MESSAGE
The Indira Gandhi National Open University (IGNOU), the world’s largest University was established by anAct of Parliament in 1985 to disseminate learning and knowledge by a diversity of means and to provideopportunity for higher education to a large segment of society. Thirty years in the life of an institution is asignificant land mark. The University has continuously striven to build a knowledge society through inclusiveeducation and is actively engaged in redefining and implementing key priorities.
In discharging its multiple responsibilities the University, from time to time compiles and disseminatesinformation on various aspects pertaining to Distance education. Periodically, it also brings out publications containingthe statistical data of student enrollment. The present publication entitled. Three Decades of Distance Education(statistical report on Enrollment trends in IGNOU Programmes from 1986-87 to 2014-15) is yet another attempt inthis direction.
I am sure that the information available in this publication will be of immense utility to policy makers, faculty members,Researchers and other stakeholders as it reveals trends and growth of students. Enrollment in higher education thoughDistance Learning in India.

FOREWORD
We are witnessing an exponential growth of Open and Distance Learning (ODL) System all over the world. InIndia, it has emerged not only as parallel system of quality higher education to formal education but also as themost viable system of education for those who remained deprived of getting higher education due to variousreasons. Indira Gandhi National Open University (IGNOU) has responded extremely well to a very fast growth incontemporary information, knowledge and new areas of higher education, relevant to national development due to some inherentdynamism and flexibility in the system. In fact, over the years, IGNOU has lived upto the country’s expectations to providequality higher education to the disadvantaged and marginalized section of the society and made a remarkable mark in the highereducation by offering high quality academic programmes through 21 Schools of Studies and a network of sixty seven RegionalCentres and 2981 Students Support Centres.
The Planning & Development Division (P&DD) plays a vital role in setting the vision and directions for the University’s Openand Distance Learning System and formulates short-term and long-term plans, policies, procedures to operationalize variousprogrammes and activities of the University. It also responsible for preparing strategic plans which include Five-Year Plans ofUniversity and coordinates in design, development and delivery of academic programmes. In view of this, it is very essential todevelop a reliable database of programmes offered and student’s registration for planning the growth the University and therefore,an attempt has been made in this volume, to consolidate database since the inception of the University.
I am very happy to mention that P&DD has made sincere efforts in getting information from various source of theUniversity and its final compilation in the present form with the help of a small group of staff. PREFACE
In view of the ever increasing demand for education, the commitment to the socialistic pattern of society, the financialconstraints and the fact that education plays an important role in the overall national development and successful functioningof the democracy, an alternative system for imparting education in distance mode was introduced. Distance education isbased on the philosophy of bringing education to the door step of the learners. India being a stratified society, egalitarianismrefers not merely to numbers but also their socio-economic profile. This human capital has to be developed specially so asto become self reliant and self-esteemed contributors to national development. IGNOU provides educational opportunitiesto a vast number of people. Need based programmes and courses are provided. Due to the absence of face-to-face teaching,support services are provided to the learners through a huge network of Regional Centres and Study Centres. The programmesrange from academic to vocational and from professional to certificate courses. In order to formulate policies for theUniversity, there is a need to maintain a data bank of student’s enrolment and programmes offered.
Managing data as a resource is an important function of management. Reliable and relevant data is the source of valuableinformation and by managing data efficiently, sound management decisions can be made. It also increases researchefficiency since researchers will be able to save time. It will prevent duplication of effort by enabling other researchers touse the data rather than trying to collect and collate the data themselves. Keeping this in view, P&DD has taken up the taskof preparing a database of IGNOU students. This database will be upgraded from time to time as and when furtherinformation is made available. The present report is based on the IGNOU Annual Report, Profile, Vice Chancellor’s Report,and information provided by SRD. We are thankful to SRD, SED, RSD, MPDD and other divisions for their co-operation tobring out this document. A special thanks to Director and all the staff members of P&DD for their support and encouragement.The contribution of Mr. Deepak Mehra and Ms. Sudesh Tomar in database management is greatly acknowledged. � The overall trend in enrollment has been continuously rising since 1987 and in 2011-12 particularlythe enrollment went up by 44% as compared to the previous years. Programmes offered throughMOUs and Face-to- Face mode have been put on hold, as a result the enrollment decreased incomparison to 2011-12, but in 2013-14 & 2014-15 it went up by 4.22% and 2.59% only. Theoverall enrollment of IGNOU went down by 30% in 2012-13 and increased slowly with 4.22% in2013-14 and only 2.59% in 2014-15.
� The Bachelors and Masters Programmes are very popular among the students. Both theprogrammes exhibit sustained growth of enrollment. The Bachelors Degree Programmes accountsfor 49%, Masters Degree Programmes 34%, Certificates Programmes 6%, 7% and 6% in Diploma& PG Diploma & Certificate, of the total enrollment of IGNOU.
� SOA had an enrollment of 9657 till 2015 in which Diploma Programmes have a 45.17% sharewhile Certificate and PG Certificate Programmes have a 23.17% and 3.01% share respectively.Out of all programmes offered by the school. Diploma in Dairy Technology and Post GraduateDiploma in Food Safety & Quality Management are the most successful programmes of theschool. The enrollment of both these programmes never decreased to below 100. The enrollmenttrend shows that the programmes offered by the school are not very popular and some initiativesneed to be taken to enhance the enrollment. Since the target group of these programmes havelow literacy level, it becomes imperative to translate the study material to Hindi and otherModern Indian Languages.
� SOCE contributed 317734 students to the total enrollment of IGNOU. During the last ten years,the upward growth has been consistent with little fluctuations in 2011 and 2013 but increased14.8% in 2013-14. Out of the total enrollment of the school, 26.16% belong to CertificateProgrammes, 27.30% Diploma Programmes, 22.51% Masters Programmes and 23.90% PGDiploma Programmes. Post Graduate Diploma in Rural Development, Certificate in Nutritionand Child Care, Diploma in Early Child Care, Diploma in Nutrition and Health and Mast ofArts in Rural Development are fairly successful programmes though there is need to expand thestudent base of both Certificate in Nutrition and Child Care and Diploma in Early Child Care asboth the programmes deal with the health and the education of children. The growth rate so farhas been very encouraging.
� SOCIS is the second largest School with a huge enrollment of 1876059 students out of the totalenrollment of IGNOU. The Bachelors Programme has 45.36% and the Master Programme 38.97% of students. The BCA and the MCA are the flagship Programmes of the school. However, in thelast three years, enrollment in the BCA Programme is declining and there is a need to check thisdownward slide. The enrollment in the MCA Programme is also declining. The total enrollmentof the school has been declining continuously with 13.9% (2013-14) and 18% (2014-15).
� SOE has contributed 816598 students out of the total enrollment of IGNOU. 41.26% belong tothe Bachelor Degree Programmes, 35.58% Diploma Programmes and 16.66% CertificateProgrammes. M.Ed , M.A. (Edu.) and CIG have shown consistent growth though enrollmenthas declined for all three in 2012-13. The B.Ed programme has attracted the largest number ofstudents which has steadily increased over the past years.
� SOET has contributed 115592 students to the total enrollment of IGNOU in which the Bachelors

Programme has contributed 48.25% and Diploma programme 40.01%. The total student enrollment isdeclining continuously with 70.3% in 2012-13, 49.7% in 2013-14 and 71.9% in 2015.
� SOH with very little fluctuation in enrollment is performing well. In the last five years the enrollmentis increasing continuously, approximately with an average of 10% every year. Master Degree Programmein English and Master Degree Programme in Hindi, both Masters Programmes have shown consistentgrowth of enrollment. Out of the total enrollment of the school 84.41% students belong to the MasterLevel programmes, 9.96% Certificate level and 5.50% Diploma level programme. The school hascontributed 401661 students to the total enrollment.
� SOHS contributed 58309 students to the total enrollment of IGNOU. The school has a 58.45% enrollmentin its Bachelor Degree Programme and 32.21% in PG Diploma Programme. The enrollment for PostGraduate Diploma in Maternal & Child Health & Post Graduate Diploma in Hospital & HealthManagement was consistent for a decade, after which a decreasing trend is observed. Some significantwork is needed to get back to their initial enrollment.
� The School of Law (SOL) offers 14 programmes. The total enrollment of the school arose steadily till2013 and declined in 2014 with 21.9%, though individual programmes indicate a fluctuating trend. Sincethe programmes are offered online, the support provided need to be technically competent to enhance theenrollment and sustain continuous growth. The total enrollment of the school till 2015 is 18188.
� SOMS has contributed 1814110 students, out of the total enrollment of IGNOU. The school has 72.51%students in the Masters Programmes and 19.45% in the Bachelors Programmes. Bcom and Mcom haveshown consistent growth. Various management programmes have also shown consistent growth.
� Over the years SOS has shown stability in the enrollment pattern with some ups and down. The flagshipB.Sc. programme of SOS has consistently attracted student’s enrollment including the highest everenrollment for the current 2014-15 since its initiation in 1991-92. Out of the total enrollment of theschool, 83.40% belong to the Bachelors Degree Programme and 13.30% to Certificate Programmes.
� The School of Social Science (SOSS) has the most sustained growth of enrollment in its Programmes.The enrollment declined only five times in 26 years that indicates the popularity of its programmes.Since its inception, the school has contributed 3119576 students towards the total enrollment of IGNOU,out of which 80.55% student belong to the Bachelor Degree Programme and 18.58 % belong to theMasters Level Programmes. Besides the BA Programme, Master’s Programme such as Master of ArtsSociology, Master of Arts Political Science & Master of Arts Public Administration are some of thepopular programmes .
� SOSW has a total enrollment of 67209.The school offers some popular programmes like Bachelor inSocial Work, Certificate in HIV and Family Education and Diploma in HIV and Family Educationfrom the SOSS & SOCE which has increased its enrollment. Out of the total enrollment of the school,38.73% students belong to the Bachelors Degree programmes while 38.34% belong to the Masterslevel programmes. Bachelor social Work and Master in Social Work are successful programmes andhave shown consistent growth over the years.
� SOTHSM has a total enrollment of 190603 across all programmes (till 2015). Out of this, 79.17%students belong to the Bachelor Degree Programmes and the Master Degree programmes have 11.96%share. Out of all the programmes offered by the school Master in Tourism Management exhibits sustainedgrowth. Enrollment for Bachelor in Tourism Studies, Diploma in Tourism Studies and Certificate inTourism Studies is declining.
� The overall enrollment of some schools like SOCIS, SOET, SOHS, SOJNMS, SOMS, SOPVA, SOFL,SOGDS, SOITS, SOTHSM & SOVET over a period of the last 3 years has indicated continuous decline.

School of Agriculture (SOA)
School of Agriculture (SOA): The school was started in 2006 with an initial enrollment of445 in 2007, enrollment was continuous with 70% in 2009-10, but in 2011-12 it declinedby 18.5%. In 2013-14 the enrollment went up by 91.71% and 2.51% in 2014-15.
The table shows that DDT and PGDFSQM are the most successful programmes of theschool. Except for little fluctuation we find sustained growth of these programmes. Theenrollment in both these programmes never decreased to below 100. COF started off welland indicated good enrollment for two years initially, but started a downward slide in 2010-11 and 2011-12. It picked up again during the next three years. CIS and PGDPM bothinitiated in 2008-09, exhibited decreasing enrollment in the very next year and this trendcontinued except for 2010-11, when the enrollment of CIS suddenly went up from 20 to131 but the enrollment declined in 2012-13. DVAPFV which was initiated in 2006-07,indicated a declining trend since its inception till 2015. The table shows that the programmesoffered by the school are not very popular and need serious reconsideration.
School of Continuing Education (SOCE)
School of Continuing Education (SOCE): It contributed 317734 students to the totalenrollment of IGNOU, till 2015. Initially, the school had an enrollment of 250 students in1987-88. With some fluctuation it went down to 11061 in 2002-03. After that, the school’supwards growth was continuous with a little fluctuation till 2015. If we look at the level-wise distribution of the students, the Advanced Diploma/Certificates programmes shared398 (0.13%) student, Certificate Programme 78901 (26%), Diploma Programme 82346(27.50%), Master Programme 67883 (23%) and Post Graduate Programme 72079 (24%) ofthe total enrollment. The Diploma programmes have maximum share, followed by Certificate,PG Diploma and Master level programmes.
The first programmes to have been initiated by SOCE was the CFN which had attracted thehighest enrollment in the school for about eight years though the decline started from 1997-98, and has once again maintained an increasing trend since 2010-11. PGDRD picked upsince its inception in 1991-92. Though there were consistent fluctuation in the last fiveyears the programme maintained the numbers of intakes, including a significant increase in2008-09. Started in 1996-97, CNCC also showed a positive growth rate over the subsequent

years, so also DECE and DNHE. Attempts needs to be made to expand the student base ofboth CNCC and DECE as both the programmes deal with health and education of children-the growth rate so far has been very encouraging. The MARD, initiated in 2005-06 has alsoshown a declining trend in 2010-11, 2011-12 and 2012-13 but the number increased in2013-14 & 2014-15 with a good intake of students.
School of Computer and Information Science (SOCIS)
The SOCIS is also an old and important school of IGNOU. The school from its inceptionhas been contributing a very large number of students to the total enrollment of IGNOU.Initially the enrollment was 482 in 1990-91 which crossed one lac very quickly in 2000-01with 152099 students. It shows the popularity of the programmes offered by SOCIS. After2001-02, the enrollment went down with a small fluctuation but in 2004-05 it came downto 100473. Again it decreased by 28% (78705) in 2006-07. But the next year 2007-08 itagain rose by 33% (105300) thereafter, there was a little but continuous decline in enrollment7%, 8.5%, 4%, 6.5%, 13.9% & 18.1% in 2009-10, 20010-11, 2011-12, 2012-13, 2013-14% 2014-15, respectively. The school contributed 1876059 students in total to the University.The school has a large share of student enrollment of 1876059, out of the total enrollmentof IGNOU till 2015. Its Bachelors programmes has 45% and Masters Programme 39%share of students. Certificates and others Programmes contribute 16% share in total numberof the students of the school.
These two programme BCA and MCA are the flagship programmes of the school. BCAwas initiated in 1995-96 and upto 2000-01, the enrollment trend was upward but during thenext three years, the trend is on the downward side. The enrollment picked up during thenext three years. From 2009-10 to 2012-13, table shows a downward slide. This is a joboriented course and we need to understand the reason for this continuous downfall in theenrollment. MCA is also a very important programme and the table shows that up-to 2001-02, the programme was doing well in terms of enrollment but it started going down duringthe next three years. The downward trend was continuous in 2006-07, 2008-09 and 2009-10. During the last three years up-to 2012-13, the enrollment for MCA started increasingbut again in 2013-14 & 2014-15 it went down. All programmes needs serious review. CLPwhich was started in 2002-03 is also indicating a downward side continuously.
School of Education (SOE)
School of Education (SOE): The school plays an important role in IGNOU. The initialenrollment was 1092 in 1987-88. The school faced Enrollment issues till 2001-02 but in2002-03 the enrollment pattern changed and the trend went up to 12737 with a 123% increasefrom the previous year. Though again it came down the next year but, it shows a 104%growth in 2004-05 with 24649 student enrolled and again a 144% rise in 2005-06 with60154 enrollments. After that there is an increase of 35% & 31% in the next two years and39% in 2009-10 after which the enrollment starts going down by 31% in 2010-11, 5.5% in2011-12 and a sharp decline 50% in 2012-13. The enrollment pattern shows upward trendduring the two subsequent year i.e. 2014 & 2015. We find 25% increase in 2014 and 4% in2015. The school has contributed 816598 students to the total enrollment of IGNOU. Theschool offers six programmes, of which the Bachelor programmes has 41% and Diplomaprogrammes with (36%) are followed by Certificate programmes with 17%, Master, PGDiploma & Certificate with 6% share of the total enrollment of school.
Out of the nine programmes of the SOE for which enrollment data are presented in theabove table, the B.Ed. programme has attracted the largest number of student whichhowever,is on a continous decline since 2011-12, 2012-2013 , 2013-14 and 2014-15.Programmes like M.Ed. MA (EDU), and CIG have also shown consistent growth thoughthe enrollment decreased for all the three in 2012-13. Further, the other three professionaldevelopment programmes-PGDDE, PGDHE and MADE have over a period of time showna declining trend though these programmes develop professionals for the distance educationsystem and the higher education system. MADE has shown an upward mobility during thelast three years. PGDSLM, though has low enrollment, has maintained consistency duringits past six years but the enrollment declined in 2015.
School of Extension and Development Studies (SOEDS)
School of Extension and Development Studies (SOEDS): The School was established in2009-10, with an initial enrollment of only 13. Students. The upward trend started in 2010-11 which continued for two years and presently in 2015, the enrollment is 1403. The schoolhas a total of 1998 students enrolled till 2015. The Master Programme with (21%) isfollowed by the PG Diploma with (63%), PG Certificate (4%) and Certificates with (12%)of the total enrollment of school.

The table shows continuous downward growth of MAED, PGDEDS, PGDAE, CPVE,PGCEDS, programmes. All the programmes have low enrollment and in order to makethem more marketable some urgent measures are required.
School of Engineering and Technology (SOET)
School of Engineering and Technology (SOET): is an old school, which attracted a goodstrength of students. It started in 1995 with initial intake of 763 students. In this long spanof time the enrollment fluctuated with some up and downs till 2005-06. In 2006-07 theenrollment increased to 5020 (196%) than previous years and the upward trend continuedfor the next two years and reached 11367 in 2009-10. In 2010-11 it suddenly went up to288864 (154% then previous years) but it declined continuously by 70% in 2012-13, 50%in 2013-14 and 72% in 2-14-15. Till date the school has 115592 students. The school hascontributed 115592 students to the total enrollment of IGNOU, in which the Bachelor with(48%) and Diploma programmes with (40%) were the most popular.
The school offers only one programme currently since all other programmes are on hold.ACPDM exhibits ups and downs in the enrollment trend. Except for 2009-10 and 2013, thetable shows continuous fluctuation in enrollment.
School of Foreign Language (SOFL)
School of Foreign Language (SOFL): was started in 2007 and the enrollment was 443. In2008-09 the enrollment reached 600 which is a 35% increase from the previous year, butdeclined by 60% in 2009-10. In 2010-11 again it increased with an enrollment of 655students, and came down continuously by 28% in 2011-12, 34% in 2012-13 55% in 2013-14 and 29% in 2014-15. The School has 3002 enrolled students till 2015, in which Certificatesprogramme with 82% of school’s total enrollment are leading and Diploma programmehave 18% share in the total enrollment.
SOFL offers only one programme which has indicated a consistent growth in the last five years.
School of Gender Development Studies (SOGDS)
School of Gender Development Studies (SOGDS): started functioning in 2007-08 with anenrollment of 91 students. DWED an older programme was transferred to SOGDS from
SOCE which increased the enrollment of SOGDS, though enrollment declined by 27% in2011-12. It increased continuously by 23% in 2012-13, 64% in 2013-14 and 6.2% in 2014-15. The total student enrollment of the school is 2461 till 2015. Level-wise it showsCertificate programmes have the maximum share of 9098 (78%) enrollment, Diplomaprogramme with 1671 (14%). Master programmes 848 (7%) and PG Diploma programmeshave 121 (1%).
The table shows an increasing trend for DWED during the first three years (since 2007-08), but there is a decreasing trend for two subsequent years 2013-14 and 2014-15. Theenrollment increased slightly by 3.25% in 2012-13. MAGD was started in 2009-10 and wefind continuous upward mobility of the programmes till 2013-14 and then a decline in2014-15. MAWGS and PGDWGS programmes need very serious measures to be sustainable.
School of Humanities (SOH)
School of Humanities (SOH): is a very old school and it has been offering programmessince 1987-88. In that year the enrollment was 310. The school with a little fluctuation hasbeen performing well. This shows the programmes offered by the school are fulfilling theneeds of the job market. In the last five years, the enrollment trend has seen continuousincrease with an average of 12% per year. Looking at the level-wise distribution of theprogrammes of SOH, the Master programme with 334293 (84%) have the maximum shareof the students, followed by Certificates 39448 (10%) and Diploma with 21770 (6%).
Both the Masters Programmes of MEG (started in 2000-01) and MHD (started in 2001-02)offered by the school have show consistent growth in enrollment. The other three programmesCTE, CFE, DCE have shown consistent growth, since their initiation, though for 2012-13there was a significant decline of enrollment for all the three in comparison to the previousyear but it increased in 2014-15.
School of Health Sciences (SOHS)
School of Health Sciences (SOHS): the school started functioning from 1993-94 with anenrollment of 60. The student enrollment increased steadily upto 2000-01 but in 2010-02 itwent down by 19%. For the next three years the enrollment indicated vertical movement atan average of 10%. Since 2005-06, the enrollments trend shows downward mobility, by11%, 14%, 12%, and 27% in 2011-12, 2012-13, 2013-14 & 2014-15 respectively. The

school contributed 58309 students to the total enrollment of IGNOU. The school providesdifferent kinds of professional health programmes six levels. The school has 59% enrollmentfrom its Bachelor degree programmes, 32% from PG Diploma programmes and rest 9%from PG Certificate, Certificates, Diploma and Awareness programmes.
PGDMCH & PGDHHM had consistent enrollment for a decade after which a decreasingtrend has been observed, and the enrollment for 2012-13 has been low. PGDGM has alsoshown a similar trend with low enrollment. The other two programmes DNA and CHCWMindicate a declining trend in 2014-15. Some significant initiatives are needed for bothPGDGM and PGDMCH to recover their initial positive enrollment trends.
School of Inter- disciplinary and Trans- disciplinary Studies (SOITS)
School of Inter- disciplinary and Trans- disciplinary Studies (SOITS): was established in2007-08. Initially the enrollment was only 3. After that for the next six years till 2015 theenrollment increased steadily by 126% in 2011-12, 11% in 2012-13, 20% in 2013-14 andfurther by 14% in 2014-15. The school offers five levels of programmes, in which theMasters Degree programmes contribute 88% student’s enrollment, PG Diploma 8%,Certificates 4% out of total student enrollment of school.
The school has only two programmes. MAPY is exhibiting consistent growth and is asuccessful programme. PGDFCS shows fluctuation in the enrollment trend. This programmeneeds some measures to enhance the enrollment.
School of Journalism and Media Studies (SOJNMS)
School of Journalism and Media Studies (SOJNMS): SOJNMS started offering programmesin 2007-08 with an initial enrollment of 1016. The school was handed some programmesfrom EMPC which strengthened the student enrollment of SOJNMS. The enrollment ofSOJNMS increased from 35% to 40% from 2008-09 to 2011-12 but declined continuouslyby 5% in 2012-13, 20% in 2013-14 and 40% in 2014-15. The school offers programmes atfour levels in which the Bachelors Programmes have 10361 (27%), PG Diploma 26479(70%), Master 610 (2%) and Certificates have 282 (1%) students out of the total enrollmentof the school.
PGJMC and PGDAPP were offered by EMPC earlier. These programmes have been
transferred to SOJNMS. PGJMC shows sustained growth with ups and down in theenrollment up to 2013. The enrollment has been decreasing since the last three years. Itincreased in 2013-14 and 2014-15. The PGDAPP and CCR have below 100 enrollments.Similarly PGDAPP is also exhibiting a downward slide since the last three years.
School of Law (SOL)
School of Law (SOL): started functioning from 2007-08 with a student enrollment of 876initially. The programmes offered by the school received a good response from the marketbecause the enrollment of the school never declined till 2013. It declined by 22% in 2013-14, the enrollment however, went up by 1% in 2014-15. Out of the total enrollment of theschool Certificates programmes have 17673 (72%) student followed by PG Diploma 4133(17%), PG Certificate 2133 (9%), and Master with 473 (2%).
The School is offering five levels of programmes and all programmes indicate a fluctuatingtrend of enrollment growth except in 2013-14. When the enrollment declined by 21.9%.CHR exhibited consistent growth in 2013-14 and 2014-15. PGCCL initially showed a goodresponse, but after that the enrollment did not pick-up much. In 2009-10 & 2011-12 theenrollment declined by 55.82% and 22.28% respectively. The table shows a continuousdeclining trend for PGDIPR. Attempts need to be made to review all the programmes tosustain continuous growth.
School of Management Studies (SOMS)
School of Management Studies (SOMS): has been offering management programmes toworking and non-working groups of learners. It is the third largest school (after SOSS)which contributes 1814110 students, out of the total enrollment of IGNOU. The initialenrollment was 5224 in 1987-88 and till 1995-96 the enrollment indicated a continuous,positive growth which started declining between 1996-97 to 1999-00. After 2001-02, thestudent enrollment again started moving upwards till 2011-12 with a high growth of 26%in 2007-08 and 21% in 2008-09. The enrollment is declining continuously by 10% in sincethen, 2012-13, 9% in 2013-14 and 7% in 2014-15. The school offers programmes at fivelevels. Masters level programmes have 73% students enrollment followed by BachelorsDegree programmes with 19% and the rest 9% by PG Diploma, Diploma and Certificates.
The various management programmes have shown consistent growth. Besides the various

MBA programmes, MP (F) programme showed remarkable growth till 2011-12. During theyear 2012-13, 2013-14 and 2014-15 there was a sharp decline in enrollment. B.Comprogrammes started in 1991-92, and M.Com, offered since 2004-05, has consistently shownan upward growth whereas B.Com declined a little in terms of enrollment in 2015. Thoughthe enrollment is not on the higher side the CES, BCOMAF, BCOMCAA and CNMprogrammes have performed well for the last five years. The enrollment trends forBCOMFCA need to be further looked into to devise strategies to attract more students tothis programme.
School of Performing Visual Arts (SOPVA)
School of Performing Visual Arts (SOPVA): started functioning in 2009-10 with anenrollment of 126 students. It went up by 165% (334) in 2010-11, but declined continuouslytill 2015. Decline of 38% in 2011-12, 10% in 2012-13, 6% in 2013-14 and 11% in 2014-15. The school has an enrollment of 853 in all its programmes. The school is offersprogrammes at two levels, at the Masters level and Certificate level. Out of its totalenrollment, Certificate programmes have more students than the Masters Programme.Certificates programmes have attracted 83% student as compared to Masters at 17% student’senrollment.
The programmes offered by SOPVA are different than other regular ODL programme offeredby other schools of IGNOU. Till date no programme of the school crossed 100 marks (numberof enrollment) which is a serious issue and may need to be examined critically.
School of Sciences (SOS)
School of Sciences (SOS): The School of Sciences started functioning in 1991-92 and theinitial enrollment was 1210. The overall performance of the school shows stability in thestudent enrollment pattern with some ups and down. The enrollment trend exhibitscontinuous growth upto 2004-05. After that the trend shows a lot of ups & down inenrollment. In 2005-06, the enrollment declined by 19% and increased by 49% in 2006-07.For the next three years i.e. 2007-08, 2008-09 and 2009-10, we find a decreasing trendwhereas again it increased by 12% and 9% in 2011-12 and 2012-13 and the trend continuedwith 20.5% increase in 2014-15 and 27% in 2014-15. The school offers programmes at sixlevels in which the Bachelors degree programme have 192079 (83%), Certificates have
30623 (13%) and Adv. Certificate, PG Diploma and Masters Degree Programmes have(4%) student enrollment.
The flagship BSC programmes of SOS has consistently attracted student’s enrollmentsincluding the highest ever enrollment for the current 2014-15 (since its initiation in 1991-92), which is indeed very encouraging. The CPLT and CTPM which maintained consistencysince their inception indicated a lower enrollment in 2012-13. While PGDESD hasmaintained consistency in enrollment, MSCMACS has gone down in number in 2013-14and PGDAC shows a fluctuating trend.
School of Social Sciences (SOSS)
School of Social Sciences (SOSS): was established in 1987, with 9474 students. Theenrollment declined only five times in 26 years, which shows the popularity of theprogrammes and their sustained growth. In the last seven years between 2008-09 to 2012-15, the student’s enrollment of the programmes never declined. It increased 16% in 2008-09, 17% in 2010-11, 22% in 2012-13, 11.8% in 2013-14 and 9.1% in 2014-15. The schoolis offering programmes at seven levels. SOSS enrolled 3119575 students in its variousprogrammes till 2015. If we look at the level-wise distribution, Bachelors DegreeProgrammes attract more students. The Bachelors Degree Programmes have 2428774 (81%)students and Masters programmes have 559264 (19%).
BA, BLIS, MAPC, MLIS and PGDLAN indicate consistent growth with some smallfluctuations. The BPP programme offered by the School, actually a bridge course for learnerswith no formal education, indicate a continuous declining trend since the last four years,which is a sad and serious issue. The other Masters programmes of the School are verypopular and indicate a good intake during the last five years.
School of Social Work (SOSW)
School of Social Work (SOSW): was established in 2007-08. The school had 5738 studentsin 2008-09 and remained in increasing order by 39% in 2009-10, 14% &10% in 2010-11 &2011-12 respectively. The enrollment declined in 2012-13 by 7% (approx) lesser than theprevious years. Again it increased by 7% in 2013-14 and 8% in 2014-15. The school gotsome popular programmes like BSW, CAFÉ & DAFE from SOSS, & SOCE which increasedits enrollment strength. The school offers programmes at five levels and has 67209 enrollment

from its inception till date, in which BSW, CAFÉ and DAFE are old programmes that havebeen transferred from SOSS & SOCE and these programmes increased the student strengthof the school. If we look at the distribution of the students Bachelors degree programme39% and Master degree 38% are having approx. equal share, while Certificates have 11%and Diplomas 12% share in the total enrollment of the school.
Programmes were initiated in SOSW. The BSW programme started with an enrollment of1320 in 2007-08 and the table shows consistent growth till 2011-12 though it declined by29.91% in 2012-13. MSW is also a successful programme of the School and has shownconsistent growth till 2013. CAFÉ & DAFE, though exhibited some growth initially starteda downward trend in the subsequent years. Some measures need to be taken to check thedownward trend of these programmes.
School of Tourism and Hospitality Service Sectoral Management(SOTHSSM)
School of Tourism and Hospitality Service Sectoral Management (SOTHSSM): wasestablished with other new schools in 2007-08. The school had a good student enrollmentof 23406 in 2007-08 which increased by 11% in the next year. In 2009-10 the enrollmentdeclined by 45% in 2010-11 but showed a steep-rise by 95% in 2010-11 with 27883 students.In 2011-12 & 2012-13 it declined by 5% and by 26% respectively, but rose again by 36% in2013-14. It declined by 0.2% in 2015. The school offers programmes at five levels. Totalenrolment of the school is 190603 in all programmes till 2015. Level-wise distributionshows that Bachelors programmes are mainly attracting students 79% of the total enrollment,followed by the Masters programmes with a 12% share of the total enrollment.
BTS, CTS, DTS & MTM have been transferred from SOSS in 2007-08. The table shows,that except for the first two years, the enrollment trend is declining for the subsequent yearsfor BTS, CTS and DTS. The enrollment trend for MTM shows some growth with littlefluctuation in 2008-09, 2010-11, 2012-13 and 2014-15. BHM shows upward growth fortwo years i.e. 2008-09 and 2010-11 while it shows downwards movement in 2009-10.There was no enrollment for 2012-13 as the programme was put on hold but in 2013-14and 2014-15 an increasing trend in the enrollment pattern is exhibited.
School of Translation Studies and Training (SOTST)
School of Translation Studies and Training (SOTST): had 401 student enrollments in itsstarting year. Since its inception the enrollment trend shows a continuous growth inenrollment with 40% in 2009-10, 26% in 2011-12 and 34% in 2012-13 but suddenly itdeclined by 98% in 2013-14. Again it went upwards in 2015. The school offers programmesat three levels with 5942 enrollment. PG Diplomas with 4220 (99%) share of the enrollmentand the rest is distributed between the Master & PG Certificate Programme.
The school offers seven levels programmes with a total enrollment of 4325 till 2013 andadded only 967 students in the last 2 years. Looking at the level-wise distribution of thestudents, we find Masters Degree Programmes had 24%, PG Diploma 27%, Bachelor 15%,Diploma 14%, Certificates 9% and PG Certificate and Adv. Certificate 11% students, outof the total enrollment of the school.
The school offers only one programme presently, which was initiated in 2007-08. Theprogramme is performing well consistently and has maintained the upward trend. Theprogrammes of the school, PGDT and PGCVBHT have shown consistent growth till 2013-14 but declined in 2015. But the enrollment pattern of PGCMHT has been showingfluctuation and it declined sharply in 2015.
School of Vocational Education and Training (SOVET)
School of Vocational Education and Training (SOVET): is also a new school which wasestablished in 2008-09 and the initial enrollment was 195. The growth shows increase by207% and 130% in 2009-10 and 2010-11, respectively but it came down by 58% in2012-13, it is continuously declining with 17% in 2013-14 and 26% in 2014-15.
The table shows that since its initiation, except for 2009-10 the enrollment trend is decliningtill 2012-13 for DIBPOFA. PGDPSM is also not performing well. The enrollment trend isdeclining in the subsequent years. The school was established to provide job oriented courses.Some serious measures are needed to initiate and sustain the enrollment in these programmes.

School of Agriculture (SOA): The school was started in 2006 with an initial enrollment of 445 in 2007, enrollment was continuous with 70% in 2009-10, but in 2011-12 itdeclined by 18.5%. In 2013-14 the enrollment went up by 91.71% and 2.51% in 2014-15.
The table shows that DDT and PGDFSQM are the most successful programmes of the school. Except for little fluctuation we find sustained growth of these programmes. The
enrollment in both these programmes never decreased to below 100. COF started off well and indicated good enrollment for two years initially, but started a downward slide in
2010-11 and 2011-12. It picked up again during the next three years. CIS and PGDPM both initiated in 2008-09, exhibited decreasing enrollment in the very next year and this
trend continued except for 2010-11, when the enrollment of CIS suddenly went up from 20 to 131 but the enrollment declined in 2012-13. DVAPFV which was initiated in
2006-07, indicated a declining trend since its inception till 2015. The table shows that the programmes offered by the school are not very popular and need serious reconsideration.

School of Continuing Education (SOCE): It contributed 317734 students to the total enrollment of IGNOU, till 2015. Initially, the school had an enrollment of 250 students in1987-88. With some fluctuation it went down to 11061 in 2002-03. After that, the school’s upwards growth was continuous with a little fluctuation till 2015. If we look at thelevel-wise distribution of the students, the Advanced Diploma/Certificates programmes shared 398 (0.13%) student, Certificate Programme 78901 (26%), Diploma Programme82346 (27.50%), Master Programme 67883 (23%) and Post Graduate Programme 72079 (24%) of the total enrollment. The Diploma programmes have maximum share,followed by Certificate, PG Diploma and Master level programmes.
The first programmes to have been initiated by SOCE was the CFN which had attracted the highest enrollment in the school for about eight years though the decline started from1997-98, and has once again maintained an increasing trend since 2010-11. PGDRD picked up since its inception in 1991-92. Though there were consistent fluctuation in the lastfive years the programme maintained the numbers of intakes, including a significant increase in 2008-09. Started in 1996-97, CNCC also showed a positive growth rate over thesubsequent years, so also DECE and DNHE. Attempts needs to be made to expand the student base of both CNCC and DECE as both the programmes deal with health andeducation of children- the growth rate so far has been very encouraging. The MARD, initiated in 2005-06 has also shown a declining trend in 2010-11, 2011-12 and 2012-13 butthe number increased in 2013-14 & 2014-15 with a good intake of students.

The SOCIS is also an old and important school of IGNOU. The school from its inception has been contributing a very large number of students to the total enrollment of IGNOU.Initially the enrollment was 482 in 1990-91 which crossed one lac very quickly in 2000-01 with 152099 students. It shows the popularity of the programmes offered by SOCIS.After 2001-02, the enrollment went down with a small fluctuation but in 2004-05 it came down to 100473. Again it decreased by 28% (78705) in 2006-07. But the next year2007-08 it again rose by 33% (105300) thereafter, there was a little but continuous decline in enrollment 7%, 8.5%, 4%, 6.5%, 13.9% & 18.1% in 2009-10, 20010-11, 2011-12, 2012-13, 2013-14 % 2014-15, respectively. The school contributed 1876059 students in total to the University. The school has a large share of student enrollment of1876059, out of the total enrollment of IGNOU till 2015. Its Bachelors programmes has 45% and Masters Programme 39% share of students. Certificates and others Programmescontribute 16% share in total number of the students of the school.
These two programme BCA and MCA are the flagship programmes of the school. BCA was initiated in 1995-96 and upto 2000-01, the enrollment trend was upward but during
the next three years, the trend is on the downward side. The enrollment picked up during the next three years. From 2009-10 to 2012-13, table shows a downward slide. This is
a job oriented course and we need to understand the reason for this continuous downfall in the enrollment. MCA is also a very important programme and the table shows that up-
to 2001-02, the programme was doing well in terms of enrollment but it started going down during the next three years. The downward trend was continuous in 2006-07, 2008-
09 and 2009-10. During the last three years up-to 2012-13, the enrollment for MCA started increasing but again in 2013-14 & 2014-15 it went down. All programmes needs
serious review. CLP which was started in 2002-03 is also indicating a downward side continuously.

School of Education (SOE): The school plays an important role in IGNOU. The initial enrollment was 1092 in 1987-88. The school faced Enrollment issues till 2001-02 but in2002-03 the enrollment pattern changed and the trend went up to 12737 with a 123% increase from the previous year. Though again it came down the next year but, it shows a104% growth in 2004-05 with 24649 student enrolled and again a 144% rise in 2005-06 with 60154 enrollments. After that there is an increase of 35% & 31% in the next twoyears and 39% in 2009-10 after which the enrollment starts going down by 31% in 2010-11, 5.5% in 2011-12 and a sharp decline 50% in 2012-13. The enrollment pattern showsupward trend during the two subsequent year i.e. 2014 & 2015. We find 25% increase in 2014 and 4% in 2015. The school has contributed 816598 students to the totalenrollment of IGNOU. The school offers six programmes, of which the Bachelor programmes has 41% and Diploma programmes with (36%) are followed by Certificateprogrammes with 17%, Master, PG Diploma & Certificate with 6% share of the total enrollment of school.
Out of the nine programmes of the SOE for which enrollment data are presented in the above table, the B.Ed. programme has attracted the largest number of student whichhowever,is on a continous decline since 2011-12, 2012-2013 , 2013-14 and 2014-15. Programmes like M.Ed. MA (EDU), and CIG have also shown consistent growth thoughthe enrollment decreased for all the three in 2012-13. Further, the other three professional development programmes-PGDDE, PGDHE and MADE have over a period of timeshown a declining trend though these programmes develop professionals for the distance education system and the higher education system. MADE has shown an upwardmobility during the last three years. PGDSLM, though has low enrollment, has maintained consistency during its past six years but the enrollment declined in 2015.

School of Extension and Development Studies (SOEDS): The School was established in 2009-10, with an initial enrollment of only 13. Students. The upward trend started in2010-11 which continued for two years and presently in 2015, the enrollment is 1403. The school has a total of 1998 students enrolled till 2015. The Master Programme with(21%) is followed by the PG Diploma with (63%), PG Certificate (4%) and Certificates with (12%) of the total enrollment of school.
The table shows continuous downward growth of MAED, PGDEDS, PGDAE, CPVE, PGCEDS, programmes. All the programmes have low enrollment and in order to make
them more marketable some urgent measures are required.

School of Engineering and Technology (SOET): is an old school, which attracted a good strength of students. It started in 1995 with initial intake of 763 students. In this longspan of time the enrollment fluctuated with some up and downs till 2005-06. In 2006-07 the enrollment increased to 5020 (196%) than previous years and the upward trendcontinued for the next two years and reached 11367 in 2009-10. In 2010-11 it suddenly went up to 288864 (154% then previous years) but it declined continuously by 70% in2012-13, 50% in 2013-14 and 72% in 2-14-15. Till date the school has 115592 students. The school has contributed 115592 students to the total enrollment of IGNOU, in whichthe Bachelor with (48%) and Diploma programmes with (40%) were the most popular.
The school offers only one programme currently since all other programmes are on hold. ACPDM exhibits ups and downs in the enrollment trend. Except for 2009-10 and 2013,
the table shows continuous fluctuation in enrollment.
