Determination of the Scope of the studies:
WCO recommendations – Guide v. 2, p. I/15
Will the study only consider Customs performance or will it take into account of
relevant agencies involved in border clearance?
Will it be a study to measure the time from arrival of the goods in the port, airport
or land border station until they are released and physically removed from Customs
control? If yes, it should also involve other parties such as the Trade operators,
Customs brokers, other relevant agencies (Health, Agriculture, etc), banks and other
involved companies.
Will the study be an internal study within the Customs administration to measure
the time from when the Customs declarations are presented to Customs until the
goods are released by Customs and/or include a scenario where all the border
clearance formalities are accomplished?
Will the study be based on automated or manual Customs procedures, or both?
Will the study consider export clearance, a joint study with neighbouring countries,
or with other countries with/or in a Customs/Economic Union etc?

Scope of the studies under TTFMM
Bangladesh:
1). Thimphu-Phuentsholing-Jaigoan-Chenggrabandha-Burimari-Rangpur-Dhaka for the export of kitchen and
table wares of plastics; and
2) Kathmandu-Kakarvitta-Fulbari-Banglabandha-Dhaka for the import of lentil.
TRS will be carried out at Burimari and Banglabandha border crossing points.
Bhutan:
3) Kolkata–Jaigoan–Phuentsholing–Thimphu for the export of ferro silicon, import of motor vehicles; and
4) Thimphu–Phuentsholing–Jaigoan–Chenggrabandha–Burimari–Dhaka for import of table and kitchen
ware and export of cardamom.
TRS will be carried out at Phuentshling and Kolkata border crossing points.
Nepal:
5) Kolkata–Birgunj–Kathmandu–Birgunj–Kolkata for the import of wools and export of woolen carpet; and
6) Dhaka–Banglabandha–Fulbari–Panitanki–Kakarvitta–Kathmandu for the import of fabrics from Bangladesh.
TRS will be carried out at Birgunj and Kakarvitta.
