Roles and Powers of Community Boards
The Community Board has already been delegated the task of co-ordinating rural reserves and hall committees. It also has a major input into the development of Council’s Long Term Plan.
The Community Board’s prime objective is to be the interface between Council and the ratepayers and public of the Ward.
Role of Community Boards The role of a Community Board is to (Section 52 Local Government Act 2002 [LGA]):
(a) Represent and act as an advocate for the interests of the community. (b) Consider and report on all matters referred to it by the territorial authority, or any other
matter of interest or concern to the community board. (c) Maintain an overview of services provided by the territorial authority within the community. (d) Prepare an annual submission to the territorial authority for expenditure within the
community. (e) Communicate with community organisations and special interest groups within the
community. (f) Undertake any other responsibilities that are delegated to it by the territorial authority.
Powers of Community Boards A Community Board shall perform such functions and duties and exercise such powers as are delegated to it by Council from time to time.
Powers of Community Boards (Section 53 – LGA): 1 A community board has the powers that are:
(a) Delegated to it by the relevant territorial authority in accordance with Clause 43 of Schedule 7 of the LGA.
(b) Prescribed by the Order in Council constituting its community. 2 The powers of a Community Board prescribed by Order in Council expire at the close of six
years after the Order comes into force. 3 Despite subsection (1), a community board may not:
(a) Acquire, hold or dispose of property. (b) Appoint, suspend or remove staff.
Powers Delegated to the Community Board by Council • The co-ordination of rural reserves and hall committees.• To allocate the approved budget for the following activities in the area: Footpaths programme; Parks and Reserves discretionary spend; Public information signage.
• To approve: Temporary road closures for events (subject to administrative imperatives); Street names; Parades, collections and special uses of the roads; Changes to speed restrictions on local roads (subject to NZTA rules); Road closures.

Purpose of Report 1.1 The purpose of this Report is to enable the Board to temporarily suspend Standing Orders in

Significance and Engagement
2.1 There is nothing in this Report that triggers the Significance and Engagement Policy.
Public Forum Guidelines 3.1 The Community Board has adopted the following Public Forum Guidelines:
(a) Five minutes speaking time will apply to each speaker or group. (b) Members of the public wishing to speak must advise the Community Board of the
reasons and subject he/she wishes to address the Board a minimum of two clear working days prior to the meeting.
(c) The Chair may refuse applications which are repetitious or offensive and may terminate a speaker in progress where the subject matter is disrespectful or offensive.
(d) There are not to be criticisms of individual Board members or individual staff members. (e) The Public Forums are designed for people to speak about matters of interest to them to
the Community Board. It is not intended that people should be questioning Board members on these occasions. However, Board members may ask questions of speakers to clarify their statements.

Orders be received. 2 That, pursuant to Section 27(4) Schedule 7 of the Local Government Act 2002, the Board

Purpose of Report 1.1 The purpose of this Report is to advise Members of planned tree work in Raetihi and
Ohakune for the 2019/20 financial year.
Significance and Engagement, Social Impact 2.1 This report does not trigger the Significance and Engagement Policy. 2.2 This report does not trigger the Social Policy.
Background 3.1 Council has an annual budget for planned tree work throughout the District. The budget
for the southern part of the District (south of National Park) is $30,000 for the 2019/20 financial year. This budget is allocated as $10,000 for Raetihi and $20,000 for Ohakune as per the Long Term Plan.
3.2 Tree work is completed by the Parks and Reserves contractor for trees that are in decline,
dead, or where a tree may have become a problem due to location or size. Stump grinding is also completed by the Parks and Reserves contractor although, this is often completed a number of years after the tree has been felled due to budgetary constraints.
3.3 There is also a demand in the tree work budget by contractors for The Lines Company;
trees on Council property may have grown into the growth limit zone (i.e. within 1.5 metres) of a power line. To minimise the ongoing and long term costs of maintenance, often the decision is made to fell such a tree, unless it has a high amenity or historic value.
Discussion 4.1 Attached is a list of planned work for Ohakune for 2019/20. No tree work has been
identified as being required in Raetihi at this stage, however if this changes over the year an updated report will be brought to the Waimarino-Waiouru Community Board (WWCB) to have the work approved.
4.2 The attached list of planned tree work includes new maintenance requirements, as well as
work approved in previous years. Items remain on the tree programme until the work is completed, as budget allows.
4.3 The planned tree schedule for work to be carried out by the Parks and Reserves
contractor has been developed to ensure that the community is notified and has the opportunity to feed back any concern over planned work, and to ensure that Council

Officers have the appropriate approval to allow work to proceed. The process entails presentation of the work list to the Ward Committee or Community Board for the area and notification to the property owner immediately adjacent to the Council property or road reserve where a tree is planned to be felled.
4.4 Once a tree has been removed and the stump has been ground, the decision to replant
must be made with appropriate species, size and location being considered. The tree programme notes where a replacement tree has been recommended. Planting of replacement trees is undertaken under this same budget.
Suggested Resolution(s) 1 That the Report on Annual Tree Programme South 2019/20 be received. 2 That the Waimarino-Waiouru Community Board approves/does not approve the 2019/20

E1 Raetihi Ohakune and National Park Wastewater Resource Consents
These consents all expire this year. Documentation and items to discuss public consultation was developed. A consultation strategy was prepared for release to parties. The community engagement document developed and community engagement started in June. A power point is available. A paper went to Council recommending the final option for the preparation of a resource consent application to be lodged for each plant. Consents have been lodged with Horizons Regional Council. The Wai Report as supporting document has been signed and has triggered some minor adjustments to the lodged consent. S92 request for additional information received for Ohakune & National Park WWTP consent applications. RDC will respond by end Sept. Raetihi consent requested to be put on hold to allow nutrient investigations to be carried out. Massey University are trialling a new method at the Raetihi WWTP for investigation into which nutrient is triggering algae growth in WWTP oxidation ponds. A Wai Group meeting held in August has helped inform the s92 response for Ohakune & National Park WWTPs which will be lodged in September. Horizons agreed to put the Raetihi WWTP application on hold until August 2017. Ohakune and National Park WWTP s92s were lodged with Horizons on 21 Oct 2016 to allow for additional monitoring data Initial verbal feedback from Horizons suggests that the consents will be fully notified. RDC will seek that reason for notification be supplied by Horizons rather than agree to have it publicly notified. The Ohakune and Raetihi resource consent have been on hold while the money secure to assess land passage options is being investigated with outcome of a land passage design by June 2019. The consents are supported by the Visitor/Tourism Infrastructure funding work in E5.

resource consent for the next 10 years while decisions are made around a new water source and its appropriate infrastructure. It has approval in principal from affected parties, Department of Conservation, Fish and Game and Iwi. The processing may be delayed and processed with the Wastewater Resource Consents. Horizons have requested more information around a small number of points, data was collated and added to the lodgement in October 2015. Additional information requested by Horizons was also sent to support the application. Horizons have asked RDC to reconsider the 10-year term sought for the consent. This will require rationale for a longer term and re-lodging a revised application. To be discussed when Wai Group reconvenes in August. This does not preclude us from investigating a long term water source for the supply of Raetihi at a time when the community can afford it. Initial indications from the Wai Group are that they support a longer term of 24 years. A revised application will be lodged with Horizons in September. The Wai Group have provided a letter of support for the Raetihi water term sought to be extended to 24 years. A revised application seeking a term of 24 years was lodged 17 October 2016, received notification from Horizons on 1 Nov 2016 that the Raetihi consent will be processed on a fully notified non-complying basis. Reconsideration of terminology used in the One Plan by Horizons has meant that the Raetihi consent is required to be reframed and resubmitted. This is proposed to be done in March 2017, although there is no set timeframe for this. An update of the Raetihi consent application is underway. A revised application was submitted to Horizons on 23 June 2017. Council awaits a response. Further consultation was required after the HRC consultant identified that Water Abstractions are not permitted but non-complying activities. Council have been informed the consent will be notified and the reason for notification is being drafted by the consultant. Raetihi Water Supply Consent has been advertised by Horizons Regional Council. Two submissions where received in support of the application and none opposed. The next phase will be a discussion around if RDC proposed conditions are accepted to Regional Council or will there be changes to conditions and others proposed. This position remains unchanged. A Section 92 request for further information has been made. Council are now calculating the water loss against the World Bank bands as proposed by Water New Zealand. This was also asked of Horowhenua District Council when they applied for a new abstraction consent. . A water loss study was completed against the World Bank Guidelines and will be submitted as part of a section 92 request. The draft water loss report suggests a significant loss of water is occurring and needs further work to validate the method is correct. The water loss Zone analysis is planned for April in Raetihi. The centre of the town will be done as a second stage latter in the month. Staff resourcing has delayed the second stage. Draft conditions have been received from Horizons Regional Council.

E4 Government Freshwater Improvement Fund
RDC has submitted an application to the new Government Freshwater Improvement Fund for the upgrade of Ohakune and Raetihi Wastewater Treatment Plants (WWTPs), and for support of the Whangaehu Catchment Accord (a group established to protect and enhance the Whangaehu water catchment). RDC is one of many applicants from around the country. A response to the application is anticipated in late June/July. Council was not successful in securing funding for the WWTPs as these were not discharges to land. The catchment was successful at getting some funding through the Regional Council. The Nga Wai Ora O Te Whangaehu Freshwater Improvement project will cost $1.68 million, with $590,000 secured Freshwater Improvement Funding from MFE over three years: for 60 km fencing to prevent stock access, riparian planting of 12,000 native plants, five fish pass repairs and 10 community-led restoration projects. Horizons are negotiating contracts with the Government before works can commence. No contracts have been signed between the parties to my knowledge. Horizons Chief Executive was in Wellington to sign the Contract with ministers on the 21 June 2018. Horizons have signed with the government to uplift the money and spend it over the next three years. The Government agreement requires a governance group and Mayor Don Cameron is council’s representative on this group. HRC provided a one day drop in to help community members complete their funding applications at the Council Ohakune Cambers on the 4 October 2018. There was direct contact with six groups on that day. The quality of the project was very high and they had some ambitious goals. The governance group met and allocated funding to community groups against their criteria. The first governance report has been submitted to MFE and expected targets have been met. Ruapehu Continues to co-ordinate the wider Whangaehu Catchment group and are gathering information around works being undertaken in the catchment. The next Governance meeting will be in April, which will cover the actions against targets for Riparian fencing, planting, fish pass improvements and community projects. Projects goal appear to be on track. The work programme has been split across three years so there remain opportunities for more work across all the categories so please spread the word to those who might wish to participate.

E5 Visitor Infrastructure Funding
There is a new Visitor Infrastructure Fund available and RDC are applying for the Ohakune Water Supply and some Wastewater Funding Feasibility around land passage. Two projects were proposed for this funding round, which targeted visitor growth demand. The plant covered filtration, clarification, reservoir and a wastewater disposal system, Total of 5 million dollars. The second application covered the feasibility of land disposal,

affordability model, wetland contact for one million dollars across Ohakune and Raetihi townships. The second stage would be informed by the first stage and would look at land disposal and treatment. Council were asked to repackage some of the wastewater treatment land passage information. Council has been successful in securing the feasibility study of wastewater to land application for Ohakune and Raetihi. The contract has now been signed by the Parties with the timeline of 30 June 2019 to deliver agreed design land passage plans for Ohakune and Raetihi through the Wai Group. A site visit was made to Otorohonga wastewater wetlands, and St Peters School for the group to get an understanding of what might be achieved. The Wai group also meet and undertook site visit with a wetland expert to Ohakune and Raetihi wastewater treatment plants. The Wai group meetings are discussing the types of wetlands, what parameters they achieve, limitations and what whole of life costs are involved. Along with land suitability. This project is on track. A number of systems have been looked at with an understanding of wetland design and what might work being established.
E6 Ohakune Water Intake
At the Ohakune water intake flushing was last completed in August. The silt chamber was pumped out August. Staff constraints has meant flushing was not achieved and has been discussed with Veolia. The Veolia operator has been tasked to co-ordinate the repair. Metal Tech booked to under undertake the bridge repair with Veolia. On the 21 February the intake was attended by the operator. There was a 200 mm sludge built up against the gate but the chamber appeared clear. The last major flush was made in August. The planned Cycle trail has not yet achieved funding which is the ideal time to consider upgrade options for the access. Should this not eventuate then a track off the mountain road at the old quarry would be more affordable to maintain and was originally discussed with the then Tongariro Manager Paul Carr as a potential “safety extraction route”. Access to the site can be achieved with DOC driver in a side by side. Water intake cleaning occurred in June. The sandfilter media upgrade is also underway as the media is at the end of its life. A power failure did not shut a valve at the water plant which generated a non-compliance. Veolia have investigated the incident and resolve the reason for its occurrence.

E7 New World Wastewater issues
There has been a number of complaints received around odour at the New World store. A proposal to jointly investigate the Wastewater and Stormwater lines that are both public and private has been accepted by the owners of the New World property. Further landowners are also been approached to contribute to the investigation works. Cheal have developed a brief to investigate lines and levels throughout the area in collaboration with Veolia information. Investigation work has commenced but the report has not yet been completed. A new line has been found that needs to be CCTV to help with the report. Cheal are completing their wastewater report and have indicated a number of private lines and public lines are

under building and have dropped joints. The stormwaterlines are now being assessed. Cheal have completedtheir investigations. We are expecting their reports. Thereport has highlight a need for further information, which isbeing sort, and some input from the private owners of theirplans for future development in the area. E8 New ZealandDefence Force
The New Zealand Defence Force in Waiouru is alsoworking toward a new Water Safety Plan and Council hasbeen invited to assess its risk matrix development,providing input around the Waiouru township reticulationworks. Council attended a meeting in December to furtherthe water safety plan and discuss general works betweenthe organisations. High-level discussions around levels ofservice for the whole community of Waiouru (public andarmy) were held. More discussion are planned for 2019.NZDF are in the process of seeking a new resourceconsent for the abstraction of water. Council is providingassistance with this process.

The Ohakune Water Demand from town is too high andneeds to be brought back into line with other years. Aquick wins night loss analysis was completed. The initialresults from these investigations have been compiled intoa report to the community Board. Follow up visits to theareas in question are underway. A letter drop of 25 letterswas made in Tawhero Road area and planned for followup. Other follow ups are also underway.

The next step requires some consideration. A marketing strategy is to be undertaken prior to a report going to the Community Board to inform what words might best support and reflect the Ohakune community while fitting in with a wider district strategy. C5 Re-pile Ohakune Railway Station
Soil test shows that re-piling will require much deeper foundations than existing, work will now consist of subfloor bracing and fireplace removal or strengthening in line with earthquake assessment recommendations. Awaiting advice from Heritage New Zealand. Cost to do the work is more than the budget, report to go to Council to make a decision on the work required. Further information is being sought regarding work required to bring building up to 34% New Building Standards (NBS) or 67% NBS to inform report. A proposal by AECOM for a detailed seismic investigation to be carried out on the Railway Building has been received for consideration. It is proposed to seek feedback from the community on the future of the building due to the indicative high cost of remedial work and seek a recommendation to Council from the Board at its August meeting. A report will be presented at the August WWCB meeting for a recommendation to Council as to whether the Community Board wish to see the building upgraded to meet new building standards as defined by the Building Act. The community has been made aware of the issues facing the Ohakune Railway Station Building on Council Facebook page. Report went to Council on 12 September to request funds be spent on detailed seismic assessment. Council resolved to seek approval from Heritage NZ for the permanent removal of the chimneys. Letter to Heritage NZ has been sent. A detailed seismic assessment was also approved to be undertaken. This will be requested once a response from Heritage NZ is received around the chimneys. Heritage NZ has responded with a recommendation for the chimneys to remain and be strengthened. Council will now arrange for a detailed seismic assessment to be undertaken. Engineering firm to undertake site inspection before end of November. Engineering staff from Miyamoto International NZ Ltd have inspected the site and are in the process of undertaking a Detailed Seismic Assessment (DSA). DSA report received from Miyamoto. C6 Mitigation Fund
The Raetihi Governance Group has confirmed that the $15,070 excl. GST of funds remaining will be distributed amongst a town sculpture project, upgrade of the Domain Tennis Courts and the upgrade of the Makotuku River walkway. The RDC Property Team will oversee the three projects, the details of which are still to be finalised. The Raetihi Promotions Group has work on the walkway underway. Funds for the Makotuku River Walkway and the Tennis Court projects has been allocated. The town sculpture project group have been advised that $5,000 is available to put toward this project and Council awaits further communication from the group. Raymond Berry, lead for the sculpture project, will discuss next steps with the Makotuku River Walkway group to ensure continuity with projects happening in and around Raetihi. Donna and Raymond have had a preliminary discussion around potential sculpture projects. Getting quotes with a project in mind and an aim to have it completed by the end of March 2019. Quotes received and under consideration. Quote accepted and sculpture being worked on. Sculpture completed and expected to be installed by mid June. Sculpture installed and planting will be done to enhance the area as part of the work being done on the Makotuku Walkway.

C7 Raetihi Revitalisation Project
Contact is being made with all known interest groups with a request for information on projects that have either been identified but yet to be funded and progressed, or that have been started. This will provide a better understanding of who is doing what and where assistance from Council/Community Board can be delivered to support these community initiatives. Further engagement with these groups and the wider community will be undertaken over the next three months.

New budget available of $21,000 to be allocated by WWCB. Report went to WWCB 2 August. WWCB parked decision to allow for more time to consider options. An uplift report will go to the WWCB meeting on 1 November. $21,000 has been allocated to Raetihi Promotions for spending on the Makotuku River Walkway project. Building work being undertaken on a section of the path ready for concrete to be poured this month. Approximately half the path has been laid. Decisions are to be made this week as to the route through the swimming pool complex. Concrete work continuing along section through swimming pool. Preparations underway to concrete section through swimming pool by mid June. Concrete work has continued and available funds drawing to an end. Will look at applying for more funding in new financial year.

Raetihi Promotions proposal for using $10,000 available funding for a cultural gateway entrance to the Makotuku Walkway was approved subject to a plan being provided to WWCB for funding required to complete the project. A workshop with elected members was held in October to canvas options and obtain clear direction on whether Council should pursue landfill closure, reducing waste volume and shipping out of the District or seeking consent for a new lined landfill cell to continue to take waste for another decade. Outcome of workshop was to focus on reduction of waste and not pursue a new lined cell and resource consent. Options and targets are now being incorporated into 2018 Waste Minimisation and Management Plan for public consultation alongside the LTP. Consultation on the Waste Minimisation and Management Plan has closed with a total of 36 submissions received. Submissions hearings were held on 11 July 2018. Councillor Nottage Spoke about the National Speed Reductions, thinks that 20-30km would be ideal for Clyde Street, Parapara Road.
Member Biddle Has had queries regarding Amenity lighting from community groups from Raetihi. Interest groups in Raetihi have been sent a letter from Council advising that there are funds still available for Amenity Lighting and do they have sites or projects that could use lighting. How can community groups apply to the Township Revitalisation? Youth group has been turned down for bus stop/shelter funding, community sees that as a revitalisation project. Councils Group Manager Community Services Budget for shelter was coming from roading budget put towards bus shelters; need to enquire if project funding can come from revitalisation budget and partly roading budget also. Youth Council need to Council requesting funding required in excess of bus shelter allocation from town revitalisation budget.
Member Oliver Commented on vegetation that is blocking the line of sight along a one-way road section on Ruatiti Road.
