LEAs Required to Report

Do not need to demonstrate comparability if the LEA only has one building for each grade span, e.g., K-5, 6-8, 9-12.

Grade-span overlap rule: If grade spans overlap by at least two grade levels, the comparability requirement applies unless there are three or more grade levels outside of the overlap, either above or below, but not combined.

Title I Fiscal Requirements • Prevent local school

districts from using federal dollars to replace state and local education funding.

• LEA must use Title I-A funds to supplement, not supplant, regular non-federal funds.

General RequirementsAn LEA may receive Title I, Part A funds only if it uses State and local funds to provide services in Title I schools that, taken as a whole, are at least comparable to the services provided in non-Title I schools.

General RequirementsIf all schools in an LEA are Title I schools, an LEA must use State and local funds to provide services that, taken as a whole, are substantially comparable in each school.

Acceptable Methods for determining comparability:

•Student-instructional staff ratios-(most common, EMIS or Self Report)•Expenditures per pupil (next most common, Self Report only)•Instructional staff salaries ratios (Self Report only)
