5. Classification, scale of pay, etc. · The classification of the Service. the scale of pay attached there to and the number of posts included in the Service shall be in accordance with the pro" isions contained in the Schedule I .

Provided that the Government may, from lime to time. add to or reduce the number of posts included in the service, either on a permanent or a temporary basis.

6. M e thod of recruitme n t - {I) Recruitment to the Service. alier commencement c,f these rules. shall be made by the follO\~ing methods. namely :-

{a) By direct recruitment, b) Competitive Examination I Selection

(b) 'By promotion of members of the service in column (2) and (3) of Schedule JV :

(c) By transfer/deputation of persons. who hold in a suhstantivc capacity such posts in such services. as may be specified this behalf.

(2) The number of persons recruited under clause (b) or clause (c) of sub-rule (I) shall 1101 at

any t ime exceed the percentage sho"n in Schedule II of the number of dul) P""s as

specified in Schedule I.

(3) Subject to the provisions of these rules. the method or methods of rc.:ruitment to be adopted for the purpose of filling any particular vacancy or vacancie, in the Service as may be required to be filled during any par1icular period of recruitment, ·and the number of persons to be recruited by each method, shall be detcnnincd 011 cach occasion b} the Appointing Authority in consuhation with the Government

directions issued by General Administration Department from time to time shall be applicable.

7. Appointment to the Service - All appointmcntS to the Service after the commencement of these Rules shall be made by the Appointing Authority and no such appointment s hall be made ei..ccpt after selection by one of the methods of recruitment spec ified in rule 6 .

8. Condition!! of eligibility for direct recruitment - ln order to be eligible for Competitive Examination I selection. candidate must satisfy the follow ing conditions. namely.-

( I ) Age ·

(a) He must have attained the age as specified in column (3 ) of Schedule Ill. but not attained the age as specified in column (4) of said Schedule on the first day o f January next following the date of commencement of lhe ex.aminationlsclection.

(b) The upper age limit shall be rela.xable upto maximum of 5 ( Five ) years. if a candidate belonging to a Scheduled Caste/Scheduled Tribe or Other Backward Classes.

(c) The upper age limit shall be rela.xable upto a ma.ximum of 10 (Ten) years to a women candidate in accordance with the provision,, of the C hhattisgarh Civil Services (special provisions for appointment of women) Rule 1997.

(d) The upper age limit shall also be relaxable in respect of candidates, who are or have beel) employees of the Chhanisgarh Government to the extent and s ubject to the conditions specified below:-

(i) A candidate who is a permanent or temporary /Government servant of Chhanisgarh should not be more than 38 years of age

(ii) A candidate holding a temporary post. including work charged employees., person getting pay from contingency and person employed in Project Implementation comminee. applies for any olher post should not be m ore than 38 years in age.

(iii) A candidate who is a retrenched Government servant shall be allow ed to deduct from his age the periocl of all temporary services previously rendered by him up to a maximum limit of 7 years even if ii represents more than one spell provided that the resultant age does not exceed the upper age limit by more than three years.

(2) Ex-i,ervicemen {Military) enrolled for the second time and discharged on (a) Completion of short term engagement (b) Full filling the condition of enrolment:

(3) Ex-personnel of Madras Civil Unit,

(4) Officers {Military and Civil) discharged on completion of their contract (including short-service Regular Commissioned Office),

(5) Offices discharged after working for more than six months continuously agamst lea°l'e vacancies,

(6) E.x-servicemen discharged on the ground that they are unlikely to become efficient soldiers,

(7) Ex-servicemen who are medically discharged account of gun-shot, wounds, etc.

(8) Ex-servicemen in - validated out of service .

(e) The upper age limit shall nlso be relaxable up to a maximwn two years for those candioate:. who are holding green cant under the Family Welfare Progrftlllme.

(f) The General age limit shall be rela.xable up to five years in respect of the widow, destitute and divorced women candidates.

(g) The upper age limit shall be relaxable up to five years in respect of awarded superior cast partner couple under the lntc., Caste Marriage lncentive programme of the Trible, Scheduled caste and Backward class welfare Department.

(h) The upper age limit shall be relaxed up to five years in respect of the Shaheed Rajiv Pande, prize. Gundadhur and Maha RaJa Praveeo Chand Bhanjdeo awards holder candidates

(i) The upper age limit shall be relaxable up to 38-years of age in respect of candidates who are employees of Madhya Pradesh State Corporations/Boards.

(j) The general upper age limit shall be relaxed in case of voluntary Home Guards and non-commissioned officers of Home Guards for the period of service rendered so by them subject to the limit of 8 years but in no case their age should exceed 38 years and the instruction issued from time to time by General Administrative Department regarding age limit will be applicable.

Note (1) - Candidate1,, who are admitted to the examjnationJselectioo under the concessions mentioned in clause (c) (i) and (c) (ii) above shall 001 be eligible for appointment if after submitting the application. they resign from service either before of after examination/selection. They will, however continue to be eligible if they are retrench<.-d from the service of post after submitting the application.

Note (2) - In no other case will these age limit be relaxed. Oepamnent candidates must obt:atn previous pennission of their appointing authority to appear for the e"-8ftlinauon/selection.
