Mr. King, who holds a Ph. D. in Philosophy, has been occupyingsince 1978 the post of Director-General of the International Councilfor Research in Agroforestry in Nairobi. He had been associated withFAO for some twelve years , notably serving from 197 to 1978, asHead of the Department of Forestry with the rank of Assistant Director-General. Previously, he had returned to his Government's Service toassume the important functions of Minister for Economic Developmentfrom 1972 to

The post of Resident Representative in Lao People's DemocraticRepublic will soon become vacant upon the reassignment of Mr. Gunnar Asplundto Angola. I am pleased to nominate as his successor Mr. Caspar Kamp(Netherlands), whose curriculum vitae is attached.
Mr. Kamp has had considerable experience with UNDP both atHeadquarters and in the Field since his recruitment by the Organizationin 1966. He is currently serving as Deputy Resident Representative inViet Nam where he is deeply involved in the agricultural sector of ourprogramme which, as will be the case in Lao People's Democratic Republic,is a most important component of our programme. In addition, Mr. Kampwas previously assigned to Lao People's Democratic Republic from 1966to 1969 as Assistant Resident Representative.
I feel that Mr. Kamp's qualifications and experience areparticularly relevant to this assignment and make him well qualifiedfor the post of Resident Representative in Lao People's DemocraticRepublic.

I would like to submit the nomination of Mr. Filip Marusic(Yugoslavia) for this post and attach copy of his curriculum vitae.
Since he joined UNDP in 196T» Mr. Marusic has occupiedincreasingly responsible positions both at Headquarters and in theField where he is currently serving as Deputy Resident Representativein Cyprus.

The post of Resident Representative in Chile became vacant lastmonth upon the retirement of Mr. Luis Pe"rez-Arteta. As his successor,I would like to propose the appointment of Mr. Eduardo Fernandez-Espinar(Spain), whose curriculum vitae is attached.
Mr. Fernandez-Espinar has been associated with the United Nationssince 1959 serving with the United Nations in Geneva (1959-1962); OSfUCin the Congo (now Zaire) (1963); UNDP, Bolivia (1965-196?); UWIDO, Vienna(1968-1969); and UNCTAD, Geneva, since 1969, where he is presentlyoccupying the post of Chief, Technical Co-operation Services.

In his memorandum of 28 January 1980, the Administrator hadproposed the candidature of Mr. Andre Wilmots van den Daele asResident Representative in Guatemala. Unforeseen recent develop-ments have, however, necessitated a change of plans, and I nowwish to nominate Mr. Cesar Miquel (Argentina), whose curriculumvitae is attached as an alternative candidate.
Mr. Miquel joined UNDP in 1971*- as Assistant ResidentRepresentative in Honduras. In 1976 he "became Deputy ResidentRepresentative first in Bolivia and later in Chile, his currentposting. He had previously served with FAO as Animal ProductionOfficer in the Dominican Republic (1968-1972) and as Animal HealthOfficer in Uruguay (1972-19710.

The post of Resident Representative in Mongolia will becomevacant in mid July 1980 upon the return of Mr. Ivan Bukhtoyarov tohis Government's service.
As his replacement, I propose to appoint Mr. Andrei Aborkin(USSR), whose curriculum vitae is attached.
Mr. Aborkin, who holds degrees in International Economics andEngineering, has gained considerable experience in the field oftechnical assistance to developing countries, both in his presentposition as Director of the Division of Scientific and TechnicalCo-operation with Foreign Countries in the Ministry of Higher andSecondary Specialized Education of the USSR and as a ProgrammeSpecialist with UNESCO (1969-1977). He previously served with theMoscow Institute of Petrochemical and Gas Industry in Moscow(1957-1969), where he was Dean of Faculty from 196U to 1969, andwith the Scientific and Research Institute of Oil and Gas ComplexAutomation in Moscow (195 -1957).
I feel that Mr. Aborkinfs background and experience makehim a most suitable candidate for the post of Resident Representativein Mongolia.

The post of Resident Representative in Sierra Leone is expectedto become vacant upon the reassignment of Mr. Berude Halbert to UNDPHeadquarters.
As his replacement, I am pleased to propose the candidature ofMs. Mary Chinery-Hesse (Ghana), whose curriculum vitae is enclosed.
Ms. Chinery-Hesse has had a long and rich career in the serviceof her Government, occupying increasingly important positions in thefield of economic planning. Since 197 she has been serving withgreat distinction as Senior Principal Secretary in the Ministry ofEconomic Planning. In the performance of these functionsMs. Chinery-Hesse assists the Minister in advising the Government inthe formulation of economic policies and drawing up development plans .She is also in charge of economic co-operation with external multi-lateral donor agencies and foreign governments, for the co-ordinationof annual capital budgets and of monitoring the implementation ofdevelopment in all sectors of the economy.
With her extensive background in economic, administrative andinternational affairs, I feel that Ms. Chinery-Hesse would be a mostsuitable candidate for the post of Resident Representative inSierra Leone.

The post of Resident Representative in Sierra Leone is expectedto become vacant upon the reassignment of Mr. Berude Halbert to IMDPHeadquarters .
As his replacement , I am pleased to propose the candidature ofMs. Mary Chinery-Hesse (Ghana), whose curriculum vitae is enclosed.
Ms. Chinery-Hesse has had a long and rich career in the serviceof her Government, occupying increasingly important positions in thefield of economic planning. Since 197 she has been serving withgreat distinction as Senior Principal Secretary in the Ministry ofEconomic Planning. In the performance of these functionsMs. Chinery-Hesse assists the Minister in advising the Government inthe formulation of economic policies and drawing up development plans.She is also in charge of economic co-operation with external multi-lateral donor agencies and foreign governments, for the co-ordinationof annual capital budgets and of monitoring the implementation ofdevelopment in all sectors of the economy.
With her extensive background in economic , administrative andinternational affairs, I feel that Ms. Chinery-Hesse would be a mostsuitable candidate for the post of Resident Representative inSierra Leone.

Mr. Holcombe' s entire professional career which "beganin 1965 has been in the service of UNDP. After working forten years at Headquarters on programme evaluation and analysis,Mr. Holcombe was assigned in 1975 to the Field as DeputyResident Representative in Afghanistan. He is currently servingin the same capacity in Pakistan.
By virtue of his experience at Headquarters and in theField, I consider Mr. Holcombe to be a most suitable candidateto fill the post of Regional Representative of UNDP in theSouth Pacific.

I have been anxious to fill the post of Resident Representative inIraq since the reassignment of Mr. Yacoub Joury to Jamaica in May 1979,and I am therefore glad to propose the appointment of Mr. Adnan Soghaier(Lebanon), whose curriculum vitae is attached.
Following completion of his studies at Kansas State University, -wherehe obtained a B.Sc. in Agriculture and an M.Sc. in Agronomy and AgriculturalEconomics, Mr. Soghaier joined FAO in 1952. He has many years of fieldexperience having served as Agronomist and Team Leader in Cyrenaica, Libya(1952-57); Senior Agronomist in Tripolitania, Libya (1958-61); ProjectSupervisor and Seed Improvement Adviser in Pakistan (1962-66); Project Leaderin Iraq and Senior Agricultural Adviser/FAO Country Representative in Syria(on secondment to UNDP). From 1977 to date he has been assigned to the Sudanas FAO Representative.
I feel confident that Mr. Soghaier, with his background and longexperience in the field is a most appropriate choice for the post ofResident Representative in Iraq.

I called Anstee*s office to check re their concurrenceto the appointment of Bernander as Executive Agent, MekongSecretariat,
Miss Anstee called back herself. She had thought of callingyou before but, Knowing how busy you were with Iran, hadrefrained.
She said that TCDC had never been asked for a formal approval.However, Joseph had called her to ask whether he could sayto you that she thought Bernander would be a good person forthe job. She replied that yes, he could say that. Youshould be warned however that there might be difficulties.
Anstee does not know Bernander well, but has heard very goodreports on him. With Morse she had in the past reviewedcandidates for this post and Bernander seemed to be the onlyperson who could measure up.
In January she attended the Ministerial Meeting of the Mekongand was approached by the Thais, and particularly the Laotians,and briefly the grmdc Vietnamese, expressing their concern asto who would be appointed; they were very concerned thatVan der Oord was leaving; she has written to one of theLaotians telling him that she had heard very good thingsabout Bernander.
It became very clear to her when she was in the area that amajor reason for Van der Oord's success was his personalityand that he had their confidence. He is a hard act to follow.Bernander is a very low key person and she wonders whetherhe has the personality needed. Furthermore Anstee doe^notfeel Miat Bernander will be accepted point blank. They mayvery well request a slate of o adidates.
If the situation in Kampuchea ever gets normalized, theMekong project could acquire even greater importance thanin the past.

He requestedthat the WFP representative in their country, Mr. Diso, bereplaced because of his close association with the formerPrime Minister. Mr. Diao was also serving as actingResident Representative of UISJDP, but they would like tohave a full-time Resident Representative.
I informed Mr. Vogel of the above; he will lookinto the matter and keep us informed.
The Charg£ d'affaires also visited Mr. Morse, whowill put the question of opening an independent UNDP officein Sao Tome and Principe to the Governing Council in June.

In my memorandian of 10 August 1979 the name ofMr. Bernard Zagorin was submitted for the post of RegionalRepresentative in Thailand. However, plans for this movehave not materialized and I would now like to propose thealternative candidature of Mr. Winston Prattley who, untilrecently, was Resident Representative in Iran.
As will be noted from the enclosed Curriculum Vitae,Mr. Prattley is a seasoned Resident Representative havingserved during the past nine years in Uganda, Zambia and Iran.He had previously carried out two assignments as DeputyResident Representative in Pakistan and in Nigeria. Itherefore consider Mr. Prattley to be highly qualified tofill the post of Regional Representative in Thailand.

1. UNDP Representation in Barbados
I am pleased to advise that following discussions with the Governmentof Barbados, arrangements are being made for the establishment of a UHDPOffice and the appointment of a Resident Representative in Barbados.
To fill this post, I wish to put forward the candidature ofMr. Trevor Gordon-Somers (Jamaica).
Mr. Gordon-Somers1 service with UNDP over the past fourteen yearsat Headquarters and in the Field, where he is currently serving as ResidentRepresentative in Guyana, make him most suitable to be the first ResidentRepresentative in Barbados.
2. UNDP Representation in the United Republic of Tanzania
The post of Resident Representative in the United Republic of Tanzaniawill soon become vacant upon the reassignment of Mr. Ahmed Kabbah to UNDPHeadquarters in New York.
As his replacement, I would like to submit the candidature of Mr. KwafoApeadu (Ghana) who was originally proposed for the Zambia post (my memorandumof 23 July 1979 refers).
I consider that Mr. Apeadu's background and experience with UNDP sinceand previously for ten years with EGA render him highly qualified for
this assignment.
