Pre-Service (PS) Tier 1

Pre-Service Certificate Purpose

To provide a statewide structure for Pre-Service procedures which will:

Eliminate those ill-suited to the profession Promote and enforce ethical behavior Facilitate learning opportunities for Pre-Service

teachers

Pre-Service Certificate Requirements

Be admitted to an Ed Prep Program Be involved in field experiences/student

teaching Successful background check Paid for by candidate or EPP

Attempt to pass the Educator Ethics Assessment EPP must request the Pre-Service certificate

Pre-Service Certificate Validity

5 years, except: Invalidated upon program completion,

withdrawal, transfer, or removal

A candidate who is reinstated or transfers is eligible for a new Pre-Service certificate

May be extended at the request of the EPP

Other Information

Will allow students to participate in field experiences in their certification field Will become effective July 1, 2015 Students observing in schools prior to

admittance to the teacher ed program will not have to have a pre-service certificate Students already employed on Induction

Pathway 4 certificates will not need a pre-service certificate

Induction (IN) Tier 2

Induction Certificate Purpose

Supports the effectiveness of early career educators by: Enforcing minimum requirements Providing a structure of support for early career

educators Identifying the unique learning and support

needs of different preparation pathways Setting additional requirements for a

professional certificate

Induction Pathway 1 (IN1T) For those prepared by a GA educator preparation program New Requirements:

Ethics Assessment (Jan. 1, 2015)

Content Pedagogy Assessment (Sept. 1, 2015)

Assessment

Induction Pathway 2 (IN2T) For those prepared by an out-of-state program and completing student teaching in GA

Familiar Requirements: Complete a program Pass GACE at

Content Pedagogy Assessment (Sept. 1, 2015)

Induction Pathway 3 (IN3T) For those prepared out-of-state (OOS) and OOS educators who do not qualify for Professional

or hold out-of-state (OOS) certificate Pass or exempt GACE

at Induction level

Induction Pathway 4 (IN4T) For those teaching before completing a program (Replaces NNT, GaTAPP, & initial Trade & Industrial certificates)

Familiar Requirements: Bachelor’s degree with

minimum GPA GACE at Induction level Program Admission

New Requirements: Ethics Assessment (Jan. 1, 2015)

Content Pedagogy Assessment required for conversion (enrolled after 2014)

Induction Service Certificates

Only issued for: Media Specialist School Counseling School Nutrition Director School Psychology

Based on requirements in Service rules

Certificate of Eligibility

Issued to unemployed individuals who meet all other requirements for:

Induction (Pathway 1, 2, or 3) or Professional

Valid for 5 years

May be reissued after expiration, but an updated Approved Program Completion form would be required

Induction Certificate Level Upgrade

Pathways 1, 2, & 3 can be upgraded

Pathway 4 cannot be upgraded until converted

Induction Certificate Validity

3 years except: If the educator has previously held an NNT,

GaTAPP certificate, or Waiver

An OOS (out-of-state ) educator may convert to Professional before the Induction expires

Pathway 4 can be converted to a different pathway if requirements are met

Induction Certificate Reissuance

Educators who receive 2 or more “unsats” on an Induction certificate can get another Induction certificate after deficiencies are addressed Trade & Industrial teachers may be allowed 2

Induction certificates Educators that need more experience to qualify

for a Professional Certificate may apply for reissuance

Standard or Performance-Based Professional (SR) (PR) Tier 3

Standard Professional (SR) For those educators not evaluated by the statewide system (TKES)

Requirements: 3 years of experience

within 5 years (GA or OOS) Special GA Req’s GACE at Professional level

Employment

Valid 5 years

May be T, S, or L

Renewal requires professional learning and employment (with exceptions)

Performance-Based Professional (PR) For teachers evaluated on TKES and performance-based Ed. Leadership program completers

Requirements for T fields: 3 years of experience within

5 years, including 2 on TKES Special GA Req’s GACE at Professional level

Employment

Valid 5 years

May be T or L

Renewal requires professional learning, 2 years on TKES (for teaching fields), and employment (with exceptions)

Advanced & Lead Professional (AP) (LP) Tier 4

Advanced Professional (AP) For expert classroom teachers

Requirements: 5 years of experience, with 3 in GA

within 5 years One of the following: Advanced degree in a T field

Cert. in Curric. & Instruction or Instructional Technology

NBPTS Certification

Minimum number of Exemplary Evaluations Employment

Valid 5 years

Only for T fields

Will not be issued until TKES data is analyzed

Renewal requires Exemplary Evaluations

Lead Professional (LP) For teacher leaders

Requirements: 5 years of experience, with 3 in GA within 5 yrs.

Teacher Leadership certification OR an applicable endorsement and one of these: Advanced degree in a T field; OR

Cert. in Curric. & Instruction or Instructional Technology; OR

NBPTS Certification; AND

Hold a Teacher Leader, Coaching or Teacher Support Specialist endorsement and pass the GACE Teacher Leadership assessment

Passing score on Teacher Leadership GACE

Minimum number of Exemplary Evaluations

Employment

Valid 5 years

Only for T fields

Will be issued without Exemplary Evaluations starting 7/1/15

Renewal requires Exemplary Evaluations

Changes Affecting Issuance of Certificates

Employment Requirement!

Employment is a condition for certificate issuance!

Not employed - receive a “Certificate of Eligibility”

Take-home message: newly prepared educators will have a “Certificate of Eligibility” prior to being employed! Employer will request certificate issuance.

GACE – Passing “Level”

GACE Content Assessments Two “Passing” scores – Induction and Professional Induction treated as Professional until 7/1/17 After 7/1/17 must pass at the Professional level to be issued a Standard Professional certificate

Experience

Need 3 years of experience in 5 years to be issued a Standard Professional or Performance-Based Certificate Need 5 years of experience in 5 years to be issued an Advanced Professional or Lead Professional Certificate

Evaluations

Need 2 years on TKES in 5 years to be issued a Performance-Based Professional Certificate

Need >=2 years on TKES in 5 years to be issued an Advanced Professional or Lead Professional

Employment is required for certificate renewal!

Not employed - receive a “Certificate of Eligibility”

Take-home message: educators not employed can receive a “Certificate of Eligibility” but cannot renew! Future employer will request certificate re-issuance.

Two of the following in five years blocks renewal unless “remediated”: Unsatisfactory Evaluation (not on TKES/LKES) Needs Improvement or Ineffective (TKES/LKES)
