Friday, April 26, 2019 Welcome to the picturesque village of Alanson, Michigan Dear Honored Guests, Delegates, and Friends: We are being hosted for our District Assembly, and NYI & SDMI Conventions, this year by the Alanson Church of the Nazarene. Thank you, Rev. Foster Schmitt and the Alanson Church for your hospitality. Your excellence in service and friendly reception is a blessing to our entire district family! Thank you, delegates, for your leadership and service to our district. You are privileged to be a delegate to the Thirty-fourth Annual Northern Michigan District Assembly of the Church of the Nazarene. It is a distinct honor and holy trust for you to be here to represent your local church. Your presence testifies of your desire to see Christ’s Kingdom advance. The Assembly Handbook which you have received electronically and your delegate packet are full of helpful information. Please take time to acquaint yourself with these resources and be prepared to refer to the material throughout the assembly sessions. Some of the material will be of assistance to you and your local church when you return to serve in your respective offices of the church. Please plan to be on time for each session and move into your place promptly. Some people near you may be new, so please introduce yourself and get acquainted with them. Warm and lasting friendships often begin this way. When you return home from assembly, determine to be a part of the positive ministry of your local church. Ask the Lord to help you use your special gifts to build His Kingdom. Make yourself available to your pastor as he seeks to fulfill the Great Commission through the ministries of your local congregation. Thank you for your willingness to serve as a delegate. Dr. Eugénio R. Duarte

Biography

Dr. Eugénio Duarte was elected general superintendent in the Church of the Nazarene at the 27th General Assembly held in Orlando, Florida, in June 2009. At the time of his election, Dr. Duarte was serving as the Africa regional director.

Prior to his assignment as regional director, Dr. Duarte was the Africa West and French Equatorial field strategy coordinator, where he facilitated the expansion of the Church into Sierra Leone and the Réunion Islands and developed a strategy to enter Guinea Bissau. Dr. Duarte has also served as strategy coordinator for the Africa

Lusophone (Portuguese Speaking) Field, directing the start of Nazarene work in Equatorial Guinea, and as strategy coordinator for Central Africa. Earlier Dr. Duarte had served as a teacher and the director of the Seminario Nazareno de Cabo Verde (SNCV), superintendent of the Cabo Verde District, and pastor of the Porto Novo and Mindelo Churches of the Nazarene. Dr. Duarte was born in Brava, Cape Verde, and accepted Christ under the ministry of the Church of the Nazarene at the age of 12. He received his call to preach shortly after his conversion. He was mentored by his pastor, and was ordained by Orville Jenkins Sr. in 1981. He studied at SNCV and received his Master of Arts degree from Azusa Pacific University, California. In 2012 he received his master’s degree in business administration from Northwest Nazarene University, Nampa, Idaho. He was bestowed an honorary Doctor of Divinity by Africa Nazarene University in May 2006. Dr. Duarte and his wife, Maria Amelia, moved from Johannesburg, South Africa, to the Kansas City area in the fall of 2009. They have three sons, Sergio, Francisco, and Richard, and two grandsons, Gabriel and Ben Amar.

District Advisory Board The Northern Michigan District Advisory Board (DAB) met for three regular sessions and one Skype session during the 2018-2019 fiscal year. In accordance with the Manual of the Church of the Nazarene, we carried out the duties of the DAB to the best of our ability. The following organizational appointments were approved: Rev. Mark W. Hoult to serve as district secretary, Janice L. Crockett to serve as district treasurer, and Rev. Brian D. Farmer to serve as DAB secretary.

Recommendations We recommend that the district statistical year be from March 1, 2019-February 29, 2020 inclusively (12 months).

Board Actions 1. General Action Items: Prayed and consulted with the West Branch and Oscoda churches; Approved for the Harrison Temple church to receive a loan for repairs to their parsonage; Designed a District Profit and Loss Budget Performance Report for improved financial tracking. 2. Transfers In: Approved receiving the transfer of elder credentials for Kevin D. Barrett from the Pittsburgh District, James E. Canfield Sr. from the Eastern Michigan District, Thomas A. Harvey from the Eastern Michigan District, Henry L. Wells from the Colorado District; and deacon credentials for Rena S. Barrett from the Pittsburgh District, and Joseph M. Nominating Committee

The Nominating Committee was appointed prior to the District Assembly by Rev. Dan Gilmore in consultation with the District Advisory Board in accordance with Manual paragraphs 203 and 215.2. The committee met Thursday, February 21, 2019 at the Traverse City Church of the Nazarene. The following persons were in attendance: Rev. Dan Gilmore, Mark Hoult (chairperson), Janice Crockett, Jeff Ek, Tim Fall, Doug Field, Jeremy Gomez, Gary Pullen, Chris DeMott, Bryan McInerney, and Brian Farmer.

An error was discovered in our election process for District Board of Ministry members: Manual paragraph 205.17 states, "Those ministers elected shall serve for four years." We have been electing members of the District Board of Ministry to three (3) year terms, just as we do for the District Advisory Board members, thinking the requirements were the same. We need to make corrections to come into compliance with the Manual requirements. A motion was approved to recommend extending the term of service of each board member by one year, to be presented as a yes/no vote.

A motion was approved to recommend forming a General Assembly Resolutions Committee as a standing committee, with the membership consisting of the following officers: District Superintendent, District Advisory Board, District Secretary, and District Treasurer. This will be presented as a yes/no vote.

We, your Committee on Nominations, recommend the following persons for election by plurality: District Advisory Board (terms to expire 2022) Elder (elect 1) – Tim Fall, Foster Schmitt Martin Hodge (1st alt.), Ann Salyer (2nd alt.), and Damon Carpenter (3rd alt.) District Finance Committee The District Finance Committee met Thursday, February 21, 2019, at Traverse City First Church of the Nazarene. 4. That all churches pay their fund allocations in full and in regular and timely installments. 5. That all churches give emphasis, in their teaching and preaching ministries, to Manual paragraphs 32-32.5, dealing with Christian stewardship. 6. That all churches comply with Manual paragraph 33 dealing with the nomination and election of individuals who support the local church with their attendance and with their tithes and offerings. 7. That when making nominations for district boards and offices, the District Nomination Committee and the District Auxiliaries take into consideration the level of support of District activities by the churches and individuals being nominated. 8. That Ministry Funds be based on Current Church Income and that churches report their income regularly at the “Funding the Mission” denominational site. Further, that the Northern Michigan District follow the plan as recommended by the Board of General Superintendents. The Ministry Fund Plan we recommend includes the following: a. Ministry Funds be paid on current income less money submitted for World Evangelism Fund (WEF) and Approved Mission Specials. b. That the allocations be set at 16% according to the following breakdown: 1. 5.5% World Evangelism Fund (WEF) 2. 2.25% P&B USA 3. 2.25% Education (ONU) 4. 6.0% District c. That disbursements of these funds should occur as follows; 1. District and Education fund monies be projected out and sent to the District Treasurer in advance or at least on a weekly basis; Education fund monies be disbursed by the District treasurer on a timely basis. Any variation to this must be approved in advance by the District Superintendent. 2. WEF and P&B fund monies be calculated and submitted online at the “Funding the Mission” site or sent to the General Treasurer on a timely basis. 3. We further recommend that churches not paying the approved percentage be considered as receiving “Regular Financial Assistance” and MANUAL 2017-21 PARAGRAPH 117 would apply. Paragraph 117 - The pastor of a church that has been organized for less than five years, or had less than 35 members voting in the previous annual church meeting, or is receiving regular financial assistance from the district, may be appointed or reappointed by the district superintendent, with the consent of the District Advisory Board (211.17). 9. That the district treasurer will distribute a portion of the District Ministry Fund as follows: $5,000 to SDMI and $5,000 to NYI. 10. That each organized church be a 10 percent church for World Evangelism. 11. That all auxiliary and/or boards make their request for their projected budget for the coming assembly year to their respective auxiliary or board in writing by February 28. 12. The following policies be practiced: a. That all district salaries and the district superintendent’s expenses are preferred claims. b. That the district superintendent be allowed vacation with pay each year, the same as pastors, according to the Report of the Ministerial Support Committee. 13. That all congregations be strongly encouraged to actively participate in the NMD PACE Fund. A little gift goes a long way when we all take part.

14. That the expenses of the District Family Camp be covered by offerings and by a love assessment of $500 from each local church. We further recommend that those churches who are able would give more in order to help make up for shortfalls. 15. That all money received from the sale of property from officially disorganized churches, less encumbrances, be turned over to the District Advisory Board to be used at their discretion in accordance with Manual, paragraphs 106.25 & 225.23. 16. That a group insurance plan be continued and any necessary adjustments be left to the discretion of the District Advisory Board. 17. That all churches include in their budgets, monies for attending all district conventions and activities. 18. That all churches limit their indebtedness to an amount not to exceed three times the average amount raised for all purposes in the preceding three years, pursuant to Manual, paragraph 237.4. 19. That churches with paid staff pay all fund allocations in full, pursuant to Manual, paragraph 159. 20. That all of our churches either budget or receive special offerings for the American Bible Society, Nazarene Bible College, and Nazarene Theological Seminary, and that the money be remitted promptly to the appropriate office (see instructions in the General Information Section of the district journal). 21. Ministerial Support Committee We, your Committee on Ministerial Support, recommend the following: I. Ministering to our pastors:

Our church boards are asked to do all they can to relieve the pastor from financial stress, as well as from the need of secular employment, by striving to supply the following compensations:

1. Moving expenses for a new pastor (i.e., van cost, family travel expenses, interim salary compensations, etc.).

2. Adequate starting salary, not including fringe benefits. 3. Car reimbursement in accordance with IRS regulations, in addition to the salary.

4. Health insurance through our district group medical plan (or comparable coverage), with the church paying the premiums.

5. That full social security tax figured on basic salary, bonuses, and parsonage allowance, be paid.

6. Annual paid vacation time be specified, using the following schedule as a guideline (years of service refers to total years of pastoral ministry, not simply total years in current church assignment):

Total Ministerial Service Annual Vacation 1-5 years 2 weeks 6-10 years 3 weeks 11-19 years 4 weeks 20-24 years 5 weeks 25 years and up 6 weeks

7. That each local church consider supporting a sabbatical/study leave for the pastor during the seventh year (and each successive seventh year) of consecutive service to that local congregation in accordance with Manual, paragraph 129.10. For more information contact USA/Canada office at the Global Ministry Center, or visit nazarene.org, then “USA/Canada Regional Office,” then “Clergy Development,” then “Sabbaticals.”

8. That each local church give the week of District Family Camp Meeting to their pastor to attend the District Family Camp Meeting (one week including Sunday). And NOT count this time against his or her vacation time.

9. That an expense reimbursement (i.e., mileage, lodging, meals, child care, etc.) be given for all district and general church functions.

a. Official district meetings (i.e., District Assembly/Conventions, retreats (Pastors and Spouses, etc.), zone meetings, etc.)

b. Official general meetings (i.e., General Assembly/Conventions, conferences, etc.). 10. That the church grant an annual allowance for any continuing pastoral education.

11. That all church-owned parsonages properties on the Northern Michigan District: a. Be properly maintained and insured. b. Be furnished with heavy major appliances–range, refrigerator, washer, and dryer. c. Provide adequate content insurance that will cover pastor’s property.

12. That the level of appreciation and respect for the ministry be elevated by remembering your pastor, pastor’s spouse, and the children in special ways on birthdays, anniversaries, and Christmas.

13. That our churches participate in the Nazarene Retirement Program (tax-sheltered annuity) by contributing at least an amount equal to 5 percent of the pastor’s salary and that our pastors consider contributing additionally to the fund.

14. That our church boards plan a “Pastor and Spouse Appreciation Day” in the month of October.

15. That all churches be strongly encouraged to support their pastors thoroughly, considering such items at Nazarene Pensions and Benefits Disability Insurance, retirement funds, other insurance programs/funds, etc.

a. That each pastor/staff salary and benefits package be thoroughly reviewed each year, taking into account such factors as length of service, level of education, and cost of living.

b. That churches securing additional staff members give careful consideration to their financial needs.

c. That each local church consider ways of guarding needed private time for their pastor and his or her family to maintain and enrich their relationships. We recommend that pastors take a day off each week or its equivalent.

II. Ministering to our evangelists (commissioned, registered, and song evangelists) engaged by

the local church for ministerial services. 1. Each local church should agree on a minimum compensation to a called evangelist.

Consideration should be given to the fact that the evangelist receives no other benefits or compensation or time off for sickness.

2. That our churches plan some program to underwrite the major portion of the evangelist’s compensation prior to the meeting; and that added consideration be given to the husband and wife teams which provide both preaching and song evangelism.

3. That the local church, with a commissioned evangelist or a commissioned song evangelist as a member, pay one-half of their social security tax.

4. That the local church board remember them with a Christmas gift or love offering. III. Ministering to our retiring pastors and evangelists: We recommend that the church board

endeavor to express in tangible ways its love and appreciation to its retiring pastors or evangelists through farewell activities, monetary love gifts, etc.

IV. Ministering to our retired pastors, evangelists, and spouses. We recommend that the church

board remember these servants on their birthdays, wedding anniversaries, Christmas, and other special days.

V. Other recommendations:

1. That a copy of this report be sent by the district secretary to the pastor and church board secretary of each local church, and that the local church board secretary present it to the local church board at the July meeting.

2. That the church board share these recommendations with the church members. 3. That following the salary review, a report be sent to the district office by the church board

secretary.
