Street Review which examined the implications of changing Rosser Avenue and Princess Avenue from the existing one-way operation to two-way operation. The study investigated physical changes, operational feasibility, traffic capacity, access for emergency vehicles and costs.

• A Traffic Impact Study for the proposed relocation of the Assiniboine Community College to the former Brandon Mental Health Centre grounds on the North Hill in Brandon, Manitoba. The study investigated the potential traffic impacts of the proposed ACC relocation during the weekday a.m. and p.m. peak traffic periods and reviewed traffic impacts, traffic management issues, access management, and future infrastructure requirements related to the new ACC location. Brandon Fire Hall Travel Time Contours: Estimates of travel times were based on assumed travel speeds, as follows:

• Local residential street travel speeds were assumed to be 25 kilometers per hour, • Travel speeds on collector roads, such as 6th Street or 10th Street, were assumed to be 35

kilometers per hour, • Travel speeds on arterial streets, such as Princess Avenue or Victoria Avenue, were

assumed to be 40 kilometers per hour, and • The travel speeds on roads around the City of Brandon were assumed to be the actual speed

limits.

The assumed travel speeds within Brandon are lower than the actual speed limits in order to account for delays at intersections and delays caused by traffic congestion. Based on this, fire hall response times may be considered conservative but are dependant on a number of factors which influence travel speed. These factors can include traffic congestion, weather or other delays. The response contours were forecast with the assistance of the GIS-based transportation planning computer model developed as part of the Brandon Area Road Network Development Plan. The program includes accurate road attributes such as speed limits, road condition, surface type, classification, etc. In order to determine the fastest route the program prioritizes according to classification and travel speed. Major routes such as Victoria Avenue, 18th Street, 1st Street, would have higher travel speeds and higher classification and thus would be the preferred routes

used in the model calculations. Traffic flow is accounted for by setting the travel speeds lower than the speed limits. This attempts to account for traffic flow, delays, etc. Individual traffic delays (such as the backup at the 18th Street Bridge) is not modeled in the travel time contours. The model is attempting to perform a citywide analysis and account for al times of day and year. To account for a time frame as specific as this is would have be modeled separately. As an aside, I’m sure you know this but twin bridge structures at the Assiniboine River on 18th are planned to be completed before 2012. 4.2 Increased Assumed Travel Speeds Please refer to the table on the left of Figure 4.1 to view the assumed travel speeds that MMM Group used when developing the Travel Time Contour Maps. As requested, MMM Group has increased the assumed travel speeds to reflect those indicated on the legend on the right on Figure 4.1. The maps that result when using these increased assumed travel speeds at the proposed locations are Figures 4.2 and 4.3. Below is the explanation from MMM Group outlining their views of the accuracy of the adjusted travel speeds.

Travel speed attempts to account for a number of factors affecting the average response time for the Department. Determination of representative travel speeds accounts for delays caused by:

• traffic flow, • time of day and year, • roadway congestion, • varied weather conditions, • navigating turns, and • safe travel and precautions such as reducing speed at intersections.

Therefore, the travel speeds used in the model are set lower than speed limits and attempt to represent average response times. It is inaccurate and irresponsible to assume that the Department can travel at the posted speed limit (or above) even under the most ideal conditions. The accuracy of the model travel speeds is upheld by the Department’s determination of 78.2% of response times in 2006 were met in five minutes or less while the model prediction showed estimates of 79% of households were covered in five minutes or less. Through discussion with the City of Winnipeg’s Fire and Paramedic Service Deputy Chief of Operations, it was found that the City performs travel time modeling from the dispatch centre in order to determine estimated arrival times for each call received. The Winnipeg Fire Service modeling utilizes travel speeds ranging from a low of 30 kph for residential streets up to a maximum of 50 kph for arterials. It was stated that Winnipeg Fire response units generally do not have the opportunity, due to delays, to exceed or even approach the speed limit. These modeling speeds further reinforce the original assumed speeds for the Brandon model of 25 kph for residential streets and 50 kph for arterials within the core of the City.

7.0 DATA COMPARISON TO PREVIOUS PROPOSALS

7.1 1st Street and Rosser Avenue Travel Time Maps Criteria There were travel time contour maps presented to council when the 1st Street and Rosser Avenue site was considered. It was determined that it was the same consulting company (MMM Group) who performed the analysis. They used the same program and assumed travel speeds for both studies. Figure 7.1.1 is the travel contour map presented regarding the 1st Street and Rosser site. This map has been adjusted to match the format of the more current maps presented to council.
