The communication protocol outlines communication channels between, and roles and responsibilities of, the Thogomelo team, various levels of the Department of Social Development (DSD), training service providers (TSPs), home and community based care (HCBC) organisations and Thogomelo learners.
By ensuring that matters are directed to the correct person, the protocol enables quick responses and effective support for project partners. The DSD provincial coordinators oversee the project strategy in the province. The Thogomelo provincial coordinators are the central contact in each province for all enquiries related to project implementation – the provincial work plan, TSP contracts, budget and scope of work, training materials and accreditation. The TSPs address all enquiries related to the training cycle – selection, orientation day, logistics, training dates and programme, assessment, moderation and verification.
Important communications, such as minutes of meetings, decisions taken and action points, should be recorded in writing, addressed to the person responsible, and copied to their manager and the provincial DSD partner.

Department of Social Development (DSD)national DSD officials are responsible for:
• aligning the Thogomelo Project to the objectives of the national DSD capacity development and child protection strategy;
• building provincial DSD capacity to develop and operationalise a strategic plan to enhance community caregiver capacity and child protection responses at district level (in line with the Children’s Act and other legislation); and
• reporting project results and impact to senior officials within national and provincial DSD to enhance buy in and sustainability of the project; ensuring that annual provincial implementation plans (PIPs) are approved by decision makers in the provinces’ heads of departments (HODs).

• developing and executing the annual provincial workplan for community caregiver and child protection capacity development;
• liaising with national DSD to ensure provincial HOD approval of the annual Provincial Implementation Plan;
• managing and monitoring the project in the province according to the Quality Management Framework (QMF) developed by the Thogomelo Project; and
• supporting implementation at district level through quality assurance of TSPs (in conjunction with the Thogomelo Project).
