Identified by Washingtonian Magazine as one of "Washington's Top Lawyers," Tom Connolly is the head of Harris,

Wiltshire & Grannis's litigation practice, where he concentrates his practice on matters of complex criminal and civil

litigation. Mr. Connolly has represented a variety of individual and corporate clients in matters involving securities and

accounting fraud, FCPA, antitrust, environmental, health care fraud and export control matters. Mr. Connolly also represents

companies in conducting internal investigations in a wide variety of matters. Mr. Connolly has also successfully represented

clients on complex civil matters, including SEC enforcement actions, civil antitrust, intellectual property, defamation, and

commercial litigation matters.

Mr. Connolly served as lead counsel in the matter of Hatfill v. John Ashcroft, a privacy action brought against the FBI and

Department of Justice stemming from a campaign of leaks in the FBI's investigation of the anthrax attacks. The case

resulted in one of the largest Privacy Act settlements in history and Dr. Hatfill was fully exonerated.

Mr. Connolly has been identified as one of the Best Lawyers in America, 2004-2008 and is honored as a "D.C. Super Lawyer"

in Super Lawyers Magazine.

Before joining the firm, Mr. Connolly served ten years as a federal prosecutor as an Assistant United States Attorney in both

the Eastern District of Virginia and the District of Columbia. During his tenure as a prosecutor, Mr. Connolly was lead trial

counsel in more than 50 jury trials in matters involving espionage, homicide, RICO, public corruption, bank fraud,

government procurement fraud, export control matters, and immigration fraud. In 1998, Mr. Connolly was awarded both the

John Marshall Award, the Department of Justice's highest honor, and the Intelligence Medallion, the CIA's highest civilian

honor, for his work in the prosecution of James Nicholson, the highest-ranking CIA official ever convicted for espionage. Mr.

Connolly also successfully prosecuted David Sheldon Boone, an NSA crypto analyst, for spying on behalf of the Russian

Federation.

Mr. Connolly served as an adjunct professor at George Washington University. He has been a frequent lecturer on litigation

strategies, trial advocacy and evidence at the Justice Department's National Advocacy Center. He has also made numerous

appearances as a guest analyst on Court TV and as a commentator for CNN, ABC News, NBC News and Fox News.

Mr. Connolly received his bachelor's degree from Northwestern University in 1984 and is a 1987 graduate of the College of

William and Mary, Marshall-Wythe School of Law where he received numerous academic awards. After graduating from law

school, Mr. Connolly clerked for the Hon. James H. Michael, Jr. in the United States District Court for the Western District of

Virginia. Mr. Connolly is a member of the Virginia, District of Columbia, and United States Supreme Court bars.
