EU Flood Directive – a Policy framework for Flood Risk Assessment and Management

• Flood in Europe 1998-2009: 213 major damaging floods, 1126 deaths, half-million people displaced and at least €52 billion in insured economic losses.

• “The Directive requires Member States to assess if all water courses and coast lines are at risk from flooding, to map the flood extent and assets and humans at risk in these areas and to take adequate and coordinated measures to reduce this flood risk.”

Preliminary Risk Assessment

- Member States had to carry out Preliminary risk assessment by 2011

- Content of PRA:- Exposed elements (population, assets, etc)- Historical data on flood

- Area with Potentially Significant Flood Risk (APSFR)

- EU situation:- 15,660 of flood events reported (22 MSs)

- 4,830 Areas with Potentially Significant Flood Risk (22 MSs) -> approximately 200 per country

- The Electronic Regional Risk Atlas developed in PPRDEast 1 is an asset for PRA

Flood Risk Management Plan- Member States have to prepare FRMP by 2015

- Flood Risk Management Plans shall focus on the reduction of the likelihood of flood and of the potential adverse consequences of flooding for human health, the environment, cultural heritage and economic activity.

- Main Content of FRMP: a summary of the measures and their prioritization. Example of measures:

• Spatial planning• Early Warning System• Area which have the potential to retain flood water• New embankments• Controlled flooding • Promotion of sustainable land use practices

The Residual Risk is the result of the permanent risk mitigation planning (deferred time)

Hazard Reduction e.g. intervention on hydraulic infrastructures (levees, bridges..)

Intervention on exposed elements e.g. Relocation of buildings in high risk areas

Intervention programmes defined by suitable legislation during the deferred time

Vulnerability reduction e.g. zoning regulations regarding the use of ground floors and basements

The Residual Risk (RR) must be addressed by CP actions during real-time

On Job Trainings (OJT) will be delivered covering the following areas: (1) Risk assessment and risk mapping (in connection with Tasks C.1 and C.2) and (2) Risk Management Planning with focus on integrated flood risk management strategies.
