The meeting was called to order at 9:30 a.m. and adjourned at 10:05 a.m.

1. Approval of Agenda SC029-2016 That the agenda for the Brampton School Traffic Safety Council Meeting

of March 3, 2016, be approved, as amended, as follows: To add:

9.2. Correspondence from Dufferin-Peel Catholic District School Board, dated February 22, 2016, re: Appointment of Trustee Darryl D’Souza, Dufferin-Peel Catholic District School Board to Brampton School Traffic Safety Council.

Carried 2. Declarations of Interest under the Municipal Conflict of Interest Act 3. Previous Minutes 3.1. Minutes - Brampton School Traffic Safety Council - February 4, 2016

The subject minutes were considered by Planning and Infrastructure Services Committee on February 22, 2016, and the recommendations were approved by Council on February 24, 2016. The minutes were provided for Committee’s information.

4. Delegations/Presentations 5. Program - Peel Safe and Active Routes to School Committee (PSARTS) Items 5. and 6. were discussed together.

Violet Skirten, Crossing Guard Supervisor, advised that at the last meeting with the Peel Safe and Active Routes to School (PSARTS) Committee, ideas were discussed for promoting the program in an effort to involve more schools. Approximately 26 schools have expressed interest in the School Travel Planning (STP) program to date. The PSARTS Committee is now in the process of developing a suitable format and timelines to move forward with the program.

In response to questions from Committee, staff explained the programs are intended to encourage students to walk/cycle to school and promote and educate them on the importance of physical activity. The school boards are also encouraged to promote the program.

6. Program - School Travel Planning Program

Below, for reference, is a list of schools participating in the School Travel Planning Program.

Violet Skirten, Crossing Guard Supervisor, advised that the final report on the success of the program will be presented at a future meeting.

8. Program - Peel Regional Police - Safety Committee

Violet Skirten, Crossing Guard Supervisor, advised that discussions are ongoing with the Peel Regional Police – Safety Committee regarding a communication plan and next steps for the distribution of materials and messaging to the public.

Kelly Brooks, Senior Advisor, Communications, reported that following a meeting with the City’s web team, a new web page is being designed for the listing of all promotional materials for the City. Items/material pertaining to school traffic safety will be published on the same page once finalized.

14. Brampton School Traffic Safety Council (BSTSCC) Sub-Committee/Ad Hoc

Committee

Violet Skirten, Crossing Guard Supervisor, reminded the sub-committee members that a school walkabout was scheduled for Monday March 7, 2016 at 2:35 p.m. for Mount Royal Public School. All members of the Committee were encouraged to attend.

In response to a question from Committee, Ms. Skirten explained that members will have the opportunity to walk the routes with the students to determine safety and note any situations that may be considered dangerous for the students. The members will then meet with the school principal to discuss the walkabout and advise of any safety issues identified.

15. Other/New Business 15.1. Report from Mike Mulick, Acting Manager, Enforcement and By-law Services, re:

2015-2016 - School Patrol Statistics (File BH.c.)

Mike Mulick, Enforcement Supervisor, Enforcement and By-law Services, provided an overview of the subject report.

Mr. Mulick responded to questions regarding the number of school patrols and the number of tickets issued. He noted that overall, the number of tickets issued is reduced and suggested this may be due to an increase in fines. Mr. Mulick explained that when complaints are received, Enforcement Officers are dispatched to the schools. Sometimes, warnings are issued and most times drivers are compliant. Based on the number of complaints received, officers visit the school three or four times during that week. Mr. Mulick commented that public education is a key factor in the number of complaints received.

Committee reviewed the observations and recommendations in the site inspection report and considered the following motion.

The following motion was considered:

SC032-2016 1. That the site inspection report dated February 8, 2016 to the

Brampton School Traffic Safety Council Meeting of March 3, 2016, re: Lester B. Pearson Catholic School - 140 Howden Boulevard - Ward 7, be received; and,

2. That the Manager of Maintenance Services, Peel District

School Board, review the property and arrange the following: a) Installation of a sign indicating the location of the Kiss

and Ride Area b) Replacement of the existing Kiss and Ride signs with

signs that indicate Kiss and Ride and Drive Through area c) Installation of No Parking signs in the Kiss and Ride area d) Review of the height of the signs; and,

3. That the Fire Department review the area to determine if a

Fire Route is necessary in the Kiss and Ride area; and 4. That the school principal arrange for school staff to use

cones in the bus lane entrance to prevent drivers entering the area; and,

5. That the Manager of Parking Enforcement arrange for

parking control officers to enforce the No Stopping signs on Howden Boulevard during the afternoon dismissal times; and,

6. That the school principal continue to reinforce traffic safety

rules, especially driver awareness and proper use of the Kiss and Ride area.

Public School - Ward 2 Thursday, February 11, 2016 - 8:10 a.m. and 2:35 p.m. Pedestrian Safety / Parking Concerns

The following motion was considered:

SC033-2016 1. That the site inspection report dated February 11, 2016, to the Brampton School Traffic Safety Council Meeting of March 3, 2016, re; Terry Fox Public School and Robert H. Lagerquist Public School - Ward 2, be received; and,

2. That the Manager of Traffic Services arrange for the

installation of No Stopping, Monday to Friday, 8-5 signs on the east side of Richvale Drive in front of Terry Fox Public School, in the area between the driveway entrances; and,

3. That the Manager of Traffic Services arrange for the

installation of corner restrictions on the east side of Richvale Drive at both sides of the driveways to Terry Fox Public School; and,

4. That the Manager of Parking Enforcement arrange for

parking control officers to continue monitoring the area during school times; and,

5. That the Principals continue to reinforce traffic safety rules,

especially driver awareness, crossing with the crossing guard and the drop off/pick up of students, to ensure everyone's safety.

Carried 16.3. Great Lakes Public School - 285 Great Lakes Drive - Ward 9

Tuesday, February 16, 2016 - 7:55 a.m. and 2:35 p.m. Pedestrian Safety and Parking Concerns

Committee reviewed the observations and recommendations in the site inspection report and considered the following motion.

The following motion was considered: SC034-2016 1. That the site inspection report dated February 16, 2016, to

the Brampton School Traffic Safety Council Meeting of March 3, 2016, re; Great Lakes Public School - 285 Great Lakes Drive - Ward 9, be received; and,

2. That the Crossing Guard remain at the intersection of Great Lakes Road and Sailwind Road, as that location provides greater safety for the students; and,

3. That the Peel Regional Police visit the intersection of

Great Lakes Drive and Serenity Lane during arrival and dismissal times and advise students to use the intersection at Great Lakes Drive and Sailwind Road where the Crossing Guard is located; and,

4. That the School Administration continue to communicate to

parents that it is safer to use the current Crossing Guard location.

Nature of Problem: Request for a Crossing Guard at Ray Lawson Boulevard and

Rollingwood Drive/Kingknoll Drive

Observers Present: Charles Gonsalves, Citizen Member (a.m), Mike Moffat Citizen Member (a.m.&.p.m), Violet Skirten, Crossing Guard Supervisor, Works and Transportation (a.m), Vishal Arora, Citizen Member (a.m), Michael Lobraico, Citizen Member (p.m), Kim Bernard, Assistant Ccrossing Guard Supervisor (p.m), Max Kazman, Citizen Member (p.m)

Observations: 1. Ray Lawson Public School is located on the south side of Ray Lawson Boulevard and

east of Mavis Road. Ray Lawson Boulevard is a 4 lane road running east to west in front of the school with sidewalks on both sides of the street. A flashing school zone sign indicating 40 km/h when flashing is located at both entrances to the school and school area signs.

2. Three hundred and twenty-two (322) students attend the school which is serviced by

one large bus and one small bus.

3. An all-way stop sign is located east of the school at Ray Lawson Boulevard and

Rollingwood Drive/Kingknoll Drive. Crosswalks are painted on each leg without the enhanced pavement markings. During the morning and evening site inspections, drivers obeyed the all-way stop sign and the pedestrians were given the right-of-way when using the crosswalks. There were sufficient gaps in traffic and no conflicts were observed.

Recommendations: 1. That the site inspection report be received; and,

2. That the pedestrian crosswalks at Ray Lawson Boulevard and Rollingwood Drive/Kingknoll

Drive be refreshed with enhanced pavement markings; and

3. That it is the position of the Brampton School Traffic Council that a crossing guard is not

required at the intersection of Ray Lawson Boulevard and Rollingwood Drive/Kingknoll Drive.

Observations: 1. St. Angela Merici Catholic School is located on Edenbrook Hill Drive, just north of

Edenbrook Hill Public School. School area signs and speed limit signs of 40 km/hr are posted at both schools. A Crossing Guard for both schools is positioned at the intersection of Edenbrook Hill Drive and Packham Circle. A driveway on the southerly end St. Angela Merici Catholic School leads into the parking lot, Kiss and Ride to the right, the bus loading area and exit driveway to the left. There are cones across the access to the bus area and drivers must enter the parking lot/Kiss and Ride area.

2. In the parking lot, a small entrance allows drivers to circle the parking lot. Pavement

markings indicate the Kiss and Ride area and bus loading area on the property, but there are no signs to indicate the driveway entrance. A concrete pad is located at the driveway entrance from the sidewalk to two hatched crosswalks across the Kiss and Ride lane.

3. The school is serviced by one large bus and one small bus.

4. The information on the Kiss and Ride signs are incorrect. The signs indicate a bus lane, Kiss

and Ride lane and drop off lane. The buses do not load/unload in the Kiss and Ride area; therefore, the signs should be corrected.

5. Signs indicating “No Stopping, Monday to Friday, 8-5” are posted along the entire length of

the school on the west side. On the east side there are “No Stopping” corner restrictions at the school driveways. A Brampton Transit bus stop is located at the front of the school.

6. During the morning, the staff member responsible for moving the cones for the buses, was on duty at the crosswalks, but left after the buses departed. Approximately 50 students with parents utilized the crosswalk. Traffic was orderly and moved through the Kiss and Ride easily.

7. During afternoon dismissal, a staff member was on duty at the crosswalks. Some staff

members at the Kiss and Ride area did not wear safety vests.

4. During the afternoon, three cars were observed parked in the No Parking Zones on school

property. Drivers used the small entrance in the parking lot to avoid the Kiss and Ride and in doing so, cut off other drivers as they entered the driveway. Cars parked in the exit area of the school driveway, but they did not cause a back-up in the main driveway.

6. During the site inspections, vehicles parked on Edenbrook Hill in the “No Stopping” areas.

Recommendations:

1. That the site inspection report be received; and,

2. That the school principal provide additional staff/volunteers to assist during morning arrival

and afternoon dismissal times, and all staff/volunteers wear safety vests; and

3. That the school principal arrange for the small opening in the parking lot to be coned off

during arrival and dismissal times; and

4. That the Dufferin-Peel Catholic School Board arrange for the Kiss and Ride signs to be

replaced with the correct information; and

4. That staff of Brampton Transit consider moving the Bus Stop located at the front of the

school to the north or south side of the school; and

5. That the Manager of Parking Enforcement and By-law Services arrange for parking control

officers to visit the school during morning arrival and afternoon dismissal times.
