    What is it that makes a person a Hindustani? This question has not been answered in acomplete and satisfactory manner over the last 60 years. In almost all cases To be apatriot was to be a Hindustani was the most common explanation. However, this hasnever taken into account the character or the self esteem of the people of Hindustan thatcontributes to the feelings of being a Hindustani. Pride, self- esteem, honour are all vagueterms that are confusing to the people; regardless of their level of education. A paperdegree that certifies that a person attended 13 years of a prescribed educational systemdoes not automatically lead to that personhaving pride of belonging to a nation or honortowards ones country. Pride is an emotion, which refers to a strong sense of self-respect,a refusal tobe humiliated as well asjoy in the accomplishments of oneself or a person,group, nation or object that one identifies with, or to think of one's self as being betterthan others. Self-respect reflects a person's overall self-appraisal of their own worth, andencompasses beliefs of being competent and with emotions of assertiveness andconfidence. Honour is the evaluation of a persons trustworthiness and social statusbased on that individual's actions. Honour is exactly what determines a person'scharacter: whether the person reflects honesty, respect, integrity, and fairness. These

    three emotions are the very foundation of any nation and cannot be taught is a schoolcurriculum. Pride, Self-respect and Honour have to be an integrated part of life;just asimportant as the need to eat food, drink water and breathe air. Only then, can there be atruemeaningtowardsbeingaHindustani.

    To achieve this intense character modification among the people of Hindustan; we mustbegin at the basics; the very base on which the foundation of the Republic of India wascreated;andthatisthe ConstitutionofIndia. . WhenanyHindustanistudiestheConstitution analytically (without emotions), it is clear that the original constitution hasdeepflawsthatneedto berepairedurgently.Whatare the changesthatweneed?

    1) IncludethenameofGodintheConstitution! EverypersoninHindustan;regardlessoftheirreligion,believestheexistenceofGodandisspirituallyboundtothisconcept.Yet,thisveryCreatorisnotmentionedanywhereintheConstitution. Makenomistake,theConstitutionofIndia canberock-solidandyet,flexibleenoughtoensurethestrengthandprosperityofourcountrythroughgoodtimesandbadtimes.IncludingamentionofGodinthiswillonlyenhanceandvalidatetheConstitutionandintheeyesofeveryone;willmakeitamorepowerfulandstrongerbed-rockforourcountryofHindustan.

    2) AbolishallpersonalreligiouslawsinIndia!Indiaasacountrymusthaveonlyonesetoflawsthatareequallyapplicabletoallcitizens;regardlessoftheirreligiousbeliefs. TheUniformCivilCode (UC2)isimportanttothestrengthandcharacterofHindustan.TheveryexistenceofmodernHindustandependson

    3) AbolishArticle370oftheConstitutionwithreferenceKashmir! ThePresidentofIndiaissuedtheConstitution(ApplicationtoJ&K)OrderunderArticle370oftheIndianConstitutionextendingtheUnionConstitutiontotheStatewithsome

Article 370; which is of a temporary nature, grantsspecial status to Jammu and Kashmir and virtually made it a country within acountry,withitsownflag,emblem, and constitution.Thisarticlespecifiesthatexcept for Defense, Foreign Affairs and Communications, the Indian Parliamentneeded the State Government's concurrence for applying all other laws. Thus, thestate'sresidentsliveunderaseparatesetoflaws,includingthoserelatedtocitizenship, ownership of property, and fundamental rights, as compared to otherIndians. Are the people of J&K more special than the rest of the people of ourcountry? EitherKashmirisanintegralstateoftheRepublic(inwhichcasespecialprivilegesunderArticle370mustbeabolished)orthenationhastoacceptthefactthatKashmirisnotapartofIndiaandisstilladisputedterritory.The PeopleofIndiahavetomakeuptheirmindsonthisissueonceandforalltimetocome.

    4) Removesimilar protectionsfor uniquestatusthroughouttheUnionofHindustan! SimilarprotectionsforuniquestatusexistintribalareasofIndiaincludingthoseinHimachalPradesh,ArunachalPradesh,andNagaland.

    5) DeclareHindustanasaHinduRepublic! Thereare 208countriesintheworldtoday.(intheyear2008). Ofthese; 48areIslamicRepublics, 8 other countries

    haveIslamastheirnationalandofficialreligion, and139countrieshave theirconstitutionsbasedontheprinciples ofChristianityor followChristianityastheofficialreligion. Six(6)countrieshaveBuddhismastheofficialreligion, One(1)RomanCatholicState(Vatican),one(1)JewishState(Israel); five(5)countriesareCommunist andthereusedtoexistone(1)HinduStateofNepal,whichisnowaCommuniststate.Today,there isnoexistenceofevenoneHinduNationonthefaceofthisplanet. 80.5%ofthe1.1billionpeopleofIndiaareHindus,constituting 1/6thoftheworldpopulation (morethan800millionresidinginIndia); yet the country and its government are ashamed to declare it a HinduRepublic.Whyisitso?AretheHindupeopleafraid? Moreover,iftheyareafraid; whataretheyafraidoff?

    6) DisallowCriminalsfrom contestingelectionsor beingnominatedtopublicoffice: Overthelast18years,sincethefalloftheRajivGandhigovernmentin1989,Indiahasseenarapidriseofcriminalsinpolitics.Thesenewcriminal-politiciansarethereasonthatIndiaisnotmakinganyprogressinthe21st

    century.Thelawistodayaprostitutethatcanbe manipulatedbyanysmalltime criminalthathassomeaffiliationtoanypoliticalparty.Aspeoplelosefaithinthelegalsystem,the criminalshavestartedrulingthecountry.Atwhatpointwillthenationbreakupbecausethecentralgovernmentissoweakthatthecriminallybackedstategovernmentsdeclarethemselvesindependent?In2008,thenationalreadyfacesrebellionfromtheNorthEasternStates,PunjabandpartsofTamilNaduandKerala,andMaharashtra.

    7) DeclareCapitalPunishmentasmandatoryfor Murder,Kidnapping,Rape,Humantrafficking,Narcoticstraffickingand Cr imesagainsttheState: Thefirsteightyearsofthe21st

    centuryhasseenarapidandunstoppablecrimewaveinalmostallareas.TheNationalcapitalhastheinfamousreputation ofhighestreportedrapecaseseveryyear.Themajorityofthevictims(morethan70%)are

    minors or teenagers. Of these reported cases less than 50% actually make theirway to the courts and less that 2% of the accused are found guilty. With such amiserable record of Crime and No Punishment; successive governments have notonly failed in their duty to ensure theprotection of the citizens; but have also setup anunspokenpolicywherewomenareconsideredsecond-classcitizens.

    While all or some of the above stated modifications may not bring about an immediatechange in our society, they will definitely make the state law enforcement machinerymoreconfidentinapplyingthelawsaswellasensuringamoredisciplinedsociety.

    TheUniformCivilCode(UC2):

    What is a Uniform Civil Code? Uniform Civil Code is a term, which has originatedfrom the concept of a Civil Law Code. It envisages administering the same set of secular

    civil laws to govern different people belonging to different religions and regions. Thissupersedes the right of citizens to subject themselves to different personal laws based ontheirreligionorethnicity.Thecommonareascoveredbyacivilcodeinclude:

    personalstatus

    rightsrelatedtoacquisitionandadministrationofproperty

    marriage,divorceandadoption

    Usageof this term isprevalent inIndiawhere theConstitutionof India laysdown theadministrationofauniformcivilcodeforitscitizensasaDirectivePrinciple,buthasnotbeenimplementeduntilnow.

    In a major development, the Supreme Court of India on 23 July 2003 regretted the

    non implementation of a Uniform Civil Code while hearing a petition pertaining to the Indian SuccessionAct.

    Delivering its verdict, a three-judge bench regretted that Article 44 of the Constitution ha d not

    beengiveneffecttoevenafterover50years ofindependence.

    [Article 44 , under the Directive Principles of State Policy, says - The State shall Endeavour tosecureforthe citizensa uniformcivilcodethroughoutthe territoryofIndia.]

    The bench, comprising Chief Justice V N Khare, Justice S B Sinha a nd Justice Dr A RLakshmanan, was hearing a petition challenging section 118 of the Indian Succession Act, 1925,

    whichprevents Christiansfrombequeathingpropertyforreligious andcharitablepurposes."We find that section 118 of the Act being unreasonable is arbitrary a nd discriminatory and,therefore,violativeofArticle14ofthe Constitution,"Justice Khare said.

    [Article14:Equalitybefore law-The State shallnotdenytoanypersonequalitybefore the laworthe equalprotectionofthe laws withinthe territoryofIndia.]

    "We would like to state that Article 44 provides that the State shall endeavour to secure for the

    unconstitutionalbeingviolativeofArticle14ofthe ConstitutionofIndia,"JusticeKhare said.

    Justice S B Sinha and Justice A R Lakshmanan also passed separate orders agreeing with Chief

    JusticeVNKhare.

    JusticeSinhasaidthat the provisioninquestionwasenactedtopreventpersons frommakingan ill-considereddeathbedbequest.

    "The objective behind the said legislation was, therefore, to protect the section of illiterate or semi

    literatepersonswhousedtoblindlyfollowthe preachers ofreligion."

    "Suchapurpose has losta llsignificancewiththe passageoftime,"he wroteinhisorder.

    The fact remains that the country of India is a Democracy; based on the will of thepeople. Under this very principle; the will of 80.5% of the Hindu population shouldprevail in the functioning of its Government and should influence the Laws of the Land,which should be based on and derived from early translations of Sanskrit texts known asDharmastra, the treatises (stra) on religious and legal duty (dharma). Dharmastracontains what may be called jurisprudence, i.e. a theoretical reflection upon practicallaw,butnota statementof the lawof the landas such. Another senseofHindu law, then,is the legal system described and imagined in Dharmastra texts. In reality, however, thecurrent legal system is based partially on the Common Law concept. Partially, because inIndia; civil matters are still subject to the Religion based laws for each community,specially the Islamic, Christian and Parsee communities. Common law originallydevelopedunder the inquisitorial system inEnglandduring the12thand13thcenturies,

    The reality is that use of religion based laws contradict the very principles of theConstitution;whichassuresthecitizensofHindustan;Justice,EqualityandLiberty. Howcanthecitizensbeequaliftheirlivesaresubjecttodifferentreligionbasedlaws? How cantherebeequality,whenmanyreligiouslawsdiscriminateagainstwomen?The ConstitutionofIndiaissupposedtobetheSupremeLawofIndia;yetitisalwaysmade inferior to thereligious laws of the minority communities. It is time that the ConstitutionalLawis effectivelymade theonlyand supreme law in India and all religiousbased lawsaredeclaredillegalinIndia. Thiscanonlybeachievedby implementingtheUniformCivilCode.

    Minorities who do not agree to the Uniform Civil Code have the choice and the freedomto leave the country of Hindustan and findother countries who laws they agree with fortheir lifestyles. Hindustan will guarantee freedom of speech, thought and action; andalso of the freedom after speech, thought and action; for every person inside th eRepublic.

    IllegalMigrationsintoHindustan:

    Since the 1990s; India has experienced an influx of migrants into India from all over theSouth East Asia/ Africa nation. Today inside India; we see communities in thousandsfromAfricancountries (Ethiopia,Eritrea,Nigeria,Kenya,SudanandSomaliaare

    maximum), Iran, Iraq, Afghanistan, Pakistan, Sri Lanka, as well as from the formerSoviet countries of Kazakhstan, Azerbaijan, Armenia. Most of these are illegalimmigrants that feed off the Indian economy and infrastructure and do not contributeanything in return. Illegal migrants from Bangladesh are the biggest problem. Narcoticstrafficking, kidnapping, rapes, murder and attacks against the Indian nation can bedirectly attributed to the nationals of the Bangladesh, Pakistan & Afghanistan. Thenationals of the other countries contribute directly to narcotics trafficking; prostitution,gamblingandlandgrabactivities.

    The Indian government does not have any policy to address the issue of this illegalimmigration. Further; the problem is made worse by illegal migrants being used as cheap

    labor by Indians in their houses and factories. Unless the government enacts laws thatprosecuteIndianswhoemployillegalmigrants;thenationofIndiawillalwaysbeatrisk ofoverpopulation,diseaseandcrime.

    Howcanthisproblemberesolved?

    a) By introducing Bio-metric citizens ID cards for all nationals over the age of 11.Thishastobemandatoryatalltimes.

    b) Illegal migrants to be punished by strict laws that enforce them to work in hardlaborcamps.

    c)Nationalswhoemployillegallabortobepunishedwithpunitivefines.d) Politicians&bureaucratswhohelppoliticiansintoregisteringtheseillegal

    migrantsintovotebanksshouldfacecapitalpunishmentforsubvertingtheintegrityofthenation.

    e) Re-introducethedeathpenaltyforTreason.AnyandallactionsbyIndiannationalsthatsubverttheintegrityandunityoftheNationtobepunished.Thosenationalsconvictedoftreasontobehangedinpublic.

    PROHINDUSTANIISNOT ANTI - ANYBODY

    It has to beunderstoodby all the citizens of India and theworld over thatour Pro Hindustani approach is not Anti to any other religion or faith. We, as proud citizens ofHindustan have the absolute right as Human Beings to define an identity for ourselvesandourcountry. Themajorityof thenationalsofIndiaareHinduSikh. It isverycorrectthatthenationbecalledasHindustantheplaceoftheHindus. Changingthenameof

    our proud country will change its image and make the people of India self respectingand proud of their national identity. There will not be any major changes to theconstitution. Every citizen of Hindustan; regardless off his/ her religious affiliation willbe equal in all respects. There will be no confusion towards implementation of criminaland civil lawor towards civil rights and the rights ofWomen, Children and those who arehandicapped. Every citizen will be equal in all respects and that is what the People ofHindustanaspirefor!

    It is possible that minorities who prefer their religious laws over the HindustaniConstitutional law will be unhappy and will protest against this change. They will have achoice.Either acceptandobeytheConstitutionofHindustanandbeequalinallrespects orleave Hindustan and be happy elsewhere. The people of Hindustan will not prohibitanybodyfrom seekingabetterlife,inthecountryoroutsideoffit.

    TheUrchinsofIndiaAlostGeneration:

    It is estimated that at any given time there are between 18 million to 22millionhomelesschildren living on the streets of India. These are very rough estimates because the sheernumber of homeless children and their mobility from one city to another prevents aspecificsurveyofthesituation. Mostchildrenhavefledfromabusiveparents,starvation orworse.Somehavesimply beenabandonedbythosewhogavebirthtothem.Theissue isnotthat thesechildrenexiston the footpaths&railwaystationsof India.The real issue is thatthey are citizens of India and as such they have rights under the Constitution. Thesehomeless & abandoned children are entitled to the same comforts and security as thePresidentandPrimeMinisterofIndia.

    Itisthedutyofthegovernmenttoensurethatthesechildren;whoarethehumanassetsof ournation;havetheopportunitytoagoodeducation,wholesomefoodandasafeand secure

    placetoliveinsothat theycan livethelifeofanormalhumanbeing.Sincethe daysofIndependence;successivegovernmentshaveoutsourcedthewelfareand concernofthehomeless tocharitableorganizations; thereby avoidingall responsibility towardsasectionof its own citizens. Most of these kids grow up to be criminals who add to the crime andlawlessactsinsidethecountry. Thishastochange!

    In Hindustan; the Government will be forced by law to take the lead to build childrenshostels where the homeless children can find a place to have a secure life. Such hostelshave great value since it builds a section of society that is educated, healthy and withtrained skills that will contribute to the economy of the nation. The lost generation has tobe rescued, notonly for humanity and charity; but to add to the talentsandskills of the

    nationandtoitsassets.

    NationalHealthCare:

    Much has been said by various governments regarding the health care that has alwaysbeen promised to the nation but never delivered. Over the last 62 years of independencefromBritishrule;thereareonlyahandfulofhospitals,mostlylocatedinthemajormetro

    areas that are capable of providing health care and emergency life support to the citizensofIndia.Averagecitizenshavetotravel 100pluskilometerstoavailthemedicalassistanceofthesehospitals.Whilethegovernmentmayboastthatthesehospitalsarefor thepeople,therealityismostofthemedicalfacilitiesareavailabletothosewhocanpay foritinhardcash.Themasseshavetosufferdelaysandindignitiesatthesehospitalsto geteventhebasicmedicalassistance.

    A major change can be effected by re-introduction of the Cottage Hospitals in everytown and district of India. Cottage hospitals have been extremely effective in the past inproviding medical assistance and emergency medical help to the locals in the shortesttime. Cottage hospitals can be either government owned and offering free medical aid orcan be private owned and run as a business for profit (as they already are in mostdistricts). The sole focus of the National Health Care system will be to ensure thatmedicalaidisavailabletothepeoplewithintheshortestdistanceandtimespan.

    All of the above can be effectively achieved only & ONLY

    whenthecountryhasthebackboneoftheCitizensIDcard andtheUniform Civil Code(UC2).

    Indian Expatriates and their position withHindustan:

    There are over 22 million expatriate Indians living in various parts of the world. Off theseapproximately 6 million are living in the Gulf nations of Kuwait, Saudi Arabia, Bahrain,Qatar, Oman and the Emirates. There is a radical difference between Indian expatriateswho live in the above mentioned countries and those who live in other countries of theworld. Except in the Gulf countries; most expatriates qualify to be citizens in their newcountries of residence. It is only in the Gulf countries that regardless of the time that theIndians are residents; they do not qualify to be citizens. Thus, Indian passport holdersstayon for decades andnowforgenerations in theGulf countriesas residents.That is thepolicyofthehostnationsandHindustancannothaveanissuewiththatpolicy.

    However, these Indian passport holders enjoy the security and convenience of the Indianconstitution at all times without contributing much to the economy of India. Theexpatriates claim that they transfer a few billion dollars every year to India. Yet, they willnot state where this money is actually generated. Most of these six million expatriates areemployees with an average salary off US$ 12,000 per year. Their saving after expenses isless than 15% off their gross income. Assuming that they send back half their savings totheirfamiliesinIndia; thegrossamountthatisbeingremittedisapproximatelyUS$5.5

    billion.Mostoftheseremittancesareusedbythefamiliesinthepurchaseoflandassets andimmovable property. While it helps individual families to become richer, theseremittancesdonotdirectlypropeltheeconomyofIndia.

    Expatriates should be made to pay for theprotection and rights that they enjoy as citizensand as holders of our Countrys passport. (Remember that Indian citizens in India aresubject to IncomeTax,andother taxes;where as the expatriates donot pay any taxes inIndia). An expatriate tax should be levied to offset the cost of services that are providedby the Consulates and Embassies to our citizens abroad and most of this income shouldbe invested in infrastructural growth of Hindustan. It is envisaged that if each of the 10million expatriate passport holder(s) is charged a fee of US$ 500 per year, it will generatea foreign cash flow of $ 5 billion per year towards direct investment in the Indianeconomy and infrastructure development. In a 5- year plan these 25 billion dollars willmake an immense difference in our infrastructure development and boost the economy tohigherlevels.

    TheChangeinGovernmentworkprocedures:

    a) ExpandingtheworkhoursoftheGovernmentofficestocatchupwiththeworkloadbacklogaswellastogivemoreworktimeforthegovernmentemployeesaswellastothepeoplewhoapproachthegovernmentdepartmentforvariouspurposes.TheGovernmentof Hindustanwillworkintwoshifts;from6AMto2PMandagainfrom3PMto11PM.AllgovernmentdepartmentswillworkMondaythroughFridayandthenationwillenjoyafull48hoursweekendeveryweek.TheonlyexemptionswillbethePoliceandEmergencypersonnelwhichwillwork24/7/365toensuretheavailabilityof assistancetothepeopleatalltimes.

    b) Therewillbeonlytwogovernmentholidays.IndependenceDay(15thAugust)andRepublicDay(26th

    January).Allothercivil,religious,politicalandsundryholidayswillbecancelled. Thiswillassistthegovernmenttocatchupwiththeworkofnationalgovernanceandensureaneffectivegovernment.

    c) ExtendedworkhoursintheGovernmentwillensurethattheGovernmentworkforcewillhavetobedoubled.Thiswillmeana100%immediateincreasein

    q) Drunkdrivingwillbepunishablewithminimum07yearsinacivilprisonworkcamp.Drunkendrivingleadingtoinjurytoanotherpersonwillbepunishablewithaminimum21yearsinacivilprisonworkcamp. Drunkdrivingleadingtothedeathofanypersonorpersonswillbepunishablebydeath;uponsuchoffendersbeingfoundguiltyinthecourtofLaw.     t) ThePoliceandIntelligenceagencieswillbereformedbytheGovernmentinsuchamannerthattheduties,responsibilitiesandthe performanceauditofeachagencyissimpleandclearwithnoareasofconfusion.TheIPS&IASwillbedissolvedwithimmediateeffect. PoliceDepartmentswillbeformedatNational,State,DistrictandCity/TownLevel;eachindependentofeachotherandanswerableonlytotheCourtSystemofHindustan. Bureaucraticofficerswillberestrictedtotheagencyorstatethattheydecidetojoinattheearlystagesoftheircareer.Transferofofficersfromonestatetoanotherwillbeprohibited.Officers

    willretaintheirjobsandgainsenioritybasedonperformance;andtimescalepromotionssystemwillberemovedfromallservices.

    u) AllspecialsquadssuchasNSG,SPG,Body guardsforpoliticiansandeminent persons will be disbanded immediately and personnel of such squadswill be sent back to their original forces. Anti terrorist operations will behandled by trained commandos of the BSF, ITBP, CRPF, CISF, Railway PoliceandArmy.

    v) Onlythreepersons;theservingPresidentofHindustan,theservingPrimeMinisterofHindustanandtheservingChiefJusticeofHindustanwillhavepersonalbodyguardswhiletheyareinoffice.Thenumberofsuchbodyguardswillnotexceed 12peopleperworkshift.Allotherpersonsholdinganyofficein

    governmentbranches,legislativebranches,armedforcesor othergovernmentundertakingswillhavethesameprotectionlevelsasanycommonpersoninHindustan.

    w) Policeforceswillbegivenwiderpowersforinvestigation,searchanddetentions.Theintelligenceorganizationswillbeexpandedtohaveatleast100,000activeoperatives ineachmetrocityareasatalltimes.Thegeneralpopulationwillbeinvited to volunteer their services as Special Intelligence Personnel, andprofessional service officers and civilians who perform their duties withdedicationandexcellencewillberewardedwithcashawardsofaminimum

    x) Terrorisminanyform;whetherasarmedassault,pre meditatedmurder,kidnapping, rape, and armed robbery will be punished with death penalty for thecriminals after they are found guilty in the court of law. Technological evidencesuch as CCTV camera footage, voice recordings, DNA evidence and relatedscientific evidence will be considered as prime evidence and shall have the sameimportance as human witnesses. Death penalty off the guilty criminals will becarried out within 30 days off the courts decision. Any government official(s) thatdelay the process will be charged as accessory to the crime and prosecuted andpunished accordingly. All rape cases & assault-on-women cases will be handledby All- Female courts; where the Judges, lawyers, police & court personnel willbeallfemalestoensurespeedy,proper&fulljusticetovictims.

    Bal Gangadhar Tilak (1856-1920): Addr ess to the IndianNational Congress in 1907.

    The Indian National Congress was created by a group of English-speaking urban-

    intellectuals in 1885. The original "moderate" leadership was soon a more "militant"group, led by Bal Gangadhar Tilak (1856-1920), which demanded " Swaraj [self-rule]for India. What follows is an excerpt from Tilak's address to Indian National Congressin 1907 calling for boycott of British goods and resistance to British rule. (theGovernment at that time).

    Two new words have recently come into existence with regard to our politics, and theyare Moderates and Extremists. These words have a specific relation to time, and they,therefore, will change with time. The Extremists of today will be Moderates tomorrow, just as the Moderates of today were Extremists yesterday. When the National Congresswas first started and Mr. Dadabhai's views, which now go for Moderates, were given tothe public, he was styled an Extremist, so that you will see that the term Extremist is an

    expression of progress. We are Extremists today and our sons will call themselvesExtremists and us Moderates. Every new party begins as Extremists and ends asModerates. The sphere of practical politics is not unlimited. We cannot say what will orwill not happen 1,000 years hence - perhaps during that long period, the whole of thewhite race will be swept away in another glacial period. We must, therefore, study thepresent and work out a program to meet the present condition.

    It is impossible to go into details within the time at my disposal. One thing is granted,namely, that this government does not suit us. As has been said by an eminent statesman -the government of one country by another can never be a successful, and therefore, apermanent government. There is no difference of opinion about this fundamentalproposition between the old and new schools. One fact is that this alien government has

    ruined the country. In the beginning, all of us were taken by surprise. We were almostdazed. We thought that everything that the rulers did was for our good and that thisEnglish government has descended from the clouds to save us from the invasions ofTamerlane and Chingis Khan, and, as they say, not only from foreign invasions but frominternecine warfare, or the internal or external invasions, as they call it. . . . We are notarmed, and there is no necessity for arms either. We have a stronger weapon, a politicalweapon, in boycott. We have perceived one fact, that the whole of this administration,which is carried on by a handful of Englishmen, is carried on with our assistance. We are

    all in subordinate service. This whole government is carried on with our assistance andthey try to keep us in ignorance of our power of cooperation between ourselves by whichthat which is in our own hands at present can be claimed by us and administered by us.The point is to have the entire control in our hands. I want to have the key of my house,and not merely one stranger turned out of it. Self-government is our goal; we want acontrol over our administrative machinery. We don't want to become clerks and remain[clerks]. At present, we are clerks and willing instruments of our own oppression in thehands of' an alien government, and that government is ruling over us not by its innatestrength but by keeping us in ignorance and blindness to the perception of this fact.Professor Seeley shares this view. Every Englishman knows that they are a mere handfulin this country and it is the business of every one of them to befool you in believing thatyou are weak and they are strong. This is politics. We have been deceived by such policyso long. What the new party wants you to do is to realize the fact that your future restsentirely in your own hands. If you mean to be free, you can be free; if you do not mean tobe free, you will fall and be for ever fallen. So many of you need not like arms; but if youhave not the power of active resistance, have you not the power of self-denial and self-abstinence in such a way as not to assist this foreign government to rule over you? This is

    boycott and this is what is meant when we say, boycott is a political weapon. We shallnot give them assistance to collect revenue and keep peace. We shall not assist them infighting beyond the frontiers or outside India with Indian blood and money. We shall notassist them in carrying on the administration of justice. We shall have our own courts,and when time comes we shall not pay taxes. Can you do that by your united efforts? Ifyou can, you are free from tomorrow. Some gentlemen who spoke this evening referredto half bread as against the whole bread. I say I want the whole bread and thatimmediately. But if I can not get the whole, don't think that I have no patience.

    I will take the half they give me and then try for the remainder. This is the line of thoughtand action in which you must train yourself. We have not raised this cry from a mereimpulse. It is a reasoned impulse. Try to understand that reason and try to strengthen that

    impulse by your logical convictions. I do not ask you to blindly follow us. Think over thewhole problem for yourselves. If you accept our advice, we feel sure we can achieve oursalvation thereby. This is the advice of the new party. Perhaps we have not obtained a fullrecognition of our principles. Old prejudices die very hard. Neither of us wanted to wreckthe Congress, so we compromised, and were satisfied that our principles wererecognized, and only to a certain extent. That does not mean that we have accepted thewhole situation. We may have a step in advance next year, so that within a few years ourprinciples will be recognized, and recognized to such an extent that the generations whocome after us may consider us Moderates. This is the way in which a nation progresses,and this is the lesson you have to learn from the struggle now going on. This is a lessonof progress, a lesson of helping yourself as much as possible, and if you really perceivethe force of it, if you are convinced by these arguments, then and then only is it possible

    for you to effect your salvation from the alien rule under which you labor at thismoment.
