Hello all,
As everyone knows San Francisco has a serious issue with vehicle break-ins. I am happy to report that San Francisco residents in the Park District have become a small portion of our victims. Most of our vehicle break-ins are the unsuspecting tourists. I want to review with you again how not to be a victim of this crime so we can ensure we continue this downward trend for San Francisco residents.
#1 Always take the time to remove all valuables from your vehicle when you leave your parked car even if it is only for a brief period of time.
#2 If you are placing items in your trunk to ensure they are out of sight of potential thieves do so before you park your car so any on looking thief does not see you do this.
#3 If you see any tourists on you street parking their car please educate them about not leaving anything in their vehicle while they shop or sight see.
#4 There are a number of flyers in our newsletter regarding vehicle break-ins please feel free to distribute to your neighbors or any potential victim in an effort to stop this crime.
I know when we all work together we can achieve great things. Lets see what happens if we all work together on this. I believe we can make a significant impact on the number of San Francisco victims and in addition our visitors.

Bike, walk and roll to school
On October 9th students from the Chinese Immersion School participated in the
Bike, Walk and Roll to School. Park Station Officers rode and walked with the
students from Waller and Stanyan to their school at Waller and Masonic. The
weather was perfect and a good time was had by all.

when riding a bike to stop at each intersection and look both ways before
continuing.

National Coffee with a Cop, October 2, 2019, community members met with
Captain Bailey and Park Station Officers at Wooden Coffee House,
approximately 15 community members had chance to talk with Captain Bailey
and Park Station Officers about any concerns in their neighborhood.

On Sunday September 29, 2019, Captain Bailey visited the 17th annual Cole Valley Fair. The above photo
shows Captain Bailey with ALERT volunteer members and members of the Cole Valley Improvement Association.
One of the many booths at the Cole Valley Fair was local business Wee Scotty. Wee Scotty located at 609 Clement Street is a fashion school, boutique and design house. Lynne and her staff have taught numerous children to sew, helped countless brides look their best on their wedding day, and designed clothing and
prototypes for many local and national brands.

Traffic Collision, Hit & Run, Property Damage; Evading a Police Officer Recklessly; Conspiracy; Resisting and Delaying; Possession of Burglary Tools, Possession of Stolen Property, 10/8/19, 1412 Hrs. Area of Clayton and Waller Street. On 10/08/19 at approximately 1412 hours, Park Station Officers attempted to conduct a traffic stop at Clayton/Waller on a vehicle showing a cracked tail light and improper paper plates. The vehicle failed to yield to the officer’s red lights and siren, fleeing the officers in a reckless manner. The officers did not initiate a pursuit based on safety. Several minutes later, the officers were dispatched to a traffic/Hit and Run at Oak Street and Baker Street (DMV parking lot). Upon arrival, the officers recognized the hit and run vehicle as the same vehicle which evaded them prior. Witnesses and victims directed the officers to several suspects who fled from the vehicle and into the Panhandle. Park station officers were able to detain the three subjects who fled the vehicle. A cold show was conducted which positively identified the detained suspects as the hit and run suspects. A search of the H&R vehicle produced reported stolen property and burglary tools. After further investigation, the suspects were arrested and booked accordingly for the above listed charges. Warrant Arrest, Local SF Warrant, Trespassing, 10/08/19, 0855 HRS. Area of Haight St On 10/08/19 at 0855 hours, officers were driving westbound on Haight St and observed an individual standing in front of a business on Haight Street that had a posted ‘No Trespassing” sign, in violation of 25(a) MPC. Officers contacted the subject and conducted a warrant check which showed that the subject had an active local misdemeanor warrant for $5,000 for driving under the influence of alcohol . Officers placed the subject under arrest for the warrant and no trespassing, he was transported to county jail. Warrant Arrest, Local SF Warrant, 10/08/19, 0938 HRS. Area of Haight Street On 10/08/19 at 0938 hours, officers were driving on Haight St crossing the intersection of Shrader Street when they observed a subject crossing west on Shrader Street outside of the marked crosswalk in violation of 21954(a) CVC. Officers stopped the subject and a computer check revealed that there was a local misdemeanor warrant for $5,000 for battery. Officers placed the subject under arrest and transported him back to Park Station. Subject was later booked and transported to SF County Jail #1. Methamphetamine Offense, Trespassing, Warrant Arrest, Enroute to Outside Jurisdiction, 10/09/19, 1456 HRS, Area of Ord Ct. On 10/09/19 approximately 1456 hours, offers responded to the location above regarding a possible burglary in progress. Officers noticed that the front door was unsecured. The Officers announced themselves as Police Officers and subject #1and subject #2 came to the front door. Officers detained both subjects and conducted a protective sweep of the house, no other individuals were located inside the house. Officers contacted the trustee of the estate, they stated that subject #1was allowed to be in the residence, but not subject #2. A warrant check was conducted and subject #1 was released on scene due to no warrants. Subject #2 had a drug warrant for $20,000 from San Jose Police Department. Officers placed subject #2 under arrest, during an arrest search methamphetamine was located on subject #2. Officers transported subject #2 to Park Station for booking and he was later transported to county Jail.

Firearm, Possession of Loaded; Firearm, Loaded, in Vehicle, Possession or Use; Vehicle Registration, False
Evidence; Traffic Violation Arrest,10/12/19, 1118 Hrs.
On 10/12/19 at approximately 1118 hours, Park Station officers observed a vehicle with false registration at Masonic Avenue at Page Street. The vehicle license plate displayed a yellow 2020 sticker, but a DMV computer inquiry showed the registration to be expired as of 01/2019. The officers conducted a traffic stop on
the vehicle and its two occupants.
Prior to the vehicle stopping, the officers saw the occupants make furtive movements within the front seat area. When the officers approached the vehicle, they could smell a strong odor of freshly burnt marijuana. In addition to the marijuana smell, the passenger was not wearing a seatbelt. A computer check of both occupants revealed that the passenger was on felony probation for assault. Both subjects were asked to exit the vehicle
and a probation search was conducted on the passenger.
A search of the passenger was performed and a loaded Glock 43x was found in the front pocket of his jacket. This particular weapon is highly restricted in California and is sold only to law enforcement. A check of the weapon showed that it was never registered. A search of the vehicle was conducted and suspected marijuana was found inside. Both subjects were mirandized. The driver admitted to falsifying the
registration. The passenger invoked his rights.
The vehicle was towed for registration expired over six months. After further investigation, the suspects were
arrested and booked accordingly for the above listed charges
Firearm, Possession of Loaded; Firearm, Loaded, in Vehicle, Possession or Use; Driving, License
Suspended or Revoked; Traffic Violation 10/09/19, 1141 Hrs.
On 10/09/19 at approximately 1141 hours, Officers were on patrol in the area of Church Street when they observed a vehicle in a transit only lane, in violation of 21655.1(a) CVC. The officers conducted a traffic stop and contacted the driver. A computer check on the driver revealed that he had a suspended driver’s license. Since the diver had prior arrest for driving on a suspended license, his vehicle would be towed. The driver was placed under arrest and the officers conducted a vehicle inventory search. During the search officers located a black backpack in the back seat of the vehicle that belonged to the driver. Inside the backpack officers located
a black Taurus handgun with a fully loaded magazine.
The suspect was transported back to Park Station. During the arrest search of the suspect two unfired cartridges were located on the suspect. With further investigation it was determined that the handgun was not registered. The firearm, unfired cartridges and magazine were booked into evidence at Park Station. The suspect was
cited for the above violation and released.

Suspicious activity is any observed behavior that could indicate a crime-related incident has been committed, or about to be committed. Unusual items or situations: A vehicle is parked in an odd location, a package/luggage is unattended, a window/door is open that is usually closed, or other out-of-the-ordinary situations occur.
Examples of Suspicious Activity:
An individual peering into vehicles, to try, and locate any valuables left unattended.
An individual trying door handles to vehicles, and/or residences to gain access to the vehicle and/ or residence.
An individual checking front doors of residences to locate any unattended packages, or individuals following delivery trucks to see where the truck is dropping off packages.

Definitions Robbery – Robbery is the taking of property from another by using force or by using fear.
Assault – An assault is an unlawful attempt, coupled with the present ability, to commit a violent injury on another person.
Battery - (Misdemeanor battery) is any willful and unlawful touching of another .
(Felony battery) is the use of force or violence upon the person of another that causes serious bodily injury.
*Assault is when a person swings their arm and battery is when that arm makes contact with
another person.
Aggravated Assault – Assault upon another person with a deadly weapon or instrument other than a firearm or by any means of force likely to produce great bodily injury.
Burglary – The intent upon entry into a property to commit grand theft, petty theft, or any felony.
Grand Theft – Grand theft is theft committed when the value of the money, labor, or property taken exceeds $950.
Petty Theft – Theft where the value of the property taken is less than $950.

I absolutely love police work and I love all that we as SFPD can do to help victims, solve and prevent crimes, and I am a firm believer in the power of the community. We, as a department, are only as successful as our partnerships with the community. I learned very early in my career how important community involvement is both in solving and preventing crimes and also in the creation of safe desirable neighborhoods. I look forward to building and maintaining community involvement and relationships over the coming years. I know that when we work together, we will create a district that will be safe and sound for all.

3-1-1: Please contact 3-1-1 when the issue is a not an emergency, yet requires City services or, if you simply have questions regarding City services. Non-emergency situations include the following examples: damage to public property, public trees that requires pruning, defective streets or sidewalks, homeless-related issues. 3-1-1 was developed to help the community inform the appropriate City agency regarding a service request.
SF 3-1-1 APP is available to use on your mobile device. Download the APP and its easy to use for many Non-emergency.
Non- Emergency San Francisco Dispatch Line: Pease call the non- emergency dispatch line (415-553-0123) when the scenario does not need immediate response from the San Francisco Police Department. For example, if there is a loud party, a group of loud juveniles loitering in front of your residence, noise complaints, doubled parked vehicles, suspicious activities, or a homeless/nuisance related issue. The non-emergency line is for situations that require the police, but do not require an immediate police response.
9-1-1, please call 9-1-1 immediately if there is a police, fire, medical, or any other emergency. The purpose of San Francisco's 9-1-1 Emergency Telephone System is to provide the community an immediate response of police, fire, or medical personnel for emergency occurrences. To accomplish this, it is imperative that the calls received on the 9-1-1 line be restricted to those situations that require immediate dispatching of police, paramedic, or fire department personnel. For example, crimes or fires that are in-progress, or medical emergencies.
The San Francisco Police Department district station telephone numbers and emails are not monitored. Questions will be answered in the order we receive them. Station emails are not for making police reports nor for reporting a crime. If you need to make a police report, you can call 415-553-0123 or go to your district police station. If you have an emergency, please call 9-1-1.
