PHILIP H. BIRNBAUM-MORE PROFESSOR EMERITUS, USC

The Constituency
Boomers - post WW2 generation who grew up
during the 1950-60’s
Experienced the “duck & cover” drills in school,
Sputnik and the emphasis on science and technology
(S&T*) education in response
Came of age in US during period of economic growth and political turmoil and in Europe and Asia post WW2
rebuilding
Educated in some area of expertise within S&T and
many with S&T work experience
Interested in better “describing” S&T
management and the challenges associated with
it rather than in creating better S&T artifacts
2
* I use the acronyms S&T to describe the early stages of what later became TIM
Initial Founding of TIM Loose network of US academics who came to know each other
through conferences. Informal interactions led to recognition of common areas of interest
and teaching. Requests from home universities to review promotion and tenure
dossiers Invitations from home universities to make presentations Requests from journals to review papers for publication No initial succession ladder or plan just one person asking another if
they would run for chair (e.g., I never served as program chair before becoming the chair elect)
3
Membership
Majority Academic positions in US research universities
Male
Mixed countries of origin and age
Minority Academic positions in European & Asian schools and US teaching
schools
Positions in – government, established firms
Female

TIM Management
Issues
Institutionalize earlier initiatives Enhance reputation
Within AOM Do not split-off as others did (BPS, OSCM)
Grow TIM membership
Distinguish TIM domain from other areas (e.g., OSCM, OCIS, ENT, BPS
Outside AOM Build credibility for AOM in S&T management
education
Increase publication opportunities in top journals
Build succession within TIM Do more with less
Limited funds
5
TIM Initiatives
Build membership within AOM – generate more annual $ support:
Increase academic credibility/prestige: Institutionalize new Ph.D. consortium Sponsor specialized conferences (e.g.,
Boulder Conference) Develop new S&T management courses
at leading universities by disseminating S&T management course outlines among TIM membership
Increase list of top journals that publish S&T scholarship beyond the traditional AOM “A-list” of AMJ, AMR, ASQ, OBHDP, JAP to include Management Science, Research Policy, IEEE Transactions.
Outreach and cross-listing with other S&T societies (e.g., AAAS, EMS, NAS)

Executive Committee
Charge: 5-year plan, links to national program themes - ID of national program chair and development of TIM program to fit this theme at the annual national meeting, semi-annual reporting of progress.
Improving the visibility and prestige of TIM within the Academy and among other professional societies and practitioners.
Development of special joint session with other Academy divisions at the annual meeting.
Representation of Academy on national/international bodies responsible for science/technology policy development (e.g., AACSB, National Academy of Science/Engineering, AAAS, etc.)
Development of domain statement that clearly identifies what the TIM domain is and is not in terms of both academics and practitioners. For example, does it include manufacturing technology (the domain of the POM division) and information systems technology (the expanded domain of the Communications Division, etc.). If it does, do we cut it to focus on organizational level, e.g., we focus on the general manager while they focus on the functional specialist (if so how do we distinguish ourselves from the Business Policy and Planning Division). Who is the practitioner audience, if any, for which our Division has relevance?
Coordinate development of a policy and procedures manual from input of committees to be passed from one set of officers to the next.
