conference held at Shihab Thangal
Nagar, Bangalore on 15th and 16th
January 2010, a document called
Vision 2020; Design for a vibrant
go Ahead has been presented by
Mr. E. Ahamed , National President
IUML for circulation to the delegates.
That document has been published
as a booklet.
Though one year has passed it is
appropriate to refresh our memory
and the salient points have been
displayed below.
Muslim community in India
is passing through a significant
phase in its history. Two apparently
complimentary trends- intensive
anti-Muslim campaign orchestratedby Sangh Parivar and emergence of
extremism within the community-
have been simultaneously at work.
But the situation is not very dim as
a section in our community paints.
One cant be very pessimistic while
seeing a discernable makeover in
the community. This shift is very
apparent in the eld of political
participation. Alienation and growing
extremism cannot overshadow
the real advancements that the
community made in relation to the
participation in governance.
The Indian Union Musl im
League is the real champion of
this transformation. A closer look
at the history of our party would
reveal how Muslim League has
been instrumental in this process
of change. Indian Union Muslim
League since its inception itself
represented a remarkable chapter
in the history of Indian Muslims who
were caught up in the traumatised
experience of partition.
Honble Existence
Formation of Indian UnionMuslim League offered material for
re-orientation of our identity along
a nationalistic line. Emphasising
more on the slogan honourable
existence, Quaid-e-Millat IsmailSaheb, inculcated the need of
creating a cohesive Indian Muslimidentity. Pious leadership of Seyd Abdul Rahiman Bafakhi Thangaland Pankkad Seyd PukkoyaThangal elevated this identity togreater spiritual heights. With theirahead of time visions, our greatleaders like K.M. Seethi Saheb andC.H.Mohamed Koya Saheb couldpreside over the destinations ofmillions of Indian Muslims. SeethiSahebs accession to Speakership inKerala legislative assembly and C.H.Mohamed Koya Sahebs attainmentof Chief Ministership represent twomajor landmarks in the history ofIndian Muslims empowerment.Immaculate presence of latePanakkad Seyd Mohamedali ShihabThangal in the League leadershipgave our party a strong and enviable moral fabric. Finally, a birth incentral ministry (a long cherisheddream) through E. Ahmed Sahebcharacterizes a distinctive phase inIndian Muslim League history. Thisevent itself marks the journey of a
party from the state and experienceof untouchability to the state ofpartner in power.
Muslim League is a party witha distinctive sense and character.
Through the proper utilization ofpolitical power for the upliftment
of community, League has attained
the status of a much sought-after
brand in global Muslim politics. In
the age of growing disempowerment
and estrangement of Muslim
community all over the world,
this Muslim League model stands
apart with high stake in political
participation. Similarly, League is
the only Muslim organization that
maintains consistent presence in
the Indian Parliament all along
its history. Since independence,many organizations have come
with tall claims to represent the
Indian Muslim politics but most of
them vanished failing to withstand
the test of time. It does not mean
that the way we travelled was with
full of roses. We have struggled
a lot to make a brighter past and
present. Taking cue from past and
present, there is the need to attune
a stunning future. But, the political
strategies of old mould, for sure,would not serve this purpose. This
document, therefore, suggests a set
of guidelines for the reorientationour party making sensitive to the
present issues.

Let us Inaugurate
A New Era for Harmony of Hearts!
he Times of League appears from this month of January, 2011 as
a new shining star in the journalistic rmament of India.
This journal dedicates itself to disseminate the ideology of Indian Union
Muslim League in our Country. Thanks to the efforts persistently made
by Honble E. Ahamed the National President of Indian Union Muslim
League, this socio - political organization has become a household name
in this great nation. This publication commences the work of carrying
the message of IUML to every nook and corner of our motherland.
The All India Delegates Conference of IUML which was held on 16th
january 2010 at Bangaluru deeply deliberated upon the future plan,
programme and course of action of the party; nalized the historic
document of IUML -Vision 2010 and released it as the Bangaluru
Declaration. Subsequently, the Constitution of IUML was revised;
new amendments were included and the completed Constitution was
printed and distributed to all the State Units of IUML. In the light of the
programmes as mentioned in IUML Vision - 2020 and of the articles of
the revised Constitution of the organization the membership campaign
has been started , Kerela has completed the process and elected its state
ofce bearers; Tamil Nadu is nearing the completion of the organizational
work and other State Units are in the process of completing the work
at the earliest.
Recently on 11th December 2010 IUML TamilNadu State Conferencetook place in Chennai Tambaram. In this historic conference the Honble
Chief Minister of Tamil Nadu Dr. Kalaignar Karunanidhi was conferred
with the Communal Harmony Award : Naanilam Portrum Nallinakka
Naayagar. The morning session was assigned entirely for discussing
the issues, problems and challenges the Tamil Nadu Mahalla Jamaat
organizations were made to confront day to day. It was indeed a
very great success in the annals of IUML in Tamil Nadu. The Mahalla
Jamaat solidarity seminar has provoked a new awakening in the Muslim
Community that their bounden duty should be for ever to strengthen the
Mosque based Mahalla Jamaats for their future well being and prosperity
in this country.
The place of IUML in Indian parliamentary democracy is not only
unique but also different from other political parties. IUML as the socio political organization of the Muslim minority in India functions not
with the motive of occupying the seat of power in the centre or in the
states. IUML sends its representatives to the Parliament and the State
Assemblies not with the intention to rule the country; but to represent in
the proper corridors of power the real interests and genuine aspirations
of the minorities, especially the Muslim Community of our country . In
this context let us quote from the founding fathers of IUML. The rst
council meeting of IUML that met on Wednesday the 10th March, 1948
in the then Banquet Hall, presently known as Rajaji Hall in the capital
city of Chennai passed the resolution as follows:
Whereas in view of the attainment of independence of the country it
is essential that the policy of the Indian Union Muslim League should be
claried, this meeting of the Council of the Indian Union Muslim Leaguedeclares that it shall be the whole hearted and devoted endeavour of the
Muslim League to bring about perfect harmony and goodwill and mutual
understanding among the various sections of the people of the country,
ensuring the swiftest possible progress of the people towards prosperity
and happiness. This meeting calls upon all Muslims to co-operate in every
possible way with other organizations and parties in the matter of the
establishment of peace and harmony between the various communities.
This meeting further resolves that the Muslim League shall now devote its
attention principally to the promotion of the religious, cultural, educational
and economic interests of the Muslims of the Union.
This journal which is preferred to be known as A Harmony of Hearts
Monthly shall unfalteringly continue to be the guardian of national unity,
the champion of communal amity and the harbinger of the minorities
honourable existence with their cultural identities and shall strive for
adherence of the Rule of Law that paves the way for Social Justice and
Dignied Democracy .Let us unitedly inaugurate a new era for the Meeting of Minds and
the Harmony of Hearts of the friendly people of our beloved Country.

P.M. RECORDS THE FACT
As a rare gesture Dr. Manmohan Singh, Prime Minister of India
has recorded the fact and expressed his gratitude to IUML for its pillar
of support to UPA Government at the Center. In a letter written by
him to Shri E. Ahamed, National President of IUML and Minister of

Indian Union Muslim League, Tamil Nadu State convened amammoth State Level conference heralding the Muslim New Year,
as a mark of historial begining of its activities to the muslim society
for a honourable living with equal rights in India.
The State Conference was held on Saturday 11th December
2010 in the Railway grounds, Tambaram, Chennai. The slogans
of the Conference were;.
LET COMMUNAL HARMONY BE CHERISHED!
LET FRATERNAL UNITY BE FLOURISHED!
The morning session of the conference took place in
Sembakkam Kamarajapuram Anna Play ground. In this session
Tamil Nadu Mahallah Jamaat Solidarity Seminar was held from
9.30 a.m. on wards. Prof K.M. Kader Mohideen presided over the
seminar.(Resolution on page 12)
Haji M. Rafeek Ahamed spoke on Mahallah Jamaat Unity and
Shariat panchayat, Haji Seena Thaana Syed Abdul Kader on
Baithulmal, Haji S.T. Courier Nawaz Gani on Mahallah Jamaat
Service to Education and Dr. Semumu Mohamed Ali on Govt.
Social welfare measures and the Mahallah Jamaat
Further in that session Ten Best Model Mahalla Jamaats were
selected and the Best Model Mohalla Jamaat Awards were presented to
them to appreciate their service to the community.

A Communal Harmony Rally has been organished and it started at 3 PM
on that day from Sembakkam Anna Play ground and reached Tambaram
Railway grounds. IUML National Secretary Khurrum Anis Omer has
inaugurated the Flag March of the youth leading the Communal Harmony
Rally and K.M. Nizamuddin lead the procession.

In the evening at 6 PM in the Railway grounds Tambaram the concluding
session of the Conference took place.
On behalf of the Muslim community of Tamil Nadu the Communal
Harmony Award of NAANILAM PORTRUM NALLINAKKA NAYAGAR
wasconferred on Honble Chief Minister Dr. Kalaignar in the august
presence of our Honble Deputy Chief Minister Talapathi M.K.Stalin and Honble union Minister of State for Railways and IUML
National President E. Ahamed. The State President Prof. K.M. Kader
Moideen Presided over the comference. The State General Secretary
K.A.M. Muhammed Abubacker welcomed. The Kerala State IUML President
Syed Hyderali Shihab Thangal, Kerala General Secretary Kunhallikutty,
Tamil Nadu Wakf Board Chairman Kavico Abdul Rahman, Tamil Nadu
Haj Committee Chairman President Abubacker, H. Abdul Basith M.L.A,
Kamuthi Basheer, Kayal Mahaboob and others gave felicitations.

Political:
Enhancement of
Participation in Governance
As we are fully aware, the low
participation of Muslims in nearly
all political spaces has an adverse
impact on Indian democracy andpolity. In a democratic society like
India, a reasonable representation of
various communities in governance
is necessary to enhance participatory
governance. The proper political
participation provides a necessary
inuence and opportunity to change
or at least to inuence events which
enable our meaningful participation
in the political process. The current
statistics show that the country
is far from attaining such a goal.
Enhancement of participation at
various levels is the sole remedy tosuch a situation.
The priorities should be given
to address new challenges and to
work out programme strategies to
attract the youth and new social
groups. A thorough re-thinking of
old social base, accommodation
of new social groups, formation
of various groups for specialized
professional groups including IT
professionals and new labour force
are the related priorities.
Regular Orientation programmes
are needed for the ordinary workersto educate the developments
in different fields; national and
international politics, economic
change, media and new means
of communication, human rights,
environmental protection and
women empowerment and so on.
Social:
Commitment for the
creation of pluralist society
For multicultural and multiethnic
nation like India religious pluralism
is an essential requisite for the
survival of its society. Our religionhas given prime importance to
pluralism and religious tolerance.
Intolerance towards others can
never be dened in the spirit of
Quaran as the Holy Book stands
for amazingly broader range
of tolerance and peaceful co-
existence. Clash of civilizations
sounds thus sounds quite foreign
to our ideology. In its history, Islam
has always spoken for the dialogue
of civilizations and cultures.
Economic:
Need for micro-leveleconomic interventions
Musl ims are the worst-hit
community under the new economic
regime. Studies have shown that
the community, many of which are
artisans, odd jobbers and petty
traders are witnessing a rapid
decline in their living conditions in
the face of the current economic
reconguration. On the other side,
there is a newfound economic
mobility among Muslims mainly due
to the remittance from the Gulf. We
have a time-tested system of zakat
with a view to lessen the effects of
economic imparities. And there is
a considerable section of faithful
Muslim population keeping aloof
from the bank interest.
Given this, what is required is
a collective effort to channelize
the excess wealth that rich people
in our community possess in a
constructive way. Introduction of
microcredit system strictly adhered
to Islamic nancial rules is the most
appropriate solution which seems
to have a high potential to bridge
the gap between the poor and the
rich in our community.
Other avenues in which we
can engage the rich people in the
community (especially high-prole
NRI businessmen) are to chart
out localized poverty alleviation
strategies, set up an Islamic nancial
banking and support initiatives for
self-employed youth. Setting up
Islamic nancial institution with the
back up of our front organization,
KMCC would be an appropriate step
in this context. Encouragement
should also be given to support
individual/family based business
and enterprising activities across
rural and urban spaces.
4. National level think tank
For last two decades, Muslim
League has felt the need of platform
for a meaningful dialogue bringing
together scholars, professionals and
intellectuals in the community. But
what we need more appropriately
is a group of organic intellectuals
to speak up for our rights and
to make heard the previouslyexcluded voices of Indian Muslims.
Our brothers in distress (especially
Dalits) have succeeded in creating
such an organic intelligentsia.
Our party has a plan to initiate
a dialogue and float a platform
for organic intellectuals to come
out and express themselves. The
ideal proposition for this is to
create a national level think-tank
incorporating scholars from different
fields including theology. The
proposed think-tank is expected
to have a role in policy making.
The activities would also involve
regular interactions with ulemas of
different streams. The Party would
get benet out of such dialogues
and brainstorming sessions.
Research Centre and
Data Bank
A research centre with state-
of the art facilities and properly
updated data bank on various socio-
economic indices of the communityl ike educat ion, employment,
poverty, and standards of living is
also proposed. Research in the elds
like community history, migration
studies, maritime studies, electoral
studies can also be promoted under
the activities of this centre.
Archives and Audio-Visual
Documentation Centre
It is a painful reality that Muslim
League so far has no centralized
integrated documentation activities.
Materials on our party history are
totally scattered or under individualpossession. A national level archives
for the preservation of rare material
with audio-visual documentation
unit seems to provide a real solution
to this problem.
Media Cell and Core
media group
Muslim League feels the need
of launching a media cell and a
media lobbying group in order to
counter the negative stereotyping
and vilication of Muslims in the
media. This will be an appropriate
move to make the media debates
in favour of the community or at
least to lessen the damages caused
by such debates. Formation of a
core media group with journalists
showing inclination to the League
ideology and habitual lobbying
among the media persons can also
be included in the activities of the
media cell.
Human Rights Educationand Legal Aid Cell
An awareness campaign is to
be initiated to make our workers
acquainted of const itut ional
provisions l ike human rights
commission. The Muslim League
is giving a thought to have a
genuine mechanism to get national
and international audience for
violation of Muslims human rights.
Formation of a legal aid cell under
the party to provide legal assistance
to needy people in the community
is in the pipeline.Empowerment of Women
Enhancement of the role of
women in the party and government
is, obviously, our long-committed
agenda. In view of the impending
constitutional changes providing
special reservation for the women in
the Parliament and State Legislative
Assembly seats, Muslim League also
cannot keep aloof from it. Women
empowerment and realization of
their rights, however, come solely
through education. Effort to make
them self-dependent seems to bethe other means of empowerment.
Self-help groups to address local
and proximate income generating
issues could be made a part of such
a holistic approach.
Appropriation of
Technological Innovations
Science and technology are
not esoteric spheres of thought
and activity but should be rooted
in people s knowledge and
understanding and addressed to
their needs. For several centuries
in history, Muslims were theharbingers of many technological
inventions. But there is a widely-
held misconception at present,
often being circulated by the anti-
Muslim forces that the community
and its doctrinal orientation are not
compatible with new technology.
This is not true by all means.
Historically, we have constantly been
on the forefront in appropriating
the technological innovations.
And what we witness at present is
the increased engagement of the
community with new technology.This trend is very apparent in
places like Kerala, Karnataka and
Maharashtra.

technology is a significant and
interesting phenomenon as it has
collectively brought many changes
in pattern of life. Many of the Muslim
organizations in Kerala have taken
the advantage of IT to have wide
reach for their ideologies among
larger section of population. The
proliferation of Islamic webistes,
blogs, you tube clippings, socialnetworking sites and other related
sites for expressions of beliefs and
articulation also have increased
tremendously. Muslim League
workers in this context should make
use of new technologies and global
means of communication for the
propagation of our ideology. We
should not spare any attempt to
reach out to such professionals or
utilize them for communitys benet.
The utilization of technologies also
involves dissemination of new
technologies for needy people in oursociety. Efforts have to be there to
make our community well-equipped
in terms of acquaintance with the
global means of communication.
Environmental Protection
Environmental degradation
and consequent climate change
is a major matter of concern
which attracted so much of global
attention in the event of global
summit on climate change. But
Muslim community, as a whole, pays
little attention to the frenzied global
debates on environmental issuesand its wide-range repercussions.
The Party has sensed the urgency
and need to address such sensitive
issues with a due concern they
deserve.
Civil Society Organizations
and NGOs
In order to be sensitive to
many previously unheard issues,
there is the need to initiate the
process of establishing single-issue-
oriented NGOs under the patronage
of the Party. Such civil society
organizations eventually wouldstrengthen the Party as they play an
important role inrecognizing real
issues of the people. Civil society
organizations also will help us in
institutional development.
Primacy on Education and
skill development
As we know, Muslims League
leaders were instrumental in
establishing many prestigious
educational institutions all across
Kerala. But we have witnessed a
slow down trend with collective
efforts giving way to individual one
in establishing new educational
institutions. The party workers
should be on the front-run in setting
up educational institutions in the
locality. So, instead of running new
institutions in individual capacity,
the League members should make
such an occasion a point to ensure
the involvement of local League
units. Financial assistance to the
needy students through various
Merit Scholarship Programmes
should also be made a mandatoryactivity for each local unit.
The Party members should focus
on skill development and capacity
building amongst the poor at the
grass roots. Some of the core
ideas could be: provide inputs into
community organizations to support
skills up-gradation and enable the
setting up of a Panchayat Resource
Centre for training.
Guidelines for Strengthening
Organization
The rst and foremost task ofeach IUML worker is to have a
well organized unit of the party
at primary (ward or division),
municipality, panchayat, taluk and
district level. In order to run the
party machinery effectively, we
must strengthen the organizational
set up and broaden the party work
in accordance with the policies
of the party. For a concerted and
coordinated move at the national
level, there is the need of a uniform
policy throughout India with regard
to party structure, political alliancesand grass-root level organization.
After strengthening organi
zat ional set up, every state
committee should review the
organizational apparatus at state
and district level within one year
from today and organize front
organizations namely; youth,
students, women and trade union.
The rst priority should be given to
strengthen the base of the parent
body, the IUML and the formation
of frontal organizations should be
completed in accordance with thefollowing guidelines.
1. The youth who endorse the
ideology and policies of the Muslim
league should be organized under
the banner of Muslim Youth League.
The Youth wing of the Party should
focus its attention to implement
all programmes of the party in
the areas of politics, education
and culture. Poverty alleviation
of the community and relief work
and welfare programmes for the
benet of the economically and
educationally backward sections of
the community. The Youth League
should also focus their attention
to stall anti-muslim campaign let
loose by the fascist elements and
extreme activities of the members
of the community which create ill-
will and disharmony between the
Muslims and other communities.
The nefarious design of these
overzealous people who endeavor
to tarnish the image of Islam and
Holy Quran should also be resisted
through the established means anddemocratic process.
2. The State committees should
strive hard to organize Muslim
Students Federation in Madrassas,
Upper Primary and High schools,
Colleges and other educational
institutions wherever there are
suff ic ient number of Musl im
students. The rst and foremost
duty of MSF is to propagate the
basic ideals which IUML stands
for and to motivate the members
of the community to prosper
against the odds. They must try
to inculcate fundamentals of Islam
and understand the changing world
around them. Maintain their identity
and promote unity among the
Muslim students. Being disciplined,
obedient and dynamic in learning
modern science and technology,
history, culture, they must widen
the horizon of knowledge. They
must also try themselves to be a role
model to the future generation to
understand and promote cohesion,
unity and also to make them t
enough to live in plural societyholding own identify and faith.
The state committee and district
level committees should extend all
help and encourage them to realize
their success in their states and
wherever they need help including
nance to pursue their studies.
3. Womens Organis ation:
Womens polit ical and social
empowerment has gained much
of attention in the current political
debate. In view of the impending
constitutional changes providing
special reservation for the women inthe Parliament and State Legislative
Assembly seats, Muslim League
also cannot keep aloof from it. So
it is the need of the hour to have
an active Womens wing of the
party. Simultaneous to realizing
their prime duty-building up a
happy family based on the values
according to Islamic instructions,
duties as daughter, mother, wife,
every Muslim woman should also
understand political changes taking
place in our country. Our sisters
should also be convinced of theimportant role they have to play in
building up the community and the
nation as well. Their participation in
the governance of the country has
become very vital though active
politics may not be possible for every
woman. They can always support
and cooperate with achieving
participatory representation in
the democratic institutions like
Panchayati Raj, Legislative Assembly
and Parliament, for the welfare of
the community. They are really
a very vital force in deciding the
electoral outcomes. The State Party
leadership should take cautious and
correct steps in organizing Womens
League units at state and district
and if possible at local level.
4. Trade Union activities are
warranted widely in the country
there is an imperative need for the
Party to have labour unions at the
national and the state level. Kerala
State where all the different front
organizations of the party are very
much strong, should be a role modelfor other States to organize trade
unions along the line of Swatantra
Thozhilali Union.
It is the responsibility of the
National and State leadership to
provide proper guidelines for up-
to-the mark functioning of front
organization. There should be a
consistent effort from the side of
IUML at each level to monitor the
activities and programmes of the
front organizations. IUML is all
set to organize a special national
meet within six months in order tooat Muslim Youth League, Muslim
Students Federation, Womens
league and Trade Union at the
national level.

partys conference held at Thambaram on 11.12.2010 made a thought
provoking speech elaborating the political relationship between D.M.K.
and Indian Union Muslim League.Cheif Minister Dr. Kalainger M. Karunanidhi said that the State
Government would form a commisionerate for refugees rehabilitation and
overseas Tamils . A welfare board will also be formed for Tamils working
in foreign countries.
The Cheif- Minister announced this at the State conference
of Indian Union Muslim League (IUML) held in Thambaram on
11.12.2010 Dr.Kalainger was responding to an earlier resolution passed
in the conference seeking the establishment of a separate department
to look after issues pertaining to Non-Resident Indians from Tamil Nadu
on the lines of the one formed in Kerala.

The historic conference was
presided over by Prof K.M. Kader
Mohideen, the State President of

address he expressed his happiness
to note that the gatherings in
the conference had included not
only delegates from all districts in
Tamilnadu but also delegates from
other States and forway placessuch as Dubai, Saudi Arabia . The

gathering had been that the good
goverance given by Honble Dr.
Kalaignar should be stable and
continued in order to protect the
interests of Tamilians.

year IUML, Tamilnadu State unit
selects three distingushed scholars
from Hinduism, Christianity and
Islam who has served for religious
harmony and presents them awards

This year we have selected the Honble Chief Minister
of Tamil Nadu Dr. Kalaignar for confering that ward and
rechristened, the title of the Award as Naanilam Potrum
Nallinakka Nayakar Virudhu meaning that he had been
the chieftan of the four kind of land locals in Tamil Nadu
as Kurinchi Maratham, Mullai and Neithal and its four
communities, living therin.
Prof K.M. Kader Mohideen further told the crowded
delegates that by receiving the Award no new glory
or halo had is going to sround his wise head since he
had already achived crests in many wattes of life, all
the years. By presenting the Award it is we who have
achieved fame and name and not he and we are fully
award of it
Taking the opportunity Prof. K.M. Kader Mohideen has
not failed to plead the Honble C.M. to destow his best
attention to the resolutions passed in the conference
for earlier frutication.
Prof K.M. Kader Mohideen further lamented that
while he was functiming as a Members of Parliamenthe had requested the Government of India, to decorate
Dr. Kalaignar with Bharath Rathna award which is the
tallest and highest award to the citizenz of India and
Prof K.M. Kader Mohideen took the opportunity again
to plead the Central Government on behalf of Lakhs
assembled in the Conferance to award Bharath Rathna
to Dr. Kalaignar, the oustanding leader social reformer
and scholar.
Prof .K.M. Kader Mohideen with folded hands, pleaded
the Honble Chief Minister and depeored the fact that
some misguided youths have committed some misdeeds
and now have been suffering behind the bar for more
than 10 years and to salvage them from total loss and
to mitigate the sufferings of the illfated youths and theirfamilies to take rm steps to release them from solitary
continuement and he further assured the Honble Chief
Minister that IUML was ready to give guarentee for the
youths good behaviour and conduct. Finnally Prof K.M.
Kader Mohideen excended his support to the efforts
taken by Kavico Abdul Rahman, Chairman Tamil Nadu
Wakf Board for his efforts to commarce a communitymedical college and Hospital at Neer and he appealed

Mr. E. Ahamed participated in the Holy Kaba cleaning ceremony.
He was the only Indian invited to paraticipate in the ceremony.
On behalf of King Abdullah, Custodian of the Two Holy
Mosques, Prince Khaled Al-Faisal, Emir of Makkah led the Kaba
cleaning event on 21st December 2010. The ceremony was
also attended by the President General of the Two Holy Mosque
Affairs Sheikh Saleh Bin Abdul Rahman Al-Hussayen and his
deputy Muhammad Bin Nasser Al-Khuzayyim and members of
the Islamic diplomatic corps in the Kingdom.
Kaba cleaning, using Zamzam water, rose water and oud oil,
takes place twice a year in Shabaan, the month preceding the
fasting month of Ramadan, and in Muharram, the month after
Dhul Hijjah when Muslims perform Haj.

Dr. P. Kanniappan, the Vice-chancellor of B.S. Abdur Rahman
University, said that through this MOU, the Cambridge will support
BSAU to develop the quality of learning and teaching English by offering
curriculum support, teacher training, supporting learning resources
as well as benchmarking candidates to international standards. The
computer-based tests will be conducted within the campus using
BSAUs latest IT infrastructure. Further, Dr. P. Kanniappan added
that the scope of this collaboration is to develop the communicative
competence of students so that it boosts their employability skills.
Thus, this initiative between BSAU and Cambridge ESOL Exams would
be a launching pad for the professional development of the students
of BSAU.
The MOU was signed by the Registrar, Dr. V.M. Periasamy and Mr.
Sean Hayde, Director, University of Cambridge ESOL Examinations.
The Department of Electrical and Electronics Engineering of B.S.
Abdur Rahman University has under taken a Collaborative Research
Work with Purdue University, USA (a top 10 US University) on Cancer
Treatment using Electroporation. The Collaborative Research Work
was initiated during January 2008 and has been progressing very well.Based on the outcome of the Research Work so far, 5 joint Research
Publications have been brought out. The principal collaborators are
Dr. R. Raja Prabu, HOD/EEE from B.S. Abdur Rahman University, India

ALWAYS IN SUPPORT OF THE GOOD GOVERNANCE

The D.M.K Government headed by Dr.Kalaignar is working towards
promoting the life standard and basic needs of the people from all walks
of life.
The welfare schemes like life saving Kalaignar Health Insurance Scheme,
Kalaignar Housing Scheme and the 108 Ambulance Scheme have become
the pioneer schemes to the whole of India.
This Conference requests the people to support this Government
and also afrms its relentless support to the continuance of the same
Government.
INCREASE THE RESERVATION TO MUSLIMS
It has been a long pending demand for reservation to Muslims who are
backward not only in Education and Employment but also Economically
weak.
In 1971 when the D.M.K. was in power 49% reservation was given
to the Backward and Schedule Caste people. This was subsequentlyincreased by D.M.K Government to 69% and the Muslims were included
in the Backward List.
On 15.09.2007 Dr.Kalaignar provided 3.5% reservation to the Muslims
out of 30% reserved for the Backward Class, to which we are always
thankful.
Since the Muslim community is in a most backward status it is imperative
to increase the reservation.
Hence it is resolved to request Muthamizh Aringnar Dr.Kalaignar to
increase the reservation to Muslims in Education and Employment from
3.5% to 5%.
SEEKING TO IMPLEMENT THE RECOMMENDATIONS OF
JUSTICE.RANGANATH MISRA
It is resolved to insist the Central Government to provide 10%
reservation to Muslims in Education and Employment by implementingthe recommendations of Justice.Ranganath Misra.
This conference thanks D.M.K Party, the custodian of Minorities, headed
by Dr.Kalaignar, for supporting implementation of the recommendations
of Justice.Ranganath Misra by raising the issue in their General Body,
Executive Committee and the Election Manifesto.
DUE PROTECTION TO URDU LANGUAGE IN UNIFORM
PATTERN OF EDUCATION
The implementation of Uniform Pattern of Education is welcomed by
every one. The Muslims who have Urdu as mother tongue also are very
eager in learning Tamil as a compulsory subject.
At the same time various Urdu Institutions and OMIEAT have also
represented the Government to ensure their mother tongue Urdu to be
a compulsory subject.
This conference requests Dr.Kalaignar to take appropriate measures tomeet the demands of the people having Urdu as their mother tongue.
SET UP A BRANCH OF ALIGARH MUSLIM UNIVERSITY
IN TAMIL NADU
The Central Government has decided to set up branches of the world
famous Aligarh Muslim University in West Bengal and Kerala.
The Bihar Government is taking steps to set up a branch in Bihar
State.
So, this conference requests Dr.Kalaignar to initiate steps to set up a
branch of the same in Tamil Nadu and also provide needed lands to it.
NATIONALISE THE WRITTINGS OF MUSLIM LITERATES
This conference requests Dr.Kalaignar to accumulate the literatures of
various Muslim poets, writers and religious leaders who have worked for
the development of Tamil and Nationalise the best among them.
GRANT AID FOR THE SELF FINANCED MINORITY
EDUCATIONAL INSTITUTIONS
From the year 1991 there are totally 567 Self Financing Minority Schools
in Tamil Nadu, in which 56 Primary Schools, 84 middle schools, 208 High
Schools and 216 Higher Secondary Schools, run by the Minorities.
In these Schools nearly 1 lakh students are studying and 2,500 Teachers
are working. They are not being paid with the Government salary.It was alleged that the salary comes to a total of Rs.200 crores and
on that basis it was stopped. But it is understood that it is only Rs.70
Crores.
Hence it is requested that the Tamil Nadu Government may pay the
Government salary to the Minority Schools.
PERMISSION FOR THE MOSQUES
The Muslims face so many hurdles in getting the permission from the
District Collector, to renovate the existing Mosques and build new Mosques
in the lands purchased for the same due to new residential settlements
in this fast developing era.
So it is requested to take necessary steps to make the local bodies as
the authorities to give such permission.
NON RESIDENTIAL INDIANS WELFAREThere are so many people from Tamil Nadu working abroad. So, it is
requested to set up a separate Department in the Government to look
after the welfare of the NRIs of Tamil Nadu as it is existing in Kerala and
other States.
HOLY HAJ PILGRIMAGE
This conference conveys its gratitude to the Tamil Nadu Chief Minister
Dr.Kalaignar who has helped more than 5,000 Hajis to undertake their
Holy Pilgrimage this year.
It is requested to help to increase the number of pilgrims in future and
to make necessary arrangements and facilities as available in Chennai to
undertake the pilgrimage from Trichy or Madurai also.
LIBRARY IN QUAID-E-MILLATH MANI MANDAPAM
This Conference conveys its gratitude to Dr.Kalaignar for announcing
that the Public Grievance Cell building being built in Vellore Collectorate
would be named after Ganniyaththukkuriya Quaithe Millath.
Only Dr.Kalaignar has laid foundation stone to build the ManiMandapam
for Quaith-e-Millath in 2001, who has argued in the Constituent Assembly
to make Tamil as National Ofcial Language.

Muslim League Publications Trust to set up a library and manage the same
in the said Mani Mandapam.
SUBSIDY TO THE MUSLIM WOMEN AID SOCIETIES
This Conference conveys its gratitude to the Tamil Nadu Government
for setting up Muslim Women Aid Societies throughout the State by its
order in G.O.Ms.No.14/2007.
If the fund is mobilized to an extent of Rs.10 Lakhs the Governmentgives the same amount as Subsidy.
The Muslim community being economically backward could not mobilize
this much of amount in every District.
Hence it is requested to increase the subsidy to three fold ( 25% Groups
fund and 75% Government Subsidy) and pay Rs.1 Lakh every year for
the administrative expenses to the Muslim Women Aid Societies.
ALTERNATE SITES TO THE TAMBARAM ROAD SIDE VENDORS
Due to Fly over construction and road extension in Tambaram the road
side vendors are facing eviction. This conference requests the Tamil Nadu
Chief minister Dr.Kalaignar, to set up a Welfare Board for the welfare of
the road side vendors to intervene in this and provide alternate sites to
the affected road side vendors and ensure their honourable living.
RELEASE OF LIFE CONVICTS
This conference requests the Tamil Nadu Chief Minister Dr.Kalaignar to
release the life convicts who have completed 10 years of imprisonment
in Tamil Nadu Prisons on compassionate grounds

Since 1906, no Muslim politicalparty other than the Muslim League
had any chance of survival on the
turbulent Indian politics. Hundred
years of pre and post independent
India witnessed the rise and fall of
many Muslim political parties. TheMomin conference, the Unionist
Party, the Azad Board, the Shia
Conference, the Nationalist Muslim
Party, Khuda-e-Kidmadgars, the
Khakasar Movement, the Shafi
faction of Muslim league and a host
of others in the pre independent
India were no match to the All
India Muslim league under the
dynamic leadership of Qaid-e-Azam
Mohammed Ali Jinnah. Many such
organizations headed by ulamas
charged that the league leader
was far away from Islam, he was
westernized and such a person was
not competent to lead the Muslim
community. They beat their own
trumpet and asserted that the
ulama alone should assume the
leadership of the community. The
reaction of Muslim community to
this false propaganda was quite
different and their attachment to
the league became much stronger.
The more they attacked the league
leadership, the stronger the scent
the community smelt. The Muslimmass stood as a solid rock behind
the league leader and the result of
its support became history.
After the partition, the question

created a big storm. The burden of
revival fell on the shoulders of Qaid-
e-Millath Mohamed Ismail Sahib.
Lord Mount Batten, the last BritishGovernor General of free India,
invited Mohamed Ismail Sahib to
Madras Raj Bhavan , not for a tea
party, but to convey a message
of terse warning from the Prime
Minister of India, Pandit Jawaharlal
Nehru, to wind up the Muslim league
party. On hearing the warning Qaid-
e-Millath Ismail Sahib remained in
stony silence for a moment and
assured the Governor General
that he would consult with and
convey the decision of the working
committee of the party soon. On
the other side, the chicken hearted
Muslim league leaders tried all the
tricks to prevent the revival of the
party. The business tycoons and
vested interests within the party
played their cards effectively to
prevent the take off. Undaunted by
the brewing political storm Qaid-e-
Millath Mohamed Ismail Sahib took
a momentous decision to continue
the league against heavy odds. The
Indian Union Muslim League came
into existence on March 10, 1948.Frontline Muslim league leaders like
Abdul Hamid Khan, M. A. Salam,
Ansari, Mohamed Hussein, Ahmed
Meeran and Jamaal Mohideen
resigned from the party protesting
against the revival. Most of them
appealed to the Muslims to join
the congress party. The adversaries
expected that the party would
die in its infancy. Belying all their
expectations, the party stood thetest of time. Many new Muslim
parties mushroomed once again
on the Indian political eld. Muslim
Independent party under Mr. Hamid
Khan, All India Muslim league
under M.S Abdul Majid and Muslim
Majlis under Dr. Faridi vanished in
no time.
The Indian Union Musl im
League with the strength of its
noble objectives protection
and preservation of the shariah
law, reservation in education andemployment for Muslims and other
minorities, preservation of separate
identity of minorities earned a place
in the heart, of millions of Muslims
all over India. It has consistently
provided good leadership right
from its inception. By getting
a berth in the central ministry,
Muslim league has attained a long
cherished goal of partnership in the
governance of the nation. The party
under the eminent leadership of
Mr. E. Ahmed, Honorable Minister
of State for Railways has grown
by leaps and bounds. In a recent,
Tamil Nadu State Conference of
the party, the All India General
Secretary and the State President,
Prof. K. M. Khader Mohideen,
made a bold appeal to the chief
Minister Dr. Kalaingar Karunanidhi
in the presence of lakhs of Muslims
to release the Muslim convicts
suffering in jail for more than a
decade on his personal surety. His
appeal went well with the masses
of the Muslim community. His
appeal moved the hearts of the
audience in the conference. The
Chief Ministers compliments on
the Tamil literary skill of Prof. K.M.Khader Mohideen was well received
by the Muslims, who always looked
upon their State Leader as a moving
encyclopedia. The success of the
Sate Conference was not only an
added feather on the cap of the
Indian union Muslim league but also
judged by many political pundits
a turning point in the history of
Indian Union Muslim League.
The present political scenario is
anything but favorable to the party
and it is hoped that the leadershipwill certainly seize the opportunity
to take the party to the pinnacle

OUR VOICE IN PARLIAMENT
AYODHYA YATHRA A SHAMEFUL EVENT!
The demolition of Babri Masjid on 6th December, 1992 was a mostreprehensible act. The perpetrators of this deed had struck not only
against a place of worship but also at the principles of secularism,
democracy and the rule of law enshrined in our Constitution. In a move assudden as it was shameful, a group of people of heinous crime managed
to outrage the sentiments of millions of Indians of all communities who
have reacted to this incident with anguish and dismay.
Sir, the Liberhan Commission Report has explored the fact that
the demolition was a well-planned and systematic conspiracy created by
the Sangh Pariwar and its sister afliations comprising the RSS, the VHP,
the Bajrang Dal and the BJP. It was neither spontaneous nor a voluntary
one. It was a well-orchestrated and a well-planned one. The Report has
placed individual culpability for the demolition on a total of 68 persons.
Towards this strong indictment, I would like to know what kind of a
punitive action is going to be taken towards the 68 persons who were
strongly indicted by the Report. It is indeed very shameful event in
the history of India.
At this juncture, I would like to point out the narration of the SupremeCourt verdict through SC 605 of 1995. This judgement was given at
the time of the NDA Government only condemning the heinous and
criminal act of Babri Masjid demolition towards the then Cabinet and
Home Minister, now the Hon. Leader of the Opposition. The text very
clearly stated in this way:
It was an act of national shame. What was demolished was not
merely an ancient structure but the faith of minorities in the sense of
justice and fair play of the majority. It shocked their faith in the rule of
law and the constitutional process.
This is the exact narration given by the Supreme Court.
At the time of the demolition of the Babri Masjid in Uttar Pradesh, the
State was governed by the BJP. The demolition was carried out with full
assistance of its sister concern, the RSS. It was running as a parallel
Government. It was stated very clearly in the Liberhan CommissionReport. It was used as an essential component needed for the demolition
act. Even when it was brought to the Chief Ministers attention that the
Babri Masjid was being demolished and the mobs were attacking the
minorities and the innocents in Ayodhya, he did not direct the police
to use their force to protect the people and the innocents. As a result,
all the police ofcers and the Governmental authorities, the complete
Government machinery had acted as uniformed karsevaks rather than
the protectors.
Closed circuit televisions and metal detectors were intentionally
rendered inoperative and ineffective by the Government administration.
No video recording of the event happened. Video recording, according to
the rule of law, from the Government side has been stopped. The media
was targeted and it was heavily harassed. According to the text of the
Liberhan Commission Report, some media people had been arrestedand they were housed in a very small place and some of those media
people were molested. It was a very shameful act. The result of all this
is the betrayal of the nation and Indian history. Such a person is now
a sitting Member of this House which is the supreme institution of this
country. ...*
Sir, the chief architect of the event was Shri L.K. Advani. He has
initiated the Rath Yatra from Somnath to Ayodhya in 1990 which has
created 3,000 riots all over the country. Thousands of people were killed.
The Times of India, in its Editorial Page, has said that it was not a Rath
Yatra, it was a blood yatra. Such a very shameful event had

happened in this country. I recall that the then Prime Minister Shri V.P.
Singh has not supported the Rath Yatra just to save his Government even
though he was getting the support of the BJP for his Government andbecause of his refusal to support such kind of a criminal act, he had to
lose his Government. He was not hesitating to face such an ultimatum.
At this juncture, I honestly salute the courage of late V.P. Singhji.
Sir, on many previous occasions and even before the Libarhan
Commission, Advaniji has made many conicting statements. Once
he claimed that the demolition of Babri Masjid is the most agonising
moment of his life, another time, he confessed that the demolition of
Babri Masjid has helped his party to consolidate its vote bank and on
another occasion he said that the Ram Temple movement was a matter
of pride for Hindus. The way he was attempting to polarise and poisonise
the Hindu religious concept was not accepted by the Hindu community
and he should realise that.
Sir, in order to disturb the peace and harmony of the country, huge
amount of money was transferred to the accounts of RSS, VHP, BJP
and its associate organisations. As my friend has already mentioned,
tens of crores of rupees have been put in their accounts on so many
occasions. Where has such a huge amount of money come from? Crores
and crores of rupees have been transferred into various accounts for
carrying out this kind of a heinous and criminal act. How has this big
amount of money been transferred? Who has utilised it? How has it beenutilised? All this factual information must be disclosed to the nation. All
the judicial cases pending in different courts pertaining to Babri Masjid
demolition have to be consolidated and should be adjudicated in one
court at the earliest.
At this juncture, before I conclude, I would like to recall how a leader
should act and how a leader of our country had respected the communal
harmony, nationalism and showed great patriotism. At the time of
freedom, the country was partitioned. After the formation of Pakistan, at
that time the Muslim League Leader in Pakistan, Mohammad Ali Jinnah
raised the voice in favour of the Muslim minority community in India to
protect their rights.
At that time the late Muslim League Leader Qaed-e-Milad Mohammad
Ismail Saheb told Mohammad Ali Jinnah Ji, you are in the foreign
country, you are not son of India, you are not the citizen of India, weare the citizens of India, we are the children of this country, we know
how to protect the minority issues. We know how to look into the
minority problems. You are in the foreign country. You should not speak
about a minority community in India. If it is justiable to talk about
a minority, you please think about the minorities, that is, Hindus and
Christians living in that country. You please look into the problems of
those minorities in Pakistan and do not speak about the minority or the
Muslim community in India. We have the courage to face the problems
in this motherland. This is patriotism, this is nationalism. This is the
communal harmony. This is the communal amity the leadership has
shown in this country. Our radical group leaders should learn this kind
of lesson from this kind of an act.
In our Indian culture, no worship place of any religion is demolished
for the creation of another worship place of some other religion. OurIndian people are not having this kind of a culture. India is a secular
country, no religion is against any religion, no religion is giving any kind
of immorality against the morality of any other religion. All religions are
teaching moralities. We may be different in religious names. But as far

as the concept of morality is concerned, we are all brothers, we are all
sisters in India.
I would like to conclude with one particular concept by leaving it for
your consideration. At the time of demolition of Babri Masjid because of
anger of certain group of people in Pakistan, a few number of Temples
were damaged (Interruptions) Immediately, the Pakistan Government
had announced that they would be taken care of (Interruptions) We
know very well that India is a secular country and Pakistan is not like
us. Even then the Pakistan Government had taken the responsibility to
renovate the damaged areas in those Temples (Interruptions)
Apart from the completion of the demolition when Pakistan Government
had submitted all these things to the Hindu community, our Leader of
Opposition, Shri Advani, had gone (Interruptions) and had participated
in the opening of renovated Temples. Like that as this is a secular country,
I would appeal in this august House that let this demolished Babri Masjid
be reconstructed in the same site by the people, if those people are led
by Advani Ji, we are all ready to queue up behind him. That will be a
historical achievement in this country. This kind of secularism, this kind
of communal harmony, this kind of communal amity should be proved
in the history of India. This will be really a new era of all our Indians.
This will be the proud of each and every Indian citizen among the world
countries.
By taking this opportunity, I would request all our people
that because of religion, because of any other worship style, please do
not try to differentiate the brotherhood of the people (Interruptions)All religions are teaching morality. All religions are teaching each and
everyone to behave like brothers and sisters. That kind of concept, that
kind of principle may please be followed by all our Members irrespective
of the State where we are from, irrespective of the political party that
we belong to.
Thank you, Mr. Chairman Sir, for having given me this opportunity
to place my concept and submissions on this debate.

SINGLE WINDOW SYSTEM FOR
MONITORING MINORITY WELFARE
E.T. BASHEER M.P., DEMANDS
I wish to draw the kind attention of this august
House on the necessity of a single window systemfor monitoring the minority welfare programme inour country. There are different Ministries/Councilsand corporations constituted for this purpose.Ministry of Minority Affairs, Maulana Azad Education Foundation,Central Wakf Council, National Minorities Development andFinancial Corporation, Ministry of Human Resource Development,U.G.C., National Council for Promotion for Urdu Language, Ministryof Culture etc. are various bodies entrusted with various scheme.In addition to this Prime Ministers 15 point program is also there.The programme is implemented through various departmentsdealing with the different developmental activities. There is noapex body for monitoring these schemes. I wish to point out thatseveral schemes intended for the upliftment for the minorities are
not attaining its goal due to the lack of evaluation and monitoring.I, therefore, urge upon the Central Government to take urgent actionin the matter and form a single window monitoring mechanism forthe effective implementation of the Minority Welfare Schemes.

and Mr. Muniyappa for accepting Urdu as one of the languages
the D Group Candidates can use in the Railways Examinations;
and also for recognizing the Arabic Madrasa Certicates for
recruitment purposes. He has also requested to use Urdu along
with Karnataka, Hindi, English in the name boards of the Railway
Stations and in the bogies of the trains so that 25% to 35% of
the Urdu speaking people in karnataka can be benetted.
