Player Cards/Rosters/medical form

• Player Cards are from WYS. They are good from 9/1-8/31.• These are picked up at the T-cysa office. In order for you to receive your new

player cards, each player must be registered in full. • You must pick up an official roster from the office and have it with you at all

times. You must have your player cards and medical forms at every game. If you don’t have a player card, the player won’t play (Recommendation-Make a copy of the cards just in case something happens)

• Medical form is at 3rsc.org under club information• League Player Passes: The new guidelines state that no A team player can

player pass onto a B team in the same age division. B team players can play on A teams for the same division. The DOC must approve and the DOC of the opponent’s club must be notified 72 hours in advance.

Summer Player Passes

• These are for players just playing with your team for the summer and have never played for the club.

• They must register and pay for them at T-cysa. The cost is $50.00. They still must have a medical form.

Field Coordinator

Assists the team in scheduling/reserving practice fields at the soccer complex and off the complex

T-CYSA Complex – All fields are closed to the public. Any use of the T-CYSA complex must be approved by the City of Pasco and T-CYSA. 3RSC Summer and Off Site Field Coordinator: Kim [email protected] Practice fields can be scheduled through Kim Schneider and are available in Pasco, Kennewick, Richland, and West Richland.Due to different requirements from each city, school districts and other sports clubs and activities, fields are subject to availability.Some fields do require a minimal fee and a registration form to be filled out prior to practice approval.

Requests for time slots and preferred fields are always taken into consideration but field sharing is always a possibility. 3RSC LIGHTED TURF FIELDS

[email protected] Matt Neff Lighted turf fields can be reserved with training starting mid-November through the early spring (typically end of March). The two facilities we anticipate having access to are Chiawana High and Lampson Stadium. We are guests of the school districts and must abide by their rules. Last year we received ZERO complaints and ZERO fines. This is due to players and coaches respecting times, staff, facilities, and clean up after themselves. This allows us to get access as a good customer in future years and keep costs minimized.

The school districts do charge our club for the lighting bill and usage of the fields. The club does not charge any administrative costs but rather passes all cost on to each team based on usage at a per night rate. Last year we anticipated this costing teams approx. $55 per nightly session. For a number of reasons we were able to reduce this below this rate. We do not know if there will be a rate increase from the schools until early fall but the stated rate is a good number to budget on. We will work to keep the cost as low as possible.

Club teams split the field with other teams and we can have up to 6 teams (but typically 2-4) training at the same time. We will typically will have 60-75 minute time slots available twice a week. There can be 2-4 sessions in a night and begin as early as 5 pm and end as late as 9 pm Monday-Thursday.

We will place coaches with multiple club team assignments with priority placement to minimize travel and will look to place younger teams at the earlier time slots with the older teams in the later time slots unless otherwise directed by the coach and club. Once fall play stops for the U8-U14 teams the lighted field turf will be given priority to U15 and above teams who play through Nov. & Dec. If time is available U14 and below teams will have the option to train if they desire. Beginning in January U11-14 will be given two training sessions a week again and in early Feb U8-10 will be start back up.

Cancellations by the club or school district will be posted on the club Facebook site. You will not be charged for fields if it is due to weather. If school is cancelled due to weather the access to the fields typically follows it.

The lighted turf schedule gets posted on the club website on the main page. It contains one page for Lampson scheduling and another for Chiawana. Please note the times for the sessions and please show respect to others by being prompt with your starting and ending time.

Your team will be notified at the end of each month of its usage and will be expected to pay the invoice to the club in 10 days. This is sent to coaches and mangers who should validate the invoice and pass it on to the treasurer. We will let you know who to give your payment to at each complex when the time nears. The club must then remit an on time payment to each school district shortly after. As such we not afford to have late payments. A late payment will result in your team being denied access to the lighted fields until paid an loss of any priority time/day for training slots.

In early October we will begin communication as to when the TCYSA complex will be closed for trainings and when lighted turf tentatively will be available. Usually there will be a gap where your team will need to contact Kim and get access to a lighted softball field before lighted turf becomes available since our local football teams seasons have had long post season success. We are provided access after fall school sports at Chiawana High School and Lampson Stadium have ended. The end of football season is typically the main hold up to our ability to get access.

Any cancellations not due to weather need to be made a week in advance to avoid being charged for the time slot. Because this is such a scare resource and we have high demand, advance notice is needed to allow time for us to fill in another team. The club will get charged whether you decide to show or not so it is best for us to help keep costs down if another team can take your place.

If you wish to make a change with another club team please contact the other team directly. After you both reach a mutual agreement you can then email me the change request showing both coaches approval in the email. Be sure to cc both team managers and coaches. Upon approval I will email confirmation.

In contacting me with any needed changes, please be sure BOTH the manager and the coach are copied on your request. This helps avoid a lot of miscommunication that can take place. Please do not text me changes, EMAIL ONLY at [email protected]. I can best track request via email but texts are very hard to manage and I may not have your contact information in my phone so I won't know who I'm talking with. I will send a quick response once a change is made and an updated schedule will typically be posted to the website reflecting the change shortly after.

Coaching Travel Policy

Three Rivers Soccer Club Board of Directors administers this travel policy and guidelines to provide a foundation for planning and organizing safe and successful team travel. The Board of Directors will require a Waiver of Liability from any parties not wishing to adhere to this travel policy. Tournament selection:Teams should travel to competitions where the best state, regional or national teams are participating and/or the best competition for your level of play. Older teams are encouraged to participate in college showcase events to increase exposure to college coaches. The Technical Director and Directors of Coaching, with input from the coach, are responsible for selecting the tournaments a team will attend each year (pending acceptance). An estimated travel budget for team expenses for each tournament will be available for inclusion with the pre-season team budget by the team managers to all parents.

Goals and Objectives:Coaches and parents must both recognize and agree with the goals and objectives of choosing to travel to a tournament. Mutual understanding of these goals and objectives and their communication to the players is critical for successful travel. These goals include:• Experiencing a higher level of competition and/or different style of play.• Building team chemistry and morale.• Preparing for State Cup or Regional competition.• Exposure to college coaches.• Learning responsibility while away from home and family.

Additional goals as determined by the coach may be identified for specific trips, such as an educational or cultural experience combined with soccer.

Out of town travel:• An itinerary will be submitted to team parents 3 days prior to departure for teams traveling out of state.• When out of town tournaments require air travel, it is preferable that all players, coaches, manager and chaperones travel together as a team. However, if the cost of group air travel is prohibitive, the coach may allow players to travel outside of a group to take advantage of less expensive options. Regardless, players must always be accompanied by an adult.• When traveling as a group, players will wear similar Nike Three Rivers SC attire.• All players, coaches, and chaperones are encouraged to stay at the same hotel. Some tournaments require that all traveling teams stay at certain hotels. Be sure to check BEFORE reserving rooms.• Players are required to stay with the team at a designated hotel for all college showcases, regional, and national events unless permission is granted by the club’s Technical Director. Players are recommended to stay at the designated team hotel for all RCL League and State Cup games ( for team meetings, etc) and other tournaments not mentioned above unless a player has family or family circumstances that would allow them to find residence at another location (ex: family member’s house in Seattle)

Team Paid Expenses:• Tournament Entry Fees – Tournaments as determined by the TD, DOC, and coach.

• State Cup Entry Fee

• Coach Travel Costs

Teams will cover the cost of reimbursing coaches for travel expenses for RCL league games, state cup travel, and tournaments. Any lodging other than a hotel room requires board approval.

Team will pay for Coach’s hotel room when required for overnight travel for RCL league games, State Cup, and tournaments.

Team will pay for the actual cost of meals based on the GSA Per Diem Rates, when required due to team travel:o $7.00 per breakfast, $10.00 per lunch and $13.00 per dinner = $30 per day (Seattle)o Daily per diem rates dependent on rate for city coach is travelling to

Team will pay mileage at the GSA Privately Owned Vehicle (POV) Mileage Rate of $.57 cents per mile for RCL League games (home & away), State Cup, and tournaments that require travel. In addition, the same mileage will be charged to teams who have coaches that travel for practice over 40 miles. The fees apply to all travel for soccer purposes

Team treasurers will provide coaches with a check prior to league games, State Cup games, or tournaments including per diem, gas charges, and hotels if not reserved and covered by team initially. Mangers and Treasurers should set-up and pay for coach’s hotel accommodations prior to travel. Coaches will not incur the burden of having to upfront costs for travel.

The manager and/or treasurer will do a cost estimate for all additional team costs and prepare a summary of expected expenses (per player) that will be distributed to parents.

Factors:Travel distance and options - Cost of driving vs. flying. Do you need to add extra days on each end of the tournament to get the best rates?

• Hotel selection – Consider distance to playing fields and restaurants as well as any fees for parking and other amenities (refrigerators, pool, continental breakfast, etc.).

o Hotels should be reasonably priced & preferably close to fields where game(s) are scheduled • Rooming arrangements.• Transportation – Rental expenses should include estimate for gas.• Food costs – Estimate $30/day per player.• Entertainment (movies, arcades, souvenirs) costs are the responsibility of each player. Players should bring enough money to cover their personal expenses.• If a player does not attend a tournament they will still share equally in the expenses. They are a part of the team if they play or not. • Parents are required to keep a balance of $50 in their child’s team expense account. Players will not play until they have paid their fees.

Game Reschedules

There will be times when you need to reschedule a game or the opposing team needs to reschedule a game.

If you are rescheduling a game, you send a request to the team manager of the other team. Try to send dates that are available for your team. If they accept the request it then it can be rescheduled. Both of you must post on the schedule. Make sure everything is verified via email.

If it is a home game reschedule, you must contact Deb Grimm at [email protected]. You give her the game number, age group, date and time and when you are requesting the time changed to. All reschedules must be done before 72 hours of the game unless due to weather.If you do not do this, there is a fine.

Uniforms

Uniform Coordinator: Assists the team with uniform order in collaboration with the 3RSC Uniform Coordinator, Carrie Chaney [email protected]. Club requires only short sleeved home and away jerseys, shorts and socks from the uniform kit. Uniform ordering is handled through Soccer Etc - [email protected] and the club does not order directly for any person/team. RCL Black teams use numbers 1 – 20; Green teams use 21 – 40; White teams use 41 – 60.
