U.S. Environmental Protection Agency, Region 7Thurston Manufacturing Company Synthetic Minor Source Permit PERMIT R7-TMNSR-FY16-001

The U.S. Environmental Protection Agency Region 7 (EPA) is announcing its decision to issue a synthetic minor source permit in accordance with the provisions of the Clean Air Act (CAA) and the Federal Minor New Source Review Program in Indian Country, 40 CFR 49.151 - 49.161, to Thurston Manufacturing Company. The source is located at 1708 H Avenue, Thurston, Nebraska.

The EPA prepared a draft permit and held a public comment period from Febru-ary 12, 2016 to April 12, 2016. During the public comment period, one commenter provided comments. The EPA changed the permit in response to the comments. After consideration of Thurston Manufacturing Company’s completed permit ap-plication, the pertinent federal statutes and regulations, the comments received, and additional material considered in response to comments and contained in our Administrative Record, the EPA has made a decision to issue the fi nal permit.

The fi nal permit, technical support document and other key documents relevant to the fi nal permit are available online at: https://www.epa.gov/caa-permitting/status-tribal-air-permits-region-7.

The fi nal permit will be effective on October 21, 2016, which is a delayed effec-tive date to provide time for public notice of this fi nal permit decision.

Under the CAA regulations at 40 CFR 49.159(d), any person who commented on the specifi c terms and conditions of the proposed permit may petition the En-vironmental Appeals Board (EAB) to review any term or condition of the permit. A person who failed to fi le comments may also petition for review, but only as specifi ed in said CAA regulation. In accordance with the regulation at 40 CFR 49.159(d) (2), EPA is specifying that the 30-day period within which a person may request review begins September 20, 2016.

of September, 2016. Present were Leonard Peters, Georgia Mayberry, Darren Wolfe, Dan Trimble, Mark English. Absent: Caroline French-man, Roger Nelson.

The meeting was called to order by Chairman of the Board Mark Eng-lish at 9:03 a.m.

The Chairman announced that the Open Meeting Laws would be followed during this meeting and are posted on the south wall of the meeting room for anyone wishing to review them.

Motion by Peters, seconded by Trimble, to approve the minutes of the August 22, 2016 meeting as pre-sented. Roll call vote, aye: Peters, Mayberry, Wolfe, Trimble, English. Nay: none. Motion carried.

Tom Perez gave the emergency manager’s report. Tom told the board that they have been busy with the weather; they are going to be in Ponca for the expo, they have been invited to Wayne County for a drill. A lot of gravel was lost, and a culvert during one of the last storms, and will be declaring a disaster for the coun-ty, have been working on the continu-ity of operations for the courthouse.

Bullet Beaudette gave the roads report. Bullet told the board that they have replaced a culvert north of Al Ruges, they have poured the con-crete on the Cooney bridge, told the board that next summer he would like to fi x the three bridges on the old Rosalie highway, and would like to make them all 28’ wide, one-quar-ter mile south of 13th and C – there are two side by side culverts, one is kinked and instead of trying to fi x them, would like to tear them out and replace with one seven-footer. Burt County is in the process of wanting to close a road on the county line.

Paul Richards, representative of the Burt County Veterans Commit-tee, spoke to the board regarding providing health insurance for the Veterans Service Offi cer that Thur-ston County shares with Burt County.

After discussion, it was agreed that before the board could take action, they would need to approach the Veterans Committee for Thurston County and discuss this with them.

The board discussed the sala-ried employees and the new law that says they must make $47,476.00 per year, or be paid by the hour and not a salary and how they would handle the employees that this will effect.

Chairman English opened the budget hearing at 10:25 a.m. No one appeared in favor or against the pro-posal. Budget Authority Tasha Breit-barth gave an overview of the budget document. The budget hearing was closed at 10:38 a.m.

Motion by Trimble, seconded by Mayberry, to approve Resolution #16-19 – approving the appropria-tions and expenditures of the budget document and approving the budget as presented. Roll call vote, aye: Pe-ters, Mayberry, Wolfe, Trimble, Eng-lish. Nay: none. Motion carried.

Sheriff Perez spoke with the Board regarding a storage contract for the evidence vault in the new jail. Midwest storage can provide for the needs of the county and a much low-er cost than was in the bid document for the jail. By signing the contract now, we can lock in the rates. Motion by Mayberry, seconded by Peters, to approve the contract, and to pay for this from the Jail Sinking fund. Roll call vote, aye: Trimble, Wolfe, May-berry, Peters, English. Nay: none. Motion carried.

Sheriff Perez spoke with the board regarding the contract with Mark Martin regarding the training and transition into the new jail facil-ity. Mark’s fee would be $1,000 per month for this service. Motion by Mayberry, seconded by Trimble, to approve the contract with Mark Mar-tin. Roll call vote, aye: Peters, May-berry, Wolfe, Trimble, English. Nay: none. Motion carried.

Motion by Peters, seconded by Trimble, to approve Resolution #16-20 – approving the signing of the supplemental agreement with the Nebraska Department of Roads re-garding the Walthill Northwest bridge project. “Why is it there are no barns in this Territory,” asked the Ne-braska Farmer in December 1861. “In all of the Middle States, even among the very fi rst set-tlers, a barn was considered in-dispensable by every farmer. Farmers, from New York and Pennsylvania, who emigrated to the then Far West, built a good barn before they had a comfort-able house. But here, no matter where the emigrant is from, he never thinks of building a barn. Yet barns are just as important here as anywhere else.

We have not yet seen a good barn in this (Nebraska) Terri-tory. We have been told that Mr. Strong has one in the southern part of this county (Nemaha); and we are also informed that there are one or two in Cass County, but as a general thing, there are no barns here. The reasons are the scarcity of timber and the high price of lumber, and the want of suffi cient capital on the part of our farmers.

“One great calamity in this Ter-ritory is that so many came here who are not able to carry on the business of a farm in a manner to be profi table. Another trouble is they try to farm too much land, thus depriving themselves of all money for improvements, and for stocking their farms. The consequence is that one half of our farmers are scarcely able to procure the necessities of life for themselves and families. They are barely able to ‘make ends meet’ and are constantly harassed, like a ‘toad under a barrow,’ until life is almost a burden.

“They are always compelled

to work to a disadvantage. Their crops are improperly ‘put in,’ and still worse harvested. They must be content with a ‘three-rail fence,’ and lose a portion of their crop by their neighbor’s or their own stock. They lose a fourth of their wheat by its getting wet in the stack; and when threshed, the machines they employ, be-side the customary toll, in many instances, wasted one fourth of the balance.

They are not able to stock their farms but are necessitated to sell their grain when the market is the lowest – if corn sells but for 10 cents a bushel, they must ex-change it for clothing for their children.

“Many of this class will never be able to live in a better style, unless a very fortunate year should ‘give them a lift.’ It would be nonsense to advise such to ‘build a barn.’ It would be a phys-ical impossibility for them to do it. ‘Blood cannot be extracted from a turnip.’ But men who are able to buy 320 acres of land, and to fence and cultivate 80 or 100 acres, could, if they pur-chased but 80 acres and farmed but 30 of it, have built a barn suf-fi ciently large, and yet have made as much money as now.

And in 10 years, they could have owned more land (even if they did not enter it at govern-ment price) than they will at the end of that time by the present system of farming.”
